Document Control
This Plan interfaces with the other associated plans, which together describe the proposed overall project management
system for the Project.

The latest revision of this plan is available on Walabu’s server. The controlled and approved copy of this document
will reside on the Project Office, and all printed copies of this procedure are to be used as a reference copies only.
It is the responsibility of all those printed copies to ensure that the procedures are kept up to date.

1. INTRODUCTION
1.1 Introduction and purpose
This Construction Traffic Management Plan (CTMP) describes how the Contactor proposes to safely manage
vehicular, cyclists and pedestrian traffic during the design and construction works of Nedjo-Jarso- Begi-Yayo Road
Project Lot 1: Nedjo-Km 65+000 Design and Build Road Project Ethiopia.

Walabu, the Contractor, acknowledges the safety of road users and the effective management of traffic is
paramount to the successful day-to-day activities during the construction phase of this project. This CTMP seeks to
ensure the certainty of the delivery of the prescribed road user requirements including: provision of a safe
environment for workers and the travelling public, and minimizing impacts on the road network.

This CTMP part of the Construction Environmental Management Plan (CEMP) to address the Environmental
Management Plan listed in the Project Environmental Impact Assessment (EIA) Report and all applicable
legislation.
This Plan operates as the master document to a set of site or zone specific Traffic Management Plans (TMP) and
their associated Vehicle Management Plan/VMP/. Together they deal with the safe and effective management
of traffic during the design and construction phase of the Project.

This CTMP is applicable to all staff, employees, subcontractors, and any statutory Service Authorities undertaking
service relocations throughout the duration of the contract until project completion and its implementation and
on-going development will be managed by the senior project team.
1.2 Purpose and Scope of this plan
The Project is expected to generate relatively high volumes of traffic during the construction phase in particular.
Moreover the Project Road intersects with the existing Trunk Roads which may result traffic congestion, delay
and traffic accidents. It is therefore important to ensure that traffic is managed in a manner that facilitates
efficiency as well as ensuring the safety of personnel and the local community. The vehicular traffic generated
as a result of the Project not only requires management on Site itself, but also insofar as traffic impacts may be
experienced along local road networks and in urban/residential areas.

This Plan has been prepared to enable the Contractor to identify and implement all legal and best practice
requirements in respect of the management of traffic safety associated with Project. The purpose of the Plan is
to ensure that traffic management (and management of vehicles and equipment in respect of the Project) is
undertaken in a safe and efficient manner. As such, the management of traffic in terms of this plan is intended
to avoid and minimize traffic risks to (and impacts on) the health and safety of the local community and any
personnel on site during the Project, under both routine and non-routine circumstances. The requirements of
this Plan shall apply to all construction personnel including any Sub- contractor appointed to provide services
for the Project.

This Plan has been prepared in respect of the Facility. This Plan shall apply during the construction phases of
the Project. It is the Contractor’s project-specific plan that details the strategies that protects workers &
equipment while safely & efficiently moving road users through the work zone, including any requirements of
the Employer.

All subcontractors shall also abide by this Traffic Management Plan. Copy of the Plan is maintained on site by
the Project Manager all employees working at the site. Sub- contractors will be trained to ensure compliance
with this Plan.

2. PROJECT OVERVIEW
2.1 Background
To address development constraints caused by poor condition and restricted access and, owing to the importance
of the road transport in supporting social and economic growth and in meeting poverty reduction objectives, the
Federal Democratic Republic of Ethiopia has placed an increased emphasis on improving the quality and size of
the road infrastructure. Accordingly, the government of Ethiopia formulated a Road Sector Development Program
(RSDP). To this end, the government has made a huge amount of investment towards improvement of the road
network. These investment outlays cover the rehabilitation or upgrading of the main trunk, link and rural roads and
construction of new roads to expand the road network across the country.

As has been the case in the past, the Government of the Federal Democratic Republic of Ethiopia (FDRE)
continues its commitment to give the road sector the highest priority and is preparing more projects for funding by
donors and from the national budget. Individual road projects are selected for inclusion in the RSDP on the basis
of needs assessment and taking into account the level of traffic, road condition, access problem and etc.

Now FDRE, represented by Ethiopian Roads Authority, has allocated sufficient budget to finance payments for the
design and construction works of Nejo-Jarso-Begi-Yayo- Road Project; Lot 1: Nejo-Km 65+000 Design and Build
Road Project.

