1. Introduction
Traffic Management plan details the way activities in the road project will be carried out
such that they minimize inconvenience and help ensure road users and workers remain as safe as
possible. Traffic management along the road works will invariably involve work zone safety
planning with the main aim is to protect both the workers as well as the traffic that ply alongside
these areas.
We can observe reckless driving (over speeding, reckless overtaking, disregard to lane
discipline) along the wider highway without signage, which has contributed to numerous crashes
resulting in death and/or serious injury to the vehicle occupants. Since construction works along
this highway will continue for next three years and over, traffic management is likely to be a major
concern during the construction period, to control safety issues effectively.
The following proceeding is thus a Traffic Management Plan for the project road during the
construction and traffic operation phased.

2. Traffic management options during the construction phase


The following traffic management options that was earlier effective for another similar road
project will continue to take place during the construction phase:
1 Controlled One Way Traffic Movements
2 Controlled Two Way Traffic Movements
As the deadline for the completion of this project road is three years and this road need to
developed to the full road formation, the following construction will take place during the time
outside of the full road closure where controlled one/ two –way traffic movement will be imposed
along the work zones while conducting following different works.
➢ Back-cutting, backfilling for structures, foundations, etc.
➢ Laying the second layer, first layer or wearing course of the pavement;
➢ Concreting works in foundation, RCC drains, RCC Walls
➢ Concreting for culverts extension (sub-structure and super-structure);
➢ Construction of Bridges.
➢ Safety barrier construction.
➢ Laying of pipes for sub-soil drainage, outlets and geo-textile on structures
➢ Construction of kilometre and 5th kilometre stone; laying road marking and installation of
reflective pavement markers (road studs)
➢ Disposal of surplus excavated materials to the spoils

2.1 Controlled One-Way Traffic Movement


2.1.1 On Straight Road
The length of work zone varies as per the nature of works and shall be barricaded and
secured from the prevailing traffic by means of traffic cones, barricades, ropes. If the excavation
height is higher than 3 m in work zone, new jersey barriers or similar structure must be used for
barricading. The width of the work zone will depend on the nature of the work involved, the space
required to temporarily store the construction or excavated materials, space required for equipment
involved and the clearance required for the equipment’s operation (e.g., the swing area of the
excavator’s boom).

The traffic cones should gradually taper to the full width of the work area for smooth
transition of the moving vehicle. The taper length shall be between 15 m to 30m. The sign of
“Dangerous Obstruction” and “Keep Left/Right” sign will be placed to identify the hazard and
direct the movement of traffic at both ends as shown in the typical drawing type -1. If any
construction works are to be carried out at night time, the flaggers should use red/ green flashing
hand batons to signal the oncoming traffic.

2.1.2 On Curved Road Section


For controlled One Way Traffic Movements on a curved section, length of advance warning
zone must be close to 60 m.

Rest of the parameters for signs, type and spacing of barricades shall be similar to controlled one
way traffic movement on straight road section as mentioned above and as shown in the typical
drawing type -2.

2.1.3 For Slab Culvert Construction


For controlled One Way Traffic Movements on section for slab construction, length of
advance warning zone must be close to 60 m to 200 m.
The length of work zone varies as per the nature of works and shall be barricaded and
secured from the prevailing traffic by means of new jersey barrier or similar structures as the
construction site near cross drainage structure is generally higher than 3 m in work zone. Water
filled drum barricade painted with red and yellow shall be placed at start and end of the new jersey
barrier which would act as impact attenuator.
Rest of the parameters for signs, type and spacing of barricades shall be similar to controlled
one way traffic movement on straight road section as mentioned previously and as shown in the
typical drawing type -3.

2.2 Controlled Two-Way Traffic Movement

2.2.1 Two Lane to Four Lane at Market Places


For controlled Two Way Traffic Movements at marketplaces, length of advance warning
zone must be from minimum 60 m to maximum 200 m. Starting of advance warning zone is
indicated by sign board of “Road Construction Works Ahead”, which will then be followed by signs
for “Road Work”, “Maximum Speed” and “No Overtaking”.
The length of work zone varies as per the nature of works and shall be barricaded and
secured from the prevailing traffic by means of traffic cones, barricades, ropes. If the excavation
height is higher than 3 m in work zone, new jersey barriers or similar structure must be used for
barricading. The width of the work zone will depend on the nature of the work involved, the space
required to temporarily store the construction or excavated materials, space required for equipment
involved and the clearance required for the equipment’s operation (e.g., the swing area of the
excavator’s boom).

If the existing carriage way, outside the work zone, is not sufficient for allowing two-way
traffic movement, existing shoulder or motorable portion outside the shoulder of marketplace shall
be used. The traffic cones should be used to direct the vehicle for smooth transition of the moving
vehicle from existing carriage way as shown in typical drawing type-5. The taper length shall be
between 15 m to 30m. The sign of “Sharp Change of Direction” and “Keep Left/Right” sign will
be placed to direct the movement of traffic at both ends.

