RESOLUTIONS

At the conference, delegates will turn their position statements into a working resolution for
discussion and debate amongst members of other countries. The following is the format in which
a resolution should be written.
Each resolution is a single sentence, with different sections separated by semicolons and commas.
The language of the document will greatly influence its appeal. Wording should be clear, concise,
and specific; every clause should have a purpose. Three parts comprise the resolution: the heading,
the preamble, and the operative clauses.
Heading
The heading identifies the committee, the resolution topic, the sponsoring nation(s), and the organ
of the UN the delegation is addressing.
Perambulatory Clauses
The preamble explains the purposes of the resolution. The perambulatory clauses begin with
present participles and often refer to past resolution precedents and authorizations in the UN
Charter for actions.
Operative Clauses
These form the policy portion of the resolution. Each of these clauses starts with a verb (in the third
person singular) and taken as a whole, deals thoroughly with one idea arranged in logical progression.
Each clause should not be a collection of unrelated thoughts or statements on a broad topic, but should
focus on one aspect of the problem.

The General Assembly,
Guided by the purposes and principles described in the Charter of the United Nations,
1945, Recalling Article 1, 2.3 and Chapter VI of the Charter of the United Nations,
Emphasizing on the Universal Declaration of Human Rights, 1948,
Recalling all the resolutions on the protection of refugees, especially, resolution 68/179 passed
on December 18, 2013,
Approving the Declaration on Principles of International Law concerning Friendly Relations
and Cooperation among States in accordance with the Charter of the United Nations, including
its resolution 2625 (XXV) of 24 October 1970,
Having considered the significance of humanitarian assistance to ensure human rights for the
people of armed conflict areas,
Recognizing that women represent almost half of the world’s population and in this regard,
Affirming that full respect under all circumstances for all the provisions of International
Humanitarian Law, especially the Geneva Convention related to the Protection of Civilian Persons
in Time of War, of 12 August 1949 will accelerate the protection and promotion of human rights
of the civilians in the areas of armed conflict,
Deeply regretting the violations of human rights by law enforcement agencies
without accountability,
Reaffirming that ensuring all human rights for all is one of the key elements for the protection
of human rights in the areas of armed conflict,
Recalling all the resolutions related to the protecting the human rights of civilians in the areas of
armed conflict including the resolution passed on the 40th meeting of UNHRC on the topics
„Regional arrangements for the promotion and protection of human rights‟ on 1 October, 2015,
Resolving to take appropriate steps, in accordance with the Charter of the United Nations, with
the efforts of the Member States, to protect and promote the human rights of the civilians in the
areas of armed conflicts,
1. Emphasizes on enforcing the International Humanitarian Law effectively to decrease war
crimes, genocide and crimes against humanity;
2. Calls upon all relevant bodies, agencies, funds and programs of the United Nations system
and other relevant intergovernmental regional organizations to further strengthen their
collaboration for better and proper address in the issue of civilians‟ rights in the areas of armed
conflict. The model should be based on three principal under the supervision of UNSC:
A) Protection: If any group becomes vulnerable it must be provided proper protection and
the responsibility must be shared among the concerns states.
B) Prevention: Any situation that can produce vulnerable groups must be addressed and mitigated.
3. Repatriation: In collaboration with UNHRC, other UN bodies like- UNICEF, UNHCR and other
voluntary repatriation should be implemented and sustainable reintegration in returning areas must
be ensured;
4. Draws the attention for improvising the existing legal framework for the children with a view
to protecting them in schools, safe-homes and hospitals;
5. Urges the signatory countries of ICCPR,ICESCR and UDHR to keep their promises as per
their constitutions for protecting civil, political, social, economic and humanitarian rights;
6. Recommends taking precautions including infrastructural development and healthcare
protection to protect the civilians by all parties related to the conflict;
7. Emphasizes protecting the safety of women to avoid any kind of physical or mental torture
on them due to armed conflict;
8. Supports ensuring access to adequate health care and securing appropriate shelter for
marginalized victims;
9. Further recommends ensuring proper education, nutrition and ideal environment to grow
up properly for children;
10. Approves to establish sufficient number of emergency victim support center for the
rescued people;
11. Encourages stopping conflict of interest amongst international community so that good
politics and true preservation of human rights can be ensured;
12. Notes mentioning the infringed human rights of the minorities under armed conflict areas
and treating them equally;
13. Discourages the use of chemical weapons, land mines in armed conflict areas.
