The Parole and Probation Administration implemented programs that aim to assist
in the reintegration of offenders into society, all while prioritizing public safety. These
programs consist of various interventions and services that are specifically tailored to address
the unique needs of individuals under community supervision. The implementation of these
programs is guided by evidence-based practices, with the ultimate goal of reducing the
likelihood of reoffending, fostering rehabilitation, and facilitating a successful transition back
into the community.

Therapeutic Community Modality is an intervention method that concentrates on the


recovery of individuals facing diverse psychological, behavioral, and social challenges. It is
mainly employed in substance abuse treatment, mental healthcare, and the criminal justice
system. Highlights the significance of community engagement, mutual assistance, and
collective accountability among its participants.

The Restorative Justice Principles and Concepts community’s active participation in


conflict resolution is given prominence. In the realm of parole and probation administration,
this could entail involving community members in assisting the reintegration of offenders
into society, creating avenues for them to make positive contributions to their communities,
and cultivating a collective sense of responsibility and accountability among all parties
involved.

Volunteer Probation Aides are assigned various duties that contribute to the overall goals of
parole and probation administration. These duties may involve conducting visits to offenders’
homes, assisting with case management responsibilities, arranging transportation for
offenders to attend appointments or programs, and providing guidance and support to help
individuals comply with the terms of their probation. Moreover, volunteer probation aides
may also serve as mentors, assisting offenders in acquiring crucial life skills and accessing
resources that can facilitate their rehabilitation.

The Parole and Pardon Administration (PPA) in the Philippines aimed to reform first-
time minor drug offenders through a comprehensive therapy plan under the Department of
Justice. Their approach combined restorative justice principles, therapeutic community
modality, and volunteer probation assistants (VPAs) to create a healing environment where
offenders could take responsibility for their actions, rebuild relationships, and reintegrate into
society. The program showed promising results, transforming once hopeless individuals into
productive community members and demonstrating the effectiveness of rehabilitation.

B. IDENTIFIED PROGRAMS IMPLEMENTED BY THE PPA IN A


NARRATIVE FORM. (FREESTYLE).
Feb. 13 , 2024, we visited the Parole and Probation Office of Biliran Province located at
Larazabal, Naval Biliran. We obtained the following information also aside from the
implemented programs. TC or Therapeutic Community handle cases or offenses mostly
homicide, drugs, illegal logging due to no permit obtained. Family is their call sign, and we
observed and acquired the following implemented programs and activities by their office.
Note: Phase 2 has 31 sessions before, but now being changed to 10 sessions, total of 4
phases. When the clients completed the 4 phases, he or she is listed for graduates and
subjected for total freedom.

Reflecting on the Programs Implemented by PPA Biliran Office for Parolees,


Pardonees and Probationers. The journey of rehabilitation and reintegration for parolees and
probationers is a complex one, fraught with challenges and uncertainties. However, within
the confines of the PPA Biliran Office, a beacon of hope shines brightly, illuminating the
path towards redemption and renewal. As we contemplate the various programs implemented
by the office, we are struck by the profound impact they have on the lives of those they
serve.

Guidance and Support:


At the heart of the PPA Biliran’s approach lies the unwavering commitment of the
moderators to provide guidance and support to their clients. Through heartfelt advice and
meaningful interactions, clients are imbued with a sense of purpose and direction, setting the
stage for their journey of transformation.

The rituals that punctuate each session, from the solemn invocation to the stirring strains of
the national anthem, serve as reminders of the values and principles that underpin the
rehabilitation process. The introduction and discussion of TC Philosophy provide a

 INTRODUCTION

Biliran Probation Office is part of the criminal justice system that supervises offenders
who have been ordered by the court to serve their sentences in the community rather than in
prison. The probation office is staffed by probation officers, who are responsible for ensuring
that these people, known as probationers, follow the terms of their probation. The office is
where probation authorities meet with probationers, conduct interviews, and do
administrative duties such as monitoring’s, counseling, and advocacy to balance
rehabilitation and accountability. It is also where probationers report for scheduled meetings,
take drug tests, or participate in other activities required by their probation conditions.
The implemented rehabilitation program by the PPA is an innovative and impactful
initiative aimed at transforming the lives of individuals struggling with addiction and other
behavioral issues. Through a comprehensive approach that combines therapy, counseling, and
skill-building activities, the program provides participants with the tools and support needed
to overcome their challenges and reintegrate into society. With a team of dedicated
professionals and a nurturing environment, the program focuses on promoting personal
growth, fostering positive relationships, and empowering individuals to lead fulfilling and
productive lives. This rehabilitation program has already witnessed remarkable success

The field observation conducted at the Biliran Probation Office aimed to gain insights
into the daily operations and activities of the office. The probation office plays a crucial role
in the criminal justice system by providing supervision and rehabilitation services to
individuals who have been granted probation as an alternative to incarceration. Through this
field observation, we sought to understand how the office functions, the challenges faced by
probation officers, and the impact of their work on the probationers. This experience
provided an opportunity to witness firsthand the dedication and commitment of the probation
officers in helping individuals reintegrate into society and lead productive lives.

 BODY

and rules.

 CONCLUSIONS
In conclusion, we saw or observed that probation, parole administration at Larazabal
office PAGLAMBO THE TC FAMILY. They help people understand the way of life and
teaches them how to work and do the right thing and make the right decisions instead of
making the wrong decisions and being a threat to society. Having parole will give the parole
control over to determine if they should be released into society. It will give the offender the
opportunity to prove he deserves to be back into society by enrolling and completing in
programs in prison to help the opportunity to be released. Paglambo, the therapeutic
community (TC) family in Phase 2, appears to have a well-structured morning meeting board
aimed at fostering a supportive and productive environment for its clients. The inclusion of
various elements such as advice sessions, invocation, TC philosophy discussions, community
business, reporting, greetings, rules, and hygiene checks demonstrates a holistic approach to
rehabilitation and personal development. Overall, these programs reflect a commendable
commitment to holistic rehabilitation, community engagement, and personal development.
By providing a structured yet supportive environment, the TC family endeavors to empower
its clients to lead fulfilling and productive lives beyond their time in rehabilitation.
