hile public conversation on constitutional
changes has advanced somewhat in recent
years, the wider debate around constitutional
reforms in Botswana is at a low point.
A constitutional review is supposed to be the mirror
that a nation takes and looks at itself to check if all is
good, if the social contract still stands and if the existing
constitution still covers the issues people face on a day to
day basis. It is supposed to tell us the heartbeat of the na-
tion and whether or not the supreme law and those under
it reflect the desires, needs and wants of the constantly
developing nation.
It is basically a process of checking if all is good with
us, with the leadership, with the institutions, the systems
and processes, and the culture of governance. It checks
if the peace and security we have are positive or they are
based on suppression and silencing others. It looks at the
social, economic and political development and growth
since enactment of the first constitution. How have these
evolved? Have they produced a nation of good, bad,
or ugly-spirited people? Are we a sad, happy, kind or a
compassionate nation?
The review must be the platform for the nation to an-
swer these questions and more, and whose responses are
supposed to help build better, moving forward. One says remove regulations and let market conditions prevail while the other says let us control prices and services.
It is not yet clear what the ongoing process is and to DRTS needs to apply the economic modelling that has

otswana’s slow population growth is inhibiting the econ-
omy from increasing at a higher rate, an independent
analyst has said.
According to the latest computation of the results of the popu-
lation census by Statistics Botswana, the population grew by
just 15 percent in the last decade to 2.3 million.
This translates into an annual growth rate of 4 percent, which
means Botswana’s population grew by around 200 000 people
since 2011.
Independent analyst Segopotse Bobe says a slow population
growth has a negative effect on livelihoods because economic
development takes longer.
“We already have a strain on Botswana’s workforce,” Bobe
said in an interview. “So when the population remains stagnant
employment opportunities will be hard to come by.”
This is because the government is not compelled to stimu-

added. “Government does not have any pressure to create op- Public transport operators suspended service to demand an increase of public transport fares. (Pic:Monirul Bhuiyan/PRESS PHOTO)