The work under this contract consists of Design and Upgrading of the existing road to Asphalt Concrete (AC)
surfacing and construction of minor and major drainage structures.

Hence, ERA intends to construct the road, Nejo-Km 65+000 Design and Build Road Project, using the services of
a Contractor experienced in the investigation, design and Construction of Roads.

Accordingly, Ethiopian Roads Authority (ERA), has signed contract agreement Walabu Construction Share
Company for the Design and Construction of the project road. The contractor after signing the contract and
receiving notice to commence has commenced the design and camp construction works as of August 24th,2020
the official commencement date of the project.

As part of this assignment and in accordance with the Employer’s Requirements, this Traffic Management Plan
has been prepared.

2.2 Project Components


The main components of the project are:
 Investigating, surveying, designing and constructing of the roadway and any necessary structures
 Construct the road with DC6 and as modified herein, AC standard as per the contract agreement
 Constructing bridges and culverts
 Constructing surface drains
 Constructing under drains where appropriate
 Constructing paved roadways
 Constructing retaining walls, and other road protection works
 Pavement markings and erecting traffic signs

2.3 Traffic Impacts


During construction phase traffic accident risks along the project route is likely to be low since the route is totally
new and will not be open for normal traffic until its construction is completed and handed over to the Client.
However, construction of this project will impact on the existing traffic flows along the Nedjo-Jarso-Begi-Yayo-
Road Project; Lot 1: Nedjo-Km 65+000 Design and Build Road Project. Traffic impacts on the existing roads could
increase due to the following main factors:
Short-term traffic control comprising traffic detour and speed limit during construction of interchanges on the trunk
roads which may result in temporary delays and increased travel times.

➢ Already relatively high volume of normal traffic on the existing trunk roads;
➢ Increase of traffic volume on the roads due to the arrival of additional vehicles and equipment for the subject
project,
➢ Low awareness of many drivers about traffic safety and lack of discipline,
➢ Presence of intermediate means of transport such as animal driven carts operating on the roads;
➢ Haulage operations ;
➢ Low awareness of the local population about traffic safety, and
➢ Presence of livestock in the area and their frequent movements on the roads or across the roads.

In relation to the road construction activities, heavy loaded trucks hauling construction materials can lead to
disturbances and danger for road users and roadside communities. Other locations which may have significant traffic
safety issues include quarry and borrow sites, junctions to material sources, stone crusher and asphalt mixing plant
sites, campsites and spoil disposal sites.

In addition, the project road crosses several existing rural/access roads and tracks used by vehicles, local people
and their animals. The project route crosses access roads at km 0+220, 0+340, 1+540,1+680, 3+380,3+740, 5+420,
5+960, 11+960, 16+240, 18+580, 35+420, 45+880 and 52+200.

The risk of traffic accidents on the existing rural/access roads and tracks could increase due to the following main
factors:

➢ Presence of intermediate means of transport such as animal driven carts operating on the roads;
➢ Prevalence of high dust emission on the existing rural gravel roads or earth tracks that would affect
visibility/sigh distance for drivers and this situation could contribute traffic accidents;
➢ Low awareness of the local population about traffic safety, and
➢ Presence of livestock in the area and their frequent movements on the roads or across the roads

The risk of traffic accidents can be relatively high in towns, villages and in other densely populated areas. In
particular, the density of road user especially pedestrians on market days and during entrance and exit hours of
schools is very high and this situation needs particular attention and mitigation measures.

3. Traffic Management
3.1 Site Traffic Management Plans (STMP’s)
STMP has outlined in detail the requirements for specific works, and has included the Traffic Control Plans
required for that work. STMP’s has been developed for the following specific work, sites or stations:
1. Construction activity at the intersection of the major roads/Stations
2. Access and haulage routes including Borrow, Quarry and Spoil sites
3. On site construction activity
4. Hauling route for Bitumen
5. In the Camps
3.1.1 Construction Activity at Town sections
The following are the major construction site/stations/ that requires specific traffic management plans.

