WORKING ON ROOFS

PURPOSE

This Procedure defines the activities to be followed by those persons required to work on roofs of
structures and tanks. It provides that there are safe systems of work in place. The element covers
access to roofs, prevention of falls of persons or material from heights, and consideration of
specific hazards such as vents and relief’s. For general working at height refer to TF Working at
Height Procedure.

SCOPE

This procedure outlines responsibilities and duties of personnel associated with working on roofs,
and describes the process for permitting such work.

APPLICATION

This procedure applies to all Tripatra Fluor and contractor personnel.

DEFINITIONS

Roof Access Authorised Person

A person authorized by Tripatra Fluor to issue Roof Access Permits.

1.0 GENERAL

Education and training will be conducted for all persons required to work on roofs.

A Tripatra Fluor Access Permit for Working on Roofs will be issued for persons accessing roofs.

This permit to a supplement to the required CPI permits (GWP, Hot Work Permit etc.) and hence
does not remove the requirement for these permits.

2.0 RESPONSIBILITIES

2.1 Roof Access Permit Authorized Person

It shall be the responsibility of the Authorised Person to issue the Access Permit for Working on
Roofs. (Attachment 2)

Prior to issuance of an Access Permit for Working on Roofs (Attachment 2), the Authorised Person
shall consider all HSE aspects of the work to be performed at heights including, but not limited to:

 The load carrying capability of the roof, means to prevent falls, the height above the ground,
the slope, the nature of the surface covering, weather conditions, weight distribution of
persons and equipment;
 The presence of electrical conductors, above and below the roof;
 The precautions to be taken in storing materials on a roof (including the fitness of the roof for
storage purposes);
 Any protective devices necessary for maintenance and construction activities having regard
for the nature and condition of the roof and supporting structure; and
 Advise of hazards from process situations that may affect the work.

The permit may only be issued after a personal inspection of the job site. Specialized assistance
may be required to carry out the inspection and verify the integrity of the structure.

On the completion of the job, the Authorised Person shall inspect the worksite and ensure that
hazards have not been introduced into the area due to the scope of work performed.
2.2 Recipient Of The Permit To Work/Roof Access

 Perform all work in accordance with all conditions of the Roof Access Permit
 Verify that only suitably trained and authorized persons perform work under the Roof Access
Permit (eg, if fall protection devices are being used, personnel must be trained in their use)
 Observe precautions to avoid falls and other hazards arising from the work; and
 Every person on site has the right to stop the work and discuss withdrawal of a Roof Access
Permit at any time with the Authorized Person.

On completion of the work, the permit recipient shall ensure that the work area has been made
safe, that all stairways and handrails are intact and that all open holes have been covered.
3.0 REQUIREMENTS

 A roof on which people are required to work shall be designed to withstand the weight of
persons and equipment being used to carry out the work unless specifically required
otherwise; and
 Persons going on roofs for any purpose shall do so by issue of Permit to Work.

 Crawl boards shall be used where it is necessary for people to walk on fragile sheeting.
Walking along the screw lines is not permitted;
 Mount notices on fragile roofs where access is possible warning that the roof is fragile and
stating that crawl boards are to be used and that a Permit to Work certificate is required; and
 For covers where crawl boards are impractical or do not provide sufficient safety, use either
proper scaffolding or safety nets beneath the roof.
