The Headlines.

 One person reported killed in latest tensions between


farmers and cattle keepers in Mundri

One person has been killed in a latest attack in Mundri West
County of Western Equatoria State.

County Commissioner, Lexon Maburuk says an elderly man was


shot dead and his son is missing after an attack by suspected
cattle keepers.
Maburuk says the same group then attacked Kozoro village where
the man’s body had been taken for burial.

“An old man and his son they are coming to Kozolo to collect food the old man was caught and killed and
the boy was taken away by the cattle owners but the old man was killed yesterday when the body was
taken to Kulundu for burial I understand last night the cattle owners came and attacked these people and
people run in disarray up to now there is no detailed information, I think I need a quick solution within
24hrs”

It is estimated that up to 700 people have been displaced from


their homes in Kozoro after cattle keepers raided the village on
Tuesday.

Majority of the displaced women and children have taken refuge in


the neighboring villages.

Meanwhile authorities in Lakes State are investigating the
circumstances under which the Paramount chief was attacked and
killed on Tuesday night.

The deceased has been identified as Apele Chut, the paramount


chief of Pachong in Rumbek East.

Lakes state Deputy Governor, Santo Domic Chol, says preliminary


findings show the paramount chief was killed by an armed man
pretending to be drunk.

“the late Paramount Chief tried to push him a way , telling him that you may come Tomorrow , if you need
anything like alcohol and when he reach the gate of the fence , he started shooting at the paramount chief
, until he died and then the suspect run away , nobody knew who was that suspect and the causes of
killing is not known up to now , this is what we really wanted to dig out as the government.”

A search to find the suspected attacker has been launched in


Pachong and Maleng-Agok areas.

Efforts are being stepped up to facilitate the return of Internally
Displaced Persons in Juba to their homes.

Currently there are more than thirty thousand IDPs settled at the
UN camps in Tomping, UN House and the newly opened site in
Jebel.

“In a meeting between the South Sudan National Police Service, donors and officials of the
United Nations Mission in South Sudan, areas of Mia wu Saba [107], Khor William and Hai
Tarawa were identified as areas where most of the IDPs reside. Speaking at the meeting,
Inspector General of Police, Gen. Pieng Deng Kuol promised more security patrols and said
Police personnel will be selected and trained by the UN police to prepare them for patrols. Gen.
Pieng says other security forces will not be involved in patrols in these areas.

“For this particular program it is only police and UN police what we are going to have is the
coordination if there is a national security and the army definitely we will coordinating with
them”

Meanwhile, the Acting Special Representative of the UN Secretary General Raisedon Zenenga
says the UN Mission is ready to support the initiative.

“In principle we have been given a green light to support the initiative and in specifics we will
like to get back to you and indicate the areas where we will be able to support.

Pledges of support for the program have also come from the donor community. A similar
meeting between the Police, donors and UNMISS will be held next Wednesday to clarify on how

The Deputy Chief of UN peacekeeping operations, Edmond Mulet
has warned that South Sudan is on the brink of a humanitarian
catastrophe.

This warning was made on Wednesday in his report to the


Security Council.

Mulet said the country has been plagued by a conflict between


government forces and troops loyal to former Vice-President Riek
Machar.

He told the UN Security council that fighting has continued in the


country despite the numerous meetings between South Sudanese
President Salvar Kiir and Machar.

"After three years of independence, South Sudan is on the brink of a humanitarian catastrophe
and a protracted internal conflict. This is a man-made crisis, and those responsible for it have
been slow in resolving it. Both sides continue to believe that they can achieve more through
the pursuit of a military option. There is an urgent need for the international community to
speak with one voice to incentivise the parties on a meaningful participation in the peace
talks."

Mulet said the international community must caution the warring


parties with one voice on the consequences of impeding the peace
process and the futility of pursuing the military option.

Thousands of refugees in Maban County, Upper Nile State are in
dire need of help, according to the UN refugee agency-U-N-H-C-R.

The refugees’ situation in Maban has been worsened by an


onslaught of violence by the, Mabanese Defense Forces, a
community-based militia group.

The violence has left at least five humanitarian workers dead.

A U-N-H-C-R senior external relation Officer, Fatoma Lejeune-


Kuva, says the situation in Maban is frightening for the aid
workers.

“We are no longer able to distribute food which we are about to distribute, refugees have
panic, they are anxious, they don’t know what is going to happen to them. The targeting of aid
workers, as you may know six of them have already been killed and seventy one is missing and
feared dead, with this kind of environment, it is very difficult for aid workers to remain in
Maban”

Maban County is home to more than 120,000 Sudanese refugees


who fled the conflict in Sudan's Blue Nile region.

A six member’s delegation African Union’s Commission of Inquiry
has arrived in Aweil to investigate the atrocities committed in the
ongoing conflict.

Justice Sophia Akuffo, President of the African Union court said


the team is in the state to talk to the IDPs who have fled the
conflict.

