In this lesson, you will be able to:


• Understand the Philosophy, Framework, and Rationale
rationale of English education in the Philippines; and
• Develop your own understanding of teaching English in
the elementary grades.
Introduction
Republic Act 10533 entitled An Act Enhancing the Philippines Basic Education
System by Strengthening its Curriculum and increasing the Number of Years for
Basic Education, Appropriating Funds Therefore and Other Purposes, also
known as the Enhanced Basic Education Act of 2013, firmly grounds the
implementation of the K to 12 Curriculum in the Philippines. With it, came
several changes in the way teaching and learning are done in the country. The
teaching of English is no exception. The curriculum is an embodiment of how
the nation wishes to address its needs and achieve its aspirations through its
people.
Advantages of the K-12

Disadvantages of the K-12
1. A prolonged beyond the usual tedious or longer years in school (plus
2 years). Extending for a considerable distance than what’s
necessary.
2. The K12 program adds harm to the environment by allocating more
transports.
3. Parents have struggled financially or have been heavily laden already.
4. Congested Curriculum
5. Lack of classrooms, resources and facilities
FACT CHECK:
The K to 12 program was created by law and only a law will abolish
or repel it. It cannot be abolished repelled by the President or anybody
for that matter.

Only the Congress of the Philippines, consisting of the Senate and


the House of Representatives, has the power to abolished or repel a
law such as the “Enhanced Basic Education Act of 2013”, popularly
known as K to 12.
What is the aim of K-12 English Curriculum?

The curriculum aims to help learners acquire highly-developed


literacy skills that enable them to understand that English language is
the most widely used medium of communication in Trade and the Arts,
Sciences Mathematics, and in world economy. Furthermore, the
curriculum aims to help learners understand that English language is
a dynamic social process which responds to and reflects changing
social conditions, and that English is inextricably involved with values,
beliefs and ways of thinking about ourselves and the world we dwell
in.

English
What made human civilization possible is language. As a tool, we use it
to express complex and abstract ideas in order for us to cooperate,
create ideas, and preserve them. The K to 12 English Curriculum or the
Language Arts and Multiliteracies Curriculum views language as the
"primary instrument of thought which we use to bring our ideas into the
world around us and make meaning out of the human experience.
Rules of a language

refer to the principles that govern word formation, syntax pronunciation,


and several other features of the language. It may also refer to the
grammar or the so called "correct" or conventional forms of the language.
These conventions facilitate the way language users construct meaningful
utterances to convey ideas. These rules differ from one language to
another as they are defined by the people using the language, at the
same time how the conventions change over time. However, leaners of a
second language need to familiarize themselves with these conventions
for them to converse in the language in meaningful ways.
What is Language Convention?

language to show the audience something in a unique
way. Control of spelling, grammar and punctuation are
required by students in all curriculum areas for effective
speaking, learning, reading and writing.
Philosophy and Rationale

Language is the basis of all communication and the primary instrument of thought.
Thinking, learning, and language are interrelated. Language is governed by rules
and systems (language conventions) which are used to explore and communicate
meaning. It defines culture which is essential in understanding oneself (personal
identity), forming interpersonal relationships (socialization), extending experiences,
reflecting on thought and action, and contributing to a better society. Language,
therefore is central to the peoples‟ intellectual, social and emotional development
and has an essential role in all key learning areas.
Language is the foundation of all human relationships. All human relationships
are established on the ability of people to communicate effectively with each
other. Our thoughts, values and understandings are developed and expressed
through language. This process allows students to understand better the world in
which they live and contributes to the development of their personal perspectives
of the global community. People use language to make sense of and bring order
to their world. Therefore, proficiency in the language enables people to access,
process and keep abreast of information, to engage with the wider and more
diverse communities, and to learn about the role of language in their own lives,
and in their own and other cultures.
The following principles guide the K to 12 English Curriculum:

 All languages are interrelated and independent


 Language acquisition and learning is an active process that begins at
birth and continues throughout life.
 Learning requires meaning. .
 Learners learn about language and how to use it effectively through
their engagement with and study of texts
 Successful language learning involves viewing, listening, reading, and
writing activities.
 Language learning involves recognizing, accepting, valuing, and building
on learners' existing language competence, including the use of
nonstandard forms of the language, and extending the range of
language available to learners'
