The Cordillera Region has distinct features that set it apart from Region I such as

having richer indigenous diversity and culture, UNESCO world heritage site, and diverse

biodiversity. Is Cordilleran’s ready for autonomy? The region currently exists as an

administrative region rather than an autonomous one due to several key factors: failed

plebiscites, internal divisions and disagreements, economic and resource concerns, and

limited resources and information.

The Cordillera region initiated the pursuit of autonomy in the early 1980s

through the "One Cordillera Movement." This movement was triggered by the rejection

of two plebiscites for the "Organic Act" in 1990 and 1998, both of which were opposed

by the majority of Cordillera residents. Especially, only the Ifugao province supported

autonomy and conducted a separate plebiscite (Damian, 2023). Other contributing

factors to the autonomy struggle include historical context and mistrust, as well as

external opposition (Garcia, 2017). Similarly, to the Bangsamoro Basic Law --- there’s

renewed push for autonomy through House Bill 5343 that proposes a smaller, less

autonomous entity with primarily administrative powers raising concerns about its ability

to address historical grievances and achieve lasting peace. Furthermore, IAG Philippines

(2023), stated that challenges in the autonomy advocacy and House Bill legislation

discussion include: limited time for senate approval, lack of grassroots information,

insufficient IEC activities, inadequate training for advocates, time and budget

constraints in the campaign, a leadership-centric approach in the region, and the need

to educate new officials for support. Thus, even the region has unique cultural and

historical characteristics, surrendering it full autonomy now carries significant risks. I

think that continuing the status quo as an administrative region offers more stability,

safety measure, and opportunities for balanced development compared to immediate

autonomy.
