2010 SPP FOR ARCHITECTS
SPP DOCUMENT 201 (PRE-DESIGN SERVICES)
Pre-Design Services is the first step when there is a client. In this phase the Owner and
the Architect will have a collaboration to analyze the conditions and the Architect will interview
the owner and ask some questions in order to establish the framework and requirements for
building development. In Pre Design Services includes the scope of the services like
Consultation, Pre-Feasibility Studies, Feasibility Studies, Site Selection and analysis, Site
Utilization and Land Use Studies, Architectural Research/Programming, Space Planning, Space
management studies, Value Management studies, Design Brief Preparation and Promotional
services. After all of that, the Architect will submit a proposal for the pre design services stating
the scope of work, manner of payment, owner's responsibility and other conditions.

SPP DOCUMENT 202 (REGULAR DESIGN SERVICES)


In Regular Design Services the Architect act as the Adviser of the Owner, the Owner
defines the project requirements then the Architect inform the owner about the technical
requirements and professional fees. The architect work starts at the inception of the project
when the owner outline his requirements to the Architect. The project involves different parts of
the project, from analysis and study the needs and requirements, then creating the necessary
tools, and finally overseeing the project until its finished. It only finished when the main
contractor turns over the completed project to the owner. The scope services of Regular Design
are Project Definition Phase, where owners tell to the Architect the project requirements.
Schematic Design Phase, the preparation of schematic design studies from the project. Design
Development Phase, where we can see the Plans, elevations, section and other drawings.
Contract Document Phase, this is the preparation of complete contract documents after
approved design development documents. Bidding or Negotitation Phase, where Architect
prepares documents for contract letting, documrnts for construction etc. Construction Phase
where Architect do some things in the construction like visiting the site, decision making etc.

SPP DOCUMENT 203 SPP (SPECIALIZED ARCHITECTURAL SERVICES)


The Consulting Architect in this area of practice arranges and formulates methods of
rating and ascertaining the value of structures or facilities which must be fully secured, kept
safe, protected, assured, guaranteed and provided sufficient safeguards for the conduct of any
work or activity. On this SPP document, the specialized architectural services are needed to
complete, complement or supplement the necessary work for the totality of a project. For this
SPP, the word Architect refers to Consulting Architect and shall only refer to RLA who may also
be a separately Registered and Licensed Professional (RLP), who be the holder of valid
specialist certificate. The Consulting Architect in this area organization develops methods for
rating and determining the value of secure structures or facilities, ensuring their safety,
protection, assurance, and adequate safeguards for work or activity.

SPP DOCUMENT 204-A SPP (FULL TIME SUPERVISION SERVICES)


For past 50 years there are 4 members involved in the design and construction process.
The Owner, who orders for the implementation of a project. The Architect and his Specialist
Consultants, who rendering plan, design services and limited inspection work. The Contractor,
who performs the construction work and the group of individuals who assist in the supervision
and delivery of the work.

Inspection Reports • Filing of documents
The Architect has 2 ways on entering into contract with the owner which is, as Architect of
Record which interpret his drawings and documents and to assure conformity by the Contractor
and as Consulting Architect. Working as Architect of Record and Consulting Architect is for
fulltime supervision services or as what we call the Construction Supervision Group (CSG).

SPP DOCUMENT 204-B (CONSTRUCTION MANAGEMENT SERVICES )


The Architect can serve as the Construction Manager. His training in coordination allows
him to supervise and to monitor of all construction activities with regards to quality,
workmanship and cost, but the Architect as Construction Manager shall not involve himself
directly with the work of the Contractor because the architect is responsible if something
happens in case there is equipment fail to function or if a portion of the building collapse.

LEGAL RESPONSIBILITIES
The Architect as Construction Manager is responsible to the Owner on all aspects of the
construction work like programming, coordination, quality and cost control and time
management. The Construction manager has no liability incase of equipment fail or building
collapse because due to deficiencies in the plan or design, or if the CM did not participate in the
plan or design review and approval.

METHOD OF COMPENSATION
Since construction management is not part of the regular services of the Architect, then the
services rendered by the Architect as a Construction Manager (CM) shall be separately
compensated.
SPP DOCUMENT 205 (POST-CONSTRUCTION SERVICES)
Building administration and management will taking care of a building more than just
basic maintenance. It needs a skilled professional who can handle a variety of tasks to make
sure the building runs well and is cost-effective. The Architect can work as the Building
Administrator or property Manager for different types of building and their goal is to make
buildings last longer and generate the highest economic benefits.
SCOPE OF SERVICES
• Building and Facilities Administration On this scope, building maintenance ensure that the
building parts are in good condition, enforce usage rules, monitor security, and oversee
maintenance. While Grounds and Landscaping Supervision manage landscape maintenance,
entrances, and parking. Building Equipment Architects assist in equipment maintenance and
Building Development and Management Architects devise occupancy strategies and handle
tenant billing for rentals and utilities
SPP DOCUMENT 206 (COMPREHENSIVE ARCHITECTURAL SERVICES )
The Comprehensive Architectural Services refers to the range of professional services
that covers SPP201- SPP-205 which is Pre-design Services, Regular Design Services, Specialized
Architectural Services, Construction Services and Post-Construction Services.
Pre-Construction Phase
• During the Design Development phase, the project manager will conduct regular consultation
with the owner and with the Architects and Engineers about all aspects of planning for the
project.
MANNER OF PROVIDING SERVICES
If the Project Manager is hired by the Owner, Pm is responsibility either to hire
Construction Manager to be paid either by him or by the Owner, in their team, each member
will do their own field. The Architect and Specialist Consultants (SCs) will primarily handle the
plan/design, Engineers are responsible for engineering plans, the Contractor oversees
personnel, equipment, and project delivery, while the Owner makes project decisions and
ensures funding. The Project Manager (PM) focuses on overall cost control, planning,
programming, monitoring activities, and advising on material costs and construction methods.
SPP DOCUMENT 207 (DESIGN-BUILD SERVICE)

