ANSWER
1. Employee workload analysis plays a very important role in government
organizations. Through this analysis, you can measure employee workload, carry out
planning and improve the organizational structure. By analyzing employee workload,
organizations can determine the ideal number of employees to meet the needs of
existing tasks and responsibilities. Therefore, based on the workload carried out by
each employee, the organization can evaluate whether the employee is working
overloaded or underloaded. and in making decisions related to employee needs,
employee placement, and career development. By knowing the existing workload,
organizations can make appropriate employee placements and identify the necessary
training or development needs
Thus, employee workload analysis not only helps in managing human resources
efficiently but also has an impact on the quality of public services provided by
government agencies. With the right placement of employees and sufficient numbers,
organizations can improve performance and effectiveness in carrying out their duties

2. workload analysis with the state civil apparatus has a very close relationship. In
Law Number 5 of 2014 concerning State Civil Apparatus (ASN) and related
regulations, it is mandatory for every government agency to prepare a workload
analysis (ABK). This aims to compile the need for the number and type of civil
servant positions based on job analysis and workload analysis. This helps in
evaluating the efficiency and effectiveness of employee performance as well as
determining the number of employees required in accordance with existing duties and
responsibilities. By knowing the workload that an employee should carry, government
agencies can carry out more objective and fair performance assessments. Thus, the
relationship between workload analysis and the State Civil Apparatus is very relevant
in efforts to improve personnel management in the government environment to

 Organizational objectives: The corporate/private sector aims to gain profit or
profit, while the public/government sector aims to provide the best service to the
community
 Activity Characteristics:
* The corporate/private sector has more diverse and complex activities, depending
on the type of industry and the company's line of business. Workload analysis in this
sector will involve various aspects such as main tasks and functions, job analysis,
employee needs, and job needs maps.
* In the public/government sector, activities are more focused on providing services
that are beneficial to the public. Workload analysis in this sector will consider tasks
related to public services and employee needs.
 Analysis Method:
* Workload analysis methods in the corporate/private sector can involve an
administrative approach, an organizational approach, and a job analysis approach. The
administrative approach involves analysis of an administrative nature, in accordance
with company policy. In the public/government sector, workload analysis methods
can also involve administrative approaches and organizational approaches. The
workload analysis in this sector will consider tasks related to public services and
inter-organizational relations.
 Investment Appraisal:
* In the public/government sector, workload analysis can also be related to
investment assessment. Investment assessment in the public/government sector has
more complicated characteristics compared to the private sector. The aim of
investment appraisal in the public/government sector is to provide the best service to
the community, while in the private sector the aim is to obtain maximum profits.

4. An example of a case of workload analysis in government is workload analysis in
the JPT Pratama (High Leadership Position) organizational unit at the regional level.
This organizational unit is functionally in charge of position analysis and workload
analysis in regional government. Workload Analysis in Regional Government: aims
to determine the number of employees needed to complete a job and determine the
time norms and volume of work required
 Duties: These tasks can include main tasks and additional tasks that must be
carried out by employees in the unit
 Data collection: regarding the tasks that must be carried out by the JPT Pratama
organizational unit. This data can be in the form of Standard Operating
Procedures (SOP) for each type of task, separation between main and additional
tasks, as well as other relevant data.
 Workload Analysis: Conduct an analysis of the tasks that must be carried out by
the JPT Pratama organizational unit. This analysis can involve calculating
workload based on working time, comparing standard working time with
normal/real working time, and separating workload based on main tasks and
additional tasks.
 Evaluation: The results of the workload analysis can also be evaluated to
determine the need for educational staff
Thus, the JPT Pratama organization at the regional level has a strategic role in
managing job analysis and workload analysis in regional government to ensure the
efficiency of human resources and optimal achievement of government goals.

5. In my opinion, productivity among the State Civil Apparatus (ASN) in Indonesia
has become a concern in recent years. Several factors influence ASN productivity
including administrative system efficiency, management quality, work motivation,
quality of human resources, as well as infrastructure and information technology
support. Although many efforts have been made by the Indonesian government to
increase ASN productivity, such as by implementing bureaucratic reform, employee
training, and developing information systems, challenges remain.
Changes in work culture, better performance management, employee empowerment,
and effective integration of information technology may be necessary to achieve
significant productivity improvements. However, assessing whether the ASN
workload in Indonesia has been fully able to increase the level of productivity of
government organizations requires deeper analysis and more complete data.