2.2.2 For Work Zone Outside Existing Road


For controlled Two Way Traffic Movements with work zone outside existing road, length
of advance warning zone must be from minimum 60 m to maximum 200 m. Starting of advance
warning zone is indicated by sign board of “Road Construction Works Ahead”, which will then be
followed by signs for “Road Work” and “Maximum Speed”.

The traffic movement will not get disturbed as the work zone lies outside the carriageway.

2.2.3 For Slab Culvert Extension


For controlled Two Way Traffic Movements on section for slab extension, length of advance
warning zone must be close to 60 m to 200 m as shown in typical drawing type 7.

2.2.4 For Construction with Diversion


For controlled two-way traffic movements for construction with diversion, length of
advance warning zone must be from minimum 60 m to maximum 200 m. Starting of advance

warning zone is indicated by sign board of “Road Construction Works Ahead”, which will then be
followed by signs for “Road Work”, “Maximum Speed”, “No Overtaking”, “Diversion Ahead”,
“Sharp Bend (Temporary Diversion)”.
The length of work zone varies as per the nature of works and shall be delineated and secured
from the prevailing traffic by means of water filled drum barricade painted with reflective red and
yellow, for better night-time guidance.
Rest of the parameters for signs, type and spacing of barricades shall be as shown in typical
drawing type -4.

3. Flag-persons’ conduct and their monitoring


In either one/ two –way traffic movement, the flag-persons must always face the oncoming
traffic and position themselves so that they are visible to ensure maximum advance warning. They
should be alert and maintain direct eye contact with the drivers to whom they must direct, appear
neat and responsible.
Where there are other flag-persons in the vicinity, the leader should maintain continuous
communication with his/ her team at all times. As they are the personnel that the public comes
into contact the most, the flag-persons must be courteous so as to improve they’re as well as the
contractor’s image. The flag-persons should confine to their job (i.e. work zone protection and
traffic control) and should not engage in other activities (e.g. assist the work crews, get involved
in any distraction, etc.).
The Safety Officer should ensure that the flag-persons remain on duty until they are relieved.
He/ She should plan the time to deployment, the numbers to deploy, and the locations of deployment
for the flag persons. The Safety Officer should brief his team about the means of communication to
adopt between multiple flag-persons. This individual should determine whether to deploy traffic
observers (spotters) if necessary to warn workers of errant vehicles, danger from traffic or to assist
construction vehicles in entering, exiting the work zones or making U-turns.

4. Speed management during the construction phase


The entire road formation with back cutting, grade cutting, and structure has to be
constructed first. During the time, speed regulatory information boards with flag mans will be
deputed to regulate the traffic flow and speed will automatically controlled at the time, there after
pavement have to be laid over the road. After completion of the road formation, the road will
good for traffic, there has been significant increase in the vehicular speeds along the project.
Particularly, when the road is open to traffic fully then increase in crashes, some leading to deaths
as well. In addition, there has been more crashes caused by reckless overtaking at high speed. All
these events have led serious safety implications that the project needs to tackle.

5. Traffic Management Plan during the operation phase


Once this project road is opened to traffic, there will numerous physical devices as follows
to regulate traffic speeds, dissuade dangerous driving manoeuvres and prompt for lower speed at
vulnerable/ critical areas of the road.
➢ Provision of enhanced signs (retro-reflective) and retro-reflective road marking to increase
delineation;
➢ Delineation of the safety barriers, bridge crossings and improved lateral protection against
run-off the road crashes;
➢ Provision of road pavement markers (studs) strategically placed at narrow bridge crossings,
sharp curves, no overtaking areas and intersections;
➢ Provision of rumble strips sets to calm vehicle speed at Bazar, bridge crossings and sharp
curves, subject to successful result from the pilot test at NM Road Bridge approaches;
➢ Improved speed signs (dual sign provision at strategic location, repeater signs) to
continuously alert drivers about the speed limit applicable at the road segment concerned;
➢ Increased awareness for roadside communities including commercial drivers through the
project initiatives;
➢ Potentially police patrolling to curb and penalise over speeding, reckless overtaking and
drunk driving.
However, despite the interventions above, it will be necessary to introduce additional
measures as follows at the improved Naubise-Malekhu section of Prithvi Highway during
the operation phase.
➢ Enhanced police patrolling to curb over speeding, reckless overtaking, and drunk driving.
➢ More random axle-load checks to curb vehicle overloading of commercial vehicles;
➢ More aggressive publicity against over speeding through the existing and additional
hoarding board with lighting system for greater visibility;
➢ Strict implementation of a time-card system along the highway to discourage over speeding;
➢ Provision of road safety structures such as safety barriers, road marking and signage at the
area still felt deficient.
➢ Regularly maintain all the rumble strips without any delay, if these devices are deemed to
be appropriate for speed management in the Nepalese context.

