JUNIOR LEVEL SCIENCE SCHOLARSHIPS (JLSS)
SCHOLAR’S GUIDE
(For scholars enrolled in schools based in the regions)

Congratulations for qualifying for the Junior Level Science Scholarships administered by
the Department of Science and Technology – Science Education Institute (DOST-SEI).

As you jumpstart your journey as a DOST-SEI scholar, we prepared this Guide to provide you
with step-by-step instructions on what you need to know, accomplish, and submit when you
avail of the scholarship.

Kindly familiarize yourself with the guidelines.

STEP 1. Access the S&T Scholar’s Portal

The S&T Scholar’s Portal is a system where you can secure scholarship-related
documents, i.e., Scholarship Agreement, Letter for Enrollment/Endorsement and Letter of
Introduction to any branch of the Land Bank of the Philippines. To access the portal, you
are required to input your log-in credentials. The credentials and link to the portal were
indicated in the notice sent to you via email.

1.1. Frequently Asked Questions

Through the Scholar's Portal, you can access the Frequently Asked Questions (FAQ)
about the scholarship program. You are encouraged to visit the FAQ if there are
provisions of the scholarship policies that you want to understand better.

STEP 2. Signing of the Scholarship Agreement

In the Scholar’s Portal, download your Scholarship Agreement (SA). Your name, year of
award, scholarship program, course and school are already indicated in the SA.

After you have downloaded the Agreement, follow the instructions provided below relative
to this document:

a. Print four (4) copies of the SA on 8.5” x 13” (long) size bond paper.

b. Use blue ballpen to affix your and your parent’s original signatures on the SA.

c. Avoid any errors when accomplishing the SA.

d. Decision re- Scholarship Award

d.1. If you are decided to avail of the scholarship, you and your parent can
affix your original signatures on the space provided on the last page of the
SA even before the Orientation.

d.2. If you are decided to avail of the scholarship, and your parent is in the
province, send the 4 copies of the SA for your parent to sign and have it sent
back to you before the Orientation.

Your parent must attend the Orientation to be conducted by the DOST RO or


the Provincial S&T Office (PSTO) near your parent’s permanent residence.

Please advise your parent to coordinate with the DOST RO or PSTO


regarding the schedule of Orientation and confirm his/her attendance.

d.3. If you are undecided, please attend the Orientation with your parent so you
can learn more about the scholarship program. Should you decide to avail,
you can affix your original signatures on your SA on site.

Bring the 4 copies of the printed SA and Reply Slip when you attend the
face-to-face Orientation.

e. Submit all four (4) copies of the originally signed SA to the DOST RO (on site)
after the Orientation for the signing on the part of DOST and notarization, together
with the following documents:

• Photocopy of the parent/legal guardian's government-issued ID card (Visit


this link for the list of accepted IDs: https://grit.ph/valid-ids/)
• Copy of the Notarized Affidavit of Guardianship (if documents will be
signed by the legal guardian)
• Clear photocopies of Certificate of Enrolment/Registration for the First
Semester/Term of AY 2023-2024.
• Reimbursement of Tuition Fees:

e.1 If you paid to the university your tuition and other school fees for the First
Semester of AY 2023-2024: original copy of the Official Receipt (OR) for
processing of the reimbursement of the amount covered by the scholarship
for the semester/trimester/quarter term.

e.2. If your tuition and other school fees have been paid via bank transfer in any
of the online payment system i.e., DragonPay, GCash, PayMaya, etc.:
Secure an original copy of the OR for the payment from your university
and submit this (original copy) to DOST RO for the reimbursement of the
amount covered by the scholarship for the semester/trimester/quarter term.

indicating the payment/s duly certified by authorized
school/university official.

The DOST RO Scholarship Staff will review the documents to see if they are
complete and properly accomplished. You will be notified immediately if there is
anything lacking. The DOST RO Scholarship Staff shall return all documents to you.
Complete the pertinent requirements and submit all these to the DOST RO as soon
as possible.

The DOST RO will facilitate the notarization of the SA and provide you with a
notarized copy.

STEP 3. Opening of the Land Bank of the Philippines (LBP) Payroll Account and
Facilitation of Enrollment/Endorsement to University Coordinator or DOST
RO/DOST-SEI

The DOST RO shall assess your accomplished SA. If the SA is complete and in order, you
can have access to the following documents:

1. Letter of Introduction (LOI)

As a DOST-SEI scholar, you will be required to open a LandBank Visa Debit Card
(LVDC) Account. Kindly present the LOI to the LBP branch nearest you for the opening
of your LBP payroll account.

After opening of your LBP payroll account, submit the following documents pertinent
to your account through the link indicated in the notice sent to your registered email:

• Savings Account Number


• Clear photocopy of the deposit slip when opening your LBP account and/or
front face of your ATM card
• STI1 issued by Landbank (see sample below)

2. Letter for Enrollment or Endorsement

2.a. If you are enrolled in a private university, you will be issued a Letter for Enrollment
(LE). Kindly present this letter to the University Registrar.

The LE shall inform the university that you are a DOST-SEI scholar and that your
tuition and other school fees up to a certain amount per semester/trimester/quarter
term indicated therein shall be billed to DOST RO. The exceeding amount shall be
borne by you and your parents.

2.b. On the other hand, if you are enrolled in a university where there is a University
Coordinator, you will be issued an Endorsement. Kindly present the Endorsement
to the University Coordinator or the Office of the DOST Regional Director or at
DOST-SEI, respectively, as soon as possible.

STEP 4. Submission of the Scholarship Agreement and Other Scholarship


Requirements

1. Put the four (4) copies of the signed SA and the other requirements in a long brown
envelope.

2. After the Orientation, submit your scholarship documents to the designated


DOST RO Scholarship Staff for validation.

Please ensure the completeness and accuracy of the documents that you will submit to the
DOST RO to avoid delay in processing your financial assistance. These documents serve as
the bases for releasing your allowances. NO Requirements, NO Release.

Your financial assistance will not be released if you fail to submit the complete required
documents.

Should you have any scholarship concerns in the future, you can direct them to

program, and issue in the subject line for easy traceability.
