CLAUSE 10 : MAINTENANCE OF THE SHIP AND EQUIPMENT

10 MAINTENANCE OF THE SHIP AND EQUIPMENT

10.1 The Company should establish procedures to ensure that the ship is maintained
in conformity with the provisions of the relevant rules and regulations and with any
additional requirements which may be established by the Company.
10.2 In meeting these requirements the Company should ensure that:
.1 inspections are held at appropriate intervals;
.2 any non-conformity is reported, with its possible cause, if known;
.3 appropriate corrective action is taken; and
.4 records of these activities are maintained.
10.3 The Company should establish procedures in its safety management system to
identify equipment and technical systems the sudden operational failure of which
may result in hazardous situations. The safety management system should provide
for specific measures aimed at promoting the reliability of such equipment or
systems. These measures should include the regular testing of stand-by arrangements
and equipment or technical systems that are not in continuous use.
10.4 The inspections mentioned in 10.2 as well as the measures referred to in 10.3
should be integrated into the ship's operational maintenance routine.

The requirements of this provision of the code are that maintenance, repairs and
relevant surveys be carried out in a planned, safe and timely manner.

Statutory and classification requirements related to the presence of a surveyor on


board or for Information being conveyed to them should be fulfilled.

Shore personnel entrusted with the responsibility of ship operations should be


familiar with statutory and classification society requirements and they should
be in a position to monitor on-board maintenance activities and provide technical
support / feed - back to the ships.

Whilst, seaworthiness of the ship, at all times, should be the aim, owners must
provide suitable and adequate technical information, maintenance tools, spare parts
and stores / supplies.

They should ensure preventive maintenance of at least the following:

a) Hull and superstructure steel work


b) Arrangements which ensure water tightness of different spaces
c) Life saving appliances
d) Safety, fire fighting and anti-pollution equipment / alarms
e) Navigational equipment
f) Steering gear
g) Anchoring and mooring equipment
h) Main engine and auxiliary machinery
i) Pipelines and valves
j) Cargo loading / discharging equipment
k) Inerting systems
l) Fire, gas and heat detection equipment
m) Bilge and ballast pumping and separator systems
n) Waste disposal and sewage systems
o) Communications equipment
p) Pilot ladders / gangways
q) Escape routes/ hatchways

Where contractors are used for maintenance services, special efforts must be made to
inform them of company requirements (specifically related to the SMS) and to
ensure that these are fulfilled by the contractor and then verified and recorded by
capable company personnel.

10.1 The Company should establish procedures to ensure that the ship is maintained
in conformity with the provisions of the relevant rules and regulations and with any
additional requirements which may be established by the Company.

The Company is required to establish a procedure for the maintenance of the ship and
equipment, taking into account
a) International conventions
b) Flag and port state regulations
c) Classification rules
d) Requirements from manufacturers
e) Feedback information from failures, damages, defects and malfunctions.

Objective evidence is necessary to confirm conformance with established maintenance
requirements. Examples include
a) Documented procedures
b) Instructions for the onboard work routine
c) Verification of their implementation in the day-to-day operation of the ship by the
appropriate personnel.

10.2 In meeting these requirements the Company should ensure that:


.1 inspections are held at appropriate intervals;

Inspections to be carried out by competent, qualified and experienced shore


personnel in a properly planned manner.

Whilst the SMS would indicate how these inspections would be arranged, there
should also be available detailed instructions regarding observation to be made
and checks to be carried out during such inspections (followed, if necessary,
by running tests). Acceptable / not acceptable parameters may be included wherever
considered essential.

