6.

BIM REQUIREMENTS (APPLICABLE TO EN-


ABLING AND INFRASTRUCTURE WORKS
Building Information Modelling (BIM)

The Contractor shall develop a Project BIM for all disciplines (including all sub-contractors and vendors)
as a minimum to AIA BIM level of development (LOD) 400 and LOD 500, to include infrastructure,
utilities, architectural, structural, MEP/ FLS and other services, and specialist constructions, from the
Design BIM developed by the design consultant(s) to LOD 300. The detailed Project BIM strategy is
included at section 6.1 below.

This model is to be maintained throughout the construction phase with the resulting model transferred
to the Employer for their subsequent use and adaption, with data organization such that it can be
further developed at later Project stages by others. The Contractor’s services pertaining to BIM shall
include the following:

High level BIM management, design and collaboration to ensure integrity of design data and value
through the BIM process comprising:
a) detailed BIM execution plan
b) use of BIM to develop and audit the construction at key stages to ensure compliance to the
program and detection and resolution of clashes/conflicts.
c) intelligent linking of Project documentation (schedules, room data sheets (RDS), equipment, etc.)
to a single-source of information platform - the Project model.
d) quality assurance and quality control (QA/ QC) of modelled information to ensure data integrity.
e) incorporation of all sub-contractor and vendor information into BIM by direct input and the
implementation of collaboration protocols
f) sustainability evaluation.

In the event the Design BIM is not made available to the Contractor at the contract commencement
date, the Contractor will be required to proceed with the Works, based on the Issued for Construction
(IFC) documentation provided, and develop the model once received.

Section 6.1
Building Information Modelling Requirements

Section 6.1 defines the Building Information Modelling (BIM) requirements for the Contractor. The
Contractor shall be responsible for the development of the Project BIM as detailed herein:

1.0 Project BIM Requirements


1.1 BIM processes will be employed on the project during Design and Construction stages to
enable better coordination, collaboration, and communication between the project team. By
creating a virtual digital representation of the assets and their associated systems during the
design and construction stages, any potential coordination issues can be identified and
resolved before construction on-site begins.
1.2 As the BIM processes are being used on the project, information extracted from the BIM(s)
will also be used to assist in cost estimation. Therefore, elements should be modeled with the
Quantity Extraction processes in mind.
1.3 The Design BIM(s) developed by the design consultant(s) to LOD 300 shall be made available
to the Contractor for information only, to be used by the Contractor to further develop the
models to LOD 400 and LOD 500 Construction Models. At the end of the construction stage,
the as-built BIM model linked to FM database to be handed over to the Employer’s Facility
Management team, this model will contain parameters pertinent to Facilities management
and allow data outputs in a structured format such as COBie or an equivalent.
1.4 The project design stage BIMs are a component of the design and construction process. All
drawings issued for tender and construction shall be issued as standard 2D plans, sections,
and elevations which shall primarily be generated from the BIM model. 3D drawings may also
be used to supplement and clarify the 2D information. All levels, dimensions, and labeling
have shown on 2D drawings shall be clearly and fully defined in the 3D model and generated
by the software.

2.0 BIM Model Ownership


2.1 The BIM models and associated extracted data is an instrument of service and is considered to
be a component of the Design and Construction documents. The Employer has full ownership
of information, documents and files developed for the project, the data contained within it
and all copyrights.
2.2 In addition, when contributing to the BIM model and database the Contractor agrees to
provide all project stakeholders and The Employer a non-revocable, exclusive license to utilize
any and all intellectual property. Files, models, and Facility Data developed for the Project,
and all embedded asset attribute information may be used at the discretion of The Employer
at any time.

3.0 Project BIM Goals and Model Uses

4.0 BIM Deliverables


The Contractor is to:

i. Develop and submit a pre-contract BIM Execution Plan (BEP) as part of the proposal, the Pre-
Contract BEP is a pre-cursor to the BEP and outlines as a high level, the Contractors proposed
BIM Methodology and proposals for fulfilling the project BIM requirements.

ii. Produce a BIM Execution Plan in coordination with all project parties to successful digital
Delivery of information in accordance with Project Requirements within one (1) month of
Letter of Award. The requirements of the Precontract BEP are defined in the respective section
of this Document.
iii. Ensure roles and responsibilities within the proposed BIM Team are defined and allocated
correctly for the successful delivery of all BIM tasks.

