The Vedas are books of true knowledge. It is the paramount duty of all Aryans to read them and
to teach them, to hear them, to read and to read them to others.
We would always be ready to accept truth and renounce untruth.
All actions should be done in conformity with Dharma after due consideration of right and wrong.
The primary aim of the Arya Samaj is to do good to all mankind i.e. to promote their physical,
spiritual and social welfare.
We should treat all people with affection and justice and with due regard to their merits.
We should aim at dispelling ignorance and promoting knowledge.
No one should remain satisfied with his own welfare. He should regard his welfare as a part and
parcel of the welfare of all.
In matters which affect the well-being of all, a person should give a subordinate place to his
likings. In matters which affect him alone, he is to enjoy freedom of action.

DMCH is a 1625 bedded NABH accredited, non-aided, not-for-profit charitable
Institution and one of the largest hospitals in the country, providing/promoting
healthcare to the people. We have an OPD of 3095 patients per day and the patients
come from various states such as Punjab, Haryana, J & K, Himanchal Pradesh,
Rajasthan etc. More than 80% of the patients, coming to our institution are from rural
areas and economically weaker sections of the society.
DMCH bloomed into full-fledged Medical College and tertiary care teaching hospital of
North India in 1964 and is presently treating over 1100 patients per day. The institution
is well equipped with state of art facilities for medical care and for the investigations,
manpower strength of more than 4700, of which more than 500 are doctors and super
specialists including DM & MCh Doctors. It is registered under societies Registration
Act, 1860 and is managed by a society, as a non-profit making institution. The hospital is
having all major specialities with state-of-art investigations facilities.
DMCH is the most preferred Medical College by medical and nursing students in
Punjab. 100% admissions are merit based and are through the Baba Farid University of
Health Sciences. We have Post Graduate course in 19 specialities, Post Doctoral
DM/MCh courses in 9 specialities and M. Phil (Clinical Psychology). We have started
many new services for patients in recent times and few of them are : A state of Art
Cancer Centre, Bone Marrow Transplant, Hypertension Clinic, Internal Pharmacy, IVF
Centre, Liver Transplant, Emergency Medicine Department, Critical Care Medicine
Department, Genetic Lab, State-of-Art dietary services, PET CT and Radiotherapy
facilities.
To boost Medical Research, DMCH has set-up its own Research & Development
Centre.

Introduction:
A devoted personality, Dr. Banarsi Dass Soni, Ex. Capt. I.M.S., with a missionary zeal for
medical education and patient care, conceived the noble idea of providing the much-needed
medical care to the general public.
This bloomed in the form of Arya Medical School in 1934. It was started in a rented building in
Civil Lines, Ludhiana and admission was limited to only 20 students.
The Medical School was recognized for Licentiate of State Medical Faculty (LSMF) in 1938 and
also for the running hospital attached to it. The following year, the Managing Body decided that
the Ludhiana Medical School should, in future, be called “Arya Medical School” and the hospital
attached to it “Dayanand Hospital”.
In 1964, consistent with the policy of the Government, Arya Medical School flowered into a full-
fledged MBBS College, which came to be known as 'Dayanand Medical College.' The
management of this college was taken over by a galaxy of prominent people of Ludhiana, who
formed an organization known as the “Managing Society of Dayanand Medical College &
Hospital, Ludhiana”, and Late Shri H.R. Dhanda, a prominent industrialist of the town, became
its Founder-President.
The college has come a long way, retaining its unique character, still marching ahead with the
times and is upgrading itself dynamically in all its fields of activities. DMCH has been ranked
among the top 25 medical colleges of the country and 1st in Northern India through various
surveys conducted by National Institutional Ranking Framework (NIRF) on behalf of Ministry of
Human Resource, Govt. of India, 'The Week' Magazine, 'India Today' magazine, 'Outlook'
magazine and 'Career 360'.
In the year 2006, DMCH reached a new dimension with the introduction of superspeciality
courses in Cardiology, Gastroenterology, Plastic Surgery and Critical Care Medicine first in the
state. Today, besides running MBBS and MD/MS courses in 19 specialities, the institution offers
9 DM/MCh, 23 BSc/Diploma Paramedical courses and M.Phil Clinical Psychology.
In 2016, the MBBS Seats have been increased from 70 to 100 per year.
DMCH is an NABH accredited Medical College in the country and first in North India.
Hero DMC Heart Institute, a unit of DMCH is a renowned centre for tertiary level cardiac care
providing all types of interventional and surgical procedures did largest number of procedures for
congenital heart disease under NHRM.
DMCH Cancer Care Centre is a 100 bedded state-of-art facility for oncology patients and has
become operational since April 2017.
Since its inception, the institution has produced about 3200 graduates and 2100 post graduates
(including super specialist). The students and faculty have constantly strived for academic
excellence, state-of-the-art health care provision, and high quality research competing with the
best in the country. All the departments of the hospital are equipped with modern facilities to
provide tertiary level health care services to the people of region.
A continuous emphasis on modern teaching methods, global links for research, student
exchange and knowledge sharing, world class infrastructure, placement, diversity of students

and institute interactions have consistently placed DMCH students well ahead in every field.
Infrastructure Highlights with Research, Development And Innovation:
The college is recognized for the MBBS Course by the National Medical Commission (NMC)
and is affiliated to the Baba Farid University of Health Sciences (BFUHS), Faridkot.
With modern lecture halls having air-conditioned interiors, auditorium, seminar rooms, and labs
with Projector and A-V System, DMC can boast of 'smart classrooms' which very few medical
institutions across the country have.
The college is also affiliated to the Baba Farid University of Health Sciences, Faridkot for
postgraduate courses in almost all the branches.
The institution also imparts training for D.M. Courses in Cardiology, Gastroenterology,
Neurology, Nephrology, Critical Care Medicine ; M.Ch. Courses in Plastic Surgery, CTVS,
Neuro Surgery and Urology.
DMCH is the institution having a state of art Intensive Care Units (ICUs). A new block has been
set up which houses Medical ICU, Pulmonary ICU, Stroke ICU, Pediatric ICU, Surgery ICU,
Trauma ICU and Neurosurgery ICU. Other important ICUs are Intensive Cardiac Care Unit
(ICCU), Burns ICU in DMCH and Cath ICU and ICCU in Hero DMC Heart Institute.
The emergency services at DMC&H are exceptional with facilities for triaging, isolation rooms,
special Intensive Care Units and emergency operation theaters with recovery.
Hero DMC Heart Institute (HDHI), with 189 beds, became operative in April, 2001 and has the
state of the art investigative and treatment facilities. The Institute has already performed more
than 78,477 catheter laboratory procedures and 15,437 O.T. procedures.
Safe blood and blood products are available at DMCH as all these products are screened by
Nucleic acid Testing (NAT) for HIV and Hepatitis since 2012. It is the First and only institution in
the state of Punjab to do this test for all blood donations.
DMCH Cancer Care Centre, a 100 bedded state -of-art facility with all specialties of Surgical
Oncology, Medical Oncology and Radiation Oncology has become operational since April, 2017.
It is equipped with True-beam Radiotherapy facility, PET-CT Scan, Modular OTs, Bone Marrow
transplant and Chemo Day Care ward (delivering all kinds of chemotherapy, immunotherapy,
targeted treatment) apart from regular wards & private rooms.
DMCH College of Nursing is one of the most modern and well-equipped Nursing Colleges of
Punjab, with excellent on-job training on a sprawling campus at Malikpur. It imparts training for
B.Sc. in (Nursing) and M.Sc. (Nursing).
We are first in North India to start M.Phil (Clinical Psychology).
The institution has well-developed urban and rural health care delivery systems, with residential
facilities for training of students and interns under the department of Community Medicine.
Models for health care delivery and Community Oriented Learning have been developed in
these areas in addition to research on community health problems. These have been widely
acknowledged.

• You will find convenient accommodation right inside the campus.
• Hostel : The Institute is fully residential. All undergraduate students are expected to stay in the
hostel. Only permanent local residents are exempted. Each room is furnished with a mattress,
a study table, a chair, a cupboard/shelf for each student. The Boys Hostel has special rooms
with attached toilet and hot water facility. An exclusive dining hall with a modern kitchen and
hygienic mess is also housed in the hostel building. The mess provides vegetarian / non-
vegetarian meals. Dining in the mess is compulsory for all inmates of the hostel. The girls

MBBS ADMISSION-2020
Candidates are advised to read and understand each and every statement made in this
prospectus. Any lapse, omission or failure to comply with these instructions shall NOT be
the responsibility of the institution.
A. MBBS COURSE
This course leads to the award of the degree of Bachelor of Medicine and Bachelor of Surgery
(MBBS) by Baba Farid University of Health Sciences, Faridkot (BFUHS). The normal duration of
the course is five and half academic years (including one calendar year of Compulsory Rotatory
Internship). The course is governed by the rules and regulations of BFUHS and National Medical
Commission (NMC).
Admissions to all categories (Government and Management Quota) of the MBBS course at
Dayanand Medical College and Hospital, Ludhiana are through the NEET-2020 test and
subsequent centralized counseling to be conducted by the Baba Farid University of Health
Sciences, Faridkot (as per Government notification no. 5/09/2020-5HB-III/5234 dated
02/09/2020.
The MBBS degree of the Institution is recognized by the National Medical Commission (NMC).
B. SEATS : Total Number of Seats - 100 per year which are distributed among GOVERNMENT and
MANAGEMENT quota (including NRI seats).
Provisional distribution of Seats is as per Punjab Govt. Notification.
C. GUIDELINES FOR CANDIDATES
i) GOVERNMENT AND MANAGEMENT QUOTA (including NRI Seats)

