Cardema, Chairperson of the National Youth Commission dated February 2, 2024, requesting the suspension of Memorandum Circular 2024-018 dated February 2, 2024 relative to the conduct of the 2024 LYDOs Convention on March 6-8, 2024, in the Province of Albay. The letter cited the lack of coordination with the NYC, and other significant concerns, In view of the above, please be informed that DILG Memorandum Circular No. 2024- 018 dated February 2, 2024 is hereby suspended. All DILG Regional Directors are hereby directed to cause the immediate and widest dissemination of this Memorandum to concerned LGUs within their respective jurisdiction. To alleviate the plight of Youth Development Workers in the Philippines; 2. To fully capacitate the functions of LYDOs as provided for in the prevailing laws and rules; and 3. To shed light on certain issues and concems on the roll-out of some programs under the Philippine Youth Development Plan (PYDP) 2023-2028 In this regard, and upon the request of Mr. Rhondon Casas Ricafort, LPT, interim National President of LYDO Phils, all provincial, city, and municipal LYDOs are encouraged to attend the said activity. The payment of corresponding traveling expenses and registration fee, if any, to defray the cost of hotel accommodation, meals, and activity materials, per participant including incidental expenses, may be authorized, chargeable against the local funds, in accordance with, and subject to: a) applicable limitations prescribed in COA Circular No. 2012-003 dated October 29, 2012; b) the usual accounting and auditing requirements; c) austerity measures; and d) all pertinent laws, rules, and regulations, “Matin, Mahusay at Maaasahan"” Trunkline No.: 8876-34-54 SMOFFICIAL “, % Likewise, the participating local government officials are reminded of the provisions of DILG Memorandum Circular No. 2018-25 dated February 28, 2018, prohibiting local government officials and employees from entering, staying, and/or playing at gambling casinos. All concerned are further reminded to ensure utmost and prudent discretion in their Participation, taking into consideration the local government unit's assessment of the relevance of the activity, and its potential benefit/s to the LGUs, with reference to their Local Youth Development Pians, Capacity Development Agenda, and/or other related strategic or planning documentis. All DILG Regional Directors are hereby directed to cause the immediate and widest dissemination of this Memorandum Circular to concemed LGUs within their respective jurisdiction.
