literacies while also encouraging the lifelong preservation of minority languages,
both indigenous; planning is also crucial as it is an effort to solve language
difficulties in a specific country while also protecting it against foreign influences.

The Bilingual Education and GEC Policy I think is the most beneficial and
effective for language learners. These policies enhanced learning through two
languages to achieve quality education. It helps the development of the Filipino as
a linguistic symbol of national unity and identity.

The connection of a person’s competence in the first language to one’s skills


or competence is that students who have strong first language skills are able to
acquire the second language more easily due to language transfer. For example,
children spend several years listening to language, babbling, and using telegraphic
speech before they can form sentences. In second language acquisition in older
learners, learning is more rapid, and people are able to form sentences within a
shorter period of time.