In meeting the above requirements the company should define the appropriate
internals of inspections of ships machinery, systems, equipment and structures and
should ensure that these are held at the prescribed intervals

Preventive maintenance procedures should be established at least for the following


a) Ships hull & closing appliances
b) Main engines, auxiliary machineries and controls
c) All safety and relieving devices
d) All fire fighting, life saving & anti pollution equipment
e) Radio & Navigational Equipments including compass and calibrations
f) Cargo handling gears / equipment's
g) Anchoring & Mooring equipment's
h) Bilge & Ballast pumping system
i) Waste disposal & sewage system
j) Medical Lockers & kits
k) Gangways & Pilot Ladders

.2 any non-conformity is reported, with its possible cause, if known;

Non-conformities observed during maintenance activities should be promptly


reported and a definite time limit set for rectification (i.e. for completing repairs or
for renewal).

The Master should be made aware of his responsibility to report maintenance and
repair requirements.

This section of the Code refers to damage, defects, malfunctioning, deficiencies


concerning ship and equipment, etc. Therefore, the term "non-conformity" in this context
is not meant to refer to the definition of non-conformity against the ISM Code used in the
audit process.

Shipboard personnel, as part of the day-to-day operation of the ship, should have
procedures which ensure that non-conformities are reported promptly and rectified within
a specified period of time.

Non-conformities which, for any reason, cannot be promptly dealt with by the ship
personnel (e.g. due to lack of resources or material) or whose repair may be postponed
(e.g. to the next dry dock or long stay) and which do not affect the ship's safety and
environmental protection, should be included in a continuously updated list, to be
available onboard and ashore.

A system should be in place to notify appropriate personnel both ashore and on board
of nonconformities and appropriate corrective actions

Recording observations / results of such inspections would constitute an important


element of this activity

Reports of inspections and of non-conformities observed during maintenance


should be investigated and analyzed to determine the necessity of taking corrective
action. The responsibility and authority of personnel handling these
reports should be defined.

The Master should be given adequate support with respect to corrective actions
required on board.

The Company should have documented procedures for corrective action of non-
conformities which cannot be promptly corrected by the shipboard personnel. The
records of Surveys by Class or flag state administration and routine maintenance carried
out on board should also be available in the Company office.

Corrective action should involve solutions which may reduce or prevent re-occurrence of a
nonconformity.

.4 records of these activities are maintained.

Generally, original certificates issued by statutory / classification surveyors


are held on board ship along with ship-board maintenance records and inspection
reports. It is necessary that copies be also held ashore by responsible
person. All reports / records should be date and signed and should identify any
defects found and any action taken to restore safe conditions. Such reports /
records should be retained on board and ashore for a stipulated period.

Records of inspections, maintenance, damages, defects and relevant collective actions


should be kept as objective evidence of the effective functioning of the SMS.

10.3 The Company should establish procedures in its safety management system to
identify equipment and technical systems the sudden operational failure of which
may result in hazardous situations. The safety management system should provide
for specific measures aimed at promoting the reliability of such equipment or
systems. These measures should include the regular testing of stand-by arrangements
and equipment or technical systems that are not in continuous use.

When critical equipment and systems on board are identified, appropriate tests and
other procedures should be developed to improve functional reliability or to make
available the use of alternate arrangements in the event of a sudden failure.

Regular testing of stand-by equipment and arrangements would ensure its

availability, that a single failure does not cause the loss of a critical ship function
that could lead to an accident and also promote crew familiarity with such
equipment and its usage.

Equipment / systems not continuously in use should be tested regularly and prior
to conducting a critical operation.

The above requirements Should be incorporated into ship board maintenance /


watchkeeplng routines and checks.

The list of critical equipment and systems can vary according to ship type and operation.
Once identified, appropriate tests and other procedures should be developed to ensure
reliability.

The testing and maintenance of stand-by equipment and inactive systems associated
with alternatives should be part of the Company maintenance plan. Examples of
inspections and tests may be :
a) Alarms and emergency shutdowns,
b) Fuel oil system integrity
c) Cargo system integrity
d) Emergency equipment (epirr portable vhf, etc.) (v) safety equipment (portable gas
and co2 detectors, etc.)
e) Pre-arrival and pre-departure tests (of emergency steering gear, generators,
emergency fire pumps, telegraphs, etc.).

