Bharat Electronics Limited (BEL) is a Navratna PSU under the Ministry of Defence,

Government of India. It manufactures state-of-the-art electronic products and systems for


the Army, Navy and the Air Force. BEL has also diversified into various areas like homeland
security solutions, smart cities, e-governance solutions, space electronics including satellite
integration, energy storage products including e-vehicle charging stations, solar, network &
cyber security, railways & metro solutions, airport solutions, Electronic Voting Machines,
telecom products, passive night vision devices, medical electronics, composites and
software solutions.

History
As free India was born, the Government of India announced a comprehensive industrial policy,
empowering itself to set up infrastructure to manufacture a host of critical products. It was
from this authority that Bharat Electronics Limited (BEL) was established in 1954 under the
Ministry of Defence to meet the specialised electronic needs of the Indian Defence. Today,
BEL has grown into a multi-product, multi- technology, multi-unit conglomerate empowering
the nation’s armed forces to guard the country’s frontiers with state-of-the-art products and
systems in the areas of Radars & Fire Control Systems, Missile Systems, Communication & C4I
systems, Electronic Warfare & Avionics, Naval Systems & Antisubmarine Warfare Systems,
Electro Optics, Tank Electronics & Gun Upgrades, and Strategic Components. Bharat
Electronics Limited was founded in Bangalore, Karnataka, India in 1954. Starting with the
manufacture of a few communications’ equipment in 1956, BEL started manufacturing
receiving valves in 1961, germanium semiconductors in 1962, and radio transmitters for AIR
in 1964 with help from the Soviet Union

The Akash Air Defence Weapon System is a shining example of BEL’s indigenous design,
development and manufacturing drive. The Coastal Surveillance System developed for
strengthening surveillance of India’s over-7,500-km-long coastline is being offered to friendly
countries. BEL has made giant strides in Radars with the induction of Weapon Locating Radar
and 3D Tactical Control Radar.

BEL’s tamper-proof Electronic Voting Machines have revolutionised the voting system in India,
making the process transparent and tamper-proof. When the country wanted its services the
most, BEL manufactured 30,000 ICU Ventilators in a record time to help the Government
combat the Covid pandemic.

BEL aims to increase its non-defence share in the overall business. Some of the areas the
company is focussing on include solutions for the Civil Aviation sector, Anti Drone Systems,
Satellite Assembly & Integration, Solar, Railway & Metro solutions, Network & Cyber Security
solutions, Energy Storage products for Electric Vehicles, Homeland Security & Smart Cities,

Electronic voting is the standard means of conducting elections using Electronic Voting
Machines (EVMs) in India. The system was developed and tested by the state-owned
Electronics Corporation of India and Bharat Electronics in the 1990s. They were introduced in
Indian elections between 1998 and 2001, in a phased manner. Prior to the introduction of
electronic voting, India used paper ballots and manual counting.
EVMs are powered by an ordinary 6-volt alkaline battery manufactured by Bharat Electronics
Limited, Bangalore and Electronics Corporation of India Limited, Hyderabad. This design
enables the use of EVMs throughout the country without interruptions because several parts
of India do not have the power supply and/or erratic power supply.

Mr Bhanu Prakash Srivastava holds a degree in Bachelor of Technology (Mechanical
Engineering) from IIT-BHU and Master of Business Administration (Marketing). He joined BEL
in August 1986 and in a career spanning 36 years in three Units of BEL (Kotdwara, Ghaziabad
and Bangalore), gained rich experience in diverse functions such as Manufacturing, Project
Management, Quality Management, Materials Management, Design & Development and
Product Support.