NRI candidates are required to get eligibility certificate after declaration of NEET
result from BFUHS, Faridkot
I. Apply to BFUHS Faridkot after appearing in NEET 2020 entrance test, attend centralized
counseling and if you are selected for admission to DMCH, go to step-ll.
II. For Admission to DMCH: To get the prospectus (available online also) and fill the application
form within stipulated period as directed by Baba Farid University of Health Sciences,
Faridkot. The candidate should get a bank draft prepared equivalent to the amount to the
prospectus fee or pay cash for the prospectus cash counter (NOT for NRI Category). The
draft should be in favour of “ Dayanand Medical College & Hospital, Ludhiana” and should
be payable at Ludhiana.
III. At the time of filling the admission form, the candidates must fill up all the details as mentioned
in the form.
In case you are selected in non NRI Seat follow IV(a), if NRI follow IV(b).

ii) NRI SEATS : NRI Seats will be filled-up by Baba Farid University of Health Sciences, Faridkot.
D. Seats Remaining Vacant NRI Category (Management Quota)
Any NRI seat(s) remaining vacant will be converted into Management Quota and will be filled as
per Punjab Govt. Notification No. 05/09/2020 - 5HB-111 / 5234 dt. 02/09/2020.
E. Tuition Fee
The Tuition Fee for Govt. Quota seats will be provisionally charged as notified by the Punjab
Government vide notification dated 02/09/2020. DMC & Hospital has challenged the fee fixed by
the Punjab Govt. for Govt. Quota seats before Punjab and Haryana High court vide CWP No.
16254 of 2020 and in the mean time all the students admitted against Govt. Quota seats have to
pay the provisional fee as fixed by the Punjab Govt. vide notification dated 02/09/2020 and to
submit an undertaking to the effect that they will pay the difference of fee subject to the decision of
Hon'ble High Court of Punjab and Haryana.

charges are payable every six months or earlier as per demand raised by the Institution and will be

** Hostel Fee/Other Charges (including AC charges) will be extra for AC Rooms/Special Rooms
and miscellaneous charges will be charged also for all categories of rooms.
c. Refund of Tuition Fee

The fee shall be refunded/adjusted if candidate is shifted from one college to another in
subsequent counselling on operation of the waiting list by BFUHS. The decision regarding
refund of fee in appropriate cases shall be taken as per the guidelines of Baba Farid
University of Health Sciences, Faridkot.
d. Fee from failed students

A student failing in any subject(s) in a University Examination shall be required to pay, for
each subject and each attempt, tuition fee at the rate of ` 2,000 for students admitted
against non-NRI seats or US $ 250 or an equivalent amount (out of NRE Account) for
students admitted against NRI seats.

G. Tuition fee for first six month (Non-NRI) / first instalment (NRI) must be paid at the time of
admission. The tuition fee for subsequent instalments and other charges (Hostel, AC, Water
Charges etc.) must be paid by 31.12.2020, 01.07.2021, 31.12.2021, 01.07.2022, 31.12.2022,
01.07.2023, 31.12.2023 and 01.07.2024.

H. Bank Guarantee/Surety Bond

All the candidates (Except NRI candidates) are required to submit the Bank Guarantee/Surety
bond regarding the balance tuition fee in the format Annexure-C1/C2 alongwith relevant proof of
property and its valuation in original (in case of surety bond). The NRI candidates are required to
submit the Bank Guarantee from NRE Account alongwith the certificate of the Bank to the effect
that the Bank Guarantee is being issued from NRE Account.
I. In case any candidate leaves his/her course in between on account of any reason, he/she has to
pay the entire balance fees.
J. Amendment of prospectus
The provisions of the prospectus may be amended at any stage subject to the decision of
Management / University / NMC or Court of Law.
K. # All fees, including those mentioned in Indian rupee, are payable in foreign currency (cash
currency USD 5,000 or more than USD 5,000 will be accepted only alongwith a copy of currency
declaration form (CDF) submitted with the custom authorities at the airport) or through an NRI
account overseas or an NRE Account within India under bank certification.

GENERAL INFORMATION
1. All admissions are provisional and are subject to approval by the Vice Chancellor, Baba Farid
University of Health Sciences, Faridkot.
2. The courses of study and examinations will be governed by the regulations of BFUHS and NMC.
3. The classes for the failed/detained students will start immediately after the declaration of the
results. Attendance in these classes is compulsory.
4. Inter-medical college migration is not permitted, except under extraordinary circumstances as

considered by NMC and the University.
5. The Rules and Regulations, including fees, may be revised as and when required and the revised
rules and regulations/fee will be applicable irrespectable of the conditions mentioned in this
prospectus.
6. In case of any dispute arising out of any Clause/Provisions of the prospectus, the civil court at
Ludhiana shall have the jurisdiction to entertain, try and decide the dispute.
COLLEGE RULES & REGULATIONS

1. RULES FOR STUDENTS
All the students shall comply with the College Rules and Regulation.
a. Regular and punctual attendance in all class activities like lectures, demonstrations,
practicals, clinicals, tutorials, tests etc.; Central Teaching activities like clinical meetings,
clinico-pathological conferences, guest lectures, seminars as well as extra curricular
activities etc. is compulsory. As per NMC Regulations on Graduate Medical Education, no
student shall be allowed to appear in the professional examination of the concerned subject
if his/her attendance falls short of 75% in either theory or non-theory teaching.
b. Students, whose conduct and academic standards are considered unsatisfactory, shall not
be allowed to appear in the University Examination or to hold any post in any extracurricular
committee of the College.
c. Leave of absence from classes must be taken from the Dean Academics. In case of illness,
a medical certificate by a qualified doctor must be submitted immediately. However, if a
student falls sick in Ludhiana, a certificate from a consultant of the institution would be
required. The student should have 75% attendance in order to be eligible to appear in
the professional examination in each subject. The remaining 25% is meant to
accommodate unforeseen circumstances like sickness, family commitments etc.
d. Students must wear clean and ironed white coats at all times during college hours.

e. The following are strictly forbidden in the institution:
i) Possession or use of alcoholic beverages or delinquency under the influence of

alcohol.
ii) Possession or use of addictive or hallucinogenic drugs in the campus.
iii) Gambling
iv) Possession or use of firearms or any lethal weapon.
f. Students are not allowed to paste notices within the institution without prior written
permission from the Principal. They should not communicate with any outside authority
directly. All such communications must be submitted through the office of the Principal.
g. Students must pay for all damages caused by them to college property.
h. College fees and/or any other dues must be paid in full by the dates stated in the prospectus
and/or in the college notifications. Defaulters may be suspended from classes until the
fees/dues have been deposited.
i. The Principal, in consultation with the Management, senior staff members and
administrative officers shall deal with any serious irregularity, neglect of duties, breach of
rules or acts of indiscipline. Penalty could be either written or verbal warning, fine,
suspension and/or removal as office bearer of any organization and/or removable expulsion
from the college/hostel and/ or adverse entry in the student's personal file. The Principal is
competent to remit any penalty imposed by him.
j. The decision of the Governing Board of the institution, in all disputes, would be final and
binding on the student.
k. This is for the information of all candidates that as per Hon'ble Supreme Court of
India, UGC & Medical Council of India Regulations if any incident of ragging comes to
the notice of the authority, the concerned student shall be given liberty to explain and
if his/her explanation is not found satisfactory, the authority would expel him/her
from the institution. All the candidates and their parents / guardians are also required
to submit undertakings, (Annexure D-1 to D-4) to this effect.
Additionally the student is required to produce behaviour pattern certificate

(Annexure F) in an sealed envelope sent through Registered Post/Speed
Post/through student.
The students are required to visit www.amanmovement.org / antiragging.in to fill the

antiragging undertakings by students & parents/guardian.
The Medical Council of India notification in this relation/regard is hereby reproduced (on
page no. 28-38)
l. The students are not allowed to bring and park any four wheeler vehicle in the
college. They are permitted to bring a two wheeler vehicle to college and park it in the
parking only. The students are required to give an undertaking at the time of
admission with request for 2 wheelers parking.

COLLEGE RULES & REGULATIONS
1. INTERNAL ASSESSMENT
The internal assessment in each subject calculated as MCI & BFUHS Faridkot, directions, shall
be based on:
a. Day-to-day assessment & evaluation of practicals, students assignment, preparation for
seminars, clinical case presentation etc.
b. Performance in regular periodical examinations.
c. Conduct of the student both inside and outside the college campus as well as performance
of duties allotted,
d. Attendance in Theory as well as non-theory classes.
e. A student must secure at least 35% of the total marks fixed for internal assessment in the
particular subject in order to be eligible to appear in the University Examination of that
subject. However, to pass the examination a student has to secure minimum 50% of total
marks in theory and practical examinations separately in each subject as per university
regulations.
2. PERIODIC PROGRESS REPORT

Progress report of each student will be sent periodically to the parents/guardians either by post or
e-mail.
ACADEMIC AWARDS
The following criteria have been laid down for Academic awards to MBBS Students:
i. All awards will be based purely on merit, as per performance in the MBBS Professional
examinations.
ii. Institutional Gold, Silver and Bronze medals will be awarded to first 3 position holders in each
MBBS Professional Examination, i.e. First MBBS, Second MBBS, Final MBBS Part-I and Final
MBBS Part-II examination.
iii. Institutional Gold medal will be given to the Best Graduate of the year based on the total marks in
all professional examinations.
iv. Best All Rounder award will be given to a student based on overall performance in academics and
extra curricular activities during the MBBS course.
v. Merit certificates will be given to first 3 position holders in each subject in the University MBBS
Professional Examination.
vi. Best attendance award will be given to a student based on attendance of the academic year
under consideration. A student is eligible for this award only if he has minimum of 95% attendance
in all the subjects he studied in the year under consideration.
vii. College colour will be awarded based on overall performance.

