manage their own learning. Furthermore, you are expected to encourage and assist

Lesson The Heart of Quality Discussion: How to
1 Raise Thought-Provoking Questions
Imagine the different Metro Manila mayors having a meeting to decide
the next quarantine protocols. What do you think happens in the gathering?
How would discussions happen? What if there are some disagreements? The
key to any great panel discussion or public forum is to ask great questions
that inspire honest conversations. However, we must remember to ask the
specific and proper questions to arrive at the expected response. This
module will help you construct thought-provoking questions designed to get
one’s attention, requiring both the asker and respondent to think about
their attitudes and opinions. Whatever direction you wish the conversation
to take, a good question will help you get there.

PH RED CROSS EYES OVER 2 MILLION COVID-19 VACCINES FROM


ASTRAZENECA, MODERNA

The Philippine Red Cross (PRC) has begun discussions with various
pharmaceutical companies as it eyes the procurement of vaccines against
the coronavirus disease (COVID-19).

Senator Richard Gordon, also the PRC chairman, announced the


possible procurement of at least two million doses of COVID-19 vaccine in a
DZMM interview on Wednesday.

“Nag-order ako, kung pwede, sa malalaking kumpanya katulad nitong


(Astra) Zeneca, two million (doses) and Moderna, 200,000 (doses). (I have
ordered, if it is allowed, from big companies like AstraZeneca, two million
(doses) and Moderna, 200,000 doses),” Gordon said.

“May kakausapin pa kami ngayon na pagkukuhaan ng another


200,000 (doses). May mga kakausapin din kami na ibang tao. (We are still
negotiating with other companies to procure another 200,000 doses. We will
also talk to other people),” he added.

Gordon also restated his proposal to implement the “Buy One, Donate
One” scheme, where those who have the capacity to buy the vaccine can
also donate to those who cannot afford it.

“May mga kinakausap na kaming mga tao na can afford na


magbibigay sya ng libre sa mahirap para makapagbakuna. (We are already
talking to people who can afford to buy and donate vaccine to the poor),” he
said.

While the PRC is still working on getting COVID-19 vaccines, Gordon


offered its assistance to the Department of Health in its national
immunization program.

Let’s Elaborate

Thought-provoking questions are created questions that can set the


mood of a conversation. It digs your brain with real substance; enables new
ideas to succeed and fresh perspectives to grow.
When you think, it can be a range of ideas taking shape and then.
Thought-provoking questions make you reflect deeply. Some of these
questions are philosophical questions, others can be personal and there are
many that give you a good mental exercise. One thing is common in all of
these: it suggests pondering and deep thinking.
The key to any great panel discussion or public forum is for the
moderator or audience to ask great questions that inspire frank
conversation among the panelists.
The following six (6) questions have been shown to improve the
outcomes of panel discussion or public forum, helping to get individuals
think about content more deeply.
Remember: Thought-provoking questions = better discussions

SIX WAYS TO IMPROVE THE OUTCOMES OF PANEL DISCUSSIONS OR


PUBLIC FORUMS

1.) Moral / Ethical Dilemmas


Provide individuals with a problem or situation and ask them to
explore one or more of the moral and ethical concerns.
This type of prompt will get individuals think about the topic from
multiple sides, giving them a bigger understanding of the subject. This will
help them prepare for discussion, as they now have the tools to form their
own opinions and ideas based on those that they have researched.
Example: It is said that when Moderna vaccines were tested, they did use
cells from aborted fetuses. What is your reaction?

2.) Assess → Diagnose → Act


Assessment : What is the issue or problem at hand?
Diagnosis : What is the root cause of this issue or problem?

Action : How can we solve the issue?

This type of question will help individuals through the process of


problem solving. Each step will have them evaluate the problem and prompt
to think of ways on how they can fix it/deal with it.

3.) Compare and Contrast


Ask the individuals to make connections and identify differences
between ideas that can be found in class texts, articles, images, videos, etc.
When individuals understand the similarities and differences between
different ideas, they can develop a better argument because they understand
both sides. This type of question will lead to better constructed responses
from individuals and in turn deeper, more well-rounded discussions.
Example: How do these vaccines differ from each other? How are they
similar?

