1. SUMMARY
This report presents the results and preliminary findings of the environmental monitoring of the
Nord Stream construction activities in the Finnish EEZ for the fourth quarter of 2011 and January
2012. Ramboll Finland Oy has prepared this Q4/2011 report, based on the reports and the data
received from Nord Stream and their contractors. The findings presented are preliminary. The
final conclusions from the monitoring during 2011 will be presented in the Annual Monitoring
Report in April/May 2012.

Construction activities during Q4/2011 included:

Commissioning works for Pipeline 1 in the Finnish EEZ continuing from 10th October 2011
until the end of that month.

Operation of Pipeline 1 commencing on 8th of November 2011.

Post-lay rock placement (phase 2) for Pipeline 2 was, performed from 10th December 2011
until 7th January 2012 (see Chapter 2.1, final paragraph).

In Q4/2011 and January 2012, seabed morphology was monitored at all rock placement sites,
long term water quality at two stations, benthos at three HELCOM stations and their parallel
locations as well as sediment quality at two stations. In addition, the results for as-laid pipeline
profile and freespans, which were already monitored in the previous quarters, are presented in
this report.

After the warm summer and early autumn, the months of the last quarter of 2011 were also on
average warmer than during the reference period 1971-2000. The average temperature in
December in Helsinki-Kaisaniemi was +3.4°C when the reference value is -2.2°C. In particular
the end of 2011 was very windy, occasionally stormy, in the western Finnish waters. For
instance, at the meteorological station in Utö the number of days when strong winds occurred
was 29. Southwesterly winds were the most common.

The profile of Pipeline 2 between KP 123 and KP 498 in the Finnish EEZ is generally deeper than
was predicted in the design due to greater embedment in the soft sediment. Therefore the
freespans prior to the post-lay rock placement works are generally shorter than envisaged in the
design. The longest freespan is 224 metres at KP 478 and the freespan maximum height above
the seabed is 7.1 metres at KP 260. However, almost half of these freespans have intermediate
contact points giving support for the pipeline.

Phase 2 rock placement was performed during Q4/2011 and January 2012 at 63 locations
between KP 135 and KP 480. The volume of installed Phase 2 post-lay rock placement was
98,566 m3.

Living conditions in the areas of the HELCOM benthos stations varied a lot between the spring
and autumn sampling campaigns. In May 2011 oxygen concentrations near the seabed were
generally poor but in October they were considerably better. However the abundances of
macrozoobenthos were higher during the first campaign. This contradiction was explained by the
varying oxygen conditions in the sediment water interface. Before the autumn campaign the
bottoms had most probably suffered from anoxia in the near past and the benthos had not had
time to recolonize the areas. In May the polychaete genus Marenzelleria, which can live in an
environment low of oxygen was the only taxon present in low abundances (3 – 225
individuals/m2) at all but one sampling site. Another polychaete Harmothoe sarsi and the bivalve
Macoma balthica were the other species sparsely colonising the bottoms.

Since the last service visits in the beginning of August 2011 turbidity values remained generally
low near the seabed at both long term monitoring stations CONTROL1 and CONTROL 2. However,
due to stormy weather in autumn in the western Finnish waters, turbidity increases were
recorded at CONTROL1. The highest single value, 20 NTU, was recorded in September 2011.

Concentrations of dissolved oxygen in bottom close waters started to increase towards late
autumn at both stations. Metal concentrations in sea water were at the same low level as during
the earlier measurements.

The relevant authorities were notified of three unexpected events during Q4/2011 and January
2012. A third party cargo vessel and a fishing vessel collided, which led to the fishing vessel
sinking in the vicinity of the pipelines in the Gulf of Finland. The closest distance of the wreck
from Pipeline 2 is 642 meters. Based on surveys carried out by Nord Stream this incident did not
have any interaction with the pipelines. Later in the reporting period, two Nord Stream rock
placement vessels collided at whilst one was maneuvering low speed in the port of Kotka. Both
vessels were able to continue work as scheduled. During the installation of post-lay berm E2331
at KP 480 of Pipeline 2 a settlement was observed on 7th January 2012. After that the berm
installation was stopped and a detailed bathymetric survey was performed. A slump failure with
soil disturbance extending to the north beyond Pipeline 1 was observed. Based on the results the
berm was redesigned and will be completed in late March or early April 2012.

2. INTRODUCTION

2.1 General

Nord Stream AG is constructing an offshore pipeline system to transport natural gas from Russia
to Germany through the Baltic Sea. The route starts in Vyborg, Russia, and passes through the
Gulf of Finland and the Baltic Proper and makes landfall at Greifswald in Germany. The pipeline
route passes through the Exclusive Economic Zones (EEZ) of Russia, Finland, Sweden, Denmark
and Germany and enters the territorial waters of Russia, Denmark and Germany.

The total capacity of the two pipelines will be 55 billion m3/year. The total length of the pipeline is
1,224 km of which 375 km (KP 123-498) passes through the Finnish EEZ. The average water
depth of the section in the Finnish EEZ is approximately 88 m and the pipeline route is situated
20-30 km from the Finnish coastline. Works in the Gulf of Finland started in late 2009 with the
clearance of munitions along the pipeline route. The pipelay commenced in Sweden on 6th April
2010 and entered the Finnish EEZ on 27th June 2010.

The construction period for the gas pipelines is estimated to last for approximately 1.5 years each
in the Finnish EEZ. Seabed intervention works along the route, including both pre-lay and post-
lay activities, will be carried out in campaigns throughout the entire construction phase. Pre-lay
activities for both pipelines took around four months including the tie-in basement at KP 297.
Post-lay rock placement for Pipeline 2 will continue until autumn 2012. Rock placement will take
place both before and after pressure testing of the pipelines. Pipelay of both pipelines was
completed on 11th August 2011 in the Finnish EEZ. Commissioning works for Pipeline 1 started on
5th September and ended at the end of October 2011. Pipeline 1 was brought into operation on
8th November 2011. The pipeline system is designed to operate for at least 50 years.

In accordance with the granted Water Permit (no. 4/2010/4) Nord Stream is responsible for
environmental monitoring and reporting during the construction and operation of the pipeline.
Monitoring and reporting of the data collected is performed by Nord Stream and their contractors.
Ramboll Finland Oy as environmental consultant is preparing the quarterly and annual
environmental monitoring reports covering the construction and operation phases. Ramboll
monitoring reports are based on the reports and the data received from Nord Stream and their
contractors.

This fourth quarterly report of 2011 presents the environmental monitoring results and
preliminary estimations of the effects of pipeline construction activities in the Finnish EEZ
between October-December. The final conclusions from the environmental monitoring activities
during 2011 will be presented in the Annual Monitoring Report that summarises all monitoring
results.

Monitoring results of the first quarter of 2012 will be reported together with the Q2/2012 results,
as the only planned monitoring activity in Q1/2012 in Finnish EEZ is long term water quality
monitoring. Furthermore, this data will only be obtained in spring 2012 following the winter
period. This combined report is to be submitted to the authorities by the end of August 2012.
This procedure was agreed with the supervising authorities from Uusimaa ELY-Centre in a follow-
up meeting on 12th January 2012.

2.2 Background

To optimise the route for the gas pipelines and to minimise environmental effects, an extensive
assessment programme was carried out during the years 2005-2008. During 2007- 2009 an
environmental impact assessment (Espoo Report) was made, covering the entire length of the
pipeline. As part of the permitting process, the section of the proposed pipeline route in the
Finnish EEZ was assessed separately as a national EIA. The Finnish national EIA was delivered to
the relevant authorities on the 6th March 2009 and on the 2nd July the coordinating authority, the

Uusimaa Regional Environment Centre (since 2010 named Uusimaa Centre for Economic
Development, Transport and the Environment , here referred to as Uusimaa ELY-Centre), issued
a statement that the document fulfilled the requirements of the Finnish EIA legislation. Further
assessments were submitted in response to the additional requirements of the EIA statement and
project changes in the permitting process after the submission of the EIA.

2.3 Permits and monitoring

2.3.1 Construction and operational permits granted

On the 5th November 2009 the Council of State granted an approval (No. 678/601/2009) to
exploit the Finnish Exclusive Economic Zone for the construction of the pipeline (exploitation
right) in accordance with regulations in the exploitation right consent. The decision was in its
entirety enforceable regardless of appeals, unless otherwise decided by the appellate authority.
Immediate enforcement made it possible to proceed with the Water Permit on the basis of the
Finnish Water Act. The Council of State consent is lawful and binding.

On the 12th February 2010, the Southern Finland Regional State Administrative Agency granted a
Water Permit (No. 4/2010/4) to Nord Stream AG for the construction and operation of the
Russia/Germany submarine natural gas pipeline in the Finnish EEZ. The permit with immediate
enforcement allowed Nord Stream AG to proceed with the construction works before the permit
legally entered into force, on the condition that Nord Stream AG would issue a security deposit of
70 million Euros. In spring 2010 the Uusimaa department of the Finnish Association for Nature
Conservation together with eight Estonian NGOs and three private persons appealed against the
construction permit to the Vaasa Administrative Court. The decision for the appellants was
negative (2nd September 2010, no: 10/0209/1). In autumn 2010 three Estonian NGOs lodged an
appeal to the decision given by the Vaasa Administrative Court to the Supreme Administrative
Court. The appeal was rejected by the Supreme Administrative Court on the 22nd June 2011
(no:1753). The decision given by the Vaasa Administrative Court was not changed and is binding.

With its decision (No. 83/2009/2) on 2nd October 2009, the Western Finland Environmental
Permit Authority granted Nord Stream AG a permit for clearing munitions in the Finnish EEZ with
immediate enforcement. The permit is lawful and binding.

2.3.2 Notifications

This chapter deals with the notifications given by Nord Stream AG to the Uusimaa and Southwest
Finland ELY-Centres in relation to construction changes and commencement of works according
to the permit provisions of the Water Permit (No. 4/2010/4). All notifications submitted by the
end of December 2011 are included.

All notifications submitted before 17th June 2011 in accordance with the provisions of the
munitions clearance permit and the provisions on munitions clearance included in the Water
Permit are listed in the final monitoring report on munitions clearance /8/ and its addendum /9/.
Notifications for monitoring issues in accordance with permit provision 32 of the Water Permit are
presented at the end of the next chapter.

