ABOUT FIATA
ORGANISATION
FIATA was founded in Vienna on 31 May 1926. Today it is headquartered in
Geneva and is the world’s largest non-governmental organisation in the field
of international freight logistics. It has 114 Association Members in different
countries or territories, and represents around 50,000 International Logistics
and Freight Forwarding Organisations employing approximately 10 million
people across 160 countries. FIATA Association Members are divided into
four regions, Africa and Middle East, Americas, Asia-Pacific and Europe.
FIATA is an accredited body with the UN Economic and Social Council (ECOSOC)
roster, frequently cooperating with the UN Commission on International Trade Law
(UNCITRAL), the United Nations Conference on Trade and Development (UNCTAD)
and United Nations Economic Commission for Europe, Asia Pacific (UNECE,
UNESCAP) and other UN bodies, such as – inter alia – ICAO and the World Bank.

During the 2022 FIATA World Congress, FIATA announced its renewed
Mission Statement:
‘FIATA is the largest federation and voice of global logistics serving its entire
eco-system. It fosters the knowledge of its members to ensure a sustainable
and resilient supply chain’.

ADVISORY BODIES
AND INSTITUTES
FIATA’s organisational structure comprises Institutes, Advisory Bodies,
Working Groups, and Standing Committees, which deal with the technical and
policy issues that affect the freight forwarding industry at an international level.
The institutes make-up the policy-making structure that prepares and publishes
the positions, business guidance and standards of FIATA as endorsed by the
Presidency and the General Meeting. Some of the institutes work through
permanent Working Groups such as the MTI, which has three different groups
for Sea, Rail and Road Transport matters.

• The Digital FBL solution allows members to issue the secured digital
Negotiable FIATA Multimodal Transport Bill of Lading (FBL), through their
everyday tools. Digital FBLs are registered on an immutable ledger and
can be verified easily by all stakeholders interacting with the document.

FIATA DOCUMENTS
AND FORMS
The FIATA documents are one of the main instruments in cross border trade
facilitation. FIATA has created several documents and forms to establish a
uniform standard for freight forwarders worldwide. The documents are easily
distinguishable as each has a distinctive colour and carries the FIATA logo
which is visually easy to recognise.
The documents prepared by FIATA and used at the time of publication of this
book being;
• FBL/eFBL (FIATA Multimodal Transport Bill of Lading, negotiable, also
available in digital secured format, eFBL)
• FIATA FCR (Forwarders Certificate of Receipt)
• FIATA FCT (Forwarders Certificate of Transport)
• FWR (FIATA Warehouse Receipt)
• FWB (non-negotiable FIATA Multimodal Transport Waybill)

Members licensed in the territory concerned, who print and distribute the
documents.
In May 2022, FIATA launched the digital, secured, blockchain-based FIATA Bill
of Lading (eFBL). The eFBL is registered on a private blockchain and integrates
a QR code which allows the user to verify the authenticity of the document and
to reduce fraud. By scanning the QR code on the document, the stakeholder
can verify:
- the validity of the document
- the identity of the issuer
- the integrity of the content
The Digital eFBL can be requested on the FIATA website, and will save time
and money for the freight forwarder.

FIATA FOUNDATION
The FIATA Foundation for Vocational Training (FFVT) is an independent body
that promotes freight forwarding and logistics vocational training in low- and
middle-income countries. Its main objective is to encourage FIATA Association
Members to establish training programs in their own countries to support the
building of professional qualifications relevant to the industry through Train-
the-Trainer (TOT) courses. Although halted in its activities until last year,
the FFVT has maintained a strong financial position and is ready to resume
its activities worldwide. To further promote the TOT, the Foundation has
strengthened its communication to promote the TOT through FIATA channels
with the support of the FIATA HQ Team.

FIATA TRAINING
PROGRAMMES
A major way that FIATA is contributing to the development of a highly skilled
logistics workforce which meets global standards, is via its validated vocational
training programmes.
FIATA offers two Diplomas namely the FIATA Diploma in Freight Forwarding
(since 1996) and the FIATA Higher Diploma in Supply Chain Management
(since 2013). Both courses’ materials are regularly assessed and validated
by experts in the industry. The courses are based on the FIATA Minimum
Standards, which are the minimum requirements of the training programmes.
One of the key components of the FIATA Diploma is the FIATA Air Cargo
Certificate, which is a globally recognised qualification offered by FIATA
through its Validated Association Members across the globe. This certificate

Every year, FIATA association members present their candidate who submits
a dissertation focusing on a key import and export commodity from their
respective countries. The contestants are first selected among their regional
peers. Regional winners are then invited to participate in the FIATA World
Congress, which offers them a unique platform to enhance their soft skills
and increase their network. The global winner’s award comprises two weeks
of practical and academic training, in one of the TT Club’s regional centres
(London, Hong Kong or New Jersey), plus a one-year free subscription to the
International Transport Journal, Switzerland.

TOWARDS A FIATA
GLOBAL AIR CARGO
PROGRAMME
Previously, freight forwarders acted as agents of the airlines, as channels for
the sale of air cargo services. It was in this context that the IATA Cargo Agency
Programme (‘Agency Programme’) was established, enabling forwarders to be
accredited as official IATA agents with freight charges fixed by a tariff issued by
an IATA carrier, in exchange for an agent’s commission. Since then, forwarders’
services have evolved considerably. With time, agent commissions were phased
out in many regions and the relevance of agent recognition diminished.
Whilst there has been some recognition of the evolved role of forwarders
through regional air cargo programmes in Canada, Europe and Latin America,
their impact is limited as they are established under the Agency Programme.

ICAO-FIATA DANGEROUS
GOODS BY AIR TRAINING
PROGRAMME
Getting the industry ready and up-to date on safety regulations is fundamental
and could not be achieved without regular training of freight forwarders, more
particularly those handling dangerous goods.
The two organisations recognise the vital role played by freight forwarders in the
air cargo supply chain and are jointly committed to its safety. The programme
utilises ICAO’s vast technical knowledge and regulatory experience, in
conjunction with FIATA’s global reach in vocational training. Initial and recurrent
courses are offered through a network of accredited training centres all over
the world.

TRADE FACILITATION
INITIATIVE
All of FIATA’s activities in one way or another focus on simplifying business
procedures and advocating for regulators to create a business-friendly
environment for the international transport of goods.
To this end, FIATA’s Transport Documents and Forms, including the digital
FBL are aimed at facilitation of transport across multimodal corridors. This
is achieved by maintaining an easily recognisable, standard format of FIATA
transport documents, and ensuring their security and integrity through
compliance controls at both territorial and global levels.