EVOLUTION OF QUALITY MANAGEMENT SYSTEM IN BHARAT ELECTRONICS

• Right from its inception in 1954, Bharat Electronics has understood the varying levels
of quality and reliability requirements of its customers and has been striving to
enhance their satisfaction level. The company has developed and improved Quality
Systems and Procedures over the years.
• Starting with an inspection-oriented Quality system during the initial years, the
company shifted its focus towards MIL-Q-9858 Quality Management System during
the early Seventies.
• During the Eighties, a number of initiatives were taken to improve the Quality
Management System. They included release of documented QA manual; promotion of
participative culture in the organization; launching of QC Circles & Suggestion Scheme,
etc.
• Bharat Electronics adopted the Total Quality Management (TQM) philosophy in the
year 1990 under the acronym 'TORQUE' which stands for Total Organisational Quality
Enhancement. TORQUE is based on the premise that the quality of products and
services is not only the responsibility of the production/shop floor personnel, but
other support services also who have a role to play in meeting and exceeding our
customers? expectations through supply of quality products and services.

BHARAT ELECTRONICS QUALITY INSTITUTE
A Quality Institute has been created in 1999 by the company to impart education / training to
the company's officers, customers and suppliers on various facets of quality management.
Regular training programs are conducted for all employees of the company. Courses on topics
such as Six Sigma, design for Six Sigma, reliability & maintainability, lean manufacturing, SPC,
Project Management, etc are conducted regularly at the Quality Institute.
STANDARDISATION
Standardisation & Quality are two inseparable parts of the TQM process and they play a
complementary role. A Corporate Standards Department established four decades back has
evolved more than 4000 standards on drafting, materials, systems & procedures,
manufacturing processes, quality & workmanship, etc. These standards have provided
effective support in design, manufacturing, vendor development and process standardisation.

Exports play a key role in BEL's strategic perspective. The ranges of products and services
exported have been increasing over the years. A number of international companies are using

HR POLICIES

Research and Development
Research and Development is a key focus area at BEL. Research & Development activities
started in 1958 and have been contributing steadily to the growth of BEL's business and self-
reliance in the field of defence electronics and other chosen areas of professional electronics.
BEL's R&D Policy is to enhance the company's pre-eminence in defence electronics and other
chosen fields and products through Research & Development. Major R&D objectives of BEL is
development of new products built with cutting-edge technology modules to meet customer
requirements ensuring that the developed products are state-of-the-art, competitive and of
the highest quality.
BEL has a three-tier R&D: the first tier being the Development and Engineering Divisions at
the Unit / Strategic Business Unit level, whose role is to generate new business by developing
new products and obtaining customer acceptance, provide product lifecycle support and
upgrades, and develop processes and components as necessary; the second tier is the Central
Development and Engineering Division which supports the Unit D&E Divisions with the supply
of specialised technology modules and the third tier is the Central Research Laboratories
(CRLs) at Bangalore and Delhi, whose role is to work on critical areas of technology and
develop enabling technology modules.

Bengaluru, January 29, 2024: Navratna Defence PSU Bharat Electronics Limited (BEL) has
achieved a Turnover of Rs. 4120.10 Cr, registering a growth of 1.83% during 3 rd Quarter of FY
2023-24 over the Turnover of Rs. 4046.11 Cr recorded in the corresponding period of the
previous year.
Profit Before Tax (PBT) during 3 rd Quarter of FY 2023-24 stood at Rs. 1172.26 Cr, with a growth
of 46.45% over the Profit Before Tax (PBT) of Rs. 800.43 Cr recorded in the corresponding
period of the previous year.
Profit After Tax (PAT) during 3 rd Quarter of FY 2023-24 stood at Rs. 893.30 Cr, with a growth
of 49.19% over the Profit After Tax (PAT) of Rs. 598.77 Cr recorded in the corresponding period
of the previous year.

Bharat Electronics Limited (BEL) has signed Contract with Central Board of Indirect Taxes and
Customs (CBIC), Ministry of Finance, Govt of India on 30 th January 2024 for implementation
& management of IT infrastructure. The value of the contract, won through open bidding, is
Rs. 665.84 crores plus taxes. The scope of the project is to supply, install and maintain IT &
networking infra, field IT support and centralised management and monitoring. Maintenance
support will be provided for 5 years inclusive of implementation period. This is one of the
biggest Civilian Projects acquired on competitive basis by BEL during the current financial year.

