Intended Service
Composite repair system for pipework in accordance with ISO 24817:2017, ASME PCC-2:2018 and
manufacturer’s defined limits. Marine & Offshore Applications: Cargo Lines, Crude Oil Washing Lines,
Process Lines, Produced Water Lines, Inert Gas Lines, Fuel Oil Lines, Lubricating Oil Lines, Hydraulic
Oil Lines, Cooling Sea/Fresh Water Lines, Bilge Lines, Firemain Lines, Water Spray Lines, Deluge Lines,
Foam Lines, Ballast Lines, Fresh Water Lines, Sanitary/Drains/Scuppers Lines, Control and Service Air
Lines, Brine Lines & Vents/Sounding. Composite repair system Class 1, Class 2 and Class 3 may be
installed in the subject pipe and fittings in sizes 2 inches through 40 inches in locations, as specified in
the Fire Endurance Matrix in ABS Steel Vessels Rules 4-6-3/ Table 1 and ABS Facilities Rules A1-2/
Table 3.

Description
FCR-QC and FCR-BC, andFCR-QE are high performance carbon fibre and glass fibre reinforcement,
respectively. These fibre reinforcements are combined with high bond strength and chemical resistance
of the epoxy resins, ST(b) and HT, to produce a composite system for the repair of pipes.

Ratings
Maximum Pressure reviewed on a case by case and as per ASME PCC-2 and ISO 24817.

Temperature Range

FCR-QC/ST(b); FCR-BC/ST(b); FCR-QE/ST(b): -20 °C to +78 °C and -20 °C to +68 °C for Type A and
Type B repairs, respectively.

FCR QC-HT; FCR-BC/HT : -20 °C to +129 °C and -20 °C to +119 °C for Type A and Type B repairs,
respectively.

FCR-QC/ST(b) may be used down to -90C.

FCR-QC/HT, when protected by “Jotun Jotachar JF750” product, may be used in areas where fire
resistance is required as per ABS Steel Vessels Rules 4-6-3/ Table 1 and ABS Rules for Facilities on
Offshore Installations A1-2/ Table 3.

Service Restrictions
1) "Long Lifetime" repairs, up to 20 years, may be accepted subject to the following conditions:

a) The repair extends/reinstates the original design life of the component as defined by the design
calculations and identified in the risk assessment. The procedure is to be reviewed by ABS.

b) The repair is to be designed, qualified, installed, tested, and inspected in accordance with Part 4 of
ASME PCC-2 -2018 and ISO 24817:2017. A risk assessment associated with both defect and the repair
method are to be completed prior to application and is to consider all

factors listed in Article 401, Paragraph 1.3 and Article 402, Paragraph 1.3 of ASME PCC-2 -2018 and/or
7.1 of ISO 24817:2017.

c) The requirements for fire performance (i.e., flame spread and smoke generation) are to be identified in
the risk assessment, as per 401-3.4.10.3 of ASME PCC-2- 2018 and/or 7.5.9.4 of ISO 24817:2017(E)
and/or ABS Steel Vessels Rules Part 4.6.3.

2) "Short Lifetime" repairs, minimum 2 years, and inspection intervals are to be agreed with ABS Survey
when the conditions of "Long Lifetime" are not met. In any other case temporary repairs, pending the
next available repair period will be granted.

3) An engineering design assessment is to be carried out for each application. The repair is to be
designed, qualified, installed, tested and inspected in accordance with Part 4 of ASME PCC-2 and/ or
ISO 24817.

A risk assessment associated with both defect and the repair method is to be completed prior to
application and is to consider all factors listed in 4.1.3 of ASME PCC-2 and/or 6.1 of ISO 24817.

The requirements for fire performance (i.e., flame spread and smoke generation) are to be identified in
the risk assessment, as per 3.4.10.3 of ASME PCC-2 and/or 6.5.9.4 of ISO 24817.

Personnel involved in the installation of the repair system are to be trained and qualified/ endorsed by
TEAMINC and in accordance with Article 4.1, Appendix VII, of ASME PCC-2 and/ or Annex I of ISO
24817.

4) ABS Surveyor is to be contacted prior to commencing preparations for use of the products to assess
the suitability for the specific application. Surveyor to attend application planning meeting for specific
project, together with TEAMINC Technical Consultant and Application

Team.

Surveyor to attend upon completion of surface cleaning as specified and immediately prior to application
of the products. It is of high importance that sufficient curing time is to be given to the material after the
application. If the area of interest has shown accelerated wastage,

the repair may only be acceptable for temporary use, pending the next available repair period.

