Scope of work
Technical assistance to JJM Mission Directorate, PHED on

• the development and operationalization of the Operation and Maintenance policy/strategy for JJM
in Chhattisgarh, including system strengthening, capacity building, financing, source sustainability,
components along with a synthesis of key findings, learnings, and contribute to knowledge
management and evidence generation

Convergence and mainstreaming of climate, energy and environment (CEE) in drinking water sector

• facilitating systemic capacities, partnerships & collaborations and engaging with key government
departments (energy, Panchayat and Rural Development and CSOs, ISAs and academic institutions

Engage with JJM/ PHED teams, young people platforms and development partners

• to promote skilling and professionalization of the drinking water sector and support PHED and key
Government departments / missions (CG skill development authority, PRD) in implementing these
in Chhattisgarh

• in continued strengthening of monitoring JJM including components on water quality management
and surveillance (WQMS), chlorination systems, district and subdivision lab performance
benchmarking, establishing the feedback loop and building community capacities (Jal Mitan, Jal
Bahini)
Major Tasks

Amity University will engage 11 Associates (Young


Professionals) who will contribute to achieve the 4
tasks by assisting and supporting the district level
functionaries
Task 1: Support systemic capacities in planning and monitoring to
increase FHTC coverage and accelerate access of safely managed
drinking water with equity and sustainability

1. Technical support for development and effective roll out of Annual Action Plan and strategic
saturation plan for FHTC coverage and Har Ghar Jal villages which will involve:
• Build capacity of of PRIs (Sarpanch, VWSCs, Jal Bahini) to monitor and certify Har Ghar Jal
• Implement capacity building strategy and monitoring strategy – tracking TPIAs, contracts/ work
order implementation including functionality of chlorination mechanisms

2. Development and operationalization of District Operation and Maintenance (O&M) plan &
source sustainability measures under Jal Jeevan Mission (JJM) and include the following:
• Implement Gram Panchayat guidelines on PRI’s leadership in O&M and source sustainability
• Implement capacity building and monitoring strategy for PHED, PRIs
• Support institutional set up for O&M focusing on equity based, gender responsive (Jal Bahini)
and climate resilient interventions through supportive supervision (special focus on tribal
intensive conflict affected districts)
Task 2: Strengthen capacities and institutional structures for
decentralized governance and professionalization of drinking
water services

1. Technical support for rolling out capacity building & handholding plan for KRCs, ISAs, PRIs
and VWSC members through cascading mode for effective operationalisation of O&M, climate
resilient, gender transformative and equity based interventions and sustaining status of HGJ certified
villages in identified UNICEF districts
2. Support skilling, professionalisation of water services with special focus on women (Jal
Bahini) and young people (eg Jal Mitan)
3. Support capacity building plan for key stakeholders based on needs assessments,
development of CB modules and learning
4. Institutionalize / accelerate capacity building of PRIs, women Jal Bahini /other frontline
workers on WQMS, Operation and maintenance, source sustainability, governance (including
OPEX)
Task 3: Support convergence and mainstreaming of climate,
energy and environment(CEE) for safely managed drinking water
through Partnerships & collaborations

1. Support UNICEF and JJM in convergence and integration of drinking water programmes with
climate, energy and environment (CEE)
2. Track progress of solarization in JJM in consultation with CREDA and JJM
3. Support roll out of communication package focusing on conjunctive use of water, renewable
energy(solarisation) and source sustainability
Task 4: Support monitoring and knowledge management

1. State specific analysis of source sustainability measures of PWSS, gap identification,


recommendations and inclusion in scheme planning process with equity & gender focus
2. support monitoring apps and dashboard development including a monitoring architecture
3. performance standards; monitoring indicators for output and process monitoring for various
implementation agencies (ISAs, Jal Bahini, Jal Mitan, VWSCs, GPs),
4. Support in scaling-up existing CEE and water initiatives and support documentation of the
process and outcomes for cross-learning and scaling-up most effective approaches; support related
cross-learning activities
