Job Descriptions:

Position Construction Division Manager Reports to Chief Operating Officer

Division Construction Subordinate Projects Manager

Job Summary:
The Division Manager is responsible for planning, directing and managing all the activities,
processes and operations within the division and ensures division’s strategy and objectives are
aligned with Built Contracting Company’s overall directions and strategies.

Duties & Responsibilities

 Establishes, implements and recommends new or enhanced division’s strategies, polices and business
plans to the COO in line with Built Contracting’s overall directions.
 Manages operation within division and provides general operational directions to subordinates regarding
the various activities within the division to ensure provision of timely and professional services to clients
with agreed budgets.
 Reviews and approves budgets for the division and related projects.
 Liaises with division heads to ensure smooth flow of information, support and timely delivery of
project requirements for both existing project projects as well as new bids.
 Reviews, analyses and approves change order in projects.
 Reviews and oversees the mobilization and demobilization of manpower and other resources within
awarded projects in coordination with concerned functions.
 Identifies new clients and meets with subcontractors on various occasions to discuss new project
progress reviews and any change order.
 Develops and directs the setting of performance targets for the division’s staff to ensure that their
objectives reflect the organization business strategies and targets.
 Monitors and controls the overall performance of the division and reports any deviations to the COO.
 Ensure open communication channels among Regions/Areas/Projects management are maintained by
enforcing management review meeting at different levels in the division.
 Recommends trainings, appointments, firing, promotions, missions and assignments within the division to
the COO.
 Ensures that the organization directives and objectives are constantly adhered to in the planning and
execution of all division activities.

Qualifications:

Bachelor’s degree in Engineering or equivalent.

Experience:

20 years experience out of which 10 in a managerial role and 2-3 of site familiarization

Position Projects Manager Reports to Construction Division Manager

Division Construction Subordinate Project Manager

Job Summary:
The Projects Manager reports to Construction Division Manager CDM. He is accountable for profit
and loss of his relevant area composed by a Mega-project or a group of projects assigned by the
Division Manager.

Duties & Responsibilities

 Manage, coordinate, plan, direct, and administer all projects within his Area from the conceptual stages
through planning, engineering, procurement, construction, start-up, performance testing, initial operations,
and prime contract close-out, in line with the set Company Policies Procedures and Processes in
accordance with the Construction Division directives

 Provides leadership for the development and maintenance of a high performance of Team (Project
Managers and Site Engineers). Has overall responsibility for Programs /Projects execution within his Area,
ensuring that Programs/ Projects are delivered within set budgetary targets, contract requirements,
standards of quality and safety and to Customer performance expectations.

 Has the overall responsibility to make sure that Project Managers within his Area are duly and timely
performing their Essential Job Duties as described in the their Job Description..

 Has the overall responsibility to make sure that all information and Project Financial Reporting within his
Area have been verified and accuracy confirmed before consolidating and passing through to the Construction
Division Manager.

 Strategy& Policy
- Applying the Division strategy and business plans
- Managing operations and providing general guidance to direct subordinates regarding various activities in
order to ensure provision of timely and professional services to clients as per contract requirements and
specifications.

 Profit & Loss Management


- Ensure adherence to the set budget in coordination with Cost Control.
- Monitoring the control of projects’ cash flow and cost at completion.
- Conducting cost and trend analysis based on Key Performance Indicators KPIs determined in coordination
with PM.

 Contract Management
- Monitoring change orders and claims prepared by Service Marché Manager based on PM proposals.
- Dealing with Client / Consultant on issues not solved at project level, under directives of Construction Division.
- Meeting with sub-contractors on various occasions to solve major projects ’issues and change orders, if
needed.
- Supervising all contractual aspects in coordination with Service Marché and Procurement Division.
- Controlling the billing issued at Project level.

- Overseeing the mobilization and demobilization of manpower and other resources within awarded projects.

- Approving the Project Execution Plan PEP that is established for each project upon awarding prepared by PM.
- Monitoring& controlling the overall performance of the Projects under his responsibility, reporting any
deviations to the Division Manager and proposing corrective actions.
- Developing and directing the setting of performance monitoring to ensure that projects’ progress is on
schedule.