Notifications on construction changes before Q4/2011


In accordance with permit provisions 6 and 10 of the Water Permit two notifications were
submitted in 2010 (22nd April and 25th June) regarding design changes to rock berms including
rock placement at the hyperbaric tie-in location /10, 11/.

Relevant authorities were notified of minor route changes according to permit provision 1 of the
water permit on 19th May 2010 /12/. The route changes at KP 326 and KP 334 along Pipeline 1
and at KP 322 and KP 334 along Pipeline 2 were carried out to avoid clearance of munitions.

On 1st December 2010 the Uusimaa ELY-Centre was notified of changes to the treatment and
discharge of the water used in pre-commissioning, in accordance with permit provision 15 of the
Water Permit /13/. Further information to the notification was submitted on 4th February 2011.
The following changes were stipulated for Section 2: 1) the water used to fill the pipeline is
treated only with sodium bisulphite, not with sodium hydroxide, 2) the water used in cleaning
and gauging (approx. 2,560 m3) in front of and between four pigs (pipeline inspection gauges) is
only filtered, not treated with sodium bisulphite and sodium hydroxide, and is discharged at KP
297, not transferred to land and 3) the pressure test water (approx. 5,000 m3) is only filtered,
not treated with sodium bisulphite and sodium hydroxide, and is discharged at KP 297, not at KP
0. The Uusimaa ELY-Centre approved the proposed changes on 3rd March 2011.

Nord Stream AG had stated within the Water Permit application that construction activities will
not be conducted during the winter ice period as e.g. the Solitaire is not ice class. On 16th
January 2011 the company updated the authorities about the status of pipelay activities due to
the emerging winter ice period. The plan was to continue laying of Pipeline 1 up to KP 297, while
maintaining close monitoring of the ice situation. The estimated duration of the remaining pipelay
was 6-8 days and the ice class pipe supply vessels would be used to maintain open ice, if the
Solitaire encountered ice flows. /21/

With reference to permit provision 7 of the Water Permit a notification was submitted on 25th
February 2011 on planned rock placement works during March-April 2011 along Pipeline 1 /14/.
An assessment of the possible impacts on seals due to rock placement activities and of the
mitigation measures to reduce impacts on seals was attached to the notification. An update to
the assessment was submitted on 18th March together with the notification for the
commencement of phase 2 post-lay rock placement for Pipeline 1 /15, 16/. The Uusimaa ELY-
Centre in its statements on 22nd March and 6th April 2011 approved the proposed rock placement
works with certain conditions related to the ice status and monitoring activities.

On 18th April 2011 Nord Stream AG notified the relevant authorities of a change to the pre-
commissioning plan that pressure test water (4,700 m3 of filtered, untreated sea water) for
Section 1 (from KP 297 to Russian landfall) of Pipeline 1 would be discharged into the sea at KP
297 /17/. The original plan was to discharge the pressure test water into the sea near the
Russian landfall.

Nord Stream AG specified the technical description of the hyperbaric tie-in activities at KP 297, in
accordance with permit provision 15 of the Water Permit, on 18th May 2011 /18/. The notification
introduced the use of synthetic bags containing sand or gravel to infill the local unevenness of the
rock berm in the vicinity of the pipe handling frames (PHFs) used to align the pipeline ends for
the tie-in operation. The Uusimaa ELY-Centre approved the amendment with certain provisions.

In accordance with permit provision 21 of the Water Permit Nord Stream AG notified relevant
authorities of the identification of three new munitions and their shift to a new location on 17 th
June 2011 /19/. The details were supplemented on 1st July 2011 /20/. Three munitions in the
security corridor of Pipeline 2 at KP 180 were found during the surveys of Abandonment &
Recovery areas at curved sections.

Notifications on construction changes during Q4/2011


No notifications on construction changes were submitted during the Q4/2011 period.

Commencement notifications before Q4/2011


Nord Stream AG has submitted notifications on the commencement of works in accordance with
permit provision 34 of the Water Permit. In 2010, seven commencement notifications were
submitted concerning:

1) Pre-lay rock placement, mattress installation and pre-lay survey, notification submitted
on 25th March 2010 /22/
2) Mattress installation, submitted on 28th March and 22nd June 2010 /23, 24/
3) Rock placement, submitted on 6th April 2010 /25/

4) Pipelay and surveys related to pipelay, submitted on 22nd June, 21st July and 8th October
2010 /26-28/

On 18th March 2011 a notification of the commencement of phase 2 post-lay rock placement
along Pipeline 1 was submitted /16/. Works were planned to start on 24th March 2011 and be
completed during April 2011. Altogether 27 rock berms with a total volume of 29,643 m3 rock
material were to be constructed with assistance of an ice breaker and additional seal monitoring
(see Section 2.3.3).

On 5th May 2011 Nord Stream AG notified relevant authorities of the commencement of the
hyperbaric tie-in works for Pipeline 1 /29/. According to the submitted plans, the hyperbaric tie-in
works were to be carried out during May 2011. The same day a notification of the
commencement of Pipeline 2 construction activities including information and time schedules of
pipelay by two lay barges, post-lay rock placement, mattress installation for the Unknown cable
at KP 234 and the hyperbaric tie-in works at KP 297 was submitted /30/. The description of the
pipelay activities also contained information on anchoring patterns to be submitted to the
relevant authorities.

Two notifications on the commencement of rock placement activities were submitted during
Q2/2011. Firstly, with reference to the notification on rock placement works submitted on 18th
March, Nord Stream AG notified relevant authorities on 6th May 2011 of the construction of ten
additional phase 2 rock berms (5,462 m3 in total) to prevent the in-service buckling of the
pipeline (movement of the pipeline during operation phase) /31/. The work already started in
April 2011 on two of the berms. The construction of the rest of the berms was to be started on
9th May 2011 and to be completed in the summer 2011. Secondly, a notification on the
construction of fifteen phase 3 rock berms (8,279 m3 in total) was submitted on 29th June 2011,
also referring to permit provision 7 of the water permit /32/. The rock placement activity was to
be carried out between 15th and 31st July 2011.

Nord Stream AG notified the relevant authorities on 29th August 2011 of the commencement of
commissioning of Pipeline 1 /33/. According to the plans, the activity was to be commenced
during September and to be completed in October 2011.

Commencement notifications during Q4/2011


On 31st October 2011 (supplemented with DNV Certification Report on 23rd November) Nord
Stream AG notified the authorities of the intention to bring Pipeline 1 into operation within the
first half of November 2011 /34/. According to the notification, the pipeline will be operated with
an inlet pressure at the Russian landfall not exceeding 175 barg during the initial ramp-up phase.

A notification on the commencement of rock placement prior to the pressure test (phase 2 post-
lay rock placement) of Pipeline 2 was submitted to the authorities on 2nd November 2011, also
referring to permit provision 7 of the Water Permit /35/. According to the preliminary design, a
total volume of 77,893 m3 gravel was to be placed at 44 locations during November-December
2011.

2.3.3 Monitoring

The "Baltic Sea Natural Gas Pipeline Environmental Monitoring Programme – Finland (rev C2)"
/1/ for the construction and operation of the pipelines within the Finnish EEZ, was approved by
decision No. 4/2010/4 of the Southern Finland Regional State Administrative Agency on 12th
February 2010.

The programme has been developed with the following objectives:

To monitor that the pipeline is installed in accordance with the national permit conditions
To confirm that the pipeline construction does not cause impacts not previously identified
or does not have greater impacts than predicted
To provide a basis for corrective actions, where required

To document the recovery of the environment after construction


To monitor that significant environmental effects will not be caused during operation
To verify the findings in the permit application documents, including the modelling results
used to predict environmental impacts

The "Monitoring Programme for Munitions Clearance in Phase 2 Finland" is attached to this
monitoring programme report in Appendix 4. In addition, a separate “Monitoring Programme for
Munitions Clearance Finland” was prepared for the munitions clearance in phase 1 and approved
by decision No. 83/2009/2 of the Western Finland Environmental Permit Authority on 2nd October
2009.

Based on lessons learned during munitions clearance in 2009 and minor project changes after
decision No. 83/2009/2 and No. 4/2010/4, proposals for specifying the monitoring programmes
“Monitoring Programme for Munitions Clearance Finland” and “Baltic Sea Natural Gas Pipeline
Environmental Monitoring Programme – Finland” were submitted to the Uusimaa and Southwest
Finland ELY-Centres on 21st April 2010. Furthermore, notifications according to permit provisions
including implications on monitoring programmes were submitted to the ELY-Centres during the
works in 2010. The Uusimaa ELY-Centre approved the proposed changes in a letter dated 4 th
June 2010 and a letter dated 23rd June 2010. Revision E of the “Baltic Sea Natural Gas Pipeline
Environmental Monitoring Programme - Finland” /2/ and revision G of the “Monitoring Programme
for Munitions Clearance Finland” /3/ accommodate the approved changes.

In addition, a "Transboundary Monitoring Programme Finland" /4/ for the monitoring of


transboundary effects in the Estonian EEZ was prepared and approved by Consent No. 71 of
the Estonian Ministry of Foreign Affairs on 7th June 2010.

Monitoring results from the approved programmes for munitions clearance /3/ and /5/ and
transboundary monitoring into the Estonian EEZ related to munitions clearance based on /4/ are
presented in a separate report “Nord Stream Munitions clearance in the Finnish EEZ, Final
monitoring results on Munition by munition basis” /8/ and the addendum thereto /9/.

According to the permit (No. 4/2010/4) provision number 32:

The permit holder must monitor the project's effects on the state of the marine environment,
and the recovery of the conditions.

Monitoring must be carried out according to the monitoring programme (version C2, dated 8
February 2010) included as a supplement to the application. The monitoring plan may be
further specified in the way accepted by the Uusimaa and Southwest Finland Centres for
Economic Development, Transport and the Environment, provided that the changes to the
plan do not weaken the reliability of the results or the coverage of the monitoring.

In addition to what has been stated in the monitoring programme, the permit holder must
monitor how the zinc dissolving from the corrosion protection zinc anodes affects the quality
of the water and the seabed, and the biota at one zinc anode, as approved by the Uusimaa
Centre for Economic Development, Transport and the Environment. Moreover, a one-off,
measuring-based review must be carried out on the currents near the seabed in the vicinity
of the pipelines. The monitoring programme and the review programme must be submitted
to the Uusimaa Centre for Economic Development, Transport and the Environment by 30
June 2010.