THE CENTRAL LIBRARY
GENERAL INFORMATION
a. Centrally air conditioned College Library situated at Medical College Campus has a rich
collection of books with a wide range of topics in medical sciences. Library has regularly
subscribing many foreign and national journals of different specialities, those are available in
both Print and electronic format. Library is connected with high speed internet connections and
25 computers have been installed for the use of students. Libraries offers a wide range of CAS
and SDI services such as Photostat, Internet, Citation alert services and also provide platforms
for access e-books and e-journals.
b. The working hours of the central library are 9 AM to 12 (midnight) and 9 AM to 11 PM on
Sunday/holiday.
c. Students are not allowed to use the library during class hours.
The students shall observe the following general rules of the library:
a. All personal belongings, such as bag, coat, umbrella that do not belong to the library must be
keep on the property counter, which is placed at the entrance of the library.
b. Put your relevant daily information (signature, In & Out time) on the visitor register, placed near
the entrance of the library
c. Mobile phones are strictly prohibited in the library.
d. Beverages and eatables are not allowed inside the library.
e. Silence and decorum must be maintained in the library. Any infringement of these rules will result
in serious disciplinary action.
f. Browse newspaper and magazines at the earmarked place only.
g. Use of internet facilities in the library is only for academic purpose.
h. Take personal books and other paraphernalia while leave the library, library staff will not be
responsible for any loss.
I Leave the library 10 minutes before the scheduled closing time.
RULES FOR ISSUE AND RETURN OF LIBRARY DOCUMENTS :
a. The student must deposit the prescribed security in order to be eligible to use the library
b. The library circulation services will remain open on all working days from 9 am to 9 pm, and on
account of Sunday, holiday circulation services will remain closed.
c. Every student shall be issued a borrower card to be stamped and signed by the Library Assistant,
each time a book is issued or returned. If borrower card is lost, duplicate card can be obtained
from principal office on the prescribed payment.
d. Each student is entitled to get two books issued for 14 days. If any borrower does not return the
issued book at the given time, he/she shall be liable to pay a fine of Rs. 10/- per book for each
extra day. The issued book can be reissued twice provided they are not required by any other
user. Books borrowed should be protected from RAIN, DUST, and INSECT.
e. Reference books/ thesis/journals/CD/DVD-ROMs/Magazines and Newspaper shall not be
issued. These are for reading purpose in the library only. If any student retains the above said,
fine Rs. 100/- per document per day will be charged.
f. Reference books are issued for reading in the library only provided the borrower carrying his/her
library card/identity card.
g. Any user who loses deface, mark, cut, mutilate or damage library document shall be liable to pay
the cost of the same at the prevailing price and also has to pay the fine plus cost of the book plus
processing charges. In case of book having multiple volumes and one volume is lost/ damaged
which is not available in the market; the cost of whole set of volumes shall be recovered.
h. The borrowing facility can be withdrawn or restricted in case of misbehaviour of users for their
misuse of the library.
I Library cards are not transferable: the borrower card holder should come personally to borrow
the books and the authorization is not allowed.

HOSTEL REGULATIONS
1. ACCOMMODATION
Good accommodation is provided separately for boys and girls. Accommodation for NRI
students is available in boys hostels only (on additional charges).
2. HOSTEL RULES FOR BOYS AND GIRLS
a. The hostellers are required to follow the hostel instructions as given below as well as the
rules amended from time to time. An undertaking in the prescribed form shall be submitted
by each hostel applicant.
b. Rooms are allotted on the basis of the criteria/procedure laid down by the Principal/Dean
Academics from time to time. No changes in room occupancy shall be affected during
the same semester.
c. The student, at the time of admission to the hostel, must show the receipt of the Hostel Fee
and Room Rent paid to the Warden to his/her satisfaction, without which the
accommodation in the hostel shall not be allotted.
d. No student is allowed to keep any unauthorized person, including another DMCH student,
in his/her room without the prior written permission of Hostel Warden/Supdt. Any
infringement of these rules shall result in expulsion from the hostel.
e. Hostellers are NOT allowed to use T.V, hot plates, induction heater or other electrical
appliances run by power other than the ones specified. For the use of Refrigerator prior
written permission from Principal must be obtained and extra charges paid. If a hosteller is
found to use any such electrical appliance without written permission from the Principal,
the same shall be confiscated and guilty hosteller fined. He/she will also be liable to be
expelled from hostel.
f. Hostelers will be held fully responsible for any loss or damage to the electrical fittings
furniture etc. in their room(s).
g. Hostelers should avoid keeping expensive jewellery items or cash in their rooms. In case of
theft of any of these items, the institution shall not be responsible.
h. Hostelers wishing to absent themselves from the hostel after closing time of gates, except
when on duty, shall obtain a permit from the Warden and sign a register kept by the Warden
stating their whereabouts and the expected time of return to the hostel.
i. The hostel gates will be closed from 11.00 PM - 6.00 AM. Prior permission in writing will be
required for entry beyond this time.
The student who will overstay in the Hostel after completion of his/her MBBS Course
shall be liable to pay a fine of @ Rs. 500/- Per day from the date of completion of his/her
course till the handing over of vacant possession to the hostel warden.
The student seeking extension in his/her MBBS internship/course has to take prior
approval from the Dean Academics/Principal for overstaying in the Hostel. Otherwise
he/she has to pay a fine @ Rs. 500/- per day from the date of completion of his/her MBBS
internship/course till the date of handling over of vacant possession.
During the overstay the concerned student shall be liable to pay hostel charges
proportionately along with other charges such like as electricity and water charges in
advance.
Permission to overstay shall be the sole discretion of the institute subject to availability
and there shall be no vested right of nay student.

j. Library Timings : Students availing library facilities after 10pm can enter in the Hostel on
the production of Library attendance slip issued from the Library Staff. The fresh MBBS
graduates (1st year) will be allowed to avail this facility only after 3 months.
k. No Hosteller shall be absent from the hostel without written permission of the Warden/
Superintendent. Residents wishing to visit friends or relatives allowed by the parents, even
on holidays, are required to obtain the written permission of the Warden. Any liability
arising out of violation of this rule by any hosteller shall NOT lie with the Institution.
l. The room of any hosteller is liable to be inspected by the authorities including Senior
Warden and Junior Warden at any time of day or night.
m. Any student found in possession of or having taken alcoholic drinks or any kind of
narcotic/intoxicating drugs shall be expelled from the hostel.
n. Discovery of any lethal weapons or fire-arms on the person or in possession of a
student or those creating indiscipline in hostel shall face expulsion from the college
and hostel immediately.
o. All the hostellers are required to take their meals in the mess and No meal will be served in
the rooms .
p. No hosteller shall misbehave with the hostel warden/mess/canteen employees under any
circumstances. Any complaint against employee(s) must be brought to the notice of the
warden/superintendent.
q. Any illness must be reported to the Warden by the student concerned at once.
r. Any celebration (birthday party/passing out) in the hostel premises may be held only after
prior written permission from Hostel Supdt./Warden. Any unauthorised gathering will
attract strict disciplinary action.
s. Lady visitors to Boy's hostel and male visitors to Girls' hostel are permitted only in the Guest
Room. They are NOT allowed to visit any hostel room under any circumstances.
t. Hostellers may submit passport-size photographs of two relatives of the same
gender for making Identity Cards so that they can visit their rooms. The visitors
must present the identity cards at the Hostel Entrance and make the necessary
entry in the register kept for the purpose.
u. All students are required to attend classes regularly and are required to leave the hostel by
the start of class hours on all working days. Students staying back in the hostels during
class hours are liable for an explanation/punishment for their absence from the classes.
v. No hosteller shall create any disturbance or nuisance in any form for the fellow hostellers.
The use of radios/TVs/Stereos/Music Systems after 10 P.M. resulting in disturbance to
fellow hostellers, is NOT permitted.
w. Any situation not covered by these rules shall be decided by the Principal/Dean Academics.
Any disobedience will invite strict disciplinary action as decided by authorities.
x. Any act of indiscipline in the boys hostel are liable to pay Rs. 5000/- fine first time and
Rs. 10,000/- the second time.
y. The students are not allowed to bring and park any four wheeler vehicle in the hostel. They
are permitted to bring a two wheeler vehicle to hostel and park it in the parking only. The
students are required to give an undertaking at the time of admission with request for
2 wheelers parking.
3. ADDITIONAL RULES GIRLS HOSTEL

a. The parents will write to Principal/Dean Academics, at the time of hostel admission, the
names and addresses of the relatives/friends who would visit the girl students or with
whom she can stay overnight.
b Attendance will be taken between 9.00 P.M. -9.30 P.M. daily in the Hostel (Biometric) .

