Dear Mayor Vargas:

This is to inform you of the significant concern that has arisen during the bid process for the
procurement of Medical Transport Vehicle Type-1 Ambulance under Health Facilities
Enhancement Program (HFEP) 2023 funded through Republic Act 11936, General
Appropriation Act (GAA) 2023 with Sub Allotment Advice (SAA) No. 2023-08-003975
amounting to Thirty-Two Million Five Hundred Thousand pesos (Php 32,500,000.00).

After the careful evaluation of the received bids, it has become apparent that there is a substantial
price conflict between the bid amount and the outlined Terms of reference (TOR).The bids
submitted by the supplier deviated in the agency set forth TOR & also resulting to budgetary
constraints, making it impractical to award the contract without compromising the quality of
ambulance or depleting the available resources.

We believed that adhering to the terms of reference was critical to ensuring the delivery of high-
quality ambulances that met the highest standards and catered to the needs of the community.
Maintaining transparency and fairness in the procurement process is also critical.

As a result, we propose for a rebidding for the procurement of these ambulances. This will allow
us to revisit the specification, potentially adjust the terms of reference if needed, and invite new
bids from interested suppliers who can meet the necessary requirements within the budgetary
constraints.

We understand the urgency and importance of acquiring the ambulance to serve our community
effectively, and we are committed to expediting the rebidding process while ensuring its
integrity.