I. Station A: Nedjo town (Km 0+000 to Km 5+360)


The project involves upgrading of the existing road to DC6 AC standard Link road with half width management of
the existing road to provide a passing lane for t raffic through the Road.
II. Station B: Baboo (Debeqa) town (Km 44+670 to Km 47+680)
The project involves upgrading of the existing road to DC6 AC standard Link road with half width management of
the existing road to provide a passing lane for t raffic through the Road.
III. Station C: Shimel toke town (Km 63+600 to Km 64+320)
The project involves upgrading of the existing road to DC6 AC standard Link road with half width management of
the existing road to provide a passing lane for traffic through the Road. The town is located within mountainous
terrain hence special attention will be given for traffic that is flowing into the town and out of the town during
construction.
IV. Traffic Management at Junctions
During construction around Junction the primary considerations for traffic signal placement are visibility and clarity.
Road users approaching a junction should be clear what is required of them, with sufficient time to act on the
information.

The Contractor should ensure that drivers: a) Have sufficient advance visibility to know what route to take at the
junction; b) Have a clear view of the signals at the junction; c) Have a clear view of any crossing facilities; d) Have
adequate intervisibility within the junction. Junctions along this road include at 8+980, 16+800,21+540, 33+940
and 46+000.

The project involves upgrading of the existing road to DC6 AC standard Link road with maintaining and providing
detour for the entire section is tabulated and presented as follows:

3.1.2 On Site Construction Activity
The construction works will take place simultaneously at multiple sites along the alignment of the Project Road.
The activities occurring at each site will determine the traffic management measures needed to mitigate the impacts
on the road network in the vicinity of the site.

3.1.3 Access and Haulage Routes


The Contractor will provide traffic signal control when Contractors’ vehicles, site equipment or materials need to
be moved across existing route and accessible route between sites or within a site. The haul route traffic should
approach the public highway in a defined line and on a level gradient. Priority should be given to the public highway,
not to the haul route.

3.1.4 Manage Haulage routes on the road network


The Contractor recognizes that the effective management of haulage operations is not only critical to the success
of the project, but is necessary to minimize the impact on the road network.

The construction of this project will involve excavation and earthworks to achieve the final alignment. Haul of
material generated by earthworks during construction, including movements to and from processing areas, will be
predominantly internal haul movements which will not disrupt the Highways. The Contractor has fine-tuned the
alignment to achieve an earthworks balance, which minimizes the need to transport spoil and fill. In addition, the
Contractor will reuse the material generated by excavations to reduce the need for transportation. For example,
top soil will be stripped and recovered for reuse in landscaping and re-vegetation. The Contractor also maximize
the use of borrow pits and dumping areas adjacent to the road alignment in order to avoid crossing of major roads

The location of schools will be considered during the route identification.

The Route
➢ Existing road infrastructure must be used, wherever possible for providing access to the proposed project
site. Where no road infrastructure exists on Site, new roads should be placed within existing disturbed
areas, where possible. Environmental considerations must be taken into account when determining the
alignment of roads to ensure the minimum amount of damage is cause to natural habitats.

➢ All haul roads will be constructed to ensure that safe traffic operation can be maintained at all times.

➢ The routes used by construction vehicles (as far as possible) avoid areas of high pedestrian traffic;

➢ Any hard road surfaces constructed on Site shall be as narrow as possible and shall be designed so that
(1) changes to surface water run-off are avoided, (2) erosion is not initiated; and (3) existing drainage is
not altered. Internal access roads constructed for the purposes of the Facility shall be located away from
drainage bottoms, wetlands and stream crossings shall be avoided, where feasible.

➢ The route utilized for transporting equipment to and from the Site should, as far as possible, avoid urban
and residential areas, and should avoid areas of high pedestrian traffic (such as schools) so that the
interaction of pedestrians with all Project-related traffic will be minimized as far as reasonably possible.

➢ No deviation from approved access routes will be allowed, unless roads forming part of the approved
routes are closed for any reason. Where traffic delays due to transport requirements for the Project are
likely, the Contractor will liaise and coordinate such events with the responsible authorities.

➢ A designated site access to the Site will be created to ensure safe entry and exit. The Site access will be
clearly sign posted and shall not be located so as to cause a traffic risk.

