2. Voters
2.1 Qualifications
2.1.1 An eligible voter is a registered homeowner listed in the Master List of
the Association on the date of the election
2.1.2 Who has updated accounts three (3) months prior
to the Election Day and not declared as Delinquent
Member as per Revised 2021 IRR of RA 9904
2.1.3 Long term lessee. Long term lessee must submit a contract not less than
one (1) year and a written consent / authorization from the owner of
the housing unit informing the Association that he/she is waving
his/her right to be a member

3.4. Must be a member in good standing as of three (3) months prior to the date
of election
3.3.1 Must be paid on monthly dues, other fees and
assessments until
December 2022
3.3.2 Clearance signed by the HOA Secretary and HOA Treasurer
3.5. Must be an actual resident for at least six (6) months as certified by the
Association Secretary
3.6. Has not been convicted by final judgment of an offense involving moral
turpitude
3.7. Updated Resume
3.8. Certified True Copy of any of the following
3.7.1. Transfer Certificate of Title or eCAR
3.7.2. Tax Declaration
3.7.3. Deed of Sale
3.7.4. Deed of Absolute with Assumption of Mortgage

7. Campaign Period
Campaign period is nine (9) days. Campaigning during the Election Day shall be
strictly prohibited. Last day of Campaign Period will last until 5:00PM only.
Liquor ban will be implemented to the candidates a before, during and after the
election.

Voting Procedure
1. Upon arrival, the EleCom will have the member reminded of the observance
of social distancing and if the member has its own pen.
2. Elecom will check the name of the member on the master list of qualified
voters.
3. The EleCom will let the member affix their signature beside his/her name
4. The EleCom will write the ballot number and give to the member.
5. The member will go to the designated area to cast his/her vote after which,
it will be submitted to the EleCom member assigned in the sealed ballot box.
6. The EleCom member will cut the ballot into two and the member will drop
the ballot to the sealed box.
7. The EleCom will let the member sign on the attendance sheet signifying that
the voting is already finished.
3. To protect the confidentiality of the votes cast and / or secrecy of the voter’s
identity, immediately after the counting of ballots, all ballot papers and
counterfoils shall be placed in separate sealed boxes or envelopes and shall
be opened only if necessary and by the designated HOACD Division Staff of
the DHSUD Regional Office
11. Protest
Post proclamation protest may be filed with ELECOM within five (5) days from
winning candidates, specifically stating the grounds thereof. ELECOM shall
resolve the protest within five (5) days from the filing thereof. Should the case
presented would require time for deliberation, ELECOM will communicate with
the protesting party directly for to arrive at a more reasonable deadline.