The results and summary of the monitoring must be submitted to the respective Centres for
Economic Development, Transport and the Environment of Uusimaa, Southwest Finland, and
Southeast Finland; the respective environmental protection authorities of the cities of Länsi-
Turunmaa, Espoo, Hanko, Helsinki, Raasepori, Loviisa and Porvoo, and of the municipalities
of Kemiönsaari, Inkoo, Kirkkonummi, Siuntio, Sipoo, Kökar, and Lemland annually by the end
of February, and every quarter during the construction phase, and, when required, the

results and summary must be presented to those whose rights or interests they may
concern.

Any unexpected events and findings are to be reported immediately.

According to the letter from Uusimaa ELY-Centre dated the 4th June 2010, during the construction
of the pipeline, quarterly reports must be delivered to the authorities in English within two
months after the end of each quarter. Finnish and Swedish versions should be delivered three
months after the end of the quarter. Uusimaa ELY-Centre approved a change in the annual
reporting schedule during the construction phase on the 7th February 2011. Accordingly the
report is to be submitted to the relevant authorities by the end of April of the subsequent year in
English, and by the end of May in Finnish and Swedish.

Notifications on monitoring before Q4/2011

Nord Stream AG submitted the proposals for monitoring the effects of zinc released from one
sacrificial anode, and the one-off measurement based assessment of the bottom close currents to
the Uusimaa and Southwest Finland ELY-Centres on 26th June 2010. The Uusimaa ELY-Centre
approved the programme for the one-off measurement based study of the bottom close currents
in the vicinity of the pipelines on 7th February 2011. The Uusimaa ELY-Centre has also approved
the proposal for monitoring the effect of zinc on the environment that is released from one
sacrificial anode. Certain conditions accompany the approval relating to the proposed
implementation of the monitoring activity and the reporting results. The approval was received
on the 29th April 2011.

On 7th September 2010 Nord Stream AG notified the relevant authorities of three unexpected
events /36/. On 14th, 19th and 23rd August concrete waste containers had been emptied into the
sea in violation of the waste management plan. According to the waste management plan, the
concrete waste disintegrated from the concrete coating of the pipes is to be collected in separate
waste containers and delivered to the shore for treatment. Nord Stream AG immediately took
several measures to prevent such events happening again.

A proposal to amend the water quality monitoring methods at VOHE3 monitoring station during
post-lay rock placement was submitted on 18th March 2011 /16/. Further information for the
proposal was supplemented on 24th March 2011 /37/. The reason for the amendments was to
improve reliability of the monitoring by lengthening the measuring period and by collecting data
on prevailing currents. The Uusimaa ELY-Centre approved the proposed amendments on 24th
March 2011. On 25th February 2011 Nord Stream AG submitted a proposal to amend the
monitoring programme by adding visual observations of seals during the Phase 2 post-lay rock
placement in March-April 2011 /14/. The monitoring proposal was updated and submitted on 18 th
March based on the revised assessment on the possible impacts on seals /15, 16/. The Uusimaa
ELY-Centre approved the updated proposal with certain additions on 6th April 2011. The ELY-
Centre requested that seal observation data be provided to the Finnish Game and Fisheries
Research Institute and included in its entirety in the Q1/2011 monitoring report /6/.

A notification was submitted on 25th March 2011 on identifying a possible unknown cable at
KP 234 as a chance find /38/.

On 19th May 2011 Nord Stream AG submitted a proposal to specify the monitoring programme
based on the recommendations of the Annual Monitoring Report 2010 /39/. Firstly, benthos
monitoring was proposed to continue using a box corer type sampler instead of a van Veen
sampler because the van Veen sampler is more sensitive to weather conditions. The Uusimaa
ELY-Centre stated on 13th June 2011 that the van Veen sampler should still be used primarily,
but the box corer type sampler can be used as necessary due to weather conditions. Secondly,
the list of barrels to be monitored was proposed to be changed because: 1) two new barrels were
found at KP 168 and KP 303, 2) one barrel was assessed to be a mine anchor, 3) two barrel
targets were found to be one and the same and 4) there was no need for monitoring of the
barrels having a risk category of 0 or 1. The Uusimaa ELY-Centre approved the changes to barrel

monitoring on 13th June 2011. Thirdly, the list of wrecks to be monitored was also updated, as
the distance of some of the wrecks from the route of Pipeline 2 was quite large. On 13th June
2011 the Uusimaa ELY-Centre approved the proposed changes to pre-lay surveys of wrecks, but
stated that the post-lay surveys of all the wrecks included in provision 13 of the Water Permit
and the chance find wreck at KP 219.779 (see below) are required.

Nord Stream AG proposed on 20th May 2011 to change the location of the monitoring station for
bottom close currents from KP 216 to KP 190.7 to improve the reliability of current measurement
results /40/. The Uusimaa ELY -Centre approved the change on 13th June 2011.

Nord Stream AG notified relevant authorities of a new chance find wreck found at KP 219.779 on
10th June 2011 and proposed to include the wreck in the monitoring /41/. The Uusimaa ELY-
Centre approved the inclusion on 13th June 2011.

In relation to the new munitions presented in Chapter 2.3.2, Nord Stream AG proposed on 17 th
June 2011 to amend the monitoring programme as follows: 1) prior to the shift the munitions will
be inspected visually with an ROV and 2) after the shift the munitions will be inspected visually
and their coordinates will be defined with an ROV /19/.

In addition to the notifications on monitoring to the ELY -Centres, Nord Stream AG has submitted
information related to wrecks to the FNBA as requested in permit provisions 11 and 12 of the
Water Permit. The plan for pipeline installation near wreck S-08-10289 as well as anchoring plans
for wrecks S-13-31313, S-13-34523, S-15-35565 and S-16-36567 were provided to the Finnish
National Board of Antiquities on 23rd June 2010 /42/.

Notifications on monitoring during Q4/2011


During Q4/2011 two unexpected events occurred and relevant authorities were subsequently
notified (see Chapter 6.5). In accordance with permit provisions 29 and 32, Nord Stream notified
the authorities of a sunken fishing vessel in the vicinity of the pipelines, the subsequent surveys
of Pipelines 1 and 2 and the results of these surveys on 4th November 2011 /43/. A notification of
a collision between two rock placement vessels in the port of Kotka was submitted on 21st
December 2011 /44/.

On 22nd November 2011 Nord Stream AG proposed a specification to the monitoring programme
in relation to the monitoring of sediment quality to the relevant authorities /45/. Relocation of
station SED3 from VOM3 (KP 243) to station VOM1 (KP 366) was proposed to improve the
reliability of monitoring. SED3 is a sediment sampling station in connection with munitions
clearance. In addition, specifications to the parameters to be monitored were proposed based on
the recommendations of the Annual Monitoring Report 2010 /7/.

Notifications on monitoring in January 2012


In accordance with permit provisions 32 and 7 (Pipeline 2) and 28 and 29 (Pipeline 1), Nord
Stream notified the relevant authorities of an unexpected event in connection with post-lay rock
placement along Pipeline 2 on 27th February 2012. On 7th January 2012 the unexpected
settlement of rock berm E2331 at KP 480 of Pipeline 2 was observed and the rock placement
activity stopped. Surveys at the site were performed and a slump failure with soil disturbance
extending to the north beyond Pipeline 1 observed. The event had led to localised lateral
displacement of Pipeline 1. The berm E2331 was redesigned and the installation will be
completed before the flooding of Pipeline 2 in late March or early April 2012 /52/.

Construction activities and impact targets


In the table below the construction activities and the related monitoring targets are presented
according to the “Baltic Sea Natural Gas Pipeline Environmental Monitoring Programme – Finland”
/2/ and the proposed changes approved thereafter. The table also includes the monitoring related
to the operations phase that started already during the construction phase, such as monitoring of
a sacrificial anode and HELCOM benthos monitoring stations.

3. CONSTRUCTION ACTIVITIES DURING Q4/2011


Nord Stream’s construction activities in the Finnish EEZ during Q4/2011 included the completion
of commissioning activities for Pipeline 1, after which Pipeline 1 was brought into operation, and
phase 2 post-lay rock placement for Pipeline 2 (Figures 3.1-3.2 and Appendix 1).

The implemented activities and the schedules described are based on information received from
Nord Stream.

3.1 Commissioning (Pipeline 1)

The commissioning of the natural gas pipeline commences when the pipeline has been
dewatered, dried and filled with nitrogen. Commissioning operations consist of the nitrogen

displacement phase (first phase gas-in operation) and pressurisation of the pipeline i.e. packing
with natural gas (second phase gas-in operation).

Majority of the commissioning works took place during September 2011 and they are reported in
the Q3/2011 monitoring report /46/. The second phase gas-in operations continued in Q4/2011.
Pressurisation was interrupted on 21st September in order to complete outstanding construction
works and resumed from 10th October until late October, when 110 MSm3 was measured at the
HAFI unit (Gazprom gas conditioning unit at the Russian landfall). /47, 48/

The operations were conducted and controlled at the landfall facilities and monitored from the
main control centre in Zug, Switzerland. /48/

3.2 Start of operation (Pipeline 1)

On successful completion of the commissioning activities and the receipt of the interim DNV
certificate, Pipeline 1 was brought into operation on 8th November 2011 /49, 50/. During the
initial operational phase, referred to as the ‘ramp-up phase’, Pipeline 1 has been operated with
an inlet pressure at the Russian landfall not exceeding 175 barg in accordance with the
notification /50/.

3.3 Rock placement (Pipeline 2)

Rock placement refers to local placement of coarse gravel and cobbles on the seabed to provide
support to the pipeline. It is performed to secure the integrity of the pipeline in the long term.
The aim is to avoid excessive freespans and overstressing of the pipeline, and to ensure its
dynamic stability. Rock placement is carried out in three phases: 1) before pipelay (phase 1 pre-
lay rock placement), 2) after pipelay and before pre-commissioning (phase 2 post-lay rock
placement) and 3) after flooding phase of pre-commissioning (phase 3 post-lay rock placement).

The rock material placed on the seabed is unweathered granite with an average particle size of
50 mm ranging from 20 to 100 mm. Rock material has been transported and placed on the
seabed by dynamically positioned fall-pipe vessels (DPFVs).

