Subject: Certification of Ramping Performance of Thermal ISGS of Southern Region.

Regulation 30 of Central Electricity Regulatory Commission (Terms and Conditions of Tariff)

Regulations, 2019 stipulates as follows:

Return on Equity:
(l) Return on equity shall be computed in rupee terms, on the equity base determined in
accordance with Regulation 18 of these regulations.
(2) Return on equity shall be computed at the base rate of 15.50% for thermal generating station,

Provided that

(iii) In case of a thermal generating station, with effect from 1.4.2020:

a) Rate ofreturn on equity shall be reduced by 0.25% in case of failure to achieve the
ramp rate of l % per minute;

b) An additional rate of return on equity of 0.25% shall be allowed for every

incremental ramp rate of 1% per minute achieved over and above the ramp rate of
1 % per minute, subject to ceiling of additional rate of return on equity of 1.00%:

NLDC vide letter dated 30.12.2020 has issued Revised detailed guidelines for assessment of
ramping capability of thermal Interstate generating stations (!SGS) wherein it is stated that a statement
of summary of calculations shall be prepared by respective RLDCs and certified by RPCs, at the
end of each month of the financial year on cumulative basis, which shall indicate the ramping
performance evaluation of each coal/lignite ISGS based on the metrics specified in these guidelines
along with recommendation for change in rate of return of equity. The statement shall be posted on
RPCs' websites for information of all stakeholders. Also NLDC vide e-mail dated 26.03.2021
communicated a change in the ramp logic in respect of 'D-Number of Time Blocks where schedule
ramp 2: 1%/min'.

SRLDC vide letter dated 05.02.2024 (Annexure) has furnished the ramp performance of thermal
ISGS of Southern Region up to the month of December 2023.