➢ The location and construction of access roads shall (as well as taking into account relevant environmental
considerations) be informed by road-use safety requirements and shall seek to limit the impact of traffic
on neighboring landowners. The movement of all vehicles within the Site must be along designated
roadways. Where possible, existing roads on Site shall be used as access roads.
➢ A flagman/traffic safety personnel/ will be assigned to direct traffic during school hours;
➢ No construction materials and debris will be allowed to store and pile on the roads or the pedestrian areas;
➢ The diversion roads will be regularly maintained (e.g. wetted down) to minimize dust generation.
➢ Turning lanes will be added on both sides of the asphalt road to facilitate smooth merging of traffic onto
the road.
➢ All bends or corners in haul roads will be constructed to maintain the stability of equipment regularly using
the corner or bend.
➢ Haul roads will be inspected on a regular basis to ensure they are in a satisfactory condition

Speed limit
➢ The speed limit on the Site and access roads shall be 10km/h for construction vehicles and 20km/h
for light vehicles and passenger vehicles.
➢ All speed limits applicable to public roads shall be strictly adhered to by all drivers operating vehicles as
part of the Project.

Signage
Adequate signage is used to warn other road users and local community members of hazards (e.g. site access,
construction vehicles turning). Signage will be conspicuously placed at appropriate locations along all access
roads, and public roads in order to warn other road users (in consultation with the relevant traffic authorities) to
indicate the following:
➢ Road hazards such as blind corners;
➢ Appropriate speed limits;
➢ Turning traffic;
➢ The Site access;
➢ Routes to be used by construction vehicles, where appropriate;
➢ Caution should be taken by motorists or pedestrians;
➢ Prohibited areas for vehicles;
➢ Any traffic control information which may be relevant in the circumstances.
Any signage erected in terms of this Plan must be secured against being blown over or out of position by the wind
or by passing traffic. In addition, they should be located so as to provide adequate warning of hazards. Signs
located on two-way roads should be visible to traffic traveling in both directions, and care should be taken to ensure
that signs are not obscured by vegetation or dirt.

Plan construction access points (gates)


The most hazardous movement for construction vehicles occurs when the vehicle is entering or exiting the
construction site to and from the public road as drivers do not expect vehicles to be turning from or entering the
traffic flows.

To provide a safe entry and exit to the construction site from the public roads, safe access points or gates, the
Contractor will:
➢ Traffic warning signs will be installed on approaches to each turning points/ gates and construction access
points in accordance with the Traffic Control Plans.
➢ Trained flagmen will also be deployed to control the construction contractor’s traffic and public traffic at
turning points/ gates/, as appropriate. The flagmen will wear high visibility vests and use approved flags.
➢ All construction access points (gates) will have specific numbers and project-specific gate signs will be
installed at every access point as shown in the appendixes
➢ All drivers will be inducted regarding gate numbers, approved access routes, timing of deliveries and
parking area on-site.
➢ Where feasible, utilize existing local road to access construction work areas;
➢ Keep the number of access points to a minimum;
➢ Ensure the new construction access points do not adversely impact on any existing intersections, traffic
facilities or traffic generating developments;
➢ Only install access points that are clearly visible, and have adequate sight distance (minimum Safe
Intersection Site Distance (i.e. 155m @ 60km/h);
➢ Ensure the intersection configuration has sufficient capacity to accommodate the traffic generated by the
construction site;
➢ The access is designed to accommodate the turning movements of the largest vehicles that will be
accessing the site;
➢ Ensure the treatment maximizes rear end protection for vehicles turning right into the access;
➢ Ensure access points are constructed of a suitable all weather surface that prevents debris from being
tracked onto the travel lanes
➢ Ensure all access points are clearly visible to approaching traffic and signposted accordingly.

➢ Hazardous road conditions must be communicated to Contractors and material delivery drivers, especially
when new to the site and its surroundings
Monitor haulage operations
During haulage operations the Contractor will conduct regular monitoring of various haulage routes to ensure
that:
➢ Operations are complying with the Project’s approvals and the requirements of the Construction Traffic
Management Plan (CTMP).
➢ Haulage vehicles are travelling along routes that have been agreed for use with road authorities.
➢ Haulage operations are not causing traffic congestion throughout the road network.
➢ The Traffic Management Plans are being applied and complied with;
➢ Haulage vehicles are fitted with appropriate warning devices;
➢ All necessary Traffic Control Plans are installed, and
➢ The required vehicle and access point controls are applied.

The access and egress driveways, as well as public footpaths surrounding the site will be regularly inspected for
mud and silt with appropriate actions taken to remove/control the contamination and keep these areas in a
serviceable condition. The monitoring of local roads can be conducted in consultation with the Local Councils.