During Q4/2011 phase 2 post-lay rock placement was performed along Pipeline 2 in the Finnish
EEZ at 56 locations between KP 135 and KP 440 (Figure 3.2, Appendix 3). The works started on
10th December 2011 and continued until the end of the month. DPFVs Sandpiper, Rollingstone
and Seahorse performed the rock placement works and transported the rock material from
Kotka, Finland /51/. The total amount of rock material placed during Q4/2011 was 79,980 m3
(Table 3.1). The remainder of the phase 2 post-lay rock placement along Pipeline 2 in the Finnish
EEZ was carried out between 1st and 7th January 2012 and is also reported in this Q4/2011
monitoring report. In January 2012 rock placement was performed between KP 307 and KP 480
at 7 locations with a total amount of 18,586 m3 material placed (Table 3.1).

4. MONITORING ACTIVITIES
This chapter describes the environmental monitoring activities performed during Q4/2011.
Seabed morphology monitoring during rock placement performed in January 2012 is also
included in this Q4/2011 monitoring report.

Monitoring targets and stations during Q4/2011 are presented in Table 4.1, Figure 4.1 and
Appendix 2. A list of the equipment used is presented in Appendix 6. Monitoring activities have
been conducted according to the monitoring programme /2/ and the changes approved thereafter
(Chapter 2.3.3) unless stated otherwise.

4.1 Pipelay (Pipeline 2)

As-laid surveys of Pipeline 2 were performed in Q2 and Q3/2011. As the results for as-laid
pipeline profile and freespans will be presented in this Q4/2011 report, the monitoring methods
are also briefly described here.

The as-laid survey was undertaken by an ROV equipped with MBES, sonar and video cameras
(Appendix 6). The MBES was used to survey 10 m either side of the pipe (pipeline on seabed
configuration). Adjacent targets were monitored with sonar. Video cameras were used for visual
inspection of the condition of the as-laid pipeline. As part of the as-laid survey, the horizontal and
vertical position of the pipeline and magnitude of freespans were measured. The survey also
registers any damage to the pipeline coating, anodes and field joints. The ROV speed during
survey operations was typically 600-700 m/h, and did not exceed 1,000 m/h. The method and
equipment used are described in more detail in the as-laid reports which also include the pipeline
alignment charts, "nine point" listings (presenting the configuration of the pipeline with respect to
the seabed) and the pipeline events /53 - 81/.

4.2 Rock placement (Pipeline 2)

During Q4/2011 and January 2012 monitoring activities undertaken in connection with rock
placement included monitoring of seabed morphology and possible obstacles on the seabed.

Rock placement during Q4/2011 and January 2012 was performed at 63 locations along
Pipeline 2 (Figure 4.1). The berm locations and the amount of rock material placed is reported in
Appendix 3. The monitoring of rock placement reported in this Q4/2011 report is summarised in
Table 4.2.

The design height and where relevant the as-built footprint of the post-lay rock berms will be
determined once after the post-lay rock placement activity is finished.

4.2.1 Seabed morphology

The positioning of the pipeline on the seabed and, where relevant, the pre-lay rock berms were
surveyed immediately before the post-lay rock placement with an ROV or a fall pipe equipped
with a MBES. If the distance between the rock berms was less than 200 m, only one integrated
survey to inspect the areas was performed. Directly after rock placement the post-lay rock berms
were surveyed using the same equipment. The surveys extended 10 m outside the berm
footprints. /83/

Before commencement of rock placement the installation corridor of the pipeline (+/- 7.5 m
either side of the planned pipeline route) was surveyed with a gradiometer. If the area of any
planned rock berms extended wider than this, the survey was performed in a wider area.

The volume of rock placed is recorded. The berm height and the footprint are determined by
comparing the terrain models developed from the bathymetric data gathered prior to and after
the rock placement works. This comparison will be presented after the rock placement activity is
completed.

The monitoring equipment is listed in Appendix 6 and the methods are described in detail in /84/
and /83/.

4.3 Long term water quality and current monitoring

Long term water quality and current monitoring is being carried out at two monitoring stations,
CONTROL1 and CONTROL2 (Figure 4.1, Table 4.3) /85/.

Long term water quality and current monitoring at the stations are performed with ADCP,
turbidity sensor, water sampling and a CTD profile. CONTROL1 is situated in the western part of
the Gulf of Finland at a depth of 43 m and CONTROL2 is situated in the eastern part of the Gulf of
Finland at a depth of 47 m. Both stations are situated close to Natura 2000 areas (Figure 4.1).

Monitoring equipment for the stations was installed in November 2009, two weeks prior to the
commencement of the first munitions clearance phase. Water quality and currents will be
monitored throughout the entire construction period.

4.4 HELCOM benthos station monitoring

Monitoring at HELCOM long term benthos stations and their parallel locations carried out by SYKE
started before the installation of the first pipeline. In 2011 the monitoring was performed twice a
year, (early summer and autumn) and will continue after that annually in early summer up to
2015 (Table 4.4). Three stations (LL5, LL6A and LL7) and their parallel sites (A and B) are
included in the monitoring (Figure 4.1). Sediment samples for benthos analyses were taken from
these stations and oxygen concentrations were measured from water samples taken 1 m above
the seabed. In addition, temperature and salinity profiles were recorded with a CTD profiler.
Sediment samples were sieved onboard with 1 mm and 0.5 mm mesh size (0.5 for three
replicates at each station) and the species were identified and counted. Samples were stored for
further laboratory analyses. The monitoring has been performed according to the approved
monitoring programme /2/.

In early summer 2011 the 2nd benthos monitoring campaign was carried out between 11th and
17th May after the installation of Pipeline 1 /86/. The benthos samples were taken with a van
Veen grab. The number of replicates at each station and their parallel sites is presented in Table
4.5.

In autumn 2011 the 3rd benthos monitoring campaign was carried out between 17th and 19th
October /87/. Most of the benthos samples were taken with a van Veen grab. A Box corer was
used at some stations or sites due strong wave action (Table 4.4). The number of replicate
samples at each sampling location is presented in Table 4.5. Based on the results (the microscale
spatial variation of the abundances of the species) of the earlier campaigns, the number of
replicate samples could be reduced from 10 to 3 per each parallel location (Table 4.5).

A more detailed description of the sampling methods used during different campaigns can be
found in SYKE’s monitoring reports (Appendix 5). /86, 87/

4.5 Sediment sampling

Sediment samples within Finnish EEZ were taken at two stations, SED2 and SED3 after the
completion of construction of Pipeline 1 (Figure 4.1 and Table 4.6). Earlier sediment sampling
was performed once before the activity (munitions clearance and rock placement) and once after
the activity (Table 4.7). Transboundary monitoring performed at stations SED3 (EST), SED4
(EST) and SED5 (EST) within Estonian EEZ is presented in Appendix 7.

Sampling at SED2 started in 2010 in connection with rock placement at the tie-in site. Sampling
in Q4/2011 was performed upon completion of construction of Pipeline 1 in accordance with the
monitoring programme /2/. Samples were taken along a transect at seven distances (50, 100,
200, 400, 800, 1,600 and 3,200 metres), directly north of the tie-in berm. Sediment samples
were collected from the uppermost 0 – 2 cm section of the surface sediment1. In addition deeper
samples, 2 – 10 cm, were taken from the two closest locations (50 and 100 m). Samples were
taken with a GEMAX type sampler, which is lowered to the seabed with a hydraulic winch.
Samples were sliced into sub-samples, stored in containers, labelled and kept cold until they
were transported to the laboratory /88/.

Sampling at SED3 (monitoring the impacts of munitions clearance) has been relocated from
VOM3 station (KP 243) to VOM1 station (KP 366) as notified to the relevant authorities /45/. The
sampling method was the same as at SED2 station with the following additions:

Two additional sampling points have been added to the transect at distances of
0 m (crater) and 25 m.
At both of these sampling points surface samples (0-2 cm) deeper samples (2-
10 cm) will be taken. From the crater also a 10-40 cm sample will be taken.
Additional sediment samples will be taken from 0 m, 25 m and 50 m and
frozen for later analyses of explosive residues and by-products of the
explosion.

Sediment sampling locations during Q4/2011 are presented in Table 4.6.

The sediment samples were analysed for dioxins/furans, organic tin compounds (TBT, TPhT and
their degradation products) and metals (As, Cd, Co, Cu, Cr, Hg, Ni, Pb, Zn) in accordance with
the approved standards in an accredited laboratory, Eurofins Scientific Finland Oy. In addition,
the grain size distribution/clay content and the organic matter content required in normalising
the results were analysed /2, 88/. Based on the recommendations of the Annual Monitoring
Report 2010, nutrients have not been analysed anymore.

During Q4/2011 sampling has been performed upon completion of Pipeline 1. One more sampling
campaign will be performed after the completion of Pipeline 2 (Table 4.7).

4.6 Ship traffic

Nord Stream has provided notifications to the Border Guard and the Finnish Transport Agency for
all vessels prior to entering the Finnish waters. Nord Stream has submitted both monthly forecast
reports and monthly reports to the authorities. The vessels have provided weekly and daily
progress reports to the relevant authorities.

Vessel movements have been monitored by GOFREP. The Finnish Transport Agency has published
notices to mariners on project activities.

Safety zones to avoid adverse impacts on commercial shipping were established around all the
construction vessels.

5. ENVIRONMENTAL CONDITIONS
This chapter provides a concise summary of the weather conditions experienced along the
northern coast of the Gulf of Finland and in the Baltic Proper during the last quarter of 2011. The
data was provided by the Finnish Meteorological Institute (FMI) /89/.

Air temperature during the whole of quarter Q4/2011 was clearly higher than normal. In
December the average temperature in Helsinki-Kaisaniemi was +3.4°C while the long term
average (years 1971- 2000) is -2.2°C. In addition, the total rainfall was more than twice the
amount of the reference period (Figure 5.1). In the middle of the month rainfall within two days
was approximately 40 mm at Helsinki-Vantaa airport. Boxing Day was the warmest locally for 50
years. In addition, the temperature on the day after Boxing day was exceptionally high, +9.9°C,
in Helsinki-Kaisaniemi. This is the record value for December at that station.

Wind direction and speed


Meteorological stations in the northern Baltic Proper and the Gulf of Finland where wind
observations are performed by FMI are shown in Figure 5.2.

South-southwesterly winds were prevailing at all selected meteorological stations (Figure 5.3).
Average wind speeds (Table 5.1) were clearly higher in late autumn and especially in December,
when compared to the values during the previous quarter Q3/2011.

