Source H is another statistics table from 1920-25 showing the number of arrests for drinking-related
offences in the city of Philadelphia. It was not until 1917 that American states started to put bans on

seized. Although source I doesn’t explain how gangsters managed to make law enforcers willing to

in all the figures in the table.
