BIDS AND AWARDS COMMITTEE

RESOLUTION NO.2022-005
(Series of 2022)

WHEREAS, under Republic Act No. 9184 (RA 9184), otherwise known as “Government
Procurement Reform Act” (GPRA), and its Revised Implementing Rules and Regulations
(RIRR), all procurement shall be undertaken through competitive public bidding except only
under highly exceptional cases where the procuring entity may resort to alternative methods of
procurement; and the same shall be subject to the prior approval of this Punong Barangay.

WHEREAS, under Section 52 of the Revised IRR of RA 9184, Shopping is a method of

procurement of goods whereby the procuring entity simply requests for the submission of price
quotations readily available off-the-shelf goods or ordinary/regular equipment to be procured
directly from supplier of known qualifications;

WHEREAS, pursuant to the above-mentioned provision, shopping may be employed for

the procurement of ordinary or regular office supplies and equipment not available in the
Procurement Service involving an amount not exceeding FIFTY THOUSAND PESOS (Php
50,000.00).

WHEREAS, this barangay as per approved for Purchased Request No. 2022-02-003
requested for the procurement of goods for the Person with Disability COVID-19 awareness and
Gift Giving activity in the total amount of Nine Thousand Six Hundred Eighty pesos(Php
9,680.00) chargeable against Maintenance and Other Operating Expenses of 2022 annual
budget;

WHEREAS, in adherence of the afore-mentioned provisions, WE, Members of the Bids

and Awards Committee, hereby resolve as it is resolved to recommend that the above
procurement of Goods be done through Shopping.