- Ensure periodical management review meetings are held at the area level and minutes are communicated
vertically across the hierarchy.

Qualifications:

 Bachelor’s degree in Engineering

Experience:
 15years experience out of which 7 in a managerial role and 2-3 of site familiarization. ( or managing
projects with similar value)

 PMP Certificate – Management courses

Position Project Manager PM Reports to Projects Manager

Division Construction Subordinate Site Management Team

Job Summary:
The Project Manager has the overall responsibility for executing/performing construction projects in
terms of scope (contract), profits and loss, schedule and quality from their inception to their hand-
over (Engineering, Procurement and Construction).

Duties & Responsibilities


 Manage, coordinate, and administer the project from the conceptual stages through planning,
engineering, procurement, construction, start-up, performance testing, initial operations, and prime contract
close-out; in line with the set Company Policies Procedures and Processes in accordance with the
Construction Division directives.

 Provides leadership for the development and maintenance of a high performance project team. Has
overall responsibility for Program/Project execution, ensuring that Program/Project is delivered within set
budgetary targets, contract requirements, standards of quality and safety and to Customer performance
expectations.

 Develops project execution plans, with contracting strategy and procurement schedule.

 Ensures proper implementation of Division of Responsibility (DOR) by the Team, in line with the integrated
work processes.

 Establishes an appropriate, integrated organizational structure, including off-project functional and


specialist support.

 Defines and communicates roles, responsibilities and authorities to project team members to ensure
project completion in a safe manner, within set budget, on schedule, and in conformance with the appropriate
standards, specifications and applicable regulatory requirements.

 Ensures scope, design basis and objectives are defined, Trend Management, detailed work plans,
schedules, budgets and procedures are established, including: Execution Plan; Contract Management Plan;
Plan for addressing critical cross-functional work processes and systems, etc.

 Monitors and controls all contractual commitments to ensure that all work is being performed in accordance
with the specifications, drawings and terms of the contract, that a trend program is in place, that change
orders and claims are processed in a timely manner.

 Implements and maintains a change management control system. Ensures that all Customer communications
on the prime contract are documented. Manages contractors on construction management projects.

 Facilitates with project team the development, communication, implementation, update and continual use of
the Project Execution Plan. Reviews and approves project control systems which measure
progress/performance, provide early warning of deviations from Plan, and identify corrective actions to be
taken.

 Identifies quality requirements and ensures the proper processes are identified and implemented to
achieve contractual quality commitments. Assesses customer perception of quality on a regular periodic basis.

 Oversees the Environmental, Safety & Health program for both the office and field work environments
including contractor and subcontractor activities. Ensures design is in accordance with ES&H laws and
regulations applicable to the project.

 Oversees the Document Control and Records Management function. Coordinates the documentation and
software turnover package to the client at the end of the project. Ensures that customer standards for
documentation and electronic files are maintained, as appropriate.

 Reviews and approves bid tabulations for commitments on all major purchase orders, contracts, and
sub- contracts, and approves critical changes to these documents in accordance with the delegated
commitment authority. Considers currency protection and hedging, as appropriate.

 Directs the preparation and presents the Project Financial Status Report to management.

 Monitors cash flow to minimize the use of company capital resources on the project. Informs the Customer of
the current and anticipated cash requirements. Establishes and controls the budget for non-reimbursable
project costs.

 Promotes monitors and mentors the concept of total installed cost (TIC). Initiates, promotes and
continually practices team building.

 Conducts periodic project and Customer meetings consistent with the project communications plan to
promote and facilitate communication and enhance Client relationship.

Qualifications:

Bachelor’s degree in Engineering

Experience:
8-10 years in a similar position on site out of which 2-3 in a managerial role.

Skills and Knowledge:


Very good knowledge of English. Arabic is a plus

Position Site Engineer Reports to Project Manager

Division Construction Subordinate Site Team

Job Summary:
Site engineers have a management team to help liaise with other workers such as architects,
supervisors, surveyors, subcontractors and planners.

Duties & Responsibilities

 A site engineer can act a main advisor on a site working with subcontractor, operatives and craft people.