Storms and strong winds


Of the selected stations stormy days (average speed >21 m/s) were registered only in Utö (28 th
November and 1st, 3rd and 26th December) during Q4/2011.

However, when low-pressure entered the south coast of Finland sustained winds could
momentarily rise to levels measured during stormy weather. This is what happened in October
(18th-19th) when sustained wind reached a level of 25 m/s over the sea areas out of Hanko. On
Boxing Day in December stormy weather was especially prevailing in southwestern Finland. The
highest sustained wind recorded was 29 m/s.

Strong winds (average speed >14 m/s) were more common in the westernmost waters when
compared to the situation in the eastern Gulf of Finland. The number of days when strong winds
occurred was exceptionally high in December in Utö (29 days) but also in Harmaja (19 days;
Figure 5.4).

Wave height and sea surface temperature


The recorded data of wave height and sea surface temperature during Q4/2011 is shown in Table
5.2. The general pattern of average wave heights was similar between the two wave buoys,
though higher in the Northern Baltic Proper. The maximum wave heights were recorded in
December at both sites. Water temperature was on average 1-2°C higher in the westernmost
Finnish waters compared to the values outside Helsinki.

6. MONITORING RESULTS AND DISCUSSION

This chapter describes the main environmental monitoring results during Q4/2011. In addition,
this report includes the seabed morphology monitoring results for rock placement performed in
January 2012, the final quantitative macrozoobenthos results from HELCOM benthos station
monitoring and the results of the pipeline profile and freespan analyses for Pipeline 2. The results
of sediment quality monitoring will be presented in the Annual Monitoring Report 2011 upon
completion of the analyses of the laboratory data.

6.1 Pipelay (Pipeline 2)

6.1.1 Seabed morphology and pipeline

The as-laid surveys and engineering analyses are based on the results of as-laid surveys, that
have been performed throughout 2011. In this chapter the results of pipeline profile and freespan
analyses of the whole section of Pipeline 2 within the Finnish EEZ will be presented.

As-laid pipeline profile and freespans

The as-laid pipeline configuration in relation to the seabed is presented here. The as-laid pipe is
generally deeper than envisaged in the design due to greater embedment in the soft seabed
sediment /90-99/. The reason for this disparity is that the design was performed with upper
bound seabed soil properties. Some exceptions exist at locations where for example boulders or
rocky outcrops have been encountered. Examples of such locations are presented in the following
list and in Figure 6.1.

presented in Tables 6.1 and 6.2. Only freespans with a length greater than 10 m are presented.
The results reflect the situation prior to the post-lay rock placement.

The as-laid survey data has been compared to the design and post-lay support refinements have
been made /90 - 99/. The as-laid freespans are generally shorter than predicted in the design
due to greater embedment in the soft seabed sediment (especially in the areas of very soft clay).
KP- intervals for the freespans that were longer than was predicted in the design are presented in
Tables 6.3 and 6.4.

Post-lay rock placement for freespan correction

Based on the engineering assessment of the as-laid configuration of Pipeline 2, 24 of the original
48 Phase 2 post-lay rock berms predicted in the design were required. In addition 14 berms at
locations not foreseen in the design have been included in Phase 2. The total number of Phase 2
post-lay rock berms is therefore 38. Four berms were installed during Q2 and Q3/2011 (Table
6.5) and the remaining 34 berms were installed in Q4/2011 and January 2012. In addition to the
Phase 2 post-lay berms required for support to the pipeline, in service buckling berms (ISB) have
been assessed to be needed in 29 locations. These were not foreseen in the design. Total amount
of rock placement assessed to be required for phase 2 is 62,537 m3 (Table 6.5) /90 – 99, 100/

Based on the engineering assessment of the as-laid configuration of Pipeline 2, Phase 3 (post
hydrotest) rock berms are likely to be required at 12 locations instead of 41 locations predicted in
the design. In addition a further 18 ISB berms will be required. Total amount of rock placement
currently assessed for phase 3 is 15,231 m3 (Table 6.5).

Following the pipeline flooding and the hydrotest it is likely that the pipeline will become
significantly more embedded into the soft clays. Consequently, the pipeline will be surveyed in
discrete sections to determine the profile of the pipeline after the hydrotest. This will provide a
basis for the further engineering analyses to finalise the Phase 3 rock placement requirements to
be installed prior to commissioning of the pipeline.

The comparison of the rock volumes according to the design and the updated assessment based
on the as-laid configuration of the Pipeline 2 is presented in Table 6.5. Majority of the post-lay
rock placement has been performed in Phase 2 (prior to flooding the pipeline).

The location and details of the pipeline as a structure on the seabed will be reported when the
whole pipeline is constructed.

6.2 Rock placement (Pipeline 2)

6.2.1 Seabed morphology

Seabed morphology at the rock placement sites has been monitored prior to and after installation
of each of the rock berms. No obstacles were found prior to works at the rock placement sites.

During Q4/2011 and January 2012 rock placement was performed between KP 135 and KP 480
altogether at 63 locations (Appendix 3). Rock placement for pipeline stability and freespan
correction was performed at 34 locations with the total amount of 78,135 m 3. Rock placement for
preventing in-service buckling (ISB) was performed at 29 locations with the total amount of
20,431 m3. The total amount of rock material placed on seabed was 98,566 m3 (153,764 tonnes)
/82/.

As rock placement is performed in several phases, the height and footprint of the constructed
berms are determined when the activity is completed and will be reported in the Annual
Monitoring Report.

6.3 HELCOM benthos station monitoring

The Finnish Environment Institute (SYKE) executed two field campaigns to collect benthos
samples at the HELCOM stations LL5, LL6A and LL7 and the surrounding alternative locations
(A + B) in May and October 2011 (Figure 6.3; see Chapter 4.4). The main quantitative
macrozoobenthos results of the campaign in May are presented here. The abundances and
biomasses of all the species found are presented in /86/ which is also an Appendix 5. The first
results from autumn 2011 /87/ are also included in this report Appendix 5. Final quantitative
results will be presented in the Annual Monitoring Report 2011.

locations in relation to the gas pipeline routes (the numbers refer to KP points
along the pipeline alignment). /86/

In spring the oxygen condition near the seabed was poor at all of the sampling locations, because
most of the areas were hypoxic. A clear sign of severe living conditions for bottom fauna was the
smell of hydrogen sulphide in some samples, especially in the LL7 area (Figure 6.4). /86/

The polychaete Marenzelleria spp. which can survive in a severe environment was the only
macrozoobenthos taxon2 that was present at all but one sampling site. However the abundances
were low, 3 – 225 individuals/m2. The number of individuals of this invasive polychaete was the
highest (225 individuals/m2) at the easternmost LL5 area (LL5BEN_B; depth 69 m). At the LL6A
area (depth 67 – 71 m) the abundances were quite equal at all locations (145 – 190
individuals/m2). In the deepest, westernmost LL7 area (depth 74-78 m) the abundances of this
worm were lowest, 0-71 individuals/m2. /86/

Another polychaete Harmothoe sarsi and the bivalve Macoma balthica were the other species that
were colonising the bottoms. However, the numbers were very low, varying between 0-9
individuals/m2 and 0-5 individuals/m2, respectively. Harmothoe was present at 7 of altogether 9
locations and Macoma only at 2 locations (Appendix 5). /86/

In autumn the near bottom oxygen situation had improved significantly compared to spring time.
The concentrations were approximately 4 mg O2/l or higher at all locations (Figure 6.4). This
phenomenon was due to different thermal and salinity gradients in the overlying water mass.
/87/.

In spite of the highly improved oxygen concentrations near the seabed, when compared to
spring, macrozoobenthos species were now practically totally absent. The most probable
explanation for this is that the bottoms had suffered from anoxia in the recent past and the
species had not had time to recolonise the areas. However, the same polychaetes (Marenzelleria
spp. and Harmothoe sarsi) that were recorded in May were now also present although in
extremely low numbers (only a few individuals per square meter) at some locations. /87/

6.4 Long term water quality monitoring

In the following sub-chapters the main cumulative data on baseline water quality and current
monitoring at stations CONTROL1 and CONTROL2 since autumn 2009 is presented. The detailed
results are presented in Appendix 4.

6.4.1 Currents

Current measurements with ADCP equipment have been carried out throughout the Q4/2011.
The time-periods 4th November 2009 – 12th November 2011 (last service visit at CONTROL1) and
6th November 2009 – 25th October 2011 (last service visit at CONTROL2) are reported in this
quarterly report /85/.

During the whole of the monitoring period the average current magnitude at CONTROL1 has been
around 0.06 m/s in the lowest 10 metre water layer and 0.09 m/s in the uppermost 10 metre
layer. The current magnitudes increased and showed more variation towards autumn. At
CONTROL2, average current magnitudes increased from 0.05 m/s to 0.08 m/s, when moving
from the bottom layer towards the surface. The highest recorded current magnitude in the
bottom layer of CONTROL1 has been 0.37 m/s and 0.51 m/s at CONTROL2. During summer 2011
variability of current magnitudes was smaller compared to the situation in summer 2010 at both
stations. /85/

At CONTROL1 the westerly currents were dominating in the surface layer. In the lowermost layer
north easterly currents were also typical. At CONTROL2 the south easterly direction was slightly
more usual than the other directions, but no distinct dominant direction was recorded (Figure
6.5).

6.4.2 Water quality

In the following figures the time series graphs at the stations CONTROL1 and CONTROL2 (Fixed
sensors) since the beginning of 2011 for turbidity and dissolved oxygen are presented. Metal

concentrations in the water samples taken during the service visits in October/November 2011
were generally low and in line with the results of samples taken during the previous service visits
in 2011 at both stations. Thermal stratification in the water column had already broken up in
October/November 2011.

The cumulative graphs and the graphs of the other recorded parameters (temperature, salinity)
are shown in Appendix 4.

Turbidity

Turbidity values remained generally low between the last two service visits (beginning of August-
October/November 2011) near the seabed at both stations, especially at CONTROL2. Due to
stormy weather in autumn in the western Finnish waters, turbidity increased noticeably during
windy days at CONTROL1 (Figure 6.6).The highest single value, 20 NTU, was recorded in
September 2011.

Oxygen

After the summer period dissolved oxygen concentrations near the seabed started to increase
at both stations. At the end of October the values at the CONTROL1 and 2
stations were good (about 10 mg O2/l) and tolerable (about 5 mg O2/), respectively (Figure 6.7).

