In accordance with section 3 (1) of the Industrial
Development (Income Tax Relief) Act, 1958, it is
notified that a representation has been received by
the Minister of Industries requesting that the industry
and products specified below be declared to be a
pioneer industry and pioneer products :—

APPLICATION TO CONSTRUCT A LEAT
Notice is hereby given that, under the provisions of
the above Act, application [Central Inspectorate’s
Memo No. M/WL.1293/5 (WL.1293) dated 28th
April, 1965 (Niger Province)] has been made by
Mr W.P. Spurr to construct a leat on such land as
may be required for the conveyance of water not
exceeding 2 cubic feet per second starting from a point
on a dam on an un-named Stream on open ground
distant 1,420 feet on a bearing of 207° from CB.1 of.
AML.15373 and runs circuitously in general North-
East, East-South-East, East-North-East, North-
North-West, North-East, East-South-East, and
Northerly directions for a distance of 3,810 feet
through open groundfora distance, then follows the
course of AWL.1235 for a distance, then over open
ground AML.15373 a dam, open ground, terminating
at a point inside AML.15373, on an un-namedstream
distant 945’ on a bearing of 66° from CB.1 of
AML.15373 for which this licence is required.
Application for the Water Licenceis situated in Kuje
District of the Niger Province.. (Mines Sheet
GWG-II/G.9).
Any objection to the grant of this Water Licence
should be lodged with the Provincial Secretary,
Niger Province.

Oil Pipeline Act 1956
APPLICATION FOR AN Orn PrIpeLIne Licence
Notice is hereby given in accordance with Section
8 of the Oil Pipelines Act 1956 that THE SHELL-BP
PETROLEUM DEVELOPMENT COMPANY OF NIGERIA
LIMITED has applied to the Minister of Mines and
Power for the grant of a Licence to enter upon,
take possession of and use for 30 (thirty) years a
strip of land for the purpose of laying a 12-inch
diameter welded steel oil pipeline from a point near
Shell-BP’s Imo River Flowstation II in Ahoada
Division to Shell-BP’s Ebubu Booster Station in
Ogoni Division all in Eastern Nigeria in the Federal
Republic of Nigeria, the route of which is demarcated
on the ground by a survey trace marked with red
stakes and is herein described.
DESCRIPTION
All that strip of land approximately 164 miles long
situate within the Ahoada, Aba and OgoniDivisions
of Eastern Nigeria in the Federal Republic of
Nigeria, the centre-line of which traverses dry land,
swamp and rivers and is shown hatched in black on
the aforesaid Company’s Plan No. 8667 dated
August, 1965. _