WITH THE PREVIOUS SANCTION OF THE CENTRAL GOVERNMENT HEREBY MAKES THE
FOLLOWING REGULATIONS, NAMELY:-
1. SHORT TITLE, COMMENCEMENT AND APPLICABILITY
(I) THESE REGULATIONS MAY BE CALLED THE MEDICAL COUNCIL OF INDIA

(PREVENTION AND PROHIBITION OF RAGGING IN MEDICAL COLLEGES /
INSTITUTIONS) REGULATIONS, 2009.
(II) THEY SHALL COME INTO FORCE ON THE DATE OF THEIR PUBLICATION IN THE
OFFICIAL GAZETTE.
2. OBJECTIVE:-
TO ROOT OUT RAGGING IN ALL ITS FORMS FROM MEDICAL COLLEGES/INSTITUTIONS IN
THE COUNTRY BY PROHIBITING IT BY LAW, PREVENTING ITS OCCURRENCE BY
FOLLOWING THE PROVISIONS OF THESE REGULATIONS AND PUNISHING THOSE WHO
INDULGE IN RAGGING AS PROVIDED FOR IN THESE REGULATIONS AND THE
APPROPRIATE LAW IN FORCE.
3. DEFINITIONS:- FOR THE PURPOSES OF THESE REGULATIONS:-
3.1 “MEDICAL COLLEGE” MEANS AN INSTITUTION, WHETHER KNOWN AS SUCH OR BY ANY

OTHER NAME, WHICH PROVIDES FOR A PROGRAMME, BEYOND 12 YEARS OF
SCHOOLING, FOR OBTAINING RECOGNIZED MBBS QUALIFICATION FROM A UNIVERSITY
AND WHICH, IN ACCORDANCE WITH THE RULES AND REGULATIONS OF SUCH
UNIVERSITY, IS RECOGNIZED AS COMPETENT TO PROVIDE FOR SUCH PROGRAMMES OF
STUDY AND PRESENT STUDENTS UNDERGOING SUCH PROGRAMMES OF STUDY FOR
THE EXAMINATION FOR THE AWARD OF RECOGNIZED MBBS/PG DEGREE/DIPLOMA
QUALIFICATIONS.
3.2 “HEAD OF THE INSTITUTION” MEANS THE DEAN/PRINCIPAL/DIRECTOR OF THE

CONCERNED MEDICAL COLLEGE/INSTITUTION.
3.3 RAGGING” INCLUDES THE FOLLOWING:

ANY CONDUCT WHETHER BY WORDS SPOKEN OR WRITTEN OR BY AN ACT WHICH HAS
THE EFFECT OF HARASSING, TEASING, TREATING OR HANDLING WITH RUDENESS ANY
OTHER STUDENT, INDULGING IN ROWDY OR UNDISCIPLINED ACTIVITIES WHICH CAUSES
OR IS LIKELY TO CAUSE ANNOYANCE, HARDSHIP OR PSYCHOLOGICAL HARM OR TO
RAISE FEAR OR APPREHENSION THEREOF IN A FRESHER OR A JUNIOR STUDENT OR
ASKING THE STUDENTS TO DO ANY ACT OR PERFORM SOMETHING WHICH SUCH
STUDENT WILL NOT IN THE ORDINARY COURSE AND WHICH HAS THE EFFECT OF
CAUSING OR GENERATING A SENSE OF SHAME OR EMBARRASSMENT SO AS TO
ADVERSELY AFFECT THE PHYSIQUE OR PSYCHE OF A FRESHER OR A JUNIOR STUDENT.
THE CONDUCT INCLUDES BUT IS NOT RESTRICTED TO ANY ACT BY A SENIOR STUDENT

THAT PREVENTS, DISRUPTS OR DISTURBS THE REGULAR ACADEMIC ACTIVITY OF ANY
OTHER STUDENT OR A FRESHER; EXPLOITING THE SERVICES OF A FRESHER, OR ANY
OTHER STUDENTS FOR COMPLETING THE ACADEMIC TASKS ASSIGNED TO AN
INDIVIDUAL OR A GROUP OF STUDENTS; ANY ACT OF FINANCIAL EXTORTION OR
FORCEFUL EXPENDITURE BURDEN PUT ON A FRESHER OR ANY OTHER STUDENT BY
STUDENTS; ANY ACT OF PHYSICAL ABUSE INCLUDING ALL VARIANTS OF IT: SEXUAL
ABUSE, HOMOSEXUAL ASSAULTS, STRIPPING, FORCING OBSCENE AND LEWD ACTS,
GESTURES, CAUSING BODILY HARM OR ANY OTHER DANGER TO HEALTH OR PERSON;
ANY ACT OR ABUSE BY SPOKEN WORDS, EMAILS, POST, PUBLIC INSULTS WHICH WOULD
ALSO INCLUDE DERIVING PERVERTED PLEASURE, "VICARIOUS OR SADISTIC THRILL
FROM ACTIVITY OR PASSIVELY PARTICIPATING IN THE DISCOMFITURE TO FRESHER OR
ANY OTHER STUDENTS; ANY ACT THAT AFFECTS THE MENTAL HEALTH AND SELF-
CONFIDENCE OF A FRESHER OR ANY OTHER STUDENT WITH OR WITHOUT AN INTENT TO
DERIVE A SADISTIC PLEASURE OR SHOWING OFF POWER, AUTHORITY OR SUPERIORITY
BY A STUDENT OVER ANY FRESHER OR ANY OTHER STUDENT.”
3.4 MCI MEANS MCI CONSTITUTED IN TERMS OF SECTION 3 OF INDIAN MEDICAL COUNCIL
ACT, 1956.
3.5 “UNIVERSITY” MEANS A UNIVERSITY ESTABLISHED OR INCORPORATED BY OR UNDER A
CENTRAL ACT, A PROVINCIAL ACT OR A STATE ACT, AN INSTITUTION DEEMED TO BE
UNIVERSITY UNDER SECTION 3 OF THE UGC ACT,1956, OR AN INSTITUTION SPECIALLY
EMPOWERED BY AN ACT OF PARLIAMENT TO CONFER OR GRANT DEGREES.
4. PUNISHABLE INGREDIENTS OF RAGGING:-

• ABETMENT TO RAGGING;
• CRIMINAL CONSPIRACY TO RAG;
• UNLAWFUL ASSEMBLY AND RIOTING WHILE RAGGING;
• PUBLIC NUISANCE CREATED DURING RAGGING;
• VIOLATION OF DECENCY AND MORALS THROUGH RAGGING;
• INJURY TO BODY, CAUSING HURT OR GRIEVOUS HURT;
• WRONGFUL RESTRAINT;
• WRONGFUL CONFINEMENT;
• USE OF CRIMINAL FORCE;
• ASSAULT AS WELL AS SEXUAL OFFENCES OR EVEN UNNATURAL OFFENCES;
• EXTORTION;
• CRIMINAL TRESPASS;
• OFFENCES AGAINST PROPERTY;
• CRIMINAL INTIMIDATION;
• ATTEMPTS TO COMMIT ANY OR ALL OF THE ABOVE MENTIONED OFFENCES AGAINST
THE VICTIM(S);
• PHYSICAL OR PSYCHOLOGICAL HUMILIATION.
• ALL OTHER OFFENCES FOLLOWING FROM THE DEFINITION OF “RAGGING”.
5. MEASURES FOR PROHIBITION OF RAGGING:-

5.1 THE MEDICAL COLLEGE/INSTITUTION/UNIVERSITY SHALL STRICTLY OBSERVE THE
P R O V I S I O N S O F T H E A C T O F T H E C E N T R A L G O V E R N M E N T A N D T H E S TAT E
GOVERNMENTS, IF ANY, OR IF ENACTED AND / OR FOR THE TIME BEING IN FORCE,
CONSIDERING RAGGING AS A COGNIZABLE OFFENCE UNDER THE LAW AT PAR WITH RAPE
AND OTHER ATROCITIES AGAINST WOMEN AND ILL-TREATMENT OF PERSONS BELONGING
TO THE SC/ST AND PROHIBITING RAGGING IN ALL ITS FORMS IN ALL INSTITUTIONS.

