Abstract Studying how entrepreneurial and strategic processes
develop in public sector organizations through the theoretical
lens of Strategic Entrepreneurship (SE). A number of
organizational aspects such as organizational culture,
structure, and entrepreneurial leadership are important to
manage in order to benefit from new opportunities and
strategic actions
Introduction Since the introduction of the concept of strategic
entrepreneurship at the turn of the century, scholars have
argued that it is important to understand the practice of
strategic entrepreneurship (SE), namely how organizations
simultaneously balance entrepreneurial and strategic
processes. Therefore SE greatly impacts on organizational
performance. SE builds on previous research on
entrepreneurship and strategic management, and is described
as an interface between two key research areas that offers new
insights into public sector management.
Theoretical For fulfil challenge in balancing processes strategic And
framework entrepreneurship , research previously show that consideration
special need given on connection between structure , culture ,
and leadership .
Method Study Study This based on longitudinal process approach and
focused qualitative _ on effort Service employment Public
Sweden (SPES) for realize strategy new through the
entrepreneurial process .

Discussion result Shows that all managers and employees agree on the need to
move away from the past and a punitive work culture based
on the idea of micromanagement with extensive performance
reporting and monitoring.
One way to improve the culture of the past is to abandon
mandatory performance reporting and implement new core
values built around the keywords: professional, inspiring, and
trustworthy. These values will guide the work of SPES
employees and will hopefully help the institution change its
culture to better embrace entrepreneurial processes. The
entrepreneurial process requires a high degree of autonomy,
and this has created internal tensions
organization. For example, when the board and government
began to question SPES' performance and the lack of tangible
results, this caused the agency to once again begin measuring
performance, a practice that SPES attempted to eliminate by
implementing the Renewal Journey. Therefore, organizational
structure is related to the level of autonomy that managers and
employees have (degree of decentralization), how routine the
behavior is (degree of standardization) and how many written
instructions there are regarding how work should be done
(degree of formalization).

Conclusion Our results not only show how culture and organizational
structure need to support each other to be successful in
strategic work and implementation of the Renewal Journey,
but also demonstrate the importance of answering questions
about leadership. This paper shows that entrepreneurial
leadership requires support to be successful in strategic work.
there is increased focus on entrepreneurial activity,
opportunity seekers, and innovative risk managers which are
drivers of customer focus. That is, for example, public values
of equal treatment are challenged when entrepreneurial
leadership stimulates proactive taking matters into their own
hands and being creative in meeting customer demands, all of
which result in different working practices towards customers,
which end up with different working practices towards
customers.
