 TH opposes the use of referenda for major policy decisions.

 Positives
1. Biased opinion among members in societynot seen as qualified to make decisions.
2. What are the natures of major policies?
a.) Affecting the lives of many people.
b.) Policies are complex, therefore require professional decision makers. (people in
general should not be regarded as professional/policy makers.) Society in general
can overlook many aspects.
3. Policy is created not to cater society’s interest, but also government, regional, and
international interests.

Negatives

1. Controversial issues influence the lives of many peopletherefore people should be


involved. What makes them qualified to make the decisions?
2. Referendum can be used as a tool for society to keep the government in check and to
increase public authority.
3. Increase people’s participation in the political system at a local level.
4. Raise the debate
A referendum leads to a debate, which can involve the general public and educate them
about the issue.
Even complex issues can be simplified and clearly explained. The debate on Scottish
independence took place with large numbers of local public meetings, where issues were
discussed in depth, as well as through the usual door-to-door canvassing.
It provides a direct way in which people can participate in decisions. In Scotland though
the debate did lead to fierce arguments and bitterness which will take time to heal.