In this document when building a project, it's important to balance time, quality, and
cost. The Architect can achieve this well by providing Design-Build Services. Different methods
aim to handle projects quickly, cost-effectively, and with good quality. The Architect, with their
education and expertise, can be directly involved in the project from idea to completion. Design-
Build Services make project delivery smoother, offering creative and budget-friendly solutions,
with the Architect taking responsibility for both design and construction.

SCOPE OF DESIGN-BUILD

The scope of Design Build Services are Project Definition Phase, Schematic Design Phase,
Design Development Phase, Contract Document Phase and Construction Phase. After finishing
the design phases, the Construction Phase goes beyond periodic inspection and assessment and
this involves preparing a schedule, program, and estimates for construction materials, labor,
transportation, equipment, and services. It also includes organizing and hiring construction
personnel, negotiating contracts with contractors, procuring materials and equipment,
authorizing payments, maintaining records, and managing various business transactions related
to the project construction.

SPP DOCUMENT 208 (ARCHITECTURE DESIGN COMPETITION)

This SPP (Standard Professional Practice) for Architectural Design Competition outlines
the principles guiding the organization of competitions for architects. It is designed to benefit
both Project Proponents/Owners and Competitors, providing a framework for fair and
transparent architectural design competitions. The person who creates a plan/design owns the
rights, and no changes can be made without permission. The design that wins first prize can
only be used by the Owner if they hire the creator for the project. Usually, the Owner can use
the design for one project, but there might be conditions for repetitive work. In all cases, unless
mentioned otherwise, the creator keeps the exclusive right to reproduce the design under
copyright law (R.A. No. 9266 and its IRR).

SPP DOCUMENT 209 (ARCHITECTURE CONSULTANCY)

On March 20, 1980, President Ferdinand E. Marcos issued Letter of Instruction (LoI) No.
1000, prioritizing members of accredited professional organizations (APOs) in government hiring
and professional services, reflecting confidence in Filipino professionals. In response, the
Philippine Federation of Professional Associations (PFPA) and the Philippine Technological
Council (PTC) prepared "Standard Guidelines on Consultancy/Consulting Services."

SCOPE OF PROFESSIONAL ARCHITECTURAL CONSULTING SERVICES (PACS)

The scope of Professional Architectural Consulting Services (PACS) is determined by the rules of
the Commission and the Board through the relevant IAPOA, where a Professional Consulting
Architect (PCA) is a member in good standing. It includes different aspects. The Professional
Architectural Consulting Services (PACS) encompass program/project conceptualization and
development; rendering technical advice, consultation, and/or counseling; preparing plans,
drawings, designs, and specifications; teaching, coaching, mentoring; engaging in research and
development (R&D); documentation; conducting studies (pre-investment, feasibility, marketing,
and promotional); planning and managing land use and multi-sectoral development; site
selection, analysis, evaluation, ranking, and development; involvement in construction;
Project/Construction Management and/or Administration; post-construction evaluation;
monitoring and evaluation; providing training, capability building, and Continuing Professional
Education (CPE); and engaging in Capital Investment Programming.
SPP CONNECTIONS AND DIFFERENCES OF EVERY ARCHITECTURAL

CONNECTIONS
The connections between this SPP's are, the PRE DESIGN SERVICES is the first step of all of
this because Pre design involves conceptualization of architectural and allied solutions, while in
REGULAR DESIGN SERVICES, the Architect acts the adviser of the client and he will
translate the owners need and requirements to spaces and forms in the best manner of
proffesional service. The third is the SPECIALIZED ARCHITECTURAL SERVICES this service
will provide a full description of the scope of services and methods of compensation of all
specialized architectural services like enhancement of the architectural interior and exterior
components of the project. After that the fourth is the FULL TIME SUPERVISION SERVICES
and CONSTRUCTION MANAGER SERVICES which is the Architect in charge of construction
will be responsible and liable for the construction supervision of the project.

POST CONSTRUCTION SERVICES the building administration and management will taking
care of a building and their goal is to make buildings last longer and generate the highest
economic benefits. COMPREHENSIVE ARCHITECTURAL SERVICES the connection of this
one is that it covers all the services from Pre-Design to Post Construction Services. DESIGN
BUILD SERVICES this topic can also connect with all of these because Design-Build Services
make project delivery smoother, offering creative and budget-friendly solutions, with the
Architect taking responsibility for both design and construction. ARCHITECTURAL DESIGN
COMPETITION this topic can also connect to the others because Design Competition is
designed to benefit both Project Proponents/Owners and Competitors, providing a framework