3.1.5 Manage Hauling Route for Bitumen


Hot mixed asphalt is manufactured at temperatures between 270°F and 325°F. Depending on the environmental
conditions and the distance from the hot mix plant to the project, hot mix asphalt can lose heat resulting decrease
of temperature. In order to maintain the compaction temperature the asphalt hot mix must be transported faster.
For the proposed road project the temperature lose due to transportation is minimum because maximum vehicle
speed of 80km/h will be permitted. In addition the project road is located in the area with high atmospheric as well
as base surface temperature. The hauling distance is also short. For instance:

➢ The first 15.60km (from the starting point up to Station C) the hauling trucks will not use the existing road
and detour. Traffic free hours will be arranged for hauling.
➢ From Km 15.60 to the Construction Camp which is located at around km 25+500,the hauling distance is
short. The longest haulage distance is from the storage camp to km project end.

The following measures are essential in order to manage the safety and amenity of road users and the public as
well as measures that minimize road user delays to an absolute minimum.

➢ The use of the major public roads for hauling Asphalt hot mix. Will be minimized as much as possible;
➢ If works requiring lane occupancies are proposed during the day it will be, nominally, after10:00 am and
prior to 3:00 pm and at night (nominally after 10:00 pm and prior to 5:00 am subject to approvals) when
traffic volumes are lower and traffic arrangements may be implemented with minimal overall traffic
disruption

3.1.6 Haulage Route for Natural Source and Borrow source


Whilst driving on construction sites there are a number of hazards a driver may experience, including: rough
surfaces; deep excavations; low clearance; other larger plant; steep embankments, existing infrastructure etc. Of
equal importance is the safety of unprotected construction personnel working within the construction site. For each
phase of work the Contractor will ensure that:

➢ The RoW will be used for hauling,


➢ A risk assessment is conducted for all work activities and vehicle movements;
➢ Regular toolbox meetings to discuss on-site vehicle movements and changes to work areas;

➢ Access tracks are clearly defined and sign posted;


➢ Pedestrian tracks and crossing points are defined and clearly sign posted;
➢ Where possible, large items of plant, such as scrapers are separated from smaller plant items;
➢ Where possible, workers do not operate within 3 meters of moving plant, and plant operators are tool
boxed when moved into a new work area;
➢ Appropriate warning signs are installed on the approach to hazards or conflict points;
➢ Where necessary appropriate traffic controls are installed;
➢ Consideration is given to the installation and enforcement of reduced on-site speed limits (i.e. maximum
of 10km/h whilst passing workers on foot); and
➢ As necessary, delivery vehicles are to be managed on-site.

3.1.7 Manage Deliveries: Transport of Equipment and Materials


Managing delivery traffic at a construction workplace is an important part of ensuring the workplace is
without risks to health and safety. Vehicles including powered mobile plant moving in and around a
workplace, reversing, loading and unloading are often linked with death and injuries to workers and members
of the public.

Walabu Construction acknowledges that attention must be given to the safe deliveries to all site compoun ds.
All delivery drivers will be abide by the following procedures:

➢ The Contractor will ensure that all suppliers and their delivery drivers are aware of procedures and
restrictions (e.g. restricted areas);
➢ All equipment and/or materials transported to or from Site shall be appropriately secured to, or
contained in, vehicles.
➢ No construction vehicles shall be loaded in excess of its manufacturer-specified weight bearing
capacity.
➢ All vehicles used during the Project shall have the appropriate load-bearing capacity for the
materials and/or equipment intended to be transported.
➢ Drivers shall be appropriately trained in driving techniques applicable to specific loads (e.g.
hazardous substances) where necessary
➢ Loads have appropriate cover to prevent them spilling from the vehicle during transit;
➢ The loading of all trucks used for transporting materials and equipment and shall not exceed the
legal limits as stipulated by the Government of Ethiopia.
➢ The speed for all trucks used for transporting materials and equipment shall not exceed 60
kilometers per hour on highways;
➢ Scheduling the movements of heavy vehicles haulage and deliveries outside peak periods,
where reasonable and feasible.