iv. Provide and maintain a Master Information Delivery Plan (MIDP) collating all subcontractor’s
Task Information Delivery Plans (TIDPs) in line with project programme (within one month of
contract award).

v. Provide a Level of Detail (LOD) and a Level of Information (LOI) matrix proposal outlining the
Geometric detail and Design Information Attributes that will be available within the Model at
each stage.

vi. Develop necessary BIM Models (LOD 400/500) to meet the requirements, ensuring that the
BIM models and its content at the development is in accordance with established BIM industry
standards which can be used and relied upon by any project stakeholder within the project

vii. Ensure latest version of all Design Models are available within the EDMS for all project
stakeholders. Being used to enhance Design development and Design Review meetings.
viii. Maintain a federated model for the respective scope containing latest model version of all
disciplines.
ix. Prepare and provide a BIM training strategy to ensure all project members, including sub-
consultants, have the necessary skills to utilise model outputs.

x. Produce all construction drawings directly from the Design Models. Ensure that there are no
discrepancies between 2D and 3D information.
xi. Ensure 3D Models are clash coordinated ensuring coordination of all building components and
buildability, thus enabling the contractor to progress construction activities at the site in a
timely manner with minimal or no conflicts.
xii. Provide models and information when requested to the Cost Consultants to assist in his cost
advice generally during design development including his carrying out of cost comparisons of
alternative design or construction solutions as necessary or as requested by the Employer.
xiii. Ensure assets information parameters are embedded within the BIM models and fill whatever
applicable according to the defined responsibility.
xiv. Handing over an assets list in the tender stage with all the information needed (should be
defined in deliverables also).

xv. LDC to ensure QA and QC process is in place and carried out on all BIM models and processes.
xvi. Provide BIM Progress reports as requested and BIM Close out report at each Project
Milestones.

xvii. Maintain BIM related Risks and Issues within the overall Project Risk register.
xviii. Capture Lessons Learned
xix. Responsible for incorporating and coordinating any sub-consultant models.

xx. Develop the BIM Models for the following:


ƒ All Utility Project wide Infrastructure networks
ƒ Building structure, including but not limited to, foundations, columns, beams, joists,
purlins, floor and roof decking and fill, bracing, and load-bearing walls.

x Plumbing systems, including but not limited to, water distribution, storm drainage, and
sanitary sewerage waste and vent piping, water heaters, and plumbing fixtures.

x Fire suppression systems, including but not limited to, standpipes, sprinkler systems, fire
pumps, and nonwater-based fire-extinguishing systems.

x Electrical systems, including but not limited to, conduit greater than 35mm in diameter,
or bundled conduits, cable-tray, transformers, switchgear, switchboards, panel boards,
generators, lightning protection, and lighting.

x ELV systems, including security cameras, AV, telecom, etc.

x Communication systems, including but not limited to, structured cabling, premise wiring
distribution system, etc.

5.0 BIM Specification


5.1 The Contractor shall maintain, and update as required a BIM section of specifications during
construction. The specification shall outline the scope of services, deliverables, and other
requirements necessary to continue model development to LOD 400 and LOD 500 by the
contractor and handing over BIM-FM enabled model at the end of the project to the Employer.

6.0 Level BIM of Development Definition


6.1 The following outlines Level of Development – LOD for building information model – BIM
deliverables:

x LOD 100 – Essentially the equivalent of conceptual design. The model would consist of
overall building massing and the downstream users are authorized to perform whole building
types of analysis (volume, building orientation, cost per square meter, etc.)

x LOD 200 – Similar to schematic design or design development. The model would consist of
"generalized systems or assemblies with approximate quantities, size, shape, location, and
orientation." Authorized uses would include "analysis of selected systems by application of
generalized performance criteria."

x LOD 300 – The Model Elements are graphically represented within the Model as a specific
system, object, or assembly in terms of quantity, size, shape, location, and orientation. Non-
graphic information may also be attached to the model elements. The model is suitable for
the generation of construction documents. As such, analysis and simulation are authorized
for elements and systems.

x LOD 400 – This level of development is considered to be suitable for shop drawings
production, fabrication, and assembly. The MEA (Model Element Author) for this LOD is most
likely to be the trade contractor or fabricator.

x LOD 500 – As-Built conditions are modeled as constructed assemblies for Maintenance and
operations. In addition to actual and accurate in size, shape, location, quantity, and
orientation, non-geometric information is attached to modeled elements.