A general temperature trend shows that CONTROL1 is located above the halocline while
CONTROL2 is normally below the halocline. This explains higher variability in all water quality
parameters at CONTROL1 and partly influences flow patterns. /85/

6.5 Chance findings and unplanned events

During Q4/2011 and January 2012 three unplanned events occurred.

On 23rd October 2011 the fishing vessel “Florence” collided with a cargo vessel and sunk in the
Gulf of Finland in the vicinity of the pipelines at KP 233 (Figure 6.8). The collision was not related
to Nord Stream’s construction activities. Nord Stream initiated surveys and inspections to confirm
the wreck's location and the condition of both pipelines to ensure that there was no interaction
with the pipelines and the vessel during the incident. The survey vessel M/V Askholmen
performed acoustic surveys and visual inspections along 500 m sections of both pipelines. The
wreck was found to lie with its closest point 642 meters from Pipeline 2. No interaction between
the fishing vessel and the pipelines was observed. The 4 person crew from the vessel Florence
was rescued. No shipwreck debris was found in the vicinity of the pipelines. Nord Stream
submitted a survey notification to the Uusimaa ELY-Center, the Finnish Border Guard and the
Finnish Transport Agency. /43, 101/

An incident between two rock placement vessels occurred in the port of Kotka on 10 th December
2011. The vessel Rollingstone was maneuvering into the loading position when the heading of the
vessel changed due to the wind, causing an unexpected movement towards the moored vessel
Sandpiper (Figure 6.8). The vessels collided at low speed with the stern of the former hitting the
latter in the vicinity of ballast tank. Rollingstone experienced some minor damage but was still
capable of continuing work as planned. Sandpiper experienced deformation of frames and plates
of the ballast tank but continued loading as scheduled. Nord Stream submitted a notification on
the event to the Finnish Border Guard, the Finnish Transport Agency and Uusimaa and Southeast
Finland ELY-Centres /44, 102/

On 7th January 2012 significant settlement was observed during the installation of post-lay
(phase 2) berm E2331 at KP 480 (Figure 6.8). The berm installation was stopped and a detailed

bathymetric survey was performed to capture the berm, Pipelines 1 and 2 and the disturbed
seabed. A slump failure with soil disturbance extending to the north beyond Pipeline 1 was
observed. The berm was redesigned and will be completed in late March or early April 2012 prior
to the flooding of Pipeline 2, section 2. Nord Stream notified the event to the Uusimaa and
Southwest Finland ELY-Centres and the Finnish Border Guard /52, 103/

6.6 Ship traffic

Communication between the authorities and Nord Stream has continued through meetings,
reporting and notifications.

A meeting with JRCC Tallinn was held in October 2011 to discuss the Nord Stream Operations
Emergency Response Plan (ERP) as sections of the Nord Stream pipelines are located inside the
Estonian Search and Rescue Area (SAR).

During Q4/2011 two incidents occurred related to ship traffic which were notified to the relevant
authorities (see Chapter 6.5).

7. PRELIMINARY CONCLUSIONS

Pipelay (Pipeline 2)

Due to greater embedment in the soft sediment Pipeline 2 is generally deeper than predicted in
the design. Therefore the freespans along the pipeline were generally shorter than predicted in
the design.

Based on the engineering assessment of the as-laid survey results, the total number of Phase 2
rock berms required for support to the pipeline is 38 compared to the original 48 berms predicted
in the design. In addition, 29 in service buckling berms are needed, which were not foreseen in
the design. The volume of rock required is assessed to be of the same order of magnitude as
designed.

Following the pipeline flooding and hydrotest, it is likely that the pipeline will become more
embedded into the soft clays. The surveys which will be performed after these works will provide
a basis for the further engineering analyses to finalise the Phase 3 rock placement requirements.

Rock placement (Pipeline 2)

During Q4/2011 and January 2012 the total amount of rock material placed at 63 locations
between KP 135 and KP 480 was 98,566 m3.

HELCOM benthos station monitoring

Highly variable and even rapidly changing living conditions on the bottoms monitored have
prevented permanent macrozoobenthos communities from forming. The polychaete Marenzelleria
seems to be the only taxon that can get along in somewhat higher abundances in an environment
where oxygen deficit is temporarily clearly observed. It is still too early to draw any conclusions
about the significance of the impact of the pipelines to the representativeness of the HELCOM
stations.

Long term water quality monitoring

Although the general turbidity level remained low, autumn 2011 was quite stormy in the western
Gulf of Finland causing relatively high turbidity peaks near the seabed at CONTROL1. At both
stations the levels of turbidity and dissolved oxygen concentration did not differ from the typical
values measured in the Gulf of Finland.

Ship traffic

Two incidents were reported during the last quarter of the year 2011. On 23rd October a fishing
vessel sunk in the Gulf of Finland near the pipelines. The closest distance of the wreck is 642
meters from Pipeline 2. No damage was caused to the integrity of the pipelines.

A minor collision occurred between two rock placement vessels on 10th December 2011 at the
port of Kotka. Both vessels were capable of continuing work as planned.

The construction activities did not have any significant impacts on commercial shipping in the
Finnish EEZ.

1. Introduction
This report includes results of measurements with fixed sensors between November 2009 and
November 2011 in the Gulf of Finland. Report includes data collected from CONTROL1 and
CONTROL2 stations which are used to provide long-term water quality reference data throughout the
construction period. The stations are located outside the potential influence area of the construction
works. Locations of stations are shown on map 1. Map shows also locations of other three FIX
stations which were used during earlier construction activities. Data collected from these three
stations has been reported in reports “Water quality and current monitoring during Nord Stream
operations in the Gulf of Finland, 3rd of November 2009 – 30th of June 2010, Luode Consulting Oy, G-
PE-EMS-MON-175-LUODEQ2L-A” and “Water quality and current monitoring during Nord Stream
operations in the Gulf of Finland, 3rd of November 2009 – 30th of September 2010, Luode Consulting
Oy, G-PE-EMS-MON-175-LUODEQ3L-A”. Monitoring is based on the approved monitoring program:
G-PE-PER-REP-000-ENVMONFI-E.

Both CONTROL1 and 2 stations were equipped with automatic water quality instruments measuring
salinity, temperature, turbidity and dissolved oxygen 1.5-2.0 meters above the sea floor. In addition
stations have 3D acoustic doppler current profilers (ADCP) which monitor current velocity and
direction from bottom to surface in several layers.

Summary of main conclusions

Based on the results no effect on marine environment was found at any of the monitoring sites due to
Nord Stream construction works. Levels of turbidity, salinity, temperature or dissolved oxygen
concentration did not differ from typical values measured in the Gulf of Finland.

2. Material and Methods

2.1 Continuous monitoring with moored stations


Continuous long term monitoring at CONTROL stations is carried out with moored instruments
(Locations are marked in Map 1). Monitoring instruments, self-logging YSI-6600 series Deep Water
sondes (Fig 2), record salinity, temperature, oxygen and turbidity levels at each of the monitoring
locations with 60 minutes interval. Instrument makes in the beginning of each hour set of
observations, calculates and stores an average value of these numbers into internal memory and then
goes into stand-by mode in order to save power. Cycle starts over in the beginning of next hour.
Ranges, resolution and accuracy of the YSI sonde are listed in the Attachment 1. Sensors have
automatic cleaning system to prevent fouling.

In addition to water quality measurements, at CONTROL1 and 2 stations current measurements are
performed with recording 3D ADCPs (Acoustic Doppler Current Profiler). These are of the type 300 or
600 kHz RD–Instruments Workhorse Sentinel ADCPs that are equipped with pressure and
temperature sensors (Fig 3). These instruments measure currents from bottom to surface with
2 meter vertical resolution at 60 min interval. ADCP does not measure lowermost 2 meter layer, since
the transmitted acoustic signal otherwise interferes with incoming signal. Therefore these overlapping
signals are deleted from received information. One sample is taken every 60 second and averaged
value will be logged every 60 minutes which allows the current velocity to be measured with accuracy
better than 1 cm/s.

Current meters and automatic water quality meters are moored to the sea floor with concrete weights
that are equipped with acoustic releasers by Sonardyne (Fig 4). Monitoring at CONTROL1-2 stations
started in the beginning of November 2009, two weeks prior to the intended start of ammunition
clearance in Finnish and Russian waters and monitoring will continue until construction activities are
over.

Figure 5 shows an installation set-up of long term monitoring stations including ADCP, acoustic
transponder + releaser and YSI multiparameter sonde. Multiparameter sonde is moored 1.5 – 2.0
meters above the seafloor while ADCP stands at the bottom. All instruments were calibrated before
deployment according to manufacturer´s instructions.

During service visits the stations are launched to surface with acoustic releasers and recovered to
service vessel. After recovery instruments are checked and data downloaded. During each service
visit one set of water samples is collected from the monitoring depth together with vertical water
quality data profile from each station.

Water sampling is performed with a Limnos water sampler and vertical data is recorded with an
identical YSI sonde, which is used for long-term monitoring. During service visits the instruments are
cleaned, batteries replaced and re-programmed for new deployment.

2.2 Data overview

Monitoring set-ups at CONTROL1 and 2 stations have provided an uninterrupted time-series of water
quality and current data since they were first deployed in November 2009. Stations were serviced four
times in 2010 and then re-deployed for the winter season 2010-2011. After the second winter period
stations were again recovered and serviced in May 2011, August 2011 and October 2011 (Control 2)
and November 2011 (Control1). During last service visits stations were re-deployed for winter season
2011-2012.

All instruments have worked without problems from the beginning to the end of the seventh
monitoring period. Table 2 shows installation and recovery dates of both long term monitoring
stations.

2.3 Water quality and current data

Water quality data is shown separately for both stations. Plots are generated for temperature, salinity,
turbidity and dissolved oxygen concentrations (Fig 6-9). Datasets are plotted starting from November
2009 when all stations were operational. Figures are divided into two periods, first showing results
from 11/2009-12/2010 and second from 1/2011onwards.

Current magnitude data is presented for stations CONTROL1 and 2. Plots are generated for every
10 meters layers from the bottom to the surface (Fig 10-11). The uppermost layer of the sea is
excluded from figures since both current magnitude and direction are strongly influenced by wind and
waves and thus are not representative for actual current magnitude or direction. In addition to time
series, histograms of the magnitude and current directions are shown (Fig 12-13). Current directions
are also shown as rose plots for stations CONTROL1 and 2 (Fig 14).

