Greetings from the Provincial Government of Samar!

I would like to express my sincere gratitude for the prompt response to our
request regarding the conduct of training for leave administration. We are well aware of
the significance of efficient leave administration in our departments, especially within the
Province of Samar. It is for this reason that, under the leadership of our Governor
Sharee Ann Tan, it has been proposed that the province take responsibility for providing
this training to all HRMOs in the 1st and 2nd districts of Samar, including our selected
Administrative Officers of the Province.

To provide you with an overview of our request, the training was initially
scheduled to be implemented in March 2023 following a consultative meeting with our
Director Emmanuel Fuentes. Regrettably, the training had to be canceled due to his
health condition. In light of this, we kindly ask if it would be possible to reduce the
training cost from 70,000 to 45,000 since the initial proposal for the training was
P45,000 for the honorarium, and we cannot adjust the allocation because the project
proposal was made earlier this year.

I would like to assure you that the remaining expenses associated with the
training will be fully covered by the province, with the exception of the Program
Management Fee. Instead of charging the Program Management Fee, we propose
offering an honorarium in the amount of P45,000 to the individual responsible for
managing the program.
