DIRECTIVE

Objective: ECONOMIC AND NAVAL EMBARGO AGAINST ISRAEL

From: Permanent Representative of the People's Republic of China to the United


Nations

To: The Executive Board

Personnel Involved: Chairman of Communist Party, the Finance minister of PRC,


President of USSR, Defence and Foreign ministers of USSR.

Triggering Event: Bombing of the Chinese squadron at the Tiyas Military Airbase
(T4) (34°31′21″N 37°37′47″E)

Plan of Action:

1. Decision to Unilaterally Impose Economic Embargo:


In response to perceived violence against the peacekeeping squadron at the Tiyas
Airbase, PRC has decided to unilaterally impose a complete economic embargo
against Israel.

Effective from 11th October, 00 00 Hrs

2. Rapid Economic Assessment :


Embargo in:
i. Trade in Goods:
a. Import and export of all goods originating from or destined for Israel.
b. Prohibition on trade of agricultural products, manufactured goods, and
raw materials.

ii. Financial Transactions:


a. Suspension of all financial transactions, including banking operations
and investments, with Israeli financial institutions.
b. Prohibition on currency exchanges involving the Israeli Shekel.

iii. Technology and Intellectual Property:


a. Restriction on the transfer of technology, intellectual property, and
research collaborations with Israeli entities.
b. Suspension of licensing agreements involving Israeli technology.

iv. Energy Sector:


a. Cessation of oil and gas imports from Israel.
b. Prohibition on joint ventures and collaborations in the energy sector.
v. Arms and Defence:
a. Embargo on the sale, purchase, and transfer of arms, military
equipment, and defence technology.
b. Suspension of military cooperation and joint exercises.

vi. Infrastructure Projects:


a. Termination of involvement in joint infrastructure projects, including
construction, development, and maintenance.
b. Prohibition on Israeli companies bidding for or participating in
national infrastructure projects.

3. Immediate Implementation (11th October 00 00 Hrs):


Swiftly and unilaterally implement the complete economic embargo against Israel,
without prior diplomatic warnings.
Ensuring the embargo covers all identified economic activities, leaving no room for
circumvention.

4. Naval Blockade Consideration:


i) Rationale for Naval Blockade:
The naval blockade is initiated to bolster the effectiveness of the unilateral economic
embargo against Israel, preventing maritime trade and restricting vessel movements
to and from Israeli ports by the USSR fleets deployed in the Black sea.

2. Definition of Naval Blockade:


Scope: The blockade covers Israeli waters within a specified radius from the
coastline by the USSR and the South and East China Sea.

3. International Legal Considerations:


Compliance: The naval blockade strictly adheres to the United Nations Convention
on the Law of the Sea (UNCLOS).

4. Coalition or Solo Operation:

Solo Operation: The imposing nation decides to implement the naval blockade
unilaterally, considering the sensitivity of the situation.

Communication: Establishes communication channels to inform neighbouring


nations and international stakeholders about the solo operation.

5. Naval Forces Deployment:


Assets: Deploys a mix of naval assets, including warships, patrol boats, and
maritime surveillance aircraft.

Strategic Locations: USSR controls the black sea, while the Peoples republic of China
deploys the following the South and East China sea exact deployment details are
confidential:
a) Naval Warships:
i) PLA Longxia
ii) PLA Yushui
iii) PLA Shenlong

b) Patrol Boat Squadron:


i) PRC Haiying
ii) PRC Yundong
iii) PRC Qianlong

c) Maritime Surveillance Aircraft:


i) PLAAF Longfeng

6. Inspection and Enforcement:


Routine Inspections: Conducting routine inspections of vessels suspected of carrying
goods violating the embargo and arresting the violators and seizing the vessels until
the crisis ends.