The width of the said strip of land will be variable
and wili be approximately 50 feet except where it
traverses Nigerian Railway Corporation property
whereit will be approximately 10 feet.
The route of the centre-line is. described as
follows :—_ :
Starting at a point (marked A on the plan) adjacent.
to the aforesaid Company’s Imo River well No. 10
approximately 1} miles West of Owaza village the
route proceeds within land occupied by the aforesaid
Company under the terms of Oil Mining Lease
No. 11 on a bearing of 132° 39’ for a distance of
1452.1 feet to a point (marked B on the plan) ; thence
crossing the Imo River on a bearing of 70° 06’ for a
distance of 943.5 feet to a point (marked.C on the
plan);- thence on a bearing of 117° 12’ for a distance
of 928.6 feet to a point (marked D on the plan) ;
thence on a bearing of 90° 02’ for a distance of
915.9 feet to a point (marked E on the plan) : thence
crossing the aforesaid Company’s road on:a bearing
of 180° 00’ for a distance of 2302 feet to a point
(marked G on the plan); thence on @ bearing of
180° 06’ for a distance of 1393 feet to a point (marked
H on the plan) ; thence the route crosses the access
road to the aforesaid Company’s location Imo River
9, leaving the aforesaid Company’s land’ occupied
under Oil Mining No. 11 and entering the aforesaid
Company’s Imo River—Alesa pipeline wayleave,
occupied under Oil Pipeline Licence No: 15 on a
bearing of 209° 29’ for a distance, of 900.4 feet to a
point (marked J on the plan) ; thence on a bearing of
180° 58’ for a distance of 16556.8 feet to a point
(marked K on the plan); thence on a bearing of
186° 02’ for a distance of 1404.4 feet to a point
(marked L on the plan); thence on a bearing of
175° 56’ for a distance of 1640.4 feet to a point
(marked M on the plan); thence on a bearing of
181° 00’ for a distance of 5001.1 feet to a point
(marked N on the plan); thence on a bearing of
209° 53’ for a distance of 618.5 feet to a point
(marked O on the plan) ; near Ozuakalevel crossing ;
thence leaving the land occupied under the aforesaid
Company’s Oil Pipeline Licence No. 15 and entering
the property of the Nigerian Railway Corporation,
crossing the Port Harcourt/Aba Federal trunk “A”.
road at Ozuaka level crossing the route follows the
Western side of the Port Harcourt-Aba railway line
on a bearing of 215° 33’ for a distance of 6681.6 feet
to a point (marked P on the plan); thence on a
bearing of 213° 28’ for a distance of 526.8 feet to a
point (marked Q on the plan) ; thence crossing the
road connecting Imo River village and the Port
Harcourt-Aba Federal trunk “A” road on a bearing
of 197°.40" for,a distance of 302.9 feet to a point
(marked R on the plan); thence on a bearing of
179° 00’ for a distance of 1576.6 feet to a point
(marked S on the plan) ; thence crossing underneath
the Port Harcourt-Aba railway line on a’ bearing of
87° 55’ for a distance of 89.5 feet to a point (marked
T on the -plan);-thence crossing the Imo River
supported on the Nigerian Railway Corporation
bridge on a bearing of 178° 38’ for a distance of
361.9 feet to a point (marked U onthe plan) ; thence
leaving the property of the Nigerian Railway Corpo-

157.5 feet to a point (marked V on the plan) : thence
on a bearihg of 177° 54’ for a distance of 2801.7 feet

property of the Nigerian Railway Corporation on a

ration and entering the aforesaid Company’s Imo
Rivet—Alesa pipeline wayleave, occupied under Oil

point (marked A’ on the plan) ; thence crossing the
Obigbo-Afam Regional Trunk ‘B’ road near Kom-
Kom level crossing on a bearing of 192 55’ for a
distance of 420.3 feet to a point (marked B’ on the
plan) ; thence on a bearing of 237° 14’ for a distance
of 2,657.1 feet to a point (marked C’ on the plan);
thence on a bearing of 187°0 5’ for a distance of
21,191.8 feet to a point (marked D’ on the plan);
thence on a bearing of 201° 17’ for a distance of 661.7
feet to a point (marked E’ on the plan) ; thence on a
bearing of 172° 53’ for.a distance 689.5 feet to a

of 187° 18’ for a distance of 2,170.5 feet to a point
(marked G’ on the plan) ; thence crossing the access
road to the aforesaid Company’s location Ebubu-+

the Umukoroshe-Bori Regional Trunk ‘B’ road on a
bearing of 195° 00’ for a distance of 194.2 feet to a

follows the aforesaid road on a bearing of 278° 19

All bearings and lengths are approximate, and all
bearings refer to Colony Grid North.
The pipeline will be buried at a depth of approxi-
mately 2 feet. ; in the exercise of the power conferred upon

3. Any person who considers that his land or
interest in land will be injuriously affected by the
grant of the Licence should lodge orally or in writing
within three weeks from the date of this Notice with
the Administrative Officers in-charge of Ahoada,
Aba and Ogoni Divisions, notice of objection,
stating the interest of the objector and the grounds
of objection.
4. Any public officer who receives a verbal
objection in the course of his duties shall record the
name and address, interest and groundsof objection
of any person lodging such a vefbal Dby ection, and
shall forward such details to the Administrative
Officers in-charge of Ahoada, Aba and Ogoni
Divisions, as the case mayhe.

3. Matters relating to the amount of compensation
Payable by the aforesaid Companyforits use of the
land affected shall not be material grounds to include
in a noticeof objection.
6. The Administrative Officers in-charge of
Ahoada, Aba and Ogoni Divisions shall enquire into
objections (if any) duly lodged in accordance. with
paragraphs 3 and 4 above at their offices at Ahoada,
Aba and Bort, at 10.a.m. on the 2nd day of December,
1965, giving all parties an opportunity to be heard,
and reports thereof shall be sent without delay to the
Permanent Secretary, Ministry of Mines and Power,
Lagos, for submission to the Minister who shall
decide whether or not the Licence shall be granted.
7. Compensation (if any) payable by the aforesaid
Companyfor its use of the land affected shall be
determined by negotiation between the Company
and the landowners and occupiers.

