l. fntroduction
Bangladesh has committed through its National Energy Policy to provide reliable and affordable
power to all by 2021. To achieve this target, Government of Bangladesh (GOB) has taken several
initiatives. Target of generation capacity is 24,000 MW, 40,000 MW and 60,000 MW by 2021,2030 and
2041 respectively. To meet this demand, the generation capacity should be increased. This will be achieved
through variety of fuel-mixes, the projection of the primary energy supply in204l will be 20Yo from coal,
38% from natural gas,25o/o from oil, 9%o from nuclear, 8% from Hydro, Solar, Wind, Biofuel, waste and
power import.
Electricity Generation Company of Bangladesh (EGCB) Ltd. (An enterprise of BPDB) .is a government
owned company for electricity generation in Bangladesh. Currently EGCB operates three power plants
(Haripur 412 MW Combined Cycle Power Plant, Siddhirganl 2x120 MW Peaking Power Plant and
Siddhirganj 335 MW Combined Cycle Power Plant, the Gas Turbine is in operation from 0lMay'2018
and Steam Turbine is expected to start from October' 2019\.
2. Project Location
The project is located at Munshiganj having around 194 acres of land at Char Mashura & Char
Ramjanbeg, under Munshiganj Sadar & GazairaUpazilla of Munshiganj District.
The Latitude and Longitude of the project area are given below:
Through this EOI, EGCB intends to prepare a short-list of Consulting Firms having requisite eligibility
and experience in executing works of similar nature in line with scope as Sl. No. 4 below. Separate R.qr.it
for Proposal (RFP) shall be issued to short-listed Consulting Firms.
4. Scope ofService
The purpose of this study is to assess the technical, economic, and financial feasibility of the Combined
Cycle Power Plant project at Munshiganj along with environmental and social assessments complying
Bangladesh and World Bank / Equator Principles. The scope of this assessment include feasibilitystudy
and preliminary design, for best proven technology for the above power plant project at Munshiganj by
the bank of Meghna River. The Power Plant type shall be base load power station. In carrying out this
study, the consultant shall address the following study area considering all seasonal variation:
v. Recommendation for best proven technology for Power Plant Development Project at that site.
4.1 Detailed Feasibility Study (including Geotechnical investigation & River Morphotogy Study)
The consultant shall ensure that all design and results conform to national and international standards
according to the projected impacts of the base load large power plant project.
The consultant will conduct the detailed feasibility study (including geotechnical investigation), which
will include the following (but not limited to):
a) Introduction including methodology.
b) Assessment of Current Power Generation Situation of Bangladesh and Justification of the Project
towards achievement of Sustainable Development Goal (SDG)
c) Assessment of Site
d) Suitability of Site for Proposed base load large power plant project
e) Preparation of Fuel Supply Plan
f) Preparation of Conceptual Design
g) Preparation of Optimum Design of the proposed plant including selection of water intake and
discharge system, including specifications of discharge tunnel, circulating water pipe
h) Study on Civil Construction Work requirement with Geotechnical investigation Plan
i) Preparation of Project Construction Plan
j) Economic and Financial Analysis
The consultants shall submit a comprehensive Environmental Impact Assessment (EIA) report considering
the overall activity if the said Project in accordance with the TOR and time schedule indicated in the Initial
Environmental Examination (IEE) Report.
The consultants will conduct the Environmental Impact Assessment (EIA) based on guideline of
Department of Environment (DOE), Bangladesh. In addition, the suggestions from the Department of
Environment (DOE), requires to be incorporated in the report.
4.3 Social rmpact Assessment (srA) [including Resettlement Action plan (RAp)]
The consultant will conduct social impact, land acquisition and resettlement assessments, which will be
elaborated in the RFP document.
The consultant will conduct disaster impact assessment in line with National Disaster Management
Council's Guideline/Program and action plan, which will be elaborated in the RFP document.
5. Time Period
6. Report
(l) Inception Report: Consultant will submit an Inception Report within 2 weeks from signing of the
contract, stating their jobs understanding, concept on the requirements of the assignment,
readiness and strategy for undertaking the project.
(2) Interim Report: Consultant will submit Interim Report within 2 months from the date of Contract
signing.
(3) Draft Study: Consultant shall submit Draft Study within 5 months from the date of Contract
signing.
(4) Stakeholders Workshop: Consultant shall arrange a Stakeholders Workshop on Draft Study.
(5) Final Study: Consultant will submit the Final revised Study incorporating the comments of the
Workshop within 6 months from the date of signing of the Contract.

10. Disaster Impact Assessment Specialist: At least Master degree/Equivalent in relevant discipline such
as environmental science, social science, geography, disaster management etc. with 15 years ofjob
experience; Experience in conducting Disaster Impact Assessment (DIA) of 02 nos. of any project; 05
years of experience in the field of disaster (natural/manmade) management in the areas related to
climate change, natural hazards, disasters, flood management, vulnerability, and disaster related risk
etc. and post disaster situation management in any project.
12. Lead Architect: At least Bachelor degree/Equivalent in Architecture with l5 years ofjob experience;
10 years of experience in planning and design of infrastructure.
13. Lead Power Plant Business AnatysV Economist/ Financial Analyst: At least Master's degree/
Equivalent in Economics/Finance/Business Administration with l5 years ofjob experience; 05 years
of experience in economic and financial analysis of Combined Cycle/Thermal Power Plant Project.
