TERMS OF REFERENCE

LED Solar Powered Streetlights along C5 Road / Katipunan Ave.

BACKGROUND

The improvement/rehabilitation, repair and maintenance of streetlights along major roads in


Metro Manila is within the mandate of MMDA, particularly the functions of Transport and
Traffic Management which includes the promotion of safe and convenient movement of persons
and goods; and Public Safety which includes the implementation of programs on the promotion
of public safety. The Authority has, in fact, improved and repaired/replaced streetlights along
major roads such as Aurora Flyover, EDSA Trinoma, C-5/C.P. Garcia Monument ,Macapagal
Blvd. and Marcos Highway Bike Lane including several pedestrian footbridges in Metro Manila
in the past and just recently.

The Metro Manila Council (MMC), through Resolution No. 11-03, Series of 2011 has
preveously affirmed this mandate. In the planned Urban Renewal Programs for Short Term,
contained in the same Resolution, it identified Better Street Lightings as the first of its eight (8)
programs.

During the Senate Budget deliberation in 2018, Senator LOREN LEGARDA instructed this
Authority to improve streetlightings on Metro Manila’s thoroughfare specifically those Block
Spots identified by the Philippine National Police of the National Capital Region (PNP-NCR) to
prevent and alleviate traffic-related accidents and reduce criminality in the area,”

Streetlightings along C5 is almost two (2) decades now which has reach the end of effective
service life of its components such as poles, luminaires and even footings and are already
obsolete.

Presently, there are blockspot areas along C5 which are often the subject of complain to this
Authority by motorist and the riding public.

The MMDA Traffic Engineering Center (TEC) thru its Traffic Signal Operation and
Maintenance Division who is incharge of the operation and maintennce of streetlight in the
national roads has prepared the Program of Works for the rehabilitation of Streetlight along the
20.7 kilometers road and shall supervise in the implementation of the Street Lighting Project.

OBJECTIVE

The project aims primarily to illuminate all blackspots along C5 road and supplement the
existing lighting system and replace aged, deteriorated, defective, damaged and inefficient and
uneconomical existing lighting system provide a better, efficient ,reliable, ecomonical and
environmental friendly lighting system along C5 that will promote safety and convenience to the
motorists and the general public.

The project to be implemented will adopt the use of renewable energy Solar Powered LED
Streetlights which do not need cable laying and excavation, no recuring electricity cost except
for the replacement of batteries every two (2) years and environmental friendly.

Requirements for the Supply and Installation of Solar Powered 100 Wattst LED Streetlights
along EDSA 20 Kilometers sidewalks and portion of median island:

a. All requirements must be compliance to the Technical specifications specified and


detailed in the Bid Documents and Approved Plans for the following items:

1. 100 Watts LED Luminaires


2. Solar Panel including complete accessories
3. Batteries
4. Poles
5. Footings
6. Other materials

b. Supplied luminaires and Solar Panel shall be tested for compliance before installation.
c. To ensure good quality of the product, a Product Testing Certificate and ISO
Certificate from the streetlighting manufacturing company shall be provided by the
bidders

The Contractor shall furnish all labor, materials, tools and equipment and perform all operation
necessary to complete the supply, delivery, replacement, installation and testing.

The Contractor must provide actual technical training on the maintenance and trouble shooting
of lighting facilities and its accessories.

PROJECT ACTIVITIES

The over-all project shall comprise of the following activities:

1).Securing permit for Right of Way (ROW) from Barangay, LGU’s, DPWH,MMDA,
etc.
2.).Supply and delivery of all items needed in the project.
3). Construction of Street Light Pole footings.
4). Installation of Poles, Luminaires, and Solar Panel Board and batteries including
brackets.
5) Testing
BIDDERS QUALIFICATION REQUIREMENTS

a). Bidders must have completed a Single Largest Completed Contract (SLCC) similar to
the Project and the value of which, adjusted, if necessary must be at least fifty percent
(50%) of the ABC of the project being bidded.

b).All offers/proposals shall comply with each Technical Specifications detailed in the
Bid Documents and attached plans and layout drawing. The specifications provided
therein are minimum requirements and the bidders maybe considered to bid for higher
specifications as long as it will fit the required ABC.

PROJECT DURATION AND ABC

The project shall be completed witih 540 Calendar Days from the date of receipt of the
Notice to Proceed and with an ABC of THREE HUNDRED NINETY NINE MILLION
NINE HUNDRED THIRTY SEVEN THOUSAND FIVE HUNDRED NINETY ONE
PESOS AND 44/100 CENTAVOS (P349,939,553.19)

BENEFITS OF THE PROJECT

After the implementation of this project the following benefits can be derived, to wit:

1. No monthly eectricity bill.


2.Less operational and maintenance cost since there are no electrical wire.
3.Saving in engergy consumption.
4.Enviromental Friendly because it is less pollutant. No carbon footprint.
5.Longer service life for Solar Panel and LED lights exept for batteries which is
replaceble for every 2 years
6.Enhance the safety and convenience of the motrists and the public.
7. Eliminate blockspots along EDSA.

WARRANTY

1). Five (5) years warranty for LED Luminaires


2). Twenty (20) years warranty for Solar Panel
3). Two (2) years warranty for Batteries
4). Contractor shall be responsible for all cost related to warranty period for all
Components.
5). Contractor shall respond to warranty service and/or replacement of defective parts
within 24 hours upon receipt of notice from MMDA.
6). To ensure immediate response and replacement of defective parts, the contractor shall
maintain atleast 2% percent of the total quantity of LED Luminaires and Batteries to
MMDA-TEC Traffic Signal Operation and Maintenance Division stockroom.
