ORGANIZATIONS

SUBJECT: Minimum requirements to become an Authorized Liberian Filing Agent

PURPOSE:

This Marine Notice is to set forth the Administration’s minimum requirements to become an
Authorized Liberian Filing Agent.

APPLICABILITY:

This Notice applies to Manning or Crewing Agents assigned by shipowners to crew their
individual vessels.

REQUIREMENTS:

Initial application requirements:

The following documentation should be submitted to seafarers department:

1) Copy of the valid Manning Agent’s ISO 9001 Certificate or similar Quality Management System
Certification plus the latest surveillance audit report completed by the issuing entity, if applicable.
2) Copy of the valid Manning Agent’s SRPS (Seafarer Recruitment and Placement Services) Certificate
from their National Competent Authority and copy of the initial audit report.
3) Copy of the Manning Agency’s current procedures which should include internal controls for
recruiting and processing of seafarers, maintaining the privacy of personal information and
preventing the submission of fraudulent seafarers’ credentials.
4) List of names and positions, copies of CVs detailing the relevant experience for the responsibilities
detailed under item #3 above, and confirmations that background checks have been completed.

5) Letter from shipowner/ship operator appointing the Manning or Crewing Agent as
the crewing/manning filing agent for each of their owned/managed Liberian ships. The letter
should include ship’s name, IMO number and Liberian official number.
a) Letter must include the company’s name, physical address, complete contact information, and
be signed by corporate executive to include title of same.
6) A Review Application Fee should be submitted with the submission.
7) Upon approval, the final authorization to access the SEA System shall be valid for a period of three
(3) years from the payment of the Access Fee.
Renewal application requirements

The renewal details of the SEA System access are described on the Filing Agent Agreements including
the requirements for the handling and submission of applications.