CTD and water sample data collected during service visits are shown in Attachments 2-3.

3. Results

3.1 Temperature

Temperature data has showed typical seasonal behaviour on both stations. CONTROL1-2 stations
showed lowering trend from 9°C towards zero in February 2010, followed by an increase by two to
four degrees. After that the values at CONTROL2 station remained relatively constant to the end of
the third monitoring period, which ended in September 2010. Whole water mass was mixed
completely in the beginning of October 2010 and stratification was lost. Effects were clearly visible as
a temperature rise followed by cooling towards winter time. Station CONTROL1 shows more dynamic
behaviour. Temperature values have increased by a maximum 7-8 degrees during Q2 and Q3 2010.
Several strong peaks have been seen during which the temperature values rose by 3-5 degrees.
During the last quarter of the year 2010, the temperature values at CONTROL1 showed strong
increase when stratification broke and then a fast decrease towards wintertime. Similar feature was
seen on CONTROL2. Effect is caused by strong vertical mixing during which the surface waters
penetrate all the way to bottom and are then gradually mixed with whole water mass. Effect is also
clearly visible on the salinity time series.

Temperature increase on CONTROL1 started in March 2011 while temperatures on CONTROL2


remained stable. In the beginning of September 2011 values started steadily increase from 2°C to
9°C. In general, temperature values on CONTROL2 station are some 2-3 degrees higher than on
station CONTROL1. General trend shows that CONTROL1 is located above the halocline while
CONTROL2 is normally below the halocline. This explains higher variability in all water quality
parameters at CONTROL1 and partly influences flow patterns.

3.2 Salinity

General trend on salinity values showed that salinity increased at CONTROL1-2 stations with one to
two PSUs during the winter-spring period in 2010, when the vertical mixing and river discharges are
lower compared to open-water season. Similar feature was recorded in winter-spring time 2011.
Despite the general trend, several rapid short term dips were recorded at both stations. Presence of
such features in the datasets typically indicates that whole water mass has been changed due to
strong winds or currents and original water mass has been replaced with a water mass from different
origin. Loss of stratification was seen as fast decrease in salinity in October 2010 when less saline
surface waters were mixed with more saline bottom waters. After that salinity was changing rapidly at
CONTROL2 station while CONTROL1 showed generally lowering trend toward winter 2011.

From January to September 2011 salinity values have been almost identical on both stations. After
September salinity at CONTROL2 has been decreasing gradually and was one PSU lower than
values recorded at CONTROL1.

3.3 Turbidity

In general, turbidity values have remained low and only some short term peaks have been recorded
at both stations. Similar features are typically seen during the mixing events when the whole water
mass gets mixed or is moving fast due to strong winds or currents. Average turbidity level at both
stations has been around 1 NTU. The highest single value, 20 NTU was recorded on CONTROL1 in
September 2011.

Both stations showed strong short term changes in the end of 2010 when stratification was broken
and whole water mass was completely mixed from surface to bottom. Stormy weather can cause
general large scale mixing and thus elevated turbidity values in the end of year when stratification is
lost as seen especially in the end of year 2010.

Turbidity values have remained in same low level in year 2011 as in 2010. Some seasonal variability
can be seen when dead algae sinks to bottom after spring and summer blooms. Several strong
storms were recorded in Gulf of Finland in autumn 2011, which can be seen as high turbidity values
especially on station CONTROL1.

Based on collected results construction works have not caused any increase of turbidity in these two
monitoring locations.

3.4 Dissolved oxygen

Oxygen levels at CONTROL1 and CONTORL2 stations remained at a relatively good level during the
winter period 2009-2010. Subsequently, a general lowering trend at both stations was recorded
towards October 2010. General situation is better on CONTROL1 where lowest values have been
6 mg/l in year 2010. Oxygen level at CONTROL2 dropped below 2 mg/l in July 2010. Low oxygen
levels are often seen in places where decomposing organic material consumes remaining oxygen
from water. After summer and autumn seasons in 2010 the oxygen levels rose rapidly on both
stations when oxygen rich surface waters got mixed with bottom waters. Oxygen concentrations
returned to good level on both stations. Since the CONTROL2 normally stays below the halocline the
oxygen levels are showing more dynamic behaviour and are generally lower than at CONTROL1.

Oxygen levels at CONTROL1 showed an increasing trend from winter 2010-2011 until May 2011.
After that the oxygen values decreased until August 2011 and gradually started to increase towards
the end of year 2011. Oxygen level at CONTROL2 has been showing a general decreasing trend
since winter 2010-2011 and values have dropped below 4 mg/l in the beginning of August 2011. After
that values have increased by 1-2 mg/l. In general oxygen conditions remained better in summer
2011 than in summer 2010.

3.5 Currents
Typical current direction at CONTROL1 station has been towards SW-W and towards NE-E. Westerly
directions dominate the surface layer. Average current magnitude was around 6 cm/s in bottom and
9 cm/s in the uppermost layers. The highest recorded current magnitude in the bottom layer of
CONTROL1 was 37 cm/s. Possible explanation is that the bottom shape forces the current field to
orientate in such directions. As expected the current magnitudes increased and showed more
variation in autumn 2010 and autumn 2011.

At the station CONTROL2 the current directions vary more. SE directions have been slightly more
typical than other directions but no distinct dominant direction could be found. Average current
magnitudes at CONTROL2 station increased from 5 to 8 cm/s while moving towards surface. The
highest recorded current magnitude in the bottom layer of CONTROL2 has been 51 cm/s. Similar
seasonal pattern that was seen on CONTROL1 was seen on CONTROL2, where values showed
more variability in the end of summer period 2010. During the winter period currents are generally
lower, due to presence of the ice cover and low stratification. Variability on current magnitudes has
been smaller during summer 2011 than during summer 2010 on both stations.

3.6 Water samples and CTD profiles

Collected water samples have not shown any significant changes since monitoring started in spring
2010. Variation has only been seen in nutrient and dissolved oxygen values which show typical
seasonal changes in both stations. During summer period CTD profiles have showed small salinity
increase while moving towards deeper layers, but no strong halocline was seen due to relatively
shallow waters. Profiles which were collected in May 2011 showed that water masses were still
relatively well mixed in vertical direction. Some warming was recorded in the uppermost 10 meters
layer at both stations and salinity values in the surface layer on station CONTROL2 were 1,0-1,5 ‰
lower. In profiles collected in August 2011 temperature values were some 1-2 degrees higher than in
May 2011, while depth of thermocline did not increase more than 2-3 meters from May 2011. Salinity
or turbidity values did not differ from earlier observations. Last profiles taken in late autumn 2011
showed loss of stratification.

1. Summary
This report provides with the final results of the macrozoobenthic analyses related to the 2nd field
campaign in the monitoring of the HELCOM benthos stations in the Gulf of Finland performed 11th – 13th
and 16th – 17th May 2011.
Based on the situation at the time of visit at the stations, the environmental conditions have not changed
much since the 1st campaign carried out 27th Sep ‐ 2nd Oct 2010; the area represented by the stations
suffered from generally poor and spatiotemporally variable oxygen conditions. The LL6A area had
apparently a period of more preferable oxygen conditions, and LL7 area a period of worse oxygen
conditions as compared to the autumn 2010.
These snapshots did not entirely reflect the past conditions; a clearly oxic phase had taken place in deep
layers of the study area between the 1st and 2nd campaign. The community biomass had increased
approximately tenfold since the fall 2010. Marenzelleria sp. was still the dominant species of the
macrozoobenthic community with the re‐colonization of the polychaete worm Harmothoe sarsi.

2. Introduction
Nord Stream AG is installing an offshore gas pipeline from Russia to Germany. In the Gulf of Finland, the
route of the pipeline passes close to three HELCOM/COMBINE stations possessing a valuable long‐term
environmental dataset.
Nord Stream AG has contracted the SYKE Marine Research Centre to carry out a project to monitor the
macrozoobenthic community at all the stations prior and after the construction of the pipeline. The
campaign will provide insight into how the stations' environmental integrity – defining their value as the
environmental status indicators – is affected by the gas pipeline project (Fig. 1).

As a result of the 2nd field monitoring campaign 11th – 13th and 16th – 17th May 2011, the report
"Monitoring of the HELCOM benthos stations in the Gulf of Finland: second progress report" (Doc. No. G‐
PE‐EMS‐MON‐193‐SYKEHEL2‐A) was released on 1st Sep 2011 (SYKE 2011)
The analytical quality criteria did not allow the macrozoobenthic data analysis to be finalized for the
report (HELCOM 2007), and the final results of the analyses are presented here.

3. Materials and methods


Three replicate van Veen grab samples (1120 cm2) were taken at each of the current monitoring stations,
and ten replicate samples were taken at each of the alternative stations except that only five replicate
van Veen grabs were taken at LL7BEN_A and LL7BEN_B due to difficult wave condition at 13th May (see
Annex 1 in SYKE (2011)). Sediments were sieved on the ship and animals were picked from a 1 mm mesh,
the species were determined and abundances counted. An additional 0.5 mm sieve was used under the 1
mm sieve for three replicates per each station, and the sieve residues were collected. All samples were
stored in hexamine buffered 5 % formalin solution for further analysis.
Sampling and analysis procedures were carried out using methods accredited by the Finnish Accreditation
Service (FINAS) following the SFS‐EN ISO/IEC 17025 standard and according to the HELCOM's COMBINE
instructions (HELCOM 2007).
4. Macrozoobenthic results
The macrozoobenthic community had evidently recovered from the very poor levels observed in the fall
2010. Marenzelleria sp. was still the most abundant representative both in terms of individual counts and
wet weight (excluding the clam Macoma baltica, whenever occurring, see Annex 1). As compared to the
fall 2010, the benthic community was thriving as evidenced by the approximately tenfold biomasses (Fig.
2).

As a difference to the fall 2010, the polychaete worm Harmothoe sarsi had colonized most of the stations.
The polychaete is not a newcomer in the area, but has been present in the community as long as there is
any taxonomic data available. That it entered the area up to the time this campaign took place –
Marenzelleria sp. was already there in the last fall – shows the different tolerances of the various
macrozoobenthic species to oxygen deficiency and varying colonizing speeds when conditions change to a
more favourable direction.