2. In exercise of the powers conferred on it by section
74
(No. 55 of 1958), the Board of Customs and Excise is prepare of the Customs and Excise Management Act
d to consider applicationsfor licensing Duty-free
Shopsas Private bonded warehouses where passengers
departing from, ortravelling in transit through, Nigeria
may purchase goodsfree of Customs or Excise duty.

3. Scope.—Theestablishment of Duty-free Shopsis,

in
the meantime, to be limited to C ustoms Airports.
The shops are to be situated within the Departure Hall
or Transit Lounge and thesale of goods therein is to
. be limited to outgoing passengers who havebeen cleared
by Customs on the baggage floor—or are in transit—
and are travelling beyond West African countries.

4. APPROVAL AND LiceNSING.—The requirements for
Warehouses as contained in Customs and Excise Notice the approval and licensing of Private Bonded
No. 9—Government Notice No. 698 of 1959 apply
to Duty-free Shops. Any person wishing to obtain

10. HANDLING OF Goops.—(a) Goods intended for a Duty-free Shop are to be released from the
Quays or—in the case of excisable goods, from the factory—on warehousing entries and the normal, ware-
housing procedurefollowed, including the issue of Certificates of Warehousing. |
(6) At the time of purchase of any goods from a Duty-free Shop, a Purchase Invoice is to be completed
in triplicate andtheoriginal delivered to the purchaser. Thereverse of the travelling ticket of the purchaser—
is to be suitably endorsed and stamped by the proprietor of the Duty-free Shop and the invoice quoted
thereon, The purchaseris invariably to be advised to produce the goods together with the original Purchase
Invoice to the Preventive Service Officer on duty at the ¢angwayof the aircraft at the time of embarkation.

(c) The duplicate copy of the Purchase Invoice is to be despatched through the Preventive Service
Officer in charge of the Baggage Floorto the officer scheduled to be on dutyat the gangwayof the aircraft
concerned. ‘

11. Rerurns.—(a) The return periods for every Duty-free Shop are :—

(i) from the 1st to the 7th,

(2) fromthe 8th to the 14th,

(111) from the 15th to the 21st,

(iv) from the 22nd to the end of every month. |

(6) At the end of every period the proprietor is required to submit an ex-warehouse export entry’showing
Particulars of all goods released during the period. Every entryis to be supported by a statement of aecount
showing particulars of all goods received into and released from the shop during the period.
Copies of
invoices on which goods were received into the shop are also to be attached. The whole return isi to be
submitted to the officer in charge of the accounts of the Duty-free Shop. ‘|

12. Warninc.—The proprietor of a Duty-free*Shop is liable to heavy penalties and withdrawaliof his
licence if goods are released to unauthorised persons,or if any entry or supporting documentis found, to be
false or incorrect in any material particulars or if any of the provisions of the Customs and Excise L, iws are

Tenders are invited for the purchase of the
undermentioned vehicle which has been seized by

obtained from the Chief Collector, Eastern ‘Area,
Customs House, Port Harcourt between the hours
of 08 a.m. and 12 noon on any week day (Monday
to Friday) before the 29th October, 1965.
3. The Board does not guarantee the condition or
state of the vehicle with regard toits serviceability
or completeness in any respect whatever. ‘Tenderers

3. Proposed tenderers should indicate clearly on
the Tender Form whether the Mattresses Bed
Hospital offered are (a) locally manufactured or (8)
imported ; if imported the country oforigin should
be stated on the Tender Form. Delivery time from
the date of order should also be specified.
4. All would-be-tenderers should ensure : that
samples of Mattresses Bed Hospital Sponge offered
accompany the Tender Form. The samples should
also be labelled with the name and address of the
sender, as this will facilitate easy identification of