6. Safety, Environment and Maintenance measures

7. Other Traffic Management Programs


7.1 Continue road safety awareness campaign with special focus on safe speed and
expand other form of awareness (volunteers, post campaign)
Road safety awareness campaign for roadside communities, commercial drivers (bus,
truck, minibus, and microbus) will be a part during execution of works at all time. These
campaigns will be repeated for the above target groups with special focus on safe speed.
Distribution of brochures at the roadside based will also be accelerated immediately.
Feasibility of running different format of the awareness campaign through the deployment
of young student volunteers, traffic volunteers, etc., will also be explored and implemented
accordingly based on the outcome of this assessment.

7.2 Seek traffic police collaboration in curbing over speeding, reckless overtaking and
drunk driving
In order to dissuade motorists to over speed, recklessly overtake or even drive under the
influence of alcohol, traffic police enforcement to curb these dangerous activities is necessary
along the other physical and awareness measures discussed above.
The Traffic Safety Engineer under this project, held discussion with the Dhading Traffic
Police about police enforcement against over speeding, reckless overtaking, drunk driving and

enhancing the random vehicle fitness inspections of public vehicles along the project road. While
the above agency is very much willing to cooperate in these areas, they’ve cited lack of equipment
such as required number of radar guns (for speed enforcement), breathalysers (for controlling
drunk driving), lack of axle-load control stations, etc., to take these tasks. The project authorities
along with the CSC will be requested to hold a joint meeting with the Dhading Chief District
Officer and Traffic Police to further discuss this matter and achieve concrete feedback and
cooperation in this aspect.

8. Miscellaneous
I. Traffic management plan will be periodically inspected, monitored and reviewed. If any
change required in TMP it is reported to engineer.
II. Proper coordination with government and nongovernmental stake holders shall be made
with coordination with employer/engineer for better traffic management as per the rules and
regulations of government of Nepal.
III. A Public relation officer will be deputed to deal with any public complaints including traffic
complaints & socials issues.
IV. Periodic maintenance of Vehicles will be done to address noise/exhaust emissions and to
minimize breakdown of vehicles.

10. Provisions of the Contract Agreement Regarding the WZ safety and


Traffic Operation
As Kathmandu – Nagdhunga – Naubise is the major highway section which accommodates
all types commercial vehicles and connects the capital city of Nepal, Kathmandu with other parts
of the country, this road cannot be fully closed for traffic for long duration. Hence, their needs be a
traffic management plan in such a way that traffic flow remains open in at least one lane throughout
the Construction Period.

The Contract document Volume II, specific specification is the least requirement for the work
zone safety and traffic operation during the time of the construction at site. The important points
mentioned in the contract document are summarized and listed below:

➢ During the pre-construction phase, Contractor shall prepare traffic management plan which
shall be reviewed by Construction Supervision Consultant, Geo-Environment and Social
Unit of Department of Roads.
➢ Contractor shall provide and maintain traffic safety throughout construction phase in
accordance with “Safety at Road Works” chapter of Traffic Sign Manual of DoR.
➢ Contractor shall always keep one lane open throughout the construction.
➢ Maximum length of one-way working shall be 500 meters, which shall be reduced if
visibility is reduced at bends and traffic delays are excessive. And within any 5 km section
of road length available to the Contractor for major pavement construction, 2 separate
sections of 500m length each shall be provided by minimum of 2 km of unconstructed road
with two-lane serviceable.
➢ Working area shall be isolated from vehicular and pedestrian traffic by providing advance
warning and transition zone. Advance warning zone shall be at least 100 m away. Approach
Transition zone length is 50m.

11. Preparation and Implementation of the TMP


Following are the steps/stages for preparation and implementation of the TMP that would
be followed:

➢ Desk work for the selection and identification of the proper safety Traffic management plan
on the work zone by reviewing the safety literatures and traffic sign manuals shall be done.
➢ Detailed site survey and visual inspection of the working site shall be carried out for the
preparation of the working drawing and the site specific TMP.
➢ Working drawing of construction site with specific TMP would be prepared and submitted
to the engineer along with the RFI before starting the works.

➢ In the case of requirement of new type of layout of the TMP (different from the submitted
typical layout), the site specific TMP shall be prepared and submitted with the working
drawing and RFI to the engineer.
➢ Engineer shall verify the site specific TMP along the construction sites and grant Permission
for construction activities.
➢ The work zone safety shall be managed as shown in the site specific TMP by the contractor.
➢ Approved traffic management plan shall be strictly followed throughout the construction
period. Road Safety Officer from Contractor shall be fully responsible for maintenance of
TMP on control zone.
➢ The photographs of the implementation of TMP on each work zone before the
commencement of the work, during the construction and after the completion of the work
will be submit on time periods.