3.1.8 Night Working Traffic Management


In order to minimize traffic delay some construction activities may be scheduled for off-peak periods,
particularly at night, to alleviate the problems associated with working in traffic. Although the risk of
encountering high traffic flows are reduced by working during the night, other factors, such as poor driver
behavior, higher speeds, fatigue, difficulty in judging distances and limited vision, increase the risk of
working during the night.

The following measure will be implemented in order to prevent night work traffic accidents as well as
accidents on the workforces

➢ The Contractor will provide adequate lighting equipment with sufficient lighting level

➢ The light levels are monitored to ensure that sufficient lighting is being provided. Shall ensure that
this procedure is implemented at the planning stage of any night shift activities.
➢ All points of exit, pathways, and muster points shall be clearly illuminated and marked.
➢ Ladder access and egress shall be clearly illuminated.
➢ Tower lighting shall be located in a manner that illuminates all work areas.
➢ The tower lighting as well as other lighting systems will be installed in the manner that they will not
affect the drivers
➢ The correct retro-reflective material will be used and kept clean to ensure proper visibility of signs,
cones, etc. at night and during poor visibility;
➢ Night time safety inspections for road markings, road safety signs and road lighting shall be carried
out

3.1.9 Managing Compound Traffic


The following management and mitigation measures will be assessed and implemented where reasonable
and feasible at all construction compounds and other ancillary facilities associated with construction:

➢ Compound access points will be developed with appropriate consideration of access requirements
for adjacent properties and businesses.
➢ Traffic Control Plan would be prepared, where required, for any temporary changes to the traffic
environment associated with compound use and establishment.
➢ Access for emergency vehicles and to fire-fighting equipment will be maintained.

3.1.10 Manage Pedestrians


The Contractor will safely manage pedestrians on roads, businesses, homes and any directly affected
schools during construction. The Contractor recognizes the importance of giving consideration to all road
users, including vulnerable users and not just vehicle traffic. This process covers pedestrian needs; defining
the work area; provision of temporary footpaths and provision of pedestrian crossings. The Contractor will
identify pedestrian needs by considering the:

➢ Number of pedestrians;
➢ Type of pedestrian activity: whether farm, office, marketing, residential, school or recreational;
➢ Origin and destination points of the pedestrians, and their desired travel path;
➢ Needs of vulnerable pedestrians, such as young children, the elderly, vision impaired, disabled
people and
➢ Proximity of pedestrian generation developments, such as schools, market centers etc. Site
investigations show that the pedestrian volumes are low at most of the hauling and access road as
well as on the construction site. However, the following measures will be recognized in order to
avoid any impacts on the free movement of the local community and their livestock.

3.1.11 Define the work area


Unlike motor vehicles, pedestrian movements within and outside of the road reserve are generally
unrestricted, with free access available to most areas. To provide a safe environment for pedestrians, the
Contractor will clearly define the boundaries of all work areas, and where required provided defin ed walking
paths.

Provide temporary footpaths


Where the work areas restrict access to existing footpaths, the Contactor will implement alternative routes
and facilities. Alternatives may include using the opposite footpath, detours via other footpaths, or the
provision of temporary footpaths through the work area.

All temporary footpaths will be:

➢ Clearly defined;
➢ Signposted appropriately to indicate the direction of the footpath;
➢ Constructed of an all-weather surface, free of trip hazards;
➢ Designed to accommodate the type of pedestrians to be encountered within the area;
➢ Kept well maintained whilst in operation.

When pedestrians are diverted onto the existing roadways adjacent to traffic flows, additional treatments
will be implemented by the Contractor to ensure adequate separation is provided and clearly delineated.

Any signage erected in terms of this Plan must be secured against being blown over or out of position by
the wind or by passing traffic. In addition, they should be located so as to provide ade quate warning of
hazards. Signs located on two-way roads should be visible to traffic traveling in both directions, and care
should be taken to ensure that signs are not obscured by vegetation or dirt.

Traffic and Road User Delay Management

A key issue of this TMP is the minimizing of delays and inconvenience experienced by road users during
the construction phase of this project. The Walabu Construction acknowledges that maintaining the Level
of Service of the road network and minimizing the delays experienced by road users during the construction
of the project is important. This process outlines the various strategies and measures that can be applied to
minimize road user delays.

The delay minimization strategies to be applied by the project team will include:

➢ Minimizing the impacts of each work area;


➢ Maximizing the operating performance of the individual routes;
➢ Aim to maintain access; and
➢ Coordinating works at each work area to ensure road users do not encounter several delays in
quick succession.