4.) Interpretive → Evaluative


Begin with questions about the intentions or goals of the discussion or
forum. Then, ask the individuals to evaluate the truthfulness of these
intentions, and finally the effectiveness of the methods used.
Example: What is the purpose of choosing these vaccines over others?
How would you justify that these vaccines are better than others?
Have you tested the vaccines’ effectiveness? How would you
explain the vaccines’ effectivity?

5.) Conceptual Changes


Introduce the individuals to a new concept or idea, then ask them to
find a common misunderstanding about this topic and explain it in their
response.
Numbers 4 and 5 let individuals form their ideas about a topic based
on the content they have read. Once they have formed their ideas, they must
then question their methods and challenge their original thoughts. These
are great ways to get individuals think critically about their ideas,
encouraging them to reflect and self-evaluate.

Example: It is said that the process of vaccine development was rushed, and
the vaccine may not be safe because of the speed. Is it true? Can
you explain further?
6.) Personal Exploration
Let the individuals explore a new idea on their terms. Exploring what
it means to them as individuals. This creative freedom helps them find their
authentic voice.
For example: “What does _______ mean to you?” OR “Find an
example of…”
Questions like this encourage individuals to be curious and build a
personal connection with the topic. This makes the topic more interesting to
the individuals which helps create further engagement during discussions.

DUTERTE’S PLEA TO CPP: LET VACCINES MOVE ‘FREELY AND


SAFELY’ IN PARTS OF PH

MANILA, Philippines — President Rodrigo Duterte on Monday
appealed to the Communist Party of the Philippines (CPP) to allow the
arriving Covid-19 vaccines “to be transported freely and safely” in various
parts of the country.
“I am appealing to the Communist Party of the Philippines, ‘yung
pinaka-umbrella, I don’t consider ‘yung mga NDF, NDF pati NPA—the
Communist Party of the Philippines must guarantee that the vaccines in the
course of their being transported to areas where there are no city health
officers or medical persons, na ‘wag ninyong galawin ang medisina,” Duterte
said in a pre-recorded talk aired late Monday night.
“Allow the vaccines to be transported freely and safely. I am asking
you now to observe that rule because that is for the Filipino people,” he
added.

Duterte likewise asked the CPP to “observe the rules of humanity” as
he stressed that the Covid-19 vaccines were purchased using the Filipino
people’s money.
“The credit goes to no one. Sa inyo ito, mga taong Pilipino, pera ninyo
ito. So natural lang na kayong mga members ng Communist Party of the
Philippines and the allied NPA, or whatever, kindly observe the rules of
humanity,” said the President.

PHILIPPINES STUDENTS FACE DISTANCE LEARNING UNTIL COVID-19


VACCINE FOUND

MANILA (REUTERS) - WITH schools in the Philippines only due to


reopen when a vaccine for COVID-19 has been found, educational
authorities are racing to devise a distance learning regime for 27 million
children by August, when the summer holidays end.

That poses a huge challenge in an archipelago nation of 107 million,
where many households have no access to the internet or a computer, and
teachers fear they will not be ready to roll out remote learning in two
months.
Duterte last month said resuming face-to-face classes without a
vaccine for COVID-19 "spells disaster".
Elsewhere in the world, schools are starting to reopen for students
with social distancing regimes to keep infection rates down, and amid fears
about children missing out on weeks of their education.
However, Duterte's education secretary, Leonor Briones, is confident
alternative approaches can work until a vaccine is developed.
"The president cares about our students, he told us to find other ways
(to teach) besides students going back to school," Briones said in an online
media briefing.
She said the department was laying the groundwork for a different
kind of learning using technology including radio, television, online classes
and modular learning.
More than 1,000 people in the Philippines have died due to COVID-19
and nearly 23,000 have been infected. Briones, 79, has herself recovered
from COVID-19.
There are more than 100 potential vaccines being developed globally,
but most estimate it would be at least a year before any are ready for
deployment.