5.2 RAGGING IN ALL ITS FORMS SHALL BE TOTALLY BANNED IN THE ENTIRE MEDICAL
COLLEGE/INSTITUTION / UNIVERSITY INCLUDING ITS DEPARTMENTS, CONSTITUENT
UNITS, ALL ITS PREMISES (ACADEMIC, RESIDENTIAL, SPORTS, CANTEEN, ETC)
WHETHER LOCATED WITHIN THE CAMPUS OR OUTSIDE AND IN ALL MEANS OF
TRANSPORTATION OF STUDENTS WHETHER PUBLIC OR PRIVATE.
5.3 THE MEDICAL COLLEGE/INSTITUTION / UNIVERSITY SHALL TAKE STRICT ACTION
AGAINST THOSE FOUND GUILTY OF RAGGING AND/OR OF ABETTING RAGGING.
6. MEASURES FOR PREVENTION OF RAGGING AT THE INSTITUTION LEVEL:-
6.1 BEFORE ADMISSIONS:-

6.1.1 THE ADVERTISEMENT FOR ADMISSIONS SHALL CLEARLY MENTION THAT RAGGING IS
TOTALLY BANNED / PROHIBITED IN THE MEDICAL COLLEGE/INSTITUTION AND ANYONE
FOUND GUILTY OF RAGGING AND/OR ABETTING RAGGING IS LIABLE TO BE PUNISHED
APPROPRIATELY.
6.1.2 THE BROCHURE OF ADMISSION/INSTRUCTION BOOKLET FOR CANDIDATES SHALL

PRINT IN BLOCK LETTERS THESE REGULATIONS IN FULL (INCLUDING ANNEXURES).
6.1.3 T H E ‘P R O S P E C T U S’ A N D O T H E R A D M I S S I O N R E L AT E D D O C U M E N T S S H A L L
INCORPORATE ALL DIRECTIONS OF THE HON’BLE SUPREME COURT AND /OR THE
CENTRAL OR STATE GOVERNMENTS AS APPLICABLE, SO THAT THE CANDIDATES AND
THEIR PARENTS/ GUARDIANS ARE SENSITIZED IN RESPECT OF THE PROHIBITION AND
CONSEQUENCES OF RAGGING.
6.1.4 A BROCHURE OR BOOKLET/LEAFLET SHALL BE DISTRIBUTED TO EACH STUDENT AT THE

BEGINNING OF EACH ACADEMIC SESSION FOR OBTAINING UNDERTAKING NOT TO
INDULGE OR ABET RAGGING AND SHALL CONTAIN THE BLUEPRINT OF PREVENTION AND
METHODS OF REDRESS.
THE APPLICATION FORM FOR ADMISSION/ ENROLMENT SHALL HAVE A PRINTED
UNDERTAKING, PREFERABLY BOTH IN ENGLISH/HINDI AND IN ONE OF THE REGIONAL
LANGUAGES KNOWN TO THE INSTITUTION AND THE APPLICANT (ENGLISH VERSION GIVEN
IN ANNEXURE I, PART I), TO BE FILLED UP AND SIGNED BY THE CANDIDATE TO THE EFFECT
THAT HE/SHE IS AWARE OF THE LAW REGARDING PROHIBITION OF RAGGING AS WELL AS
THE PUNISHMENTS, AND TO THE EFFECT THAT HE/SHE HAS NOT BEEN EXPELLED AND/OR
DEBARRED FROM ADMISSION BY ANY INSTITUTION AND THAT HE/SHE, IF FOUND GUILTY OF
THE OFFENCE OF RAGGING AND/OR ABETTING RAGGING, IS LIABLE TO BE PUNISHED
APPROPRIATELY.
6.1.5 THE APPLICATION FORM SHALL ALSO CONTAIN A PRINTED UNDERTAKING, PREFERABLY
BOTH IN ENGLISH/HINDI AND IN ONE OF THE REGIONAL LANGUAGES KNOWN TO THE
INSTITUTION AND THE PARENT/ GUARDIAN (ENGLISH VERSION GIVEN IN ANNEXURE I,
PART II), TO BE SIGNED BY THE PARENT/ GUARDIAN OF THE APPLICANT TO THE EFFECT
THAT HE/ SHE IS ALSO AWARE OF THE LAW IN THIS REGARD AND AGREES TO ABIDE BY
THE PUNISHMENT METED OUT TO HIS/ HER WARD IN CASE THE LATTER IS FOUND
GUILTY OF RAGGING AND/OR ABETTING RAGGING.
A DATABASE SHALL BE CREATED OUT OF AFFIDAVITS AFFIRMED BY EACH STUDENT AND
HIS/HER PARENTS/GUARDIANS STORED ELECTRONICALLY, AND SHALL CONTAIN THE
DETAILS OF EACH STUDENT. THE DATABASE SHALL ALSO FUNCTION AS A RECORD OF
RAGGING COMPLAINTS RECEIVED.

6.1.6 THE APPLICATION FOR ADMISSION SHALL BE ACCOMPANIED BY A DOCUMENT IN THE
FORM OF THE SCHOOL LEAVING CERTIFICATE/TRANSFER CERTIFICATE/MIGRATION
CERTIFICATE/ CHARACTER CERTIFICATE WHICH SHALL INCLUDE A REPORT ON THE
BEHAVIORAL PATTERN OF THE APPLICANT, SO THAT THE INSTITUTION CAN
THEREAFTER KEEP INTENSE WATCH UPON A STUDENT WHO HAS A NEGATIVE ENTRY IN
THIS REGARD.
6.1.7 A STUDENT SEEKING ADMISSION TO A HOSTEL FORMING PART OF THE MEDICAL

COLLEGE/ INSTITUTION/UNIVERSITY, OR SEEKING TO RESIDE IN ANY TEMPORARY
P R E M I S E S N O T F O R M I N G PA RT O F T H E I N S T I T U T I O N, I N C L U D E A P R I VAT E
COMMERCIALLY MANAGED LODGE OR HOSTEL, SUBMIT ADDITIONAL UNDERTAKING IN
THE FORM OF ANNEXURE I (BOTH PARTS) ALONG WITH HIS/HER APPLICATION FOR
HOSTEL ACCOMMODATION.”
6.1.8 TO MAKE THE COMMUNITY AT LARGE AND THE STUDENTS IN PARTICULAR AWARE OF
THE DEHUMANIZING EFFECT OF RAGGING, AND THE APPROACH OF THE INSTITUTION
T O WA R D S T H O S E I N D U L G I N G I N R A G G I N G , B I G P O S T E R S ( P R E F E R A B LY
MULTICOLORED WITH DIFFERENT COLOURS FOR THE PROVISIONS OF LAW,
PUNISHMENTS, ETC.) SHALL BE PROMINENTLY DISPLAYED ON ALL NOTICE BOARDS OF
ALL DEPARTMENTS, HOSTELS AND OTHER BUILDINGS AS WELL AS AT VULNERABLE
PLACES. SOME OF SUCH POSTERS SHALL BE OF PERMANENT NATURE IN CERTAIN
VULNERABLE PLACES.
6.1.9 APART FROM PLACING POSTERS MENTIONED IN SUB-CLAUSE 6.1.9 ABOVE AT

STRATEGIC PLACES, THE MEDICAL COLLEGE/INSTITUTION SHALL UNDERTAKE
MEASURES FOR EXTENSIVE PUBLICITY AGAINST RAGGING BY MEANS OF AUDIO-
VISUAL AIDS, BY HOLDING COUNSELING SESSIONS, WORKSHOPS, PAINTING AND
DESIGN COMPETITIONS AMONG STUDENTS AND OTHER METHODS AS IT DEEMS FIT.
6.1.10 THE MEDICAL COLLEGE/INSTITUTION/UNIVERSITY SHALL REQUEST THE MEDIA TO GIVE

ADEQUATE PUBLICITY TO THE LAW PROHIBITING RAGGING AND THE NEGATIVE
ASPECTS OF RAGGING AND THE INSTITUTION’S RESOLVE TO BAN RAGGING AND
PUNISH THOSE FOUND GUILTY WITHOUT FEAR OR FAVOUR.
6.1.11 THE MEDICAL COLLEGE/INSTITUTION/UNIVERSITY SHALL UTILIZE THE VACATION

PERIOD BEFORE THE START OF THE NEW ACADEMIC YEAR TO LAUNCH WIDE PUBLICITY
CAMPAIGN AGAINST RAGGING THROUGH POSTERS, LEAFLETS. SEMINARS, STREET
PLAYS, ETC.
6.1.12 THE MEDICAL COLLEGE/INSTITUTION/UNIVERSITY SHALL IDENTIFY, PROPERLY

ILLUMINATE AND KEEP A CLOSE WATCH ON ALL LOCATIONS KNOWN TO BE VULNERABLE
TO OCCURRENCES OF RAGGING INCIDENTS.”
6.1.13 THE MEDICAL COLLEGE/INSTITUTION/UNIVERSITY SHALL TIGHTEN SECURITY IN ITS

PREMISES, ESPECIALLY AT VULNERABLE PLACES AND INTENSE POLICING BY ANTI-
RAGGING SQUAD, REFERRED TO IN THESE REGULATIONS AND VOLUNTEERS, IF ANY,
SHALL BE RESORTED TO AT SUCH POINTS AT ODD HOURS DURING THE EARLY MONTHS
OF THE ACADEMIC SESSION.”
6.1.13 (A) THE HEAD OF THE INSTITUTIONS SHALL PROVIDE INFORMATION TO THE LOCAL
POLICE AND LOCAL AUTHORITIES, THE DETAILS OF EVERY PRIVATELY COMMERCIALLY
MANAGED HOSTELS OR LODGES USED FOR RESIDENTIAL PURPOSES BY STUDENTS
ENROLLED IN THE INSTITUTION AND THE HEAD OF THE INSTITUTION SHALL ALSO
ENSURE THAT THE ANTI-RAGGING SQUAD SHALL ENSURE VIGIL IN SUCH LOCATIONS TO
PREVENT THE OCCURRENCE OF RAGGING THEREIN.”

