Procedure for Fancy Number Auction System for the state of Gujrat.

1. These rules may be called the Gujarat Motor Vehicles (Amendment) Rules, 2015.

2. In the Gujarat Motor Vehicles Rules, 1989, (here in after referred to as "the said rules"),
in rule 43, after clause (ix), the following clause shall be added, namely:- "(x) In respect of
obtaining a choice number under rule 48 A, fees shall be paid at the rate specified in
column (4) of the Table below for obtaining a choice number from classified numbers as
are shown in column (3) thereof, the classification of which is respectively specified against
it in column (2) of the said Table.

Explanation:-

(i) For the purpose of sub-column (i) of column (4) , the "other vehicles" means two wheelers
(including motor cycles with side car), three wheeler vehicles for private use or used for the
transportation of passengers or goods.

(ii) For the purpose of sub-column (ii) of column (4), the "other vehicles" means the vehicles other
than those specified in sub-column (i) of column(4)."

3. In the said rules, after rule 48, the following rule shall be inserted, namely :- "48A.

(1) On receipt of an application made for registration of the vehicle, the Registering Authority shall
assign registration mark to the vehicle for display thereon after fulfillment of the procedure of
registration and payment of tax: Provided that the Registering Authority may allot registration
number of the choice, to the owner of motor vehicle after following the procedure laid down in this
rule.

(2) (i) An owner of the motor vehicle who intends to obtain a registration number of the motor
vehicle of his choice shall make an application in Form- "CNA" along with appropriate fees as
prescribed under clause (x) of rule 43 as specified in the Table below the said clause (x): Provided
that a person intending to participate in auction, shall be required to pay fees at the applicable rate
as prescribed under clause (x) of rule 43 and shall indicate the option in Form "CNA": Provided
further that at the time of submission of bid in the auction, the applicant shall pay an additional
amount at his discretion in addition to fees paid as per the first proviso.

(ii) An application for obtaining a choice number referred to in clause (i) shall be made to the
Registering Authority within seven days from the date of sale invoice or the date of insurance,
whichever is earlier: Provided that an application for obtaining a choice number shall be made to
the Registering Authority within seven days from the date of issuance of certificate in Form
No."22A" by body builder of the vehicle where a body is fabricated separately.

(iii) An application made after the prescribed time limit as specified in clause (ii) but within a period
of thirty days from the date of commencement of such time limit, shall not 'make the applicant
eligible to participate in the auction and such applicant shall be eligible only for obtaining choice
number on first come first serve basis from numbers available at the time of submission of such
application.

(iv) An application made within the prescribed time limit as specified in clause (ii) shall prevail up to
sixty day from the date of such application: Provided that such applicant may utilize an option for
obtaining another choice number from amongst the available numbers in accordance with the
procedure laid down, other than the auction, at any time within sixty days from the date of
submission of such application: Provided further that in case the applicant intends to utilize the
option as per the first proviso, he shall inform the registering authority in writing. After verification of
such application, the registering authority may allot the choice number as opted by him from
amongst the available numbers with it at the time of such application on first come first serve
basis.

(3) (i) At the time of opening of a new series, the Registering Authority shall assign the registration
number of choice to the owner of the vehicle who have applied for registration and given option for
allotment of choice number by auction.

(ii) After the completion of auction, a number amongst the remaining numbers of the series shall be
allotted to a particular vehicle of an applicant who intends to obtain that number on first come first
serve basis.

(iii) The numbers classified as "Golden" and "Silver- shall be allotted through auction only.

(4) Allotment of a choice number by auction shall be carried out by the Registering Authority in
accordance with the procedure laid down by the Commissioner of Transport as under, namely:-

(i) A qualified bid which is the highest in amount shall be selected as winner for allotment of a
particular number.

(ii) The 'Golden' and 'Silver' numbers remained un allotted at the time of auction shall be allotted
through re-auction. The re-auction may be carried out in the manner as may be laid down by the
Commissioner of Transport.

(5) (i) The Registering Authority shall open series for respective class of vehicles at such time as
may be directed by the Commissioner of Transport.

(ii) The Registering Authority shall give wide publicity of opening of new Series.
