Council of Legislations 2022 Report

It was indeed an honor and a privilege to


have represented District 3770 for the RI
Council of Legislations-2022, from April
9,
2022 to April 15, 2022 held in Chicago,
USA. All ten RI Districts from the
Philippines were represented at
the COL-2022.

It was totally the height of my


Rotary journey to be part of COL-
2022. All RI Districts from all over
the world were represented either
virtually or in-person. The RI
Conveners did wonders in
effectively managing hybrid
interactions of over 530 COL-2022
legislators.

COL-2022 Representatives were


tasked to consider 92 proposed
resolutions for enactments that
will affect how Rotary
International manages our
distinguished organization in the
future. The proposed resolutions
addressed both RI By-laws or RI
Constitutions issues or concerns.
All passed enactments will be
incorporated in the next RI
Manual of Procedures edition.
Unfortunately, none of the ten
Philippine Districts submitted any
proposed resolutions for
enactment.
Of the 92 proposed resolutions, only 16
were enacted. Other resolutions that did
not have direct impacts on day to day RI
operations were voted online prior to
COL-2022. The passed enactments which
are amendments to our RI By-laws and RI
Constitutions will be effective July 1,
2022, RY2022-2023. In my opinion, there
might be just two enactments that will
have significant and immediate impacts
to our Rotary lives.

First: Club per capita membership dues


will increase annually for the next three
years:

RY2023-2024: $37.50 per semester.


RY2024-2025: $39.25 per semester.

RY2025-2026: $41 .00 per semester.

Second: The RI Board's authority to


remove/strip a Rotarian's past status as
an RI officer (DG/PDG as examples) was
reaffirmed. The RI Board initially stripped
a PDG from Pakistan of his status as an RI
officer for fraud related to T RF issues. The
PDG challenged the Board's authority to
remove his status to no avail. His District
later proposed the challenge as a
resolution for enactment by COL - 2022.
The enactment FAILED or DID NOT PASS.
Thus, the Boards authority to strip the
status of an RI officer was reaffirmed and
will be incorprated as part of our RI
ByLaws.
The RI Council of Legislations (our
congress if you will) is convened every
three years. It is the best avenue for
Rotarians, Clubs, and Districts to
propose resolutions for enactments to
improve how we do business for Rotary
concerns. Should anyone be interested