Bharat Electronics Limited received an order of Rs.2,118.57 Crore from Cochin Shipyard
Limited for supply of various equipments consisting of Sensors, Weapon equipment, Fire
Control systems and Communication equipment for six numbers of Next Generation Missile
Vessels (NGMV), class of anti-surface warfare corvettes for Indian Navy. This project will have
participation of Indian electronics and associated industries, including MSMEs, which are sub
vendors of BEL. The equipment manufactured by BEL are part of 'Aatmanirbhar Bharat'
program.

BEL has identified electronic manufacturing services (EMS) as one of the major thrust areas.
BEL offers services on Build to Spec as well as Build to Print basis. With state-of-the-art
infrastructure and a highly trained workforce at its 9 Units, BEL offers EMS for both domestic
and international customers in the following areas:

• PCB assembly (SMT, Through Hole, BGA) and testing: BEL has set up an exclusive Mass
Manufacturing Facility and achieved proficiency in assembly of a wide variety of circuit
board designs including Surface Mount Technology (SMT), Mixed Technology and
Plated/Pin Through Hole Technology (PTH).
• Precision Machining and Fabrication: BEL has the expertise to manufacture high-
precision machined and fabricated parts at its state-of-the-art facilities which are
equipped with the latest CNC and special-purpose machines. Products manufactured
include chassis, enclosures, panels, brackets, rack mounts, card cage flanges and
covers, large and medium modular frames and precision-machined parts for the
electronics, computer, and electrical products being used in commercial, defence,
aerospace and telecommunication industries.
• Opto electronics components and assemblies: BEL offers cost-effective services for
design and manufacture of optical and opto electronic products and components
operating in the UV, Visible and IR spectrum. Optical components include lenses,
prisms, mirrors, windows, wedges, etc and optical assemblies include Objective
Assembly, Eyepiece Assembly, Collimator Assembly and Imaging Assembly.
• Microwave Integrated Circuit Assemblies: BEL manufactures a variety of microwave
components and sub-systems using microchip technology which are required for a
wide range of applications in communication and radar systems, including airborne
and space related sub-systems. The facility is also qualified for the manufacture of C-
Band Receiver for satellite systems.
• Antennae manufacturing: BEL is engaged in the development and production of
various types of antennas for use in radars, communications, TV broadcasting, satellite
communication, etc. The R&D and production efforts are supported by a well-
equipped microwave testing laboratory and a microwave outdoor antenna test range.
There is also a facility to produce thin film MIC components, which are extensively
used in phased array antennas.

Classification criteria for Maharatna, Navratna & Miniratna

How much a public sector company can invest without government’s approval is determined by its
status. Maharatna company can invest up to 5000 crore or 15% of its net worth in a project. Navratna
company can invest up to 1000 crore. Miniratna companies can invest up to 500 crore or an amount
equal to their net worth.

Criteria for Navratna

● The Miniratna category-I and schedule “A” CPSEs which have obtained “excellent” or “very good”
rating under the MOU system in 3 of last 5 years, and have composite score of 60 or above in the 6
selected parameters, namely

➢ Net profit to net worth


➢ Manpower cost to total cost of production/services
➢ Profit before depreciation, interest and taxes to capital employed
➢ Profit before interest and taxes to turnover
➢ Earnings per share and
➢ Inter sectoral performance

Criteria to become Maharatna company
The CPSEs fulfilling the following criteria are eligible to be considered for grant of Maharatna status.

(1). The CPSE should already be a Navratna company.


(2). The CPSE should have average annual turnover of more than Rs. 25,000 crores, during the last 3
years.
(3). The CPSE's average annual net profit after tax should be more than Rs. 5,000 crores, during the
last 3 years.
(4). The CPSE should be listed on Indian Stock exchange with minimum prescribed public shareholding
under SEBI regulations.
(5). The CPSE should have average annual net worth of more than Rs. 15,000 crores, during the last 3
years.
(6). The CPSE should have significant presence globally.