1. GENERAL

Established procedures required to ensure that the ships are maintained in


Compliance with the provisions of the relevant codes, standards, rules and regulations
promulgated by the Administration, Classification Society and any additional
requirements assigned by company, in order to ensure continued Safe and Pollution
free operation.

In order to meet the above maintenance requirements, the company


shall ensure that

a) Inspections are held at appropriate intervals


b) Any non-conformity is reported, with its possible cause, if known
c) Appropriate corrective action is taken
d) Records of these activities are maintained.

2. ROUTINE INSPECTIONS

Inspections of the ship and ship's equipment are carried out at intervals
ascertained to provide their continued reliability. These inspections are scheduled as
per manufacturer's maintenance operation manual.

3. PLANNED MAINTENANCE MEASURES

Identify equipment’s and technical system’s, whose sudden operational failure


may result in a hazardous situation. The company’s SMS has to provide for specific
measures to promote the reliability of such equipments and technical systems by a
planned maintenance program. These measures shall include the regular testing of
stand-by arrangements and equipment or technical systems that are not in continuous
use.

Designated Officers are responsible for ensuring that scheduled


maintenance and repairs are performed according to the planned maintenance systems
programmed and provided by the company .

4. INTEGRATION OF INSPECTION AND MAINTENANCE MEASURES

The company has to establish procedures for ship's operational
maintenance routine of its equipments and system integrating the requirement of the
inspections with the measures required for the planned maintenance

5. INSPECTION - NON CONFORMITIES

Non conformities arising out of inspections are analysed and


reported as necessary to the company and after due consultation corrective
actions are taken.

Records of these corrective actions are maintained.

6. BREAKDOWNS OF SHIP'S MACHINERY

Breakdowns of critical ship's machinery are considered non-conformities


and are reported to the company. Breakdowns of machinery where appropriate, may
result in changes to the ship’s maintenance system in order to preclude reoccurrence of
similar breakdowns.

In the event of the breakdown of a particular equipment or a system, the


Chief Engineer may change the maintenance and inspection requirements for the
equipment or the system in order to prevent similar breakdowns. The changes in the
inspection and maintenance system shall be reported to the company

Records of such occurrences are logged and maintained.

.7. RECORDS

Records of maintenance and repairs performed on ship's equipment are


recorded in the maintenance program. Up-to-date reports of the maintenance schedule
and completed repair work are submitted to office. Documented procedures for
maintenance of safety system records are provided.

PLANNED MAINTENANCE SYSTEM

a) Routine maintenance
b) Survey & classification
c) Inventory of spares & stores
d) Running hours
e) Logging & reports, electronic media
f) Standby machineries
g) Fuel risks, water etc.

DETAILS

a) Routine maintenance of all machineries to be strictly compiled as per machinery


builders instruction.
b) Survey to each & every machinery as listed in classification to be done at least 3
months before expiry date.
c) Maintenance of any machinery will require adequate inventory of spares & stores
and this to be made available before starting maintenance.
d) Before venturing into maintenance of any machinery the standby if available must
be in working condition and this must be ensured.
e) Fuel oil, lub oil, cooling water, feed water to machineries and boilers must be tested
at intervals specified by maker. Maker’s recommendation regarding viscosity,
temperature, etc. for fuel oil must be strictly complied.
f) Any routine maintenance requiring outside assistance must be intimated in advance
to head office at least 3 months in advance for sanction of workshop, shore
manpower assistance so that necessary permission form port authorities etc. can be
obtained.
g) After PMS on a machine has been done, proper post maintenance trials, should be
carried out in accordance with makers recommendation before putting that
machinery into production service.
h) The Master of the vessel must be prior intimated for such maintenance so that he can
obtain necessary permission from port authorities etc.

The Chief Engineer is responsible for this and he has to keep the Master informed.
The Chief Engineer will be assisted by Second Engineer.