6.2. ON ADMISSION:-
6.2.1 EVERY FRESHER ADMITTED TO THE MEDICAL COLLEGE/INSTITUTION/UNIVERSITY

SHALL BE GIVEN A PRINTED LEAFLET DETAILING WHEN AND TO WHOM HE/SHE HAS TO
TURN TO FOR HELP AND GUIDANCE FOR VARIOUS PURPOSES (INCLUDING WARDENS,
HEAD OF THE INSTITUTION, MEMBERS OF THE ANTI-RAGGING COMMITTEES, RELEVANT
DISTRICT AND POLICE AUTHORITIES), ADDRESSES AND TELEPHONE NUMBERS OF
SUCH PERSONS/ AUTHORITIES, ETC., SO THAT THE FRESHER NEED NOT LOOK UP TO
THE SENIORS FOR HELP IN SUCH MATTERS AND GET INDEBTED TO THEM AND START
DOING THINGS, RIGHT OR WRONG, AT THEIR BEHEST. SUCH A STEP WILL REDUCE THE
FRESHERS’ DEPENDENCE ON THEIR SENIORS.
EVERY INSTITUTION SHOULD ENGAGE OR SEEK THE ASSISTANCE OF PROFESSIONAL

COUNSELORS AT THE TIME OF ADMISSIONS TO COUNSEL `FRESHERS' IN ORDER TO
PREPARE THEM FOR THE LIFE AHEAD, PARTICULARLY FOR ADJUSTING TO THE LIFE IN
HOSTELS.
6.2.2 THE MEDICAL COLLEGE/INSTITUTION/UNIVERSITY THROUGH THE LEAFLET MENTIONED

ABOVE SHALL EXPLAIN TO THE NEW ENTRANTS THE ARRANGEMENTS FOR THEIR
INDUCTION AND ORIENTATION WHICH PROMOTE EFFICIENT AND EFFECTIVE MEANS OF
INTEGRATING THEM FULLY AS STUDENTS.
6.2.3 THE LEAFLET MENTIONED ABOVE SHALL ALSO INFORM THE FRESHERS ABOUT THEIR
RIGHTS AS BONAFIDE STUDENTS OF THE INSTITUTION AND CLEARLY INSTRUCTING
THEM THAT THEY SHOULD DESIST FROM DOING ANYTHING AGAINST THEIR WILL EVEN IF
ORDERED BY THE SENIORS, AND THAT THEY HAVE NOTHING TO FEAR AS THE
INSTITUTION CARES FOR THEM AND SHALL NOT TOLERATE ANY ATROCITIES AGAINST
THEM.
6.2.4 THE LEAFLET MENTIONED ABOVE SHALL CONTAIN A CALENDAR OF EVENTS AND
ACTIVITIES LAID DOWN BY THE INSTITUTION TO FACILITATE AND COMPLEMENT
FAMILIARIZATION OF FRESHERS WITH THE ACADEMIC ENVIRONMENT OF THE
INSTITUTION.
6.2.5 THE MEDICAL COLLEGE/INSTITUTION/UNIVERSITY SHALL ALSO ORGANIZE JOINT

SENSITIZATION PROGRAMMES OF ‘FRESHERS’AND SENIORS.
ON THE ARRIVAL OF SENIOR STUDENTS AFTER THE FIRST WEEK OR AFTER THE
SECOND WEEK AS THE CASE MAY BE, FURTHER ORIENTATION PROGRAMMES MUST BE
SCHEDULED AS FOLLOWS (I) JOINT SENSITIZATION PROGRAMME AND COUNSELING OF
BOTH 'FRESHERS' AND SENIOR BY A PROFESSIONAL COUNSELOR; (II) JOINT
ORIENTATION PROGRAMME OF 'FRESHERS' AND SENIORS TO BE ADDRESSED BY THE
PRINCIPAL/HEAD OF THE INSTITUTION, AND THE ANTI -RAGGING COMMITTEE ; (III)
ORGANIZATION ON A LARGE SCALE OF CULTURAL, SPORTS AND OTHER ACTIVITIES TO
PROVIDE A PLATFORM FOR THE 'FRESHERS' AND SENIORS TO INTERACT IN THE
PRESENCE OF FACULTY MEMBERS ; (IV) IN THE HOSTEL, THE WARDEN SHOULD
ADDRESS ALL STUDENTS; MAY REQUEST TWO JUNIOR COLLEAGUES FROM THE
COLLEGE FACULTY TO ASSIST THE WARDEN BY BECOMING RESIDENT TUTORS FOR A
TEMPORARY DURATION.

AS FAR AS POSSIBLE FACULTY MEMBERS SHOULD DINE WITH THE HOSTEL RESIDENTS
IN THEIR RESPECTIVE HOSTELS TO INSTILL A FEELING OF CONFIDENCE AMONG THE
FRESHERS.”
6.2.6 FRESHERS OR ANY OTHER STUDENT(S) SHALL BE ENCOURAGED TO REPORT

INCIDENTS OF RAGGING, EITHER AS VICTIMS, OR EVEN AS WITNESSES. THE IDENTITY
OF SUCH INFORMANTS SHALL BE PROTECTED AND SHALL NOT BE SUBJECT TO ANY
ADVERSE CONSEQUENCE ONLY FOR THE REASON FOR HAVING REPORTED SUCH
INCIDENTS.”
6.2.7 EACH BATCH OF FRESHERS, ON ARRIVAL AT THE INSTITUTION, SHALL BE DIVIDED INTO
SMALL GROUP AND EACH SUCH GROUP SHALL BE ASSIGNED TO A MEMBER OF THE
FACULTY, WHO SHALL INTERACT INDIVIDUALLY WITH EACH MEMBER OF THE GROUP
EVERYDAY FOR ASCERTAINING THE PROBLEMS IS DIFFICULTIES, IF ANY, FACED BY THE
FRESHER IN THE INSTITUTION AND SHALL EXTEND NECESSARY HELP TO THE FRESHER
IN OVERCOMING THE SAME.
6.2.8 FRESHERS SHALL BE LODGED, AS FAR AS MAY BE, IN A SEPARATE HOSTEL BLOCK, AND
WHERE SUCH FACILITY ARE NOT AVAILABLE, THE INSTITUTION SHALL ENSURE THAT
ACCESS OF SENIORS TO ACCOMMODATION ALLOTTED TO FRESHERS IS STRICTLY
MONITORED BY WARDENS, SECURITY GUARDS AND OTHER STAFF OF THE INSTITUTION.
6.2.9 A ROUND THE CLOCK VIGIL AGAINST RAGGING IN THE HOSTEL PREMISES, IN ORDER TO
PREVENT RAGGING IN THE HOSTELS AFTER THE CLASSES ARE OVER, SHALL BE
ENSURED BY THE INSTITUTION.”
6.3. AT THE END OF THE ACADEMIC YEAR:-
6.3.1 AT THE END OF EVERY ACADEMIC YEAR THE DEAN/PRINCIPAL/DIRECTOR SHALL SEND A
LETTER TO THE PARENTS/GUARDIANS OF THE STUDENTS WHO ARE COMPLETING THE
FIRST YEAR INFORMING THEM ABOUT THE LAW REGARDING RAGGING AND THE
PUNISHMENTS, AND APPEALING TO THEM TO IMPRESS UPON THEIR WARDS TO DESIST
FROM INDULGING IN RAGGING WHEN THEY COME BACK AT THE BEGINNING OF THE
NEXT ACADEMIC SESSION.
6.3.2 AT THE END OF EVERY ACADEMIC YEAR THE MEDICAL COLLEGE/INSTITUTION

/UNIVERSITY SHALL FORM A ‘MENTORING CELL’ CONSISTING OF MENTORS FOR THE
SUCCEEDING ACADEMIC YEAR. THERE SHALL BE AS MANY LEVELS OR TIERS OF
MENTORS AS THE NUMBER OF BATCHES IN THE INSTITUTION, AT THE RATE OF 1 MENTOR
FOR 6 FRESHERS AND 1 MENTOR OF A HIGHER LEVEL FOR 6 MENTORS OF THE LOWER
LEVEL.
EACH BATCH OF FRESHERS SHOULD BE DIVIDED INTO SMALL GROUPS AND EACH SUCH
GROUP SHALL BE ASSIGNED TO A MEMBER OF THE STAFF. SUCH STAFF MEMBER
SHOULD INTERACT INDIVIDUALLY WITH, EACH MEMBER OF THE GROUP ON A DAILY
BASIS FOR ASCERTAINING THE PROBLEMS/DIFFICULTIES IF ANY FACED BY THE
FRESHER IN THE INSTITUTION AND EXTENDING NECESSARY HELP.
IN THE CASE OF FRESHERS ADMITTED TO A HOSTEL IT SHALL BE THE RESPONSIBILITY

OF THE TEACHER IN CHARGE OF THE GROUP TO COORDINATE WITH THE WARDEN OF
THE HOSTEL AND TO MAKE SURPRISE VISITS TO THE ROOMS IN THE HOSTEL WHERE
THE MEMBERS OF THE GROUP ARE LODGED.

