PREAMBLE
The Protocol Handbook issued by the Ministry of Foreign Affairs and International Cooperation
(Ministry) provides protocol guidelines and practical information based on the interpretation
of pertinent international norms by the Government of the Republic of Rwanda.

It is an essential resource about protocol guidelines for developing diplomatic relationships


and effectively delivering diplomatic functions.

It stipulates the special rights enjoyed by privileged persons in the Republic of Rwanda derived notably
from the 1961 Vienna Convention on Diplomatic Relations (VCDR) and the 1963 Vienna Convention
on Consular Relations (VCCR).

The Protocol Handbook is a non-statutory and informational document that guarantees no rights.
In line with Vienna Conventions, privileges and immunities are granted to the diplomatic missions
and consular posts to allow them and their staff to function properly. In addition to the Handbook,
further reference should be made to the circular notes sent by the Ministry to the missions and posts.