Measures
Walabu Construction acknowledges there are various measures that can be applied to minimize road user
delays, which are generally divided in four categories:
➢ Design
➢ Isolation of work areas
➢ Work methods
➢ Planning of lane closure/ road occupancies

Walabu Construction will apply the following measures:


During the design phase, develop traffic staging and temporary works that: avoid conflicts with the existing
road network; maximizes separation between work areas and travel lanes or isolat es work areas, and
maintains existing Level of Service of the road network.
➢ Isolate work areas from traffic flows (e.g. using alternative routes, temporary side -tracks, lane
deviations / widening and temporary safety barriers).
➢ Develop alternative work methods to minimize impacts (e.g. utilize more efficient plant / equipment;
apply different design solution, enclosed work platforms, time of day applications).
➢ Determine the most appropriate hours of operation that will minimize the impact on the road networ k
and local communities.

➢ Plan all lane closures / road occupancies with the aim to: minimize the actual work area, limit
obstructions and restrictions, maximize the roads capacity, avoid peak traffic flow periods,
➢ Analyze traffic volume data to: establish the capacity of the road; assess the potential impact on
traffic flows, and identify the best time to apply temporary traffic arrangements, so as to minimize
the inconvenience to road users.
➢ Ensure all work activities are coordinated to reduce road user delay.
➢ Provide road users with changed traffic condition information to enable them to plan their journey
and avoid the road works.
3.2 Licensing and Maintenance
Licensing
Incidents can also occur when untrained or inexperienced workers drive construction vehicles.
The Contractor will ensure that:
➢ All Project vehicles comply with relevant traffic and transport licensing requirements (such as with
regard to licensing requirements relating to the transportation of over- sized loads or hazardous
materials, including hazardous waste).
➢ All drivers of vehicles used during the Project shall have the requisite licenses to operate any
vehicle (or machinery) operated by them on Site or on any public roads.
➢ All Project vehicles shall have valid certificates and licenses.
Maintenance
All vehicles and machinery used during the Project shall be regularly maintained and repaired where necessary.
In this regard, all construction and passenger vehicles used during the Project shall be inspected by an
appropriately qualified mechanic every six months following the commencement of the Project. The Project
Managers shall ensure that regular inspections are undertaken of construction and passenger vehicles to ensure
that they are in good working order and are not overloaded.
Road and storm water management infrastructure on Site shall be maintained by the Contractor so as to facilitate
traffic safety.
Gravel roads shall be sprayed with water to limit the generation of dust (where economically viable and
environmentally acceptable).
Any potential road hazard or vehicle defect which may render a vehicle or road unsafe for use shall be
immediately reported to the Project Managers who shall ensure that the vehicle/road is not used until the
necessary repairs have been undertaken.

3.3 Incident/Accident Procedures


In the event of an incident or accident, whether or not involving traffic or road users, all work shall cease and
traffic shall be stopped as necessary to avoid further deterioration of the situation. First Aid shall be administered
as necessary, and medical assistance shall be called for if required. For life threatening injuries an ambulance
shall be called. The Police shall also be called for traffic crashes where life threatening injuries are apparent.
Any traffic crash resulting in non-life threatening injury shall immediately be reported to the Local Police Service.

Broken down vehicles and vehicles involved in minor non-injury crashes shall be temporarily moved to the verge
as soon as possible after details of the crash locations have been gathered and noted. Where necessary to
maintain traffic flow, vehicles shall be temporarily moved into the closed section of the work area behind the
cones, providing there is no risk to vehicles and their occupants or workers. Assistance shall be rendered to
ensure the impact of the incident on the network is minimized.

Details of all incidents and accidents shall be reported to the Site Supervisor and Project Manager using
the incident report form.

3.3.1 Trip Hazards


The worksite and its immediate surroundings shall be suitably protected and free of hazards, which could result
in tripping by non-motorized road users. Hazards, which cannot be removed, shall be suitably protected to
prevent injury to road users, including those with sight impairment. Where level differences are significant,
suitable barriers, which preclude pedestrian access shall be used.

Where works extend beyond daylight hours and adjacent lighting is insufficient to illuminate hazards to non-
motorized road users, appropriate temporary lighting shall be installed. The worksite shall be kept tidy to reduce
the risk to workers.

