IN WATER SECTOR IN VIETNAM
INDUSTRY OVERVIEW
Vietnam is facing a lot of difficulties in ensuring water
sources and safe water supply in the country, citing
water shortage, uneven water resources distribution,
impacts of climate change lead to flooding, drought and
salt intrusion, and water pollution as major challenges in
water sector in Vietnam. These challenges will create more
business opportunities for local and overseas investors
and suppliers to provide the solutions and expand the
markets in Vietnam.
Vietnam has only 15% of its wastewater collected and
treated. A large amount of wastewater from residence
areas, animal husbandry and various small and medium
economic activities is discharged daily into the environment
without proper treatment. Municipal solid waste is
another significant factor contributing to underground
water pollution in Vietnam. The 2023 Environment Law
requires all residential areas to have adequate wastewater
collection and treatment system. Water supply and
drainage are currently regulated in Vietnam by Decree
117/2007 and Decree 80/2014 respectively. The Ministry of
Construction of Vietnam has proposed a new law on
water supply and drainage to the Government with
expected rectification by the National Assembly in 2025.
Major growth drivers of the water supply sector in
Vietnam come from the residential customer group
and industrial customer group. Particularly, the
demand from the residential customer group has been
increasing in recent years because of the increment in
urbanization rate, disposable income, population
growth, and rising health concerns. Meanwhile, the
demand from the industrial group is majorly attributed
to the strong development of industrial parks driven by
a strong FDI wave into Vietnam.
INDUSTRY OUTLOOK
The National Assembly passes the Law on Water
Resources 2023 recently including 4 group of policies:

economics of harmful effects caused
by water.
Hanoi city plans to provide safe water to 90% of its
population in urban and rural areas by 2023 and 100%
by 2025. The local authorities identify this goal as a
priority for economic development and to ensure
social welfare. On the wastewater treatment issue, the
city is pushing to complete the Yen Xa Wastewater
Treatment Plant before 2025.
Water supply sector in Vietnam recorded active M&A
activities and a wave of greenfield investment, especially
private Water Supply Companies (WSCs) in recent years.
This trend is fueled by the promising performance of
water supply businesses in Vietnam and the potentially
rewarding investments, attracting keen interest from
both domestic and foreign investors.
Vietnam’s piped water demand has maintained its
growth momentum of previous years and is forecasted
to reach 11.2 mn m3/day in 2027 with CAGR 2023F-2027F
of 4.3%. The market has been driven by a low pipe
water penetration rate, favorable demographic factors,
and robust developments in the manufacturing &
industrial sectors in Vietnam.
