5 Project Background
UNICEF works with the government and civil society organizations (CSO partners) for ensuring access to improved
WASH services to communities and institutions (schools & health care facilities) in urban and rural areas of Sindh and to
contribute to the SDG targets which committed the Government of Pakistan to provide improved drinking water and
improved sanitation to all citizens (SDG 6). The provision of WASH services to extremely vulnerable families and
sensitizing them to adopt better hygiene practices will enable the people (particularly women and children) to realize
their right to access improved water and sanitation services and focus on reducing the incidence of water and sanitation
related diseases. As per PSLM 2019-20 in Sindh, most vulnerable districts, having highest number of households with
no toilet facilities, include Badin, Jamshoro, Matiari, Mirpur Khas, Sanghar, Shahed Benazirabad, Tharparkar, Sajawal,
Tando Muhammad Khan and Shikarpur. Tharparkar, Thatta, Umer Kot, Sajawal and Badin have highest number of
households without toilet i.e., more than 30%. According to Sindh MICS 2018-19, only 58.8% of the population have
access to basic sanitation facilities. Data indicates about 24% of household population in rural areas practicing open
defecation. Moreover, sufficient water was not always available for hand washing, nor was soap or any other cleaning
agent always present, implying that many of the residents were not washing their hands with soap. Within the proposed
framework for UNICEF’s country programme cycle 2023-24, UNICEF Sindh has to reach a target of 280,000 individuals
with improved sanitation by creating open defecation free environment adopting Pakistan Approach to Total Sanitation
(PATS) which is government and sector endorsed. To achieve this target UNICEF seeks for partnership with CSOs for
implementing sanitation up-scaling project in Sindh. Selected districts are Tharparkur, Badin and Sajawal. Prioritization
of Districts made by keeping in view deprivation analysis for lowest sanitation and open defecation practice, apart from
integrated service delivery with nutrition, education, and Health sector. Integrated opportunities include WASH in
Institutions, WASH support on MHH and adolescent girls' awareness, climate resilience and DRR and support to Polio
eradication initiatives.

6 Expected Results
The ultimate result of the project is to reach 280,000 individuals (Tharparker: 100,000 individuals, Badin: 90,000 and
Sujawal: 90,000 individuals) and 160,000 people through basic sanitation services in three districts of Sindh. Total
beneficiaries: 440,000 individuals (for three districts) Number of toilets constructed as a result of PATS plus approach:
21,428. Self made latrines: Open Total Target HH: 32,142 (Target HH for ODF: 21,428, Target HH for basic sanitation:
10,714) Geographic Districts: Tharparker, Sajawal and Badin 1 Enabling Environment: 2 Coordination with district
administration: 3 Capacity building on ODF certification and sustainability Sanitation: Basic 160,000 people access
sanitation and hand washing facilities that are culturally appropriate, secure, sanitary, user-friendly and gender
appropriate. (with Innovative approach considering climatic impacts) Population living in ODF communities: 280,000
individuals. Hygiene Promotion and Campaigns: Approximately, 440,000 people receive critical WASH-related
information to prevent child illness, especially diarrhea and adopt positive practices. Intensive hygiene education
focusing on hand washing at critical times and latrine usage. Drinking Water Systems: Approximately, 200,000 (60,000
Badin, 60,000 Sujawal and 80,000 Tarparker)e provided with safe drinking water through rehabilitation/ construction of
drinking water systems as reward to those villages declared as ODF. • Installation Lead line hand pump (Partner will
identify sites and monitor while the installation will be done by contractor of UNICEF) • Rehabilitation of public water
supply schemes • Solarization of water supply schemes • Water quality testing Note: (Partner will identify sites and
monitor while the installation will be done by contractor of UNICEF) Water safety Planning for public water supply
schemes and hand pumps Develop water safety plan for lead lines hand pumps, public water supply schemes and filter
plants. WASH in School (Disability and DRR compliant): Approximately, (40 schools in each district) 120 schools will
access safe water, sanitation, and hygiene facilities in their learning environment. WASH in Schools will be pursued in
line with the Three Star approach in primary schools with provision of complete WASH Package (Hardware and
Software Component) • Rehabilitation of 02 latrines • Rehabilitation of water supply system • New toilets (one block with
two toilets) • Solarization 3 KWA • 6 stage ultra filtration unit • Hand wash stations Note: (Partner will identify schools
and monitor while rehabilitation will be done by contractor of UNICEF) Menstrual health Hygiene (MHH): Awareness
and construction of MHH friendly toilets MHH clubs in 100 Government Middle and secondary girls’ schools (60
schools) – where needed. MHH activities at community level will include training of MHH entrepreneurs and MHM
sensitive WASH messages, benefitting 9,000 adolescent Girls. WASH In Health Facilities: provision/ rehabilitation of
the WASH facilities (disability and DRR compliant) in 30 health centers benefitting women and children of their
catchment areas. 1. Rehabilitation of 06 latrines 2. New toilets (one block with two toilets) 3. Solarization 5 KWA 4.
3000 gallons RO filters with 03 water dispensors 5. Hand wash stations 6. Solid waste bins (safe disposal) Note:
Partner will HCF and monitor while the rehabiltiation will be done by contractor of UNICEF Key interventions: • DRR