6.4. SETTING UP OF COMMITTEES AND THEIR FUNCTIONS:-
6.4.1 THE ANTI-RAGGING COMMITTEE:- EVERY INSTITUTION SHALL HAVE AN ANTI-RAGGING

COMMITTEE AND AN ANTI -RAGGING SQUAD. THE ANTI-RAGGING COMMITTEE SHALL BE
HEADED BY THE HEAD OF THE INSTITUTION AND SHALL CONSIST OF REPRESENTATIVES
O F C I V I L A N D P O L I C E A D M I N I S T R AT I O N, L O C A L M E D I A, N O N G O V E R N M E N T
ORGANIZATIONS INVOLVED IN YOUTH ACTIVITIES, FACULTY MEMBERS, PARENTS,
STUDENTS BELONGING TO THE FRESHERS’ CATEGORY AS WELL AS SENIORS AND NON-
TEACHING STAFF. IT SHALL MONITOR THE ANTI RAGGING ACTIVITIES IN THE
INSTITUTION, CONSIDER THE RECOMMENDATIONS OF THE ANTI-RAGGING SQUAD AND
TAKE APPROPRIATE DECISIONS, INCLUDING SPELLING OUT SUITABLE PUNISHMENTS
TO THOSE FOUND GUILTY.
6.4.2 THE ANTI-RAGGING SQUAD:- THE ANTI-RAGGING SQUAD SHALL BE NOMINATED BY THE
HEAD OF THE INSTITUTION WITH SUCH REPRESENTATION AS CONSIDERED NECESSARY
AND SHALL EXCLUSIVELY CONSIST OF MEMBERS BELONGING TO THE VARIOUS
SECTIONS OF THE CAMPUS COMMUNITY. THE SQUAD SHALL HAVE VIGIL, OVERSIGHT
AND PATROLLING FUNCTIONS. IT SHALL BE KEPT MOBILE, ALERT AND ACTIVE AT ALL
TIMES AND SHALL BE EMPOWERED TO INSPECT PLACES OF POTENTIAL RAGGING AND
MAKE SURPRISE RAIDS ON HOSTELS AND OTHER HOT SPOTS. THE SQUAD SHALL
INVESTIGATE INCIDENTS OF RAGGING AND MAKE RECOMMENDATIONS TO THE ANTI-
RAGGING COMMITTEE AND SHALL WORK UNDER THE OVERALL GUIDANCE OF THE ANTI-
RAGGING COMMITTEE.
ALL MATTERS OF DISCIPLINE WITHIN TEACHING INSTITUTIONS MUST BE RESOLVED

WITHIN THE CAMPUS EXCEPT THOSE IMPINGING ON LAW AND ORDER OR BREACH OF
PEACE OR PUBLIC TRANQUILITY, ALL OF WHICH SHOULD BE DEALT WITH UNDER THE
PENAL LAWS OF THE LAND UNIVERSITY MONITORING CELL AT THE LEVEL OF THE
UNIVERSITY, WE RECOMMEND THAT THERE SHOULD BE A MONITORING CELL ON
RAGGING, WHICH SHOULD COORDINATE WITH THE AFFILIATED COLLEGES AND
INSTITUTIONS UNDER ITS DOMAIN. THE CELL SHOULD CALL FOR REPORTS FROM THE
HEADS OF INSTITUTIONS IN REGARD TO THE ACTIVITIES OF THE ANTI-RAGGING
COMMITTEE, ANTI - RAGGING SQUADS, MONITORING CELLS AT THE LEVEL OF THE
INSTITUTION, THE COMPLIANCE WITH INSTRUCTIONS ON CONDUCTING ORIENTATION
PROGRAMMES, COUNSELING SESSIONS, THE INCIDENTS OF RAGGING, THE PROBLEMS
FACED BY WARDENS OR OTHER OFFICIALS. IT SHOULD ALSO KEEP ITSELF ABREAST OF
THE DECISIONS OF THE DISTRICT LEVEL ANTI – RAGGING COMMITTEE. THIS
MONITORING CELL SHOULD ALSO REVIEW THE EFFORTS MADE BY INSTITUTIONS O
PUBLICIZE ANTI - RAGGING MEASURES, SOLICITING OF UNDERTAKING FROM PARENTS
AND STUDENTS EACH YEAR TO ABSTAIN FROM RAGGING ACTIVITIES OR WILLINGNESS
TO BE PENALIZED FOR VIOLATIONS; AND SHOULD FUNCTION AS THE PRIME MOVER FOR
INITIATING ACTION ON THE PART OF THE APPROPRIATE AUTHORITIES OF THE
UNIVERSITY FOR AMENDING THE STATUTES OR ORDINANCES OR BYE -LAWS TO
FACILITATE THE IMPLEMENTATION OF ANTI-RAGGING MEASURES AT THE LEVEL OF THE
INSTITUTION.
6.5. OTHER MEASURES:-
6.5.1 THE ANNEXURES MENTIONED IN 6.1.4, 6.1.5 AND 6.1.7 OF THESE REGULATIONS SHALL BE
FURNISHED AT THE BEGINNING OF EACH ACADEMIC YEAR BY EVERY STUDENT, THAT IS,
BY FRESHERS AS WELL AS SENIORS.

6.5.2 THE MEDICAL COLLEGE/INSTITUTION /UNIVERSITY SHALL ARRANGE FOR REGULAR AND
PERIODIC PSYCHOLOGICAL COUNSELING AND ORIENTATION FOR STUDENTS (FOR
FRESHERS SEPARATELY, AS WELL AS JOINTLY WITH SENIORS) BY PROFESSIONAL
COUNSELORS DURING THE FIRST THREE MONTHS OF THE NEW ACADEMIC YEAR. THIS
SHALL BE DONE AT THE INSTITUTION AND DEPARTMENT/ COURSE LEVELS. PARENTS
AND TEACHERS SHALL ALSO BE INVOLVED IN SUCH SESSIONS.
6.5.3 FULL-TIME WARDEN SHALL BE APPOINTED AS PER THE ELIGIBILITY CRITERIA LAID
DOWN FOR THE POST REFLECTING BOTH THE COMMAND AND CONTROL ASPECTS OF
MAINTAINING DISCIPLINE, AS WELL AS THE SOFTER SKILLS OF COUNSELING AND
COMMUNICATING WITH THE YOUTH OUTSIDE THE CLASS-ROOM SITUATIONS. WARDENS
SHALL BE ACCESSIBLE AT ALL HOURS AND SHALL BE PROVIDED WITH MOBILE PHONES
AND THE DETAILS OF THEIR TELEPHONE NUMBER MUST BE WIDELY PUBLICIZED.
SIMILARLY, THE TELEPHONE NUMBERS OF THE OTHER IMPORTANT FUNCTIONARIES -
HEADS OF INSTITUTIONS, FACULTY MEMBERS, MEMBERS OF THE ANTI-RAGGING
COMMITTEES, DISTRICT AND SUB-DIVISIONAL AUTHORITIES AND STATE AUTHORITIES
WHERE RELEVANT, SHOULD ALSO BE WIDELY DISSEMINATED FOR THE NEEDY TO GET IN
TOUCH OR SEEK HELP IN EMERGENCIES. THE INSTITUTION SHALL REVIEW AND
SUITABLY ENHANCE THE POWERS AND PERQUISITES OF WARDENS AND AUTHORITIES
INVOLVED IN CURBING THE MENACE OF RAGGING.
FURTHER THE INSTITUTIONS SHALL PROVIDE NECESSARY INCENTIVES FOR THE POST
OF FULL-TIME WARDEN, SO AS TO ATTRACT SUITABLE CANDIDATES.
6.5.4 FRESHERS SHALL BE LODGED IN A SEPARATE HOSTEL BLOCK, WHEREVER POSSIBLE,

AND WHERE SUCH FACILITIES ARE NOT AVAILABLE, THE COLLEGE/INSTITUTION SHALL
ENSURE THAT SENIORS' ACCESS TO FRESHERS' ACCOMMODATION IS STRICTLY
MONITORED BY WARDENS, SECURITY GUARDS AND COLLEGE STAFF.
AS RAGGING TAKES PLACE MOSTLY IN THE HOSTELS AFTER THE CLASSES ARE OVER IN
THE COLLEGE, A ROUND THE CLOCK VIGIL AGAINST RAGGING IN THE HOSTEL PREMISES
SHALL BE PROVIDED. IT IS SEEN, THAT COLLEGE CANTEENS AND HOSTEL MESSES ARE
ALSO PLACES WHERE RAGGING OFTEN TAKES PLACE. THE EMPLOYERS/EMPLOYEES
OF THE CANTEENS/MESS SHALL BE GIVEN NECESSARY INSTRUCTIONS TO KEEP STRICT
VIGIL AND TO REPORT THE INCIDENTS OF RAGGING TO THE COLLEGE AUTHORITIES IF
ANY.
THE SECURITY PERSONNEL POSTED IN HOSTELS SHALL BE UNDER THE DIRECT

CONTROL OF THE WARDENS AND ASSESSED BY THEM.
6.5.5 PRIVATE COMMERCIALLY MANAGED LODGES AND HOSTELS SHALL BE REGISTERED

WITH THE LOCAL POLICE AUTHORITIES, AND THIS SHALL BE DONE NECESSARILY ON THE
RECOMMENDATION OF THE HEAD OF THE INSTITUTION. LOCAL POLICE, LOCAL
ADMINISTRATION AND THE INSTITUTIONAL AUTHORITIES SHALL ENSURE VIGIL ON
INCIDENTS THAT MAY COME WITHIN THE DEFINITION OF RAGGING AND SHALL BE
RESPONSIBLE FOR ACTION IN THE EVENT OF RAGGING IN SUCH PREMISES, JUST AS
THEY WOULD BE FOR INCIDENTS WITHIN THE CAMPUS. MANAGEMENTS OF SUCH
PRIVATE HOSTELS SHALL BE RESPONSIBLE FOR ACTION IN THE EVENT OF RAGGING IN
SUCH PREMISES, JUST AS THEY WOULD BE FOR INCIDENTS WITHIN CAMPUSES.