3.4 Stakeholder Engagement


The traffic safety procedures, transport routes and construction schedules intended to be applied during
the construction phase shall be in consultation with members of the local community, the local authority
and affected landowners prior to the commencement of construction activities.

The scope of such engagement should include the designation of routes for construction vehicles, procedures
for complaints and emergency procedures shall be concluded in consultation with local community members,
affected land owners and local emergency and traffic authorities.

In this regard, appropriate measures shall be taken to ensure that:


➢ The routes used by construction vehicles (as far as possible) avoid areas of high pedestrian traffic;
➢ Adequate signage is used to warn local community members of hazards (e.g. site access, construction
vehicles turning);
➢ Information dissemination and awareness is conducted to inform community members of increased
traffic risks and appropriate precautionary measures; and
➢ Community members are aware of the Contractors’ construction (and delivery) schedules.

3.5 Public Notification


The public shall be notified of the works and traffic management arrangements via: community meetings. General
information regarding the Project road will be provided to parties affected by the work and regular communication
will be organized in liaison with established community groups to ensure effective and regular communication
is maintained throughout the development period regarding programming and construction activities.

3.6 Complaints
At all times during construction work, the Contractor will maintain a permanent register of any complaints received
alleging adverse effects from, or related to, the construction work. A register for traffic management complaints
will be prepared and distributed for all woredas, kebeles as well as community leaders. The form is also placed
at the main and sub camps in open places and easily accessed by all workers and communities. The register for
traffic management complaints will include:
The name and address as far as practicable) of the complainant;
➢ Identification of the nature of the complaint;
➢ Location, date and time of the complaint and the alleged event;
➢ Weather conditions at the time of the complaint (as far as practicable)
➢ The outcome of the Contractor’s Project team investigation into the complaint;
➢ Measures taken to respond to the complaint; and

➢ Any other activities in the area, unrelated to the Project that may have contributed to the complaint.
An initial response to the complainant will be made within 24 hours of the complaint being received. This initial
response will detail the immediate investigations and measures taken to resolve the issue. The complaint is to
be closed out with a finalized response within 10 working days of receiving the complaint. The Contractor shall
also maintain a record of its responses and any remedial actions undertaken.

3.7 Traffic Control Inspections


This process focuses on the continuous monitoring of temporary traffic controls at construction sites during the
construction phase. The aim of this process is to provide a safe environment for workers and road users, monitor
compliance against the Traffic Control Plan and identify safety hazards in order to implement corrective solutions.
This process details the type, frequency, responsibility and checklists for inspections.
Process
Inspections of the temporary traffic controls will be conducted during the construction phase, focusing on monitoring
compliance against the TMP and identifying safety hazards, to enable implementation of corrective solutions.
Walabu Construction will conduct four main types of inspections on projects:

➢ Pre-start and pre-close down inspections of short-term traffic control;


➢ Fortnightly inspections of long-term traffic control
➢ Night inspections of long-term traffic control ; and
➢ Pre-opening inspections of minor temporary traffic switches.
Frequency
The safety Engineer will ensure regular inspections of temporary traffic controls are conducted during the
construction of this project.

The frequency of the traffic control at work sites inspections will be subject to the construction program and the
types of activities in progress. The responsibility and frequency of inspections are summarized in Table below.

3.8 Conduct Reporting


Walabu Construction acknowledges the importance of keeping the client and stakeholders regularly informed.
Walabu Construction will report to the employer and other stakeholders on all traffic management matters during
the delivery of the works. The process of submitting these reports will be as follows:

Frequency of reporting
The frequency of reports provided by NRT will be in the following four categories:
➢ immediate - reporting of major vehicle accidents
➢ weekly reports - on planned lane closures / road occupancies and the performance results of
recently implemented changed traffic conditions / operations;
➢ monthly reports - summarizing: construction activities; proposed major traffic changes;
➢ upcoming media releases; incidents
Methods of reporting
The methods of reporting to be applied by Walabu Construction will include:
➢ verbal reports on issues of an urgent nature, (e.g. initial reporting of major unplanned incidents,
adverse community / political feedback);
➢ Safety incidents will be recorded in the safety database: as per Safety reporting process.
➢ formal written reports in a format subject to client and stakeholder needs
