ENVIRONMENT USE FOR ECONOMIC GROWTH

I. 1st Affirmative (Constructive Speech)

Construction of buildings are not only a recent structure typology but also an objective
expression of the country’s social, political, and economic power signs of globalization. With
their architectural meaning, their construction technology, utilization style, economic price,
and their stance against the natural and constructed environment, have made an impact to
the soul of the country. Having these multi-functional tall buildings that are structurally and
spatially have signified a change in structure of the country; new central businesses or living
spaces have been created as transformation has made to gain legitimacy to achieve
betterment.
Infrastructural enhancement can attract fluid capital and global groups directly into
construction investments. Transforming cities into the most profitable sector requires
expanding high-rise buildings, in doing so, it can offer many wide-ranging job opportunities
for the people as employment provides income to poor families, revives domestic demand
for goods and services, and stimulates overall growth.
As of 2023, more establishments had begun to rise and will continue to rise in every part of
the world as it has become the center of market trade. More infrastructures can generate
better opportunities not just for the sake of the country’s development but this includes the
people benefitting from it.

II. 1st Negative Interpellation

The country’s economic status does shows improvement and wide-ranging benefits for its
people. But if I may ask you this, does more infrastructure means more occupation of
space?
: Yes
Are landforms also affected by the expansion of these high-rise buildings?
: construction of these buildings requires more space to be occupied in order to expand. So,
if it does, can it affect the habitats of other living organisms excluding humans?
: For some circumstances, yes it does.
I get your point Mr. /Ms.______ thank you.

III. 1st Negative (Constructive Speech)

In 2021, the Philippine’s availability rate of agricultural landmasses has decreased to 42.54
percent, so it is a possibility that overtime the rate of these land areas will be reduced as we
keep on enhancing and expanding establishments. The Philippines is primarily an
agricultural country, it is dependent to its natural resources that takes over the major sector
of the economy. Therefore, more production on this sector give rise to a profitable growth
of the country's economy.
As establishments continue to expand in the country therefore, the availability of these land
areas are beginning to reduce. Infrastructures divert natural-flows of the environment that
results to a large-scale impact; for instances, it destroys wetlands, drying river basins, and
leaving crops vulnerable to flooding or drought. Due to these uncertainties, production
development will be highly affected since that the Philippine’s is an agricultural-dependent
country therefore the economic growth will reduce to its main percentage growth.
Furthermore, land use conversion can also result to habitat loss of wild life by transforming
natural habitats to pavements. Thriving wildlife populations generate revenue through
tourism and creating local jobs for farmers, fishermen and other labor occupation;
maintaining healthy ecosystems enables sustainable harvesting of resources such as fish,
timber, and non-timber forest products that fosters to economic productivity.

IV. 1st Affirmative Interpellation

So, you are against of developing establishments due to your eco-centered beliefs?
: Yes
If by means, embracing the environment with no proper maintenance and without the help
of modern technologies will the country really advance or achieve its growing rate?
: before the existence of modernized technologies, have you forgotten that our ancestor
before have achieved a consistent agricultural way of living without the help of those
advance devices.
But that was before, but on recent events as the population rate continue to rise high
demand on this sector also increases. Will this sector cover the scarcity of production that
the country and people need?
: that’s why we need to further focus in enhancing the agricultural sector, in order to fill this
scarcity.
So, by means, in order for this enhancement to take place shouldn’t you be using these
advance devices in order to fill this void?
: It does need advancement on certain areas, but this advancement can occur without
damaging the environment.
I am now satisfied, Thank you.
V. 2nd Affirmative (Constructive Speech)
First and foremost, let us address the critical issue of regulations and policies in the
construction process. By enacting stringent guidelines, we ensure that construction projects
are executed with the utmost consideration for the environment. These regulations serve as
a safeguard against hasty, environmentally detrimental practices.
They mandate the use of eco-friendly materials, promote energy efficiency, and require
waste management strategies that significantly reduce the carbon footprint of construction
projects. By doing so, we not only protect our natural resources but also foster innovation
and investment in sustainable technologies, thereby stimulating economic growth.
Let's start by discussing the important topic of rules and guidelines in the building process.
We guarantee that building projects are carried out with the highest regard for the
environment by implementing strict rules. These rules operate as a barrier against hurried,
environmentally harmful actions.
They demand energy-efficient practices, the use of environmentally friendly materials, and
waste management techniques that drastically lower the carbon footprint of building
projects. By doing this, we promote innovation and investment in sustainable technology,
safeguard our natural resources, and boost economic growth.

VI. 2nd Negative Interpellation

Can you provide a strong assurance? You emphasized the use of eco-friendly materials and
waste management strategies, have there been cases where the availability of such
materials posed challenged for builders, particularly in resource constrained markets?
: yes, that is why implementing strict regulations are important in order to limit construction
processes; it’s important to acknowledge that in some cases, the availability or cost of eco-
friendly materials can pose challenges for builders, particularly in emerging or resource-
constrained markets. This is an area where targeted support and incentives may be
necessary.

VII. 2nd Negative (Constructive Speech)

With the construction sector experiencing a resurgence in growth, it’s bound to have a
detrimental impact on the environment that even certain regulations, policies or laws could
not solve. This is not only applicable to the establishment of buildings but also to the other
business sectors that uses resources, such as mining, energy (fuel usage), water
consumptions and other factors that can create a huge damage onto the environment.
Even if mandating the use of eco-friendly materials, promote energy efficiency, and require
waste management strategies that “significantly reduce the carbon footprint” of
construction projects, the business industry such as factories, mining corporations and such
have been the primary source of the country’s GDP CO2 gas emissions, which directly
contributing to the transition of climate change.
Without further noticing, while economic growth has produced many benefits, raising
standards of living and improving quality of life across the world, it has also resulted in the
depletion of natural resources and the degradation of ecosystems. By overtime, as we keep
on aiming for overall growth without a deeper consideration to our surroundings, the
country still wouldn’t achieve the goal that that its trying to aim, as there will be instances
that the nature itself will be the own downfall of the country.

VIII. 2nd Affirmative Interpellation

How are you so sure that these regulations could not reduce the construction impacts?
: As I’ve stated, it is bound to have an inimical impact on the environment then therefore it
could not be solved.
If infrastructures creates huge damage to the environment then how is it different from
agricultural productions?
: Agricultural productions reduces the reliance on the country’s limited natural resources
thus, eliminating the need for damaging practices.