“ We have come to Northern Bahr el Ghazal because the Commission had decided that, apart
from three State where there has been a lot fighting and killings. There are other states which
constitute the Republic of South Sudan. So we needed to also go there. A lot of these States
also have received a number of IDPs. So where they have received the IDPs we would also
interact with the IDPs in the States. Where they have run away they are not there for us to
talk to. My message is that, I think we are all for peace. And have for people of South Sudan to
fine the way and commit them to a lasting peace. Ours is to investigate what Happened.”

In another development, a committee has been set up in Upper
Nile state to assess the impact of the ongoing conflict on the
state.

Upper Nile State deputy governor, Aweer Dau Agang, says the
committee has been tasked to assess the impact of the conflict
mainly on Malakal.

"The most sectors affected in the private sector, include shops and factories like water plant
and also there are car dealers that were looted and broken and farmers who planted around
the city of Malakal and its surroundings in addition to that there are some families that have
lost their members, and there are some units such as police units they lack forces to make an
assessment but we have told them here at the headquarters to go to those areas and assess
the damage and losses in the region.

Prices of commodities have shot up in Wau, Western Bahr el
Ghazal State.
Wau town mayor, Arkangelo Anyar, says the price hikes are as a
result of scarcity of goods in the market.
Anyar says the heavy rain has made the Wau-Tombura, Wau-Tonj
and Wau –Awiel roads impassable, making it difficult for traders to
bring in commodities.

“Specially the road connection WBGS and Western Equatoria in the area of Nagero, there is road block due
to heavy rains, alos the road connecting Juba-Rumbec- Tonj-Wau, it is block and there is shortage in the
trucks coming through there is also increase in the prices and shortage in the numbers of trucks coming
from Sudan through Northern Bahr Elghazal, but the Municipality sees that these reasons are not enough
for increase in the prices.”

The Mayor says the State Chamber of Commerce will look into the
issue and is warning traders against increasing prices illegally

The women of South Sudan are once again sounding fresh calls on
the government and the opposition to end the war and bring
peace to South Sudan.

Angelina Boi, a member of the South Sudan Women Platform for


Peace says the women of South Sudan are asking President Salva
Kiir and leader of the SPLA- in Opposition, Dr Riek Machar to be
serious and negotiate peace for the country.

“We respectful call on you to take the upper hand to cease fire and commit to dialogue and bring lasting
peace to South Sudan. Stop the violence so that our children go back to school, stop the war to allow the
IDPs go home and live with dignity, stop the war to ensure the refugees come back home, stop the war to
give a way for all South Sudanese regain their identity and dignity stop the war such that we can build
and develop our precious country.”

On Tuesday negotiation process between the government and the


SPLA in opposition in Adiss Ababa was put on hold after the
opposition delegation failed to attend the second day of the talks
aimed at ending the seven month conflict.

The Ministry of Humanitarian Affairs and Disaster Management
says at least 450 households have been affected by the worst
rains in Juba.

The extent of the devastation became apparent as waters receded


in Lemon Gaba area of Juba and Jopa, to reveal homes
submerged in water.

Alison Barnaba, the Director for Emergency in the Ministry of


Humanitarian Affairs says an assessment has been done and a
report will be delivered to the policy makers soon.

“Our Undersecretary of the Ministry of Humanitarian Affairs will take it to the decision
makers. This entire program is done with initiative from our President Salva Kiir Mayardit who
instructed us to make this assessment jointly together with all our partners where we will
come today for the final decision where will discuss what is going to be done because our SPLA
Engineering Division has already prepared themselves to open the canals and the ways for the
water to pass through.”

Barnaba is appealing for help to support the displaced people in


the affected areas in Juba.

In regional news

Liberian President Ellen Johnson Sirleaf has declared a state of


emergency as the country grapples with an outbreak of the deadly
Ebola virus.

Speaking on national television she said some civil liberties might


have to be suspended.

The Ebola outbreak has also hit Guinea, Sierra Leone and Nigeria,
killing more than 930 people.

World Health Organization (WHO) experts are meeting in Geneva,


Switzerland, to discuss a response to the outbreak.

The two-day meeting will decide whether to declare a global


health emergency.

In Juba, Melekia FC defeated Rainbow 2-nil at Juba football stadium. The win strengthens Malekia’s lead at the top of
the table with 20 points, while Rainbow remains in fourth position with 15 points. In Torit, Eastern Equatoria State
Young Generation beat Ahly FC 2-1 in a match played at freedom square, while in Kuajok-Warrap State, Kuajok city FC
secured second position with four points after beating Hilal team 4-1. In Northern Bahr el Ghazal, the match between
Akweam and Afada FC was postponed because of rain, while in Rumbek, Lakes state, matches were also postponed –
after the killing of a paramount chief. Games will resume on Saturday, according to the local football association. In
today’s matches, Munuki FC is taking on Kator team at juba football stadium, while New nation is hosting Muhandisin
FC in Kuajock and in Torit, Volcano FC take on Rabita at the freedom square.
