BALL CLUB TOURNAMENT RULES

I. Rules of Play and Tournament Format
1. Unless otherwise stated, the games shall be played under International
Basketball Federation (FIBA) rules.
2. The games shall be played in 4 quarters with 10 minutes per quarter.
Overtime periods, if necessary, shall be 5 minutes.
3. The games shall be played under a running clock under the following
stipulations;
a. The game clock shall continue to run in the event of violations and
fouls resulting in side out-of-bounds.
b. The clock will stop for fouls resulting in free-throws (penalty situation,
foul-counted, technical fouls, etc.), team timeouts, and committee
timeouts.
c. The last 2 minutes of each half (last 2 minutes of 2nd quarter, last 2
minutes of 4th quarter/overtime) will be played under normal (non-
running) clock rules.
d. Teams are entitled to one (1) timeout per quarter for the first three
quarters. Teams may use two (2) timeouts in the 4th quarter. No
timeouts shall carry over to the next quarter.
4. The games shall be played in Passerelle format for the 1st and 2nd quarter.
No substitutions shall be permitted except for injury and technical foul (see
Sec. 2, Rule 3).
a. Teams shall use different sets of players for the first two quarters. No
player shall be permitted to repeat.
5. The tournament shall be a round robin format with a single-elimination
postseason. The top 4 teams will be determined by win-loss record. In the
event of a tie in win-loss record, the following criteria shall be established
as tiebreakers in the following order:
a. Superior Quotient (Total Points Scored/Total Points Against)
b. Head-to-Head (whichever team won the matchup in regular play)
6. The tournament playoff semi-finals shall be played in a 1v4, 2v3 format.
7. The same rules in regular play shall apply to postseason play.
8. All in-game decisions by the referee shall be deemed FINAL.
9. All protests, grievances, etc., shall be lodged by the designated Team
Capatin and shall be decided upon by the commissioner.
II. Player Conduct
1. All players and team captains shall agree to maintain a fair, sportsmanlike,
and respectful behavior at all times. Any unsportsmanlike contact shall not
be tolerated.
2. Unsportsmanlike conduct includes, but is not limited to;
a. Unnecessary and rough play
b. Continuous antagonizing of game officials
c. Continuous disrespect of fellow players
d. Flagrant fouls
e. Violence
3. A player called for a technical foul due to unsportsmanlike behavior shall
be forced to sit for the rest of the playing period.
a. Shall the technical foul occur during a Passerelle period, the player
may be substituted. However, the substitute shall be picked by the
opposing team.
b. A player will not be forced to sit for minor technical infractions such as
delay of game, hanging on rim, etc.
4. A player who is ejected from the game shall be suspended one (1) game.
5. A player who accumulates three (3) technical fouls shall be suspended for
one (1) game. For every two (2) technical fouls thereinafter, he shall be
suspended for an additional game. A player who accumulates more than 6
technical fouls is PERMANENTLY SUSPENDED from the tournament.
6. Fighting and violence is strongly prohibited. Any players who instigate,
join, and aggravate a fight are PERMANENTLY SUSPENDED from the
tournament.
a. Any players (except team captains) leaving the bench during a
commotion shall be assessed a two (2) game suspension.
b. The tournament organizers reserve the right to initiate legal action
against offenders.
7. No player shall be permitted to play under the influence of drugs and/or
alcohol. Offending players shall be PERMANENTLY SUSPENDED.
a. Teams who knowingly field a player under the influence shall be fined
the equivalent of 1 hour rent of the playing venue (not more than PhP
700).
III. Rosters
1. Team Rosters shall comprise of a minimum of 10 players and a maximum
of 15. One player from each team shall be designated as Team Captain.
The Team Captain shall serve as representatives of each team and shall
perform the following duties;
a. Inform the committee of any and all protests, grievances, etc.
b. Submit, before each game, a playing roster for that game. Any roster
changes from previous game (addition, substitution, and removal of
player) shall be relayed to the committee beforehand.
c. Ensure that all players shall conform to the code of conduct.
2. No players who have regularly played for commercial teams shall be
permitted on the roster. Any queries on this matter shall be lodged to the
commissioner and/or assistant commissioner.
3. Teams may add, remove, and substitute players on their roster so long as
they inform the commissioner and/or assistant commissioner.
a. Failure to inform shall be deemed a non-unsportsmanlike technical foul
against the team provided the player fielded in eligible otherwise.
4. Teams may NOT substitute a player on their roster who is suspended.
5. Any team deemed to have played an ineligible player shall automatically
forfeit the game.
a. Any games played by ineligible players may be retroactively forfeited.
b. For purposes of quotient considerations, a forfeit shall be recorded as
a 20-0 game.
6. The commissioner has the FINAL SAY on matters regarding the eligibility
of players on any team’s roster.
IV. Agreement Contract
We hereby agree and conform to any and all said rules and regulations as
stipulated in this document. We hereby waive and defer any right of decision
to the commissioner, assistant commissioner, and tournament organizers.