5. Conclusions
Clearly, at the study area, the oxygen conditions in the bottommost water mass get worse as we move
westwards towards the entrance to the Gulf of Finland; this fact is easily interpretable from the
topography, but can be seen also in the diversity of the benthic community.

However, this statement is a simplification, because:


 the temporal variation in the abiotic environment – in the form of varying oxygen levels around
the critical concentration for higher life – frequently dampens this spatial pattern. This notion
becomes especially distinctive in the 3rd campaign in the fall 2011, which was already carried out
at a time this report was produced, and will be reported later. Briefly, a severe and large‐scale
anoxic event had taken place in the study area before the 3rd campaign, followed by efficient
autumnal mixing processes. Together these produced a paradoxical situation of better oxygen
conditions than at any instance before and virtually absent macrozoobenthic community.
 the Gulf of Finland is topographically very diverse. The hypoxic/anoxic conditions do not impact all
parts of the particular sub‐area with a similar severity; whenever the oxygen conditions start to
get worse, the deepest parts of the bottom area are first influenced, and the impact gradually
spreads out to shallower parts. The result is at best a micro‐scale mosaic of bottoms of a varying
degree of oxygen deficiency.
The highly variable abiotic environment and the diverse topography of the study area form a challenge for
the alternative stations to reflect properly the conditions at the HELCOM‐stations. At this point of the
monitoring project, it is still too early to draw any conclusions about the role of the gas pipeline project
for the environmental representativeness of the HELCOM‐stations.

MONITORING OF THE HELCOM BENTHOS STATIONS IN THE GULF OF FINLAND – THIRD PROGRESS REPORT

1 Summary
Nord Stream AG has contracted the Marine Research Centre of the Finnish Environment Institute (SYKE)
to carry out a project to collect environmental information from the HELCOM stations in the middle parts
of the Gulf of Finland having valuable long-term benthic datasets1. The goal is to be able to evaluate
whether the construction and operation of the pipeline affect the macrozoobenthic communities, and
hence, the representativeness of the HELCOM stations. Two parallel stations close to the gas pipeline
were chosen for each HELCOM station in case the campaign would prove unrecoverable changes to have
taken place in the area represented by the HELCOM stations.
This report presents the results of the 3rd field campaign on 17th -19th October, 2011. After this campaign
the monitoring is intended to continue in the springtime. So, besides representing a continuation of the
collected environmental dataset per se, this campaign serves as the last comparison point for the
seasonal variability in the benthic community (the entire monitoring campaign was initiated in the fall
2010 and is intended to continue annually in the springtime).
A severe and large-scale anoxic event had taken place in the area represented by the monitored stations,
followed by efficient autumnal mixing processes. Together these produced a paradoxical situation of
better oxygen conditions than at any instance before and virtually absent macrozoobenthic community.
Apparently the benthic community had not yet reacted to the positive change in the oxygen levels.
Due to the sequence of processes described above, the aim of getting insight into the seasonal variation
in the macrozoobenthic community was obscured.

2 Introduction
Nord Stream AG is installing an offshore gas pipeline from Russia to Germany. In the Gulf of Finland, the
pipeline passes close to three HELCOM/COMBINE stations that all represent valuable long-term
environmental datasets. It was in the general interest that these datasets would not be endangered by
any construction activity related to the pipeline project and/or pipeline operation.
Nord Stream AG has therefore contracted the SYKE Marine Research Centre to carry out a project to
monitor the macrozoobenthic community at the stations prior and after the construction of the pipeline
to find out whether, and if so, how, the environmental integrity of the stations is affected. To secure the
long-term datasets, alternative benthic sampling stations for the HELCOM stations situated close to the
gas pipeline route were chosen and included in the monitoring programme (Figure 1).

The earlier documentation of the monitoring project is included in the Annex 1. This report presents the
results of the 3rd field campaign on 17th – 19th Oct 2011. Similar to the earlier campaigns, this report does
not include the final macrozoobenthic data but they will be released as a separate report in the 1st
quarter of 2012.

3 The study area


The study area is described in detail in the first progress report (SYKE 2011a) but briefly, the
HELCOM/COMBINE stations LL5, LL6A, and LL7 are situated in the middle part of the Gulf of Finland,
roughly between Helsinki and Tallinn (between longitudes E024°48' and E025°36', Figure 1).
The alternative stations are located at varying distances away from the gas pipeline. For LL5 and LL6A
areas, the distances of the two alternative stations from the pipeline are twice and four times the
distances of the HELCOM stations from the pipeline. For LL7 area, the distances of the two alternative
stations are three and five times the distance of the HELCOM station from the pipeline (Table 1).
As a result of the 1st monitoring campaign, the preferred alternative stations are the closer ones for LL5
and LL6A (LL5BEN_A and LL6ABEN_A, respectively), and the further one for LL7 (LL7BEN_B).

4 Materials and methods


The 3rd monitoring campaign was carried out during the Nord Stream 2/2011 –cruise at 17th - 19th Oct
2011 during which all the nine stations were visited. The data recording and sampling scheme was the
same for the preferred and not-preferred alternative stations. The detailed description of the survey can
be found in r/v Aranda chief scientist's log in Annex 2.
All tasks were carried out using methods accredited by the Finnish Accreditation Service (FINAS) following
the SFS-EN ISO/IEC 17025 standard, and in case of benthic sampling, according to the HELCOM's
COMBINE instructions (HELCOM 2007).
4.1 Hydrography and oxygen
The water-column hydrography was probed with an SBE 911plus CTD system equipped with SBE 13
Beckman oxygen sensor (Sea-Bird Electronics). As the system cannot probe the near-bottom oxygen
concentration, a separate water sample was taken at 1 m above the sea floor.

The oxygen concentration as ml O2/l (=1.43 mg O2/l) was determined employing the Winkler-technique
with a Metrohm 702-SM Titrino and a Pt-Titrode electrode (Metrohm AG) according to Grasshoff et al.
(1999) except that a potentiometric endpoint recognition was used in the titration.
4.2 Benthic fauna
Three replicate van Veen grab samples were taken at all the stations (for stations, see Table 1), except
that van Veen had to be replaced to a more rugged Box corer due to strong wave action at LL6ABEN-B as
well as at LL5 and its alternative stations. The microscale spatial variation in the order of metres in the
abundance of the macrozoobenthos was clarified during the 1 st and 2nd sampling campaign, and hence,
the number of replicate samples could be reduced from the level of the earlier campaigns. This was
agreed beforehand with Nord Stream AG.
Sediments were sieved on the ship and animals were picked from a 1 mm mesh, the species were
determined and abundances counted. An additional 0.5 mm sieve was used under the 1 mm sieve for
three replicates per each station, and the sieve residues were collected. All samples were stored in
hexamine buffered 5 % formalin solution for further analysis. The replacement of van Veen with Box corer
— the samplers have different sample volumes — will be taken into account in the analysis.
5 Results
5.1 Oxygen in the water column
The typical summertime thermal structure with a clear thermocline and considerably warmer surface
water mass was eroded in such a way that the water mass was mixed down to 30 m (as opposed to the
typical 10 to 20 m thick summertime surface water layer, Annex 3). The deep-water salinity gradient was
only moderate. Both of these factors resulted in the oxygen condition that was unprecedented in this
monitoring project; the oxygen levels were about 4 ml/l or higher at all the stations as opposed to
generally hypoxic levels (<= 2 ml/l) in the past (Figure 2).

This observation underlines our earlier statement that "The seasonal variation in the oxygen condition is
so considerable and relatively rapidly occurring in the area that it easily masks any comparison based
solely on geographical facts" (SYKE 2011b).
5.2 Benthic fauna
The macrobenthic community was virtually absent (Table 2). Marenzelleria sp. was still the dominant
species of the clearly poorest macrozoobenthic community met so far during this monitoring project. The
improved oxygen conditions did not result in the recovered benthic community but the situation was the
opposite.
The almost non-existent benthic community indicates a severe and large-scale anoxic event to have taken
place in the near past, probably during the late stages of the summer. Even though the autumnal mixing
processes – there had been periods of strong winds just before the cruise – had already relieved the
difficult oxygen situation in the area, the benthic community had not yet reacted to the change. It is
however plausible that the community will recover during the wintertime.

6 Conclusions
Our initial aim for the two monitoring campaigns in 2011 was to get insight to the seasonal variation in
the macrozoobenthic community as the focus of the monitoring project shifts to the springtime from
2012 onwards. However, this aim was obscured by the sudden, drastic and unpredictable changes in the

oxygen condition in the area. It seems that the temporal changes in the oxygen situation in the area
represented by the stations are so rapid and often so drastic that they will mask any seasonal pattern of
the deep-water oxygen concentration typically found, e.g, in the Gulf of Bothnia.
The lately improved oxygen condition in the study area should enable a slowly-recovering benthic
community. Whether this will realize, depends on whether any similar anoxic event as the one reported
here will take place in any near future.

TRANSBOUNDARY MONITORING - FINLAND - ESTONIA

Transboundary impacts from Nord Stream construction activities in the Finnish EEZ to Estonia have
been monitored at three stations SED3 (EST), SED4 (EST) and SED5 (EST) during Q4/2011.
Monitoring has included sediment sampling in accordance with the Transboundary Monitoring
Programme /E1/ (Figure 1 and Table 1). Monitoring at all stations started in 2010. At SED3 (EST)
station sampling was performed before and after munitions clearance and at SED4 (EST) and SED5
(EST) before and after pre-lay rock placement. Samples in Q4/2011 were taken upon completion of
the construction of Pipeline 1. The monitoring stations and the sampling dates are presented below
(Figure 1 and Table 1).

Sediment samples were taken from the three monitoring stations at three locations (P1-P3), at
similar depths. At all sampling locations surface sediment samples (0-2 cm) were taken using a
GEMAX-core sampler. The samples were analysed for dioxins, organic tin compounds, arsenic (As),
cobalt (Co), chromium (Cr), nickel (Ni), zinc (Zn), copper (Cu), lead (Pb), cadmium (Cd), mercury
(Hg) and total carbon (C tot) in an accredited laboratory according to the standards presented in
the Transboundary Monitoring programme /E1/. In addition, the grain size distribution, clay
content and total organic carbon (TOC) required for the normalisation of the results were analysed.

The results of analysed sediment samples will be reported in the Annual Monitoring Report 2011.
