THREE DAYS COMPREHENSIVE CAPACITY DEVELOPMENT PROGRAM ON


PROCUREMENT OF GOODS AND SERVICES FROM THE
GOVERNMENT ELECTRONIC MARKET PLACE (GeM)

GeM was launched on the 9" August 2016. This is a one-stop e - Marketplace to facilitate on-line procurement of
common use Goods & Services required by various Government Departments / Organizations / PSUs. GeM will
enhance transparency, efficiency and speed in public procurement while facilitating the government users in achieving
the best value for the money.

As per Rule 149 of the General Financial Rules 2017 procurement of Goods and Services by Ministries or
Departments will be mandatory for Goods and Services available on GeM.

A new functionality has been introduced for buyers for creating custom catalogue based bid for items not available
on GeM. Buyers can define Custom catalogue based bid for items not available on GeM based on their needs even if
the product and service category does not exist on GeM.

The sellers would participate in the bid based on the requirements defined by the Buyer.
GeM has also initiated a proposal for extending its portfolio to bring “Works” into its procurement orbit and the
proposal, reportedly, is under consideration of the Government at present.

GeM Advantages

Following are the advantages of GeM


 It acts as a centralized and unified public procurement platform for government buyer organizations and
suppliers of goods and services, accompanied by:
 Policy reforms for current processes of public procurement ecosystem
 Driving Inclusiveness and Ease of Doing Business (EoDB) with the government (especially for smaller
organizations such as MSMEs)
 Standardization of processes backed by the regulatory framework
 A fully automated system enabled through advances technologies
“Considering GDP of our country to be Rs 190 lakh crore, Rs 34 lakh crore is spent on public procurement. Various
procurements by the Central and State Governments, PSU Banks and autonomous bodies amenable to e – procurement
is to the tune of Rs 8 lakh crore to Rs 10 lakh crore per year of which GeM captured around Rs 2 lakh crore last year.”

In the above background, the need of development of capacity of procurement from GeM cannot be overemphasized.
Considering this need, in the regularly conducted Training Programs on Public Procurement of AJNIFM, a one and a
half day’s training on GeM (both the theory and hands-on) has been included and such trainings are imparted by
expert faculty from GeM. Going by the feed-back of quite a few participants, AJNIFM has decided to enlarge the
scope and duration of training on procurement from GeM by introducing a three days training program exclusively
curated to meet the growing needs of more and more development of capacity of procurement from GeM.

The program will focus on the following

 GFR Provision on procurement from GFR


 Detailed procedure for procurement of Goods and Services from GeM including procurement by bidding
and by Reverse Auction
 Discussions on the latest version of GTC of GeM
 Extensive hands –on sessions which shall include practices by simulations
 A half a day session on ‘Question and Answer’ during which participants may make case presentations or
share their experiences.

Course Fee

The Course fee of Rs. 30,000/- plus applicable GST (Rupees Thirty thousand plus applicable GST) per participant
will be charged which includes tuition fee, course materials, boarding, lodging during the programme. Kindly