7.0 Costing and BOQ Development


7.1 The Employer plans to utilize BIM to enable quantity extraction for costing. To ensure the
success of this exercise, prior to the set-up of the BIM models the Contractor is to arrange a
workshop to determine the Employer’s requirements for this process.

8.0 Pre-Contract BIM Execution Plan Requirements


8.1 The Pre-Contract BIM Execution Plan should provide the Employer with a high-level overview
of the Contractor’s proposed approach to delivering BIM for the project. The main
components are listed below, and the contents should be in line with accepted international
BIM Standards and good practice, these should be listed in the pre-contract BEP. As a
minimum the Pre-Contract BEP should demonstrate:

x The disciplines to be modeled and to what LOD at each design stage/milestone.

x The Software platforms and versions to be used on the project.

x The capability of the Contractor to produce construction information using a BIM


methodology.

x The Capability of the sub-contractors to design using a BIM Methodology.

x The proposed methodology for quantity extraction from the models

x The capability of setting up and managing a common data environment for the sharing and
transmission of project design information

x Organization Chart along with defined roles and responsibilities.

x CVs of BIM personnel proposed to be working on the project, highlighting relevant


experience.

9.0 BIM Execution Plan (BEP)


9.1 The Contractor shall create and submit to the Employer for approval a detailed BEP which
documents the collaborative process in which BIM will be implemented throughout the project
lifecycle. The BEP is a live document that will develop as the BIM project progresses. The
Contractor is responsible for the BEP creation and maintenance whilst ensuring that the
relevant information from all consultants/contractors is recorded in the document. The BEP
must contain a minimum of the sections listed below and is a development of the Pre-Contract
BEP.

10.0 BEP Overview


a. Project Information (Project Name, Description, Location, Project Schedule (including
project milestones and submittals for individual work packages).
b. Key Project Contacts (Project BIM team organization chart, organizations, and project
stakeholder contact information).
c. Organizational roles and staffing (Description of roles and responsibilities of the project
BIM team).
d. Project ‘BIM Goals’ and ‘Model Uses’ (As defined in the project RFP document and any
additional information required).
e. Collaboration Procedures (Define meeting procedures (type and frequency), the
information exchanges that will be followed, define coordination and conflict resolution
procedures) model delivery exchange schedule and File transfer protocol).
f. Technological Infrastructure (Specify BIM authoring, analysis, and model review software,
version, and formats that will be used by BIM project team).
g. Model and Database Structure (Define Model setup information, Model file naming
conventions, Model structure, and breakdown by area and discipline, building levels, etc.)
h. Schedules (Document details of schedule information that will be extracted from the
models (i.e. quantity, door, window, column, etc.)
i. Modelling Standards (Documents variations to any defined standards)
j. Quality Control Procedures (Overall strategy for BIM quality control including checks,
procedures and model accuracy and tolerances)
k. Project Deliverables by phase (including formats such as native BIM format, federated
model review format, IFC, PDF Files, and CAD Files).

l. LOD Matrices specifying which elements will be produced for each discipline and their level
of development including geometrical development and data.
m. Appendices (Any appendices as necessary)

11.0 BIM Collaborative and Design Coordination Procedures

a. The Contractor shall demonstrate BIM model progress and its uses during regular
meetings with the Employer and project team.

b. Autodesk Navisworks to be used as the common collaboration platform for the project,
regardless of the model authoring software used (i.e. – Revit, Bentley, etc.)

c. Model-based conflict resolution shall be demonstrated during model review meetings.


The Contractor is responsible for construction coordination. All construction trade
disciplines involved in model production are responsible for conflict resolution on their
own models. All models should be checked regularly and all possible conflicts resolved
prior to model review meetings unless coordination and resolution are required within
the wider project team.

d. Through the collaborative process the party, or parties, responsible for making changes
to resolve any conflicts shall be identified. After each model review meeting, a minute of
any required changes shall be distributed to the project team.

12.0 Technical Requirements


This section clarifies the preferred IT Infrastructure software requirements to assure flowing
and work integrity. It also gives the opportunity for the project teams to propose any
compatible solutions preferred other that those listed within this document.
12.1. Software
This section is about the preferred list of software that will be used during whole project life
cycle and about which platforms any proposed software shall be compatible with. All bidders
should propose their IT infrastructure plan and propose for any equivalent/alternative
software with compatibility evidence.