The condition of the pipe and the extent of damage are to be recorded. NDE may also be used if
deemed necessary; Intelligent pigging, Radiography and Pulsed Eddy current are some examples.

5) The products are not to be used where erosion or microbial corrosion is experienced if the cause is
not first remedied. Perforations are to be treated prior to the application of the system.

The products are not to be used for Long repairs on cracked pipes, if the crack has not being terminated/
mended, or for any structural applications.

6) Unit Certification is not required for this product. If the manufacturer or purchaser request an ABS
Certificate for compliance with a specification or standard, the specification or standard, including
inspection standards and tolerances, must be clearly defined.

Comments
The manufacturer has provided a declaration that the product is asbestos free.

When required by the service environment, the installation must be coated with a UV-blocking and
weather resistance coating approved by TEAMINC.

The installation procedures are to be those used in the repair system qualification and are to be in
accordance with TEAMINC installation guide and recommendations for specific types of repairs.

The documentation provided prior to installation of the repair should include the following as per ABS
Guidance Notes on Composite Repairs of Steel Structures and Piping:

i) System plan and contents of System Plans for the piping component to be repaired, see 4-6-1/9 of the
Marine Vessel Rules.

ii) Repair Assessment providing information as specified in 2-3/2.

iii) Repair design including design basis, the repair system qualification results and design calculations
as specified in Chapter 2, Section 3.

iv) Repair installation and inspection procedures as specified in Chapter 2, Section 4 and Chapter 2,
Section 5.

v) An In-Service Inspection Program deemed appropriate for maintaining the integrity of the repair
system should be provided. Information on in-service inspection, monitoring, and maintenance can be
found in Chapter 2, Section 5.

vi) Risk Assessment Report (see 2-1/8).

The documentation for the repair should be submitted for ABS Engineering review and be available for
the attending ABS Surveyor to verify that the quality assurance and documentation for repair installation
is done appropriately.

The information of the repair, identification, location, date of installation, material used, repair lifetime,
associated maturation year and survey intervals should be included in the unit´s In-Service Inspection
Plan (ISIP).

ABS expressly disclaims all warranties with respect to the repair coating and the design assessment,
including warranties of merchantability and fitness for a particular purpose. Successful repair coating is
dependent on coating properties (some of which may not have been addressed in the approval
standard), proper application (including surface preparation, application and curing environment) and
proper maintenance. These aspects are beyond the scope of this design assessment.

Term of Validity
This Product Design Assessment (PDA) Certificate remains valid until 29/Jun/2025 or until the Rules
and/or Standards used in the assessment are revised or until there is a design modification warranting
design reassessment (whichever occurs first).

Acceptance of product is limited to the "Intended Service" details prescribed in the certificate and as per
applicable Rules and Standards.

This Certificate is valid for installation of the listed product on ABS units which exist or are under contract
for construction on or previous to the effective date of the ABS Rules and standards applied at the time
of PDA issuance. Use of the Product for non-ABS units is subject to agreement between the
manufacturer and intended client.

ABS has used due diligence in the preparation of this certificate, and it represents the information on the product in the ABS
Records as of the date and time the certificate is printed.
If the Rules and/or standards used in the PDA evaluation are revised or if there is a design modification (whichever occurs first),
a PDA revalidation may be necessary.
The continued validity of the MA is dependent on completion of satisfactory audits as required by the ABS Rules. The validity of
both PDA and MA entitles the product to receive a Confirmation of Product Type Approval.
Acceptance of product is limited to the “Intended Service” details prescribed in the certificate and as per applicable Rules and
Standards.
This Certificate is valid for installation of the listed product on ABS units which exist or are under contract for construction on or
prior to the effective date of the ABS Rules and standards applied at the time of PDA issuance. ABS makes no representations
regarding Type Approval of the Product for use on vessels, MODUs or facilities built after the date of the ABS Rules used for
this evaluation.
Type Approval requires Drawing Assessment, Prototype Testing and assessment of the manufacturer's quality assurance and
quality control arrangements. The manufacturer is responsible to maintain compliance with all specifications applicable to the
product design assessment. Unless specifically indicated in the description of the product, certification under type approval does
not waive requirements for witnessed inspection or additional survey for product use on a vessel, MODU or facility intended to
be ABS classed or that is presently in class with ABS.
Due to wide variety of specifications used in the products ABS has evaluated for Type Approval, it is part of our contract that;
whether the standard is an ABS Rule or a non-ABS Rule, the Client has full responsibility for continued compliance with the
standard.
Questions regarding the validity of ABS Rules or the need for supplemental testing or inspection of such products should, in all
cases, be addressed to ABS.