The purpose of the project is to determine the
possibilities for land reclamation and irrigation in
the Viedma Valley by carrying out surveys and
studies on soils, hydrology, drainage and ground-
water and by establishing an experimental farm for
practical research on land development and land use
problems. A design of the distribution and drainage
ystem for an initial pilot project of about 3,700
Pectares will be prepared, as well as an integrated
evelopment plan for the proposed project covering
approximately 80,000 hectares, taking mto account
pxisting irrigation development in the middle and
upper valleys of the Rio Negro.
Within the framework of the project the incumbent
will : Advise and assist in the establishmentof a soil
fertility program with the following objectives:
(a) ‘determine the soil fertility problems in the
project area;
(b) supervise the establishing of an experimental
program to solve the soil fertility problems. This
, program must include fertilizer, use salinity
" problemsandcultivation difficulties ;

is not a major part of the work.
Qualifications.—A Bachelor of Science degree in
agriculture or equivalent with major training in soil
fertility. At least seven (7) years experience in
experimental soil fertility work which includes a

Languages.—-A knowledge of Spanish or some
other Latin language. :
Emoluments.—They are based on US$ equivalents,
net of national income tax. Theyare payable partly
in: the currency of the home country and partly in

1. Duties and responsibilities——Unesco and the
International Bank for Reconstruction and Develop-
ment (and its associated agency, the International
Development Association) are to co-operate in. a
programmeto assist Member States in the financing
of education. Unesco is responsible for educational
advice concerning Member States requests for loans
or credits to be used in financing the capital costs of
educational development programmes.
2. The particular functions which Unesco will
undertake include the following :—
(a) Assisting member countries in the indentifi-
cation and preparation of projects.

3. A numberof appointments are to be madeto
the staff of the Educational Planning. Division ‘of

activity. The bulk of their work. will be carried ut
in missions to MemberStates and it is expected
the appointees will spend up to one-third ‘of

1. Qualifications and experience required |
Applicants are required to be of the highest quality
and to have proven ability in disciplines tation
the financing and administration of education—
educators, education administrators, economists with
particular interest in educational questions sociolo-

2. Academic background.—The mission member
must have had formal education at least to a first
university degree, or its equivalent, to be familiar
with the theoretical concepts of educational pro-
grammes, finance manpower or administration.
Academic preparation should be sufficiently diversi-
fied and generalized to allow the applicant’ to rel ate
onefield to another.
3. Professional experience-—Themission memtler
must have maturity, breadth and variety of occupa-
tional experience over a period of more than ten
years, having passed through successively more
difficult and responsible assignments in government,
in education, in industry, etc., including current or
very recent experience.
4. Personality.—A candidate's personality should
enable him to work co-operatively with a variety of
cultural, social and ethnic groups. The mission
memberneedsto be a good tearn worker. |
5. Specialization.—As a supplement to broad
general experience at a high level candidates will be
expected to have a very high level of competence and
experience in at least one area of educational speciali-
zation: the particularly important areas and
educational planning and administration, technical
and vocational education, general secondary edu
tion and educational financing.
6. Field experience.—Candidates should have had
substantial experience in developing countries and
should have proven ability in working with top
governmentofficials such as ministers and heads of
departments.
7. Language.—An excellent knowledgeof one lof @
the working languagesof the Organizationis required
and ability to work and draft in English is a necess
qualification. Languages most likely to be used are
English, French, Spanish and Arabic butallreports
will be finally written in English.
Salary and allowances.—Initial appointment will
be P-5 grade, with a gross salary equivalent to US
$14,000, which after deduction for the Unesco
staff assessment corresponds to a net salary equiva-
lent to $10,650 per annum, payable mainly jin
French Francs, plus the prescribed allowances.
Income tax on such remuneration, if levied, ‘is
reimbursed in accordance with Staff Regulations
and Rules.

Applications are hereby invited for the 1966
Competition for entry into the Administrative and
Special Departmental Classes of the Eastern Nigeria -
Public Service.
2. The Special Departmental! Classes comprise
those Scale A posts for which a specific qualification
is not a’prerequisite and which call for qualities of
intellect and character broadly similar to those needed
for the Administrative Class. For the present the
posts of Auditor, Accountant, Assistant Registrar of
Co-operative Societies, Management Officer, Produce
Officer and Revenue Inspector have been included in
this class. .
3. The Competition will comprise:

(6) an “Extended interview’? comprising a

specially constituted panel of Assessors;