 Ensuring each task is finished according to quality standards, identifying structural problems, providing
solutions for any technical issues, addressing issues with any subcontractor in a timely way, following
strict budget guidelines regarding materials and work hours.

 The senior site engineer will share with site engineers to determine the appropriate construction method
and plans.

 Site engineers will understand the detailed engineering drawings and documents to ensure site work are
carried out accordingly.

 Oversee field activities and provide daily updates to project management team on work progress.

 Ensure equipment, tanks and piping, etc. are of safe design and ensure contractor’s field supervisors
and workers, work safely on site and know their role and responsibility in safety when executing field activities.

 Implement programs and recommendation approved by the project management team and safety department.

 Cooperate with the consultant and quality control regarding request for inspections (RFI).

Qualifications:
Bachelor Degree in Civil Engineering

Experience:
1-3 years training or work experience in related field.

Job Summary:
Schedules, supervises, and monitors the execution of construction activities for a specific trade,
and ensures compliance with project schedule, quality, and safety standards.

Duties & Responsibilities

 Organizes and assigns responsibilities of group leaders to ensure high quality of work delivered in
coordination with direct supervisor.

 Trains and assigns employees according to qualifications in coordination with the direct superior.

 Monitors the attendance and checks productivity and efficiency of subordinates.

 Reads drawings and sketches as instructed by the direct superior.

 Monitors execution progress in order to ensure compliance with site schedule.

 Ensures compliance of project activities with safety standards and quality requirements.

1. Purpose:

To list all the activities associated with the project initiation phase and the necessary activities to acquire and
return all resources and logistics needed at the beginning of the project and during the final stages of the
project as per the mobilization/ demobilization Plan.

It is the plan established as part of Project Execution Planning that identifies all
the resources needed and when they are required during the project life cycle.

To define how the Project Execution Planning is managed, initiated, developed, approved,
communicated, and updated during project planning.

Project Execution and Progress Monitoring Procedure


1. Purpose:
The purpose of this procedure is to describe the process of activity execution whether internally or by a
subcontractor and how the progress is monitored and reported.

2. Definition:

MEP : Mechanical, Electrical and Plumbing


PCM : Projects Control Manager
PEP : Project Execution Planning
PM : Project Manager
PQP : Project Quality Plan
QC : Quality Control

Construction Management: The management at the project/ site level responsible for the
coordination of activity execution depending on the ORG CHART of the
project; it consists of Projects Manager and/ or Project Manager.

Construction Team: The team at the project/ site level responsible for activity execution
depending on the ORG CHART of the project; it consists of Site
Engineer and/ or Site Supervisor & Foreman.

PEP: A comprehensive document for a construction project that contains all


required documentation from schedules, templates, forms, PQP, Safety
plan, etc. For the sake of this procedure the PEP is referred to for
the Procurement schedule, Drawing Submittals schedule, QC
Inspection & Test Plan (ITP) & Process, Resources required for
execution, and methodology & method statements.

Project Hand-Over Procedure

1. Purpose:
To describe all the activities under the responsibility of Project Manager and Construction Team in relation
with the hand-over process for a project.

2. Definitions:

BCC: Built Contracting Co.


Construction Team: The team at the project/site level responsible for activity execution
depending on the ORG CHART of the project; it consists from Site
Engineer and/or Site Supervisor & Foreman
Client: The party who contracted the company as the contractor of the project
based on a contract
Consultant: The third party that is contracted by the client to ensure that the
contractor is fulfilling the contract in terms of schedule, specs &
requirement and quality of the product, and ensure smooth hand over at
the end of the project.
PEP: Project Execution Planning - A comprehensive document for a construction
project that contains all required documentation from schedules,
templates, forms, PQP, Safety plan, etc… For the sake of this procedure
the PEP is referred to for the Quality Control processes in terms of
commissioning and handing over of the project
PQP: Project Quality Plan - Sets out how Project Management team is
structured and committed to accomplish the project deliverables at
highest level that will meet contractual requirements within scope,
schedule, cost and quality. It defines the key processes involved in the
coordination and management of the Project, outlines the systems and
responsibilities, and describes the Quality Procedures necessary to
manage the Construction of a project
