EXECUTIVE ORDER NO. 8

Series of 2024

AN ORDER REORGANIZING THE BARANGAY BIDS AND AWARDS COMMITTEE.

WHEREAS, Implementing Rules and Regulations (IRR) Part A, herein after called “IRR-A”, is
promulgated pursuant to Sections 75 of Republic Act No. 9184, otherwise known as the
Government Procurement Reform Act (GPRA), for the purpose of prescribing the necessary
rules and regulations for the modernization, standardization and regulation of the procurement
activities of the government;

WHEREAS, Section 4 of the IRRA-A of RA 9184 shall govern and apply to the procurement of:
a) infrastructure projects; b) goods; and c) consulting services by any branch, agency,
department, bureau, office or instrumentally of Government, including local government units
(LGUs);

NOW THEREFORE, I, JAYNODIN P. ISLA, Punong Barangay of Barangay Patadon,

Kidapawan City by virtue of the powers vested in me by the law, do hereby direct the
reorganization of the Barangay Bids and Awards Committee (BAC) as follows:

SECTION 1. COMPOSITION - The BAC of Barangay Patadon is hereby organized with the
following compositions:

Chairperson: Jaynodin P. Isla Punong Barangay

Vice Chairperson Zoharto N. Dalping Barangay Kagawad
Members: Mohamad T. Pangadil Barangay Kagawad
Basir U. Diagao Barangay Kagawad
Solaiman D. Salik Barangay Kagawad
Abosama M. Mama Barangay Kagawad

SECTION 2. FUNCTIONS – The BAC shall exercise the following functions:

a) Advertise and/or post the invitation to bid;

b) Conduct pre-procurement and pre-bid conferences;
c) Determine the eligibility of prospective bidder;
d) Receive bids;
e) Conduct the evaluation of bids;
f) Undertake post-qualification proceedings;
g) Resolve motions for reconsideration;
h) Recommend award of contracts to the head of the procuring entity or his duly
authorized representative; and
i) Recommend to the Barangay Chairman the use of Alternative Methods of Procurement
as provided for in the Rule XVI of IRR-A RA 1984;

SECTION 3. EFFECTIVITY. This order shall take effect immediately.
