1.0 Purpose
The purpose of this procedure is to ensure vehicles and equipment are fueled safely on construction
sites, to ensure fuel is stored safely on construction sites, and to protect the environment from spills
and the hazards associated with spills.
This procedure is to prevent a loss or escape of product from construction activities that can

2.0 Responsibilities
It is the primary responsibility of the fuel dispensing staff and his respective department to ensure that
all fuel handling, dispensing, and storage is done in a safe and proper manner in accordance with this
procedure
The following protection procedures are intended to prevent a loss or escape of product and, in the
event of a spill, to minimize the impact of the spill on the environment.
Delivery of fuel to the site will be by approved browser or mobile refuelling tanks.
Delivery will be directly into the equipment.
Storage tank and browsers shall be operated by a competent person and use desired
PPE’s.
Storage of fuel in barrels for emergency purpose must be kept in secondary containment.
Ensure that hand barrel pump or motorized pump hose is empty and nozzle to be kept in
upright manner.

During delivery of fuel directly into equipment provide dip tray underneath.
For moving equipment’s refuelling shall be done 90% capacity of tank to avoid spillage
from equipment fuel tank while operating on inclined position.
Where the circumstances require, fuel may be stored in an approved mobile refuelling
tank.
Mobile fuelling tanks must be stored in an area where it cannot be hit by vehicles or other
equipment. The fuel storage area also must be located away from drainage channels.
Where a mobile refuelling tank is in use and there is a danger of spillage contaminating a

stream, waterway, or sewer, so dip trays to be used.
All tanks and mobile refuelling tanks are to be properly labelled in accordance with the
Transportation of Dangerous Goods Regulation.
Fire extinguishers shall be located near the fuel storage areas and be of a suitable type
and size to permit the evacuation of workers during a fire.
Any worker who may be required to use a fire extinguisher shall be trained in its use.
Smoking will not be permitted in the area of the fuel storage facility and "No Smoking"
signs will be posted. Smoking will not be permitted during any fuelling operation. "No
Smoking" signs are to be maintained in good condition.
Waste oils, lubricants, greasy and oily rags, or other materials subject to spontaneous
combustion will be retained in a labelled container used for that purpose exclusively and
will be properly disposed of at frequent intervals.
Appropriate emergency spill equipment will be available in the fuel storage area.
No "hot work" shall take place within 3 metres of a storage zone.
Posting of Procedure
In cases where fuel is being stored on site, this procedure shall be posted or available on site and a
copy shall be incorporated in the company HSE policy and procedures. All records of employee
training must be kept.
For sites where fuel is stored and dispensed, the following supplies shall be kept available to respond
to and contain a diesel fuel spill.

Any spill exceeding 100 litres or which does not meet the conditions for exemption from reporting
requirements must be reported to the supervisor, concerned area manager, and HSE department. The
report shall include details of the type of material spilled, the source of the spill, and whether the spill
has reached the environment (e.g. drains, sumps, or waterways). The head of Emergency Response