6.5.6 BESIDES REGISTERING PRIVATE HOSTELS AS STATED ABOVE, THE TOWNS OR CITIES
WHERE EDUCATIONAL INSTITUTIONS ARE LOCATED SHOULD BE APPORTIONED
AS SECTORS AMONG FACULTY MEMBERS, AS IS BEING DONE BY SOME INSTITUTIONS,
SO THAT THEY COULD MAINTAIN VIGIL AND REPORT ANY INCIDENTS OF RAGGING
OUTSIDE CAMPUSES AND EN ROUTE WHILE 'FRESHERS' COMMUTE.
6.5.7 THE HEAD OF THE INSTITUTION SHALL TAKE IMMEDIATE ACTION ON RECEIPT OF THE
RECOMMENDATIONS OF THE ANT-RAGGING SQUAD. HE/ SHE SHALL ALSO TAKE ACTION
SUO MOTU IF THE CIRCUMSTANCES SO WARRANT.
6.5.8 FRESHERS WHO DO NOT REPORT THE INCIDENTS OF RAGGING EITHER AS VICTIMS OR
AS WITNESSES SHALL ALSO BE PUNISHED SUITABLY.
6.5.9 ANONYMOUS RANDOM SURVEYS SHALL BE CONDUCTED ACROSS THE 1ST YEAR BATCH
OF STUDENTS (FRESHERS) EVERY FORTNIGHT DURING THE FIRST THREE MONTHS OF
THE ACADEMIC YEAR TO VERIFY AND CROSS-CHECK WHETHER THE CAMPUS IS INDEED
FREE OF RAGGING OR NOT. THE INSTITUTION MAY DESIGN ITS OWN METHODOLOGY OF
CONDUCTING SUCH SURVEYS.
6.5.10 THE BURDEN OF PROOF SHALL LIE ON THE PERPETRATOR OF RAGGING AND NOT ON
THE VICTIM.
6.5.11 THE INSTITUTION SHALL FILE AN FIR WITH THE POLICE / LOCAL AUTHORITIES
WHENEVER A CASE OF RAGGING IS REPORTED, BUT CONTINUE WITH ITS OWN
ENQUIRY AND OTHER MEASURES WITHOUT WAITING FOR ACTION ON THE PART OF THE
POLICE/ LOCAL AUTHORITIES. REMEDIAL ACTION SHALL BE INITIATED AND
COMPLETED WITHIN THE ONE WEEK OF THE INCIDENT ITSELF.
6.5.12 THE MIGRATION/TRANSFER CERTIFICATE ISSUED TO THE STUDENT BY THE MEDICAL

COLLEGE/INSTITUTION /UNIVERSITY SHALL HAVE AN ENTRY, APART FROM THOSE
RELATING TO GENERAL CONDUCT AND BEHAVIOUR, WHETHER THE STUDENT HAS
BEEN PUNISHED FOR THE OFFENCE OF COMMITTING OR ABETTING RAGGING, OR NOT,
AS ALSO WHETHER THE STUDENT HAS DISPLAYED PERSIS TENT VIOLENT OR
AGGRESSIVE BEHAVIOUR OR ANY INCLINATION TO HARM OTHERS.
6.5.13 PREVENTING OR ACTING AGAINST RAGGING SHALL BE THE COLLECTIVE

RESPONSIBILITY OF ALL LEVELS AND SECTIONS OF AUTHORITIES OR FUNCTIONARIES
IN THE MEDICAL COLLEGE/INSTITUTION /UNIVERSITY, INCLUDING FACULTY, AND NOT
MERELY THAT OF THE SPECIFIC BODY/ COMMITTEE CONSTITUTED FOR PREVENTION
OF RAGGING.
6.5.14 AS SUCH THE COLLEGE CANTEENS AND HOSTEL MESSES ARE ALSO PLACES WHERE
RAGGING OFTEN TAKES PLACE, HENCE THE EMPLOYERS/EMPLOYEES OF THE
CANTEENS/MESS SHALL BE GIVEN NECESSARY INSTRUCTIONS TO KEEP STRICT VIGIL
AND TO REPORT THE INCIDENTS OF RAGGING TO THE COLLEGE AUTHORITIES, IF ANY.
FURTHER ACCESS TO MOBILE PHONES AND PUBLIC PHONES SHALL BE UNRESTRICTED

IN HOSTELS AND CAMPUSES, EXCEPT IN CLASS-ROOMS, SEMINAR HALLS, LIBRARY
ETC. WHERE JAMMERS SHALL BE INSTALLED TO RESTRICT THE USE OF MOBILE
PHONES.

6.6 MEASURES FOR ENCOURAGING HEALTHY INTERACTION BETWEEN FRESHERS AND
SENIORS:-
6.6.1 THE MEDICAL COLLEGE/INSTITUTION /UNIVERSITY SHALL SET UP APPROPRIATE

COMMITTEES INCLUDING THE COURSE-IN- CHARGE, STUDENT ADVISOR, WARDEN
AND SOME SENIOR STUDENTS TO ACTIVELY MONITOR, PROMOTE AND REGULATE
HEALTHY INTERACTION BETWEEN THE FRESHERS AND SENIOR STUDENTS.
6.6.2 FRESHERS’ WELCOME PARTIES SHALL BE ORGANIZED IN EACH DEPARTMENT BY THE

SENIOR STUDENTS AND THE FACULTY TOGETHER SOON AFTER ADMISSIONS,
PREFERABLY WITHIN THE FIRST TWO WEEKS OF THE BEGINNING OF THE ACADEMIC
SESSION, FOR PROPER INTRODUCTION TO ONE ANOTHER AND WHERE THE TALENTS
OF THE FRESHERS ARE BROUGHT OUT PROPERLY IN THE PRESENCE OF THE FACULTY,
THUS HELPING THEM TO SHED THEIR INFERIORITY COMPLEX, IF ANY, AND REMOVE
THEIR INHIBITIONS.
6.6.3 THE MEDICAL COLLEGE/INSTITUTION /UNIVERSITY SHALL ENHANCE THE STUDENT-

FACULTY INTERACTION BY INVOLVING THE STUDENTS IN ALL MATTERS OF THE
INSTITUTION, EXCEPT THOSE RELATING TO THE ACTUAL PROCESSES OF EVALUATION
AND OF FACULTY APPOINTMENTS, SO THAT THE STUDENTS SHALL FEEL THAT THEY
ARE RESPONSIBLE PARTNERS IN MANAGING THE AFFAIRS OF THE INSTITUTION AND
CONSEQUENTLY THE CREDIT DUE TO THE INSTITUTION FOR GOOD WORK/
PERFORMANCE IS DUE TO THEM AS WELL.
7. REGULATORY MEASURES
THE INSPECTING/VISITING COMMITTEES OF MCI SHALL CROSS VERIFY THAT THE

MEDICAL COLLEGE/INSTITUTION HAS STRICTLY COMPLIED WITH THE ANTI RAGGING
MEASURES AND HAS A BLEMISHLESS RECORD IN TERMS OF THERE BEING NO
INCIDENT OF RAGGING DURING THE IMPENDING PERIOD (I.E. FROM EARLIER
INSPECTION) OR OTHERWISE.
8. AWARDABLE PUNISHMENTS.
8.1 AT THE MEDICAL COLLEGE/INSTITUTION LEVEL:
DEPENDING UPON THE NATURE AND GRAVITY OF THE OFFENCE AS ESTABLISHED BY

THE ANTI-RAGGING COMMITTEE OF THE INSTITUTION, THE POSSIBLE PUNISHMENTS
FOR THOSE FOUND GUILTY OF RAGGING AT THE INSTITUTION LEVEL SHALL BE ANY
ONE OR ANY COMBINATION OF THE FOLLOWING:
8.1.1 SUSPENSION FROM ATTENDING CLASSES AND ACADEMIC PRIVILEGES.
8.1.2 WITHHOLDING/WITHDRAWING SCHOLARSHIP/ FELLOWSHIP AND OTHER BENEFITS
8.1.3 DEBARRING FROM APPEARING IN ANY TEST/ EXAMINATION OR OTHER EVALUATION

PROCESS.
8.1.4. WITHHOLDING RESULTS
8.1.5 DEBARRING FROM REPRESENTING THE INSTITUTION IN ANY REGIONAL, NATIONAL OR

INTERNATIONAL MEET, TOURNAMENT, YOUTH FESTIVAL, ETC.

8.1.6 SUSPENSION/ EXPULSION FROM THE HOSTEL
8.1.7 CANCELLATION OF ADMISSION.
8.1.8 RUSTICATION FROM THE INSTITUTION FOR PERIOD RANGING FROM 1 TO 4 SEMESTERS
8.1.9 EXPULSION FROM THE INSTITUTION AND CONSEQUENT DEBARRING FROM

ADMISSION TO ANY OTHER INSTITUTION FOR A SPECIFIC PERIOD.
8.1.10 FINE OF RS. 25,000/- AND RS. 1 LAKH.
8.1.11 COLLECTIVE PUNISHMENT: WHEN THE PERSONS COMMITTING OR ABETTING THE

CRIME OF RAGGING ARE NOT IDENTIFIED, THE INSTITUTION SHALL RESORT TO
COLLECTIVE PUNISHMENT.
8.2 PENAL CONSEQUENCES FOR THE HEADS OF THE INSTITUTIONS/ADMINISTRATION OF

THE INSTITUTION WHO DO NOT TAKE TIMELY STEPS IN THE PREVENTION OF RAGGING
AND PUNISHING THOSE WHO RAG.
THE AUTHORITIES OF THE INSTITUTION PARTICULARLY THE HEAD OF THE

INSTITUTION, SHALL BE RESPONSIBLE TO ENSURE THAT NO INCIDENT OF RAGGING