12.2. Model Authoring


a. The software used for model authoring shall provide all the 3D modelling capability,
adding new attributes, linking different models and formats, exporting/importing IFC
formats and assuring on achieving all needed model management requirements.
b. Distributed teams need to be able to access models created by the software for model
authoring over the internet.

c. The software shall support most of publicly add-ins to help/facilitate model authoring.
d. The software shall support multi-location work (cloud-based) and not be attached to a
specific server in a specific location.

12.3. Design Review

a. The software shall provide viewing capability on mobile devices as specified.


b. Distributed teams need to be able to access models created by the software for design
review over the internet.
c. The software for design review can save comments and markups in the 3D model that
were collected through the design review.
d. The software shall provide capability to communicate the issues registered in the
software. The software for design review provides functionality that can be used to
distribute comments. This can either be done through a file that can be distributed, or by
uploading it on a web-based platform.
e. A desirable feature is that the status, (e.g., issued, approved, rejected), can be tracked
within the software for design review.
f. The software for design review provides functionality that can measure distance on
screen in the model that is being reviewed by snapping to elements in it.
g. The software shall provide capability to access object properties when clicking on an
object.

h. The software shall provide secure and authenticated access to up-to-date,


multidisciplinary BIM projects.
i. If the software is standalone, this requirement can be handled by authentication of the
operation system and the data management solution. If the software is cloud-based,
authentication needs to be provided and access rights are granted dependent on the
role.

12.4. Design/Construction Coordination


a. The software shall be able to detect, identify and manage clashes. The software can
automatically detect clashes between elements in different 3D models. Identifying
clashes is achieved by highlighting them in the 3D model. Clashes are managed by saving
them in the model and being able to track their status.
b. The software shall provide capability to create clash reports. The software can create a
report which gives the opportunity to explore details of the clash results or to share that
data with others. It shall be able to include an image and the status of the clash, (e.g.,
new, active, reviewed, approved and resolved) and export the report in XML, HTML and
TXT format.
c. The software shall provide capability to import and export clash tests. The software shall
be able to import and export clash tests in XML format that contains the settings, names
and selected items to save time setting up clashes across projects.
d. When clicking on an object in the software for 3D coordination it shows the properties
attached to it.
e. Distributed teams need to be able to access models created by the software for 3D
coordination remotely over the internet.
f. The software shall integrate multiple 3D models and multi-format data and aggregate it
into one model, a single model to be published as a distributable file. This can either be
done through a file that can be distributed, or by uploading it on a web-based platform.
g. The software shall provide capability to group objects, (e.g., based on properties or
naming convention) to clash-test subsets of the model. The software can be set up to
filter and group for certain objects.
h. Training Requirements

i. All appointed parties are responsible to provide training to upskill and maintain the skills
of their teams and their sub-consultants/sub-contractors for any software used in the
project. All appointed parties shall detail their training plan in case of awarding to satisfy
and achieve all BIM needs and requirements.
j. The Employer may call for training for any software used in the project, Contractor shall
ensure on the training commencement not more than two weeks from the training
request.
k. The Employer is not responsible for any training requirements or technology providing
for external parties in the project. Find below the main training fields needed:

13.0 Attribute, Object and Space Naming Conventions


All Consultant(s) and, or Contractor(s) shall follow the same naming conventions for spaces,
objects naming and attributes on the project. Any deviation to these shall be established
within the BEP and approve by The Employer before implementation.
Object Naming shall be in line with section 4.3.2 of BS 8541-1, for object with associated
classification attribute(s).

15.0 Electronic Media, Graphics Standards and GIS Specifications

a) The Contractor shall confirm and comply with all:

x DMT and other authority digital data requirements and specifications, including GIS
and CAD; as well as the Employer electronic media standards.

x Coordinate system, data format, and metadata as outlined by DMT submission


requirement documents.

x Provide GIS files for each Project Stage and authority submissions for review and
acceptance by The Employer.

x Site and its layout finishing plans must-have design levels with GIS control points for
setting out purposes.

x Provide CAD digital modes of all massing, plan, sectional information illustrating the
roads, building massing, plot boundaries, controls, utilities, and infrastructure.

x The CAD data is to be properly layered and coordinated in accordance with DMT and
approved international conventions. Any 3D data used to develop the design to be
included in the final handover, information is to be coordinated with area schedules
and costing data.
