PROPOSER PHASE ONE: PROPOSITION


Proposer: Reads out Operative Clauses of
YIELDS TO SECONDER
Resolution and speaks for it.
SECONDER Must yield to the Seconder.
YIELDS TO THE CHAIR Seconder: Speaks for the Resolution.

SPEAKER
AGAINST PHASE TWO: GENERAL DEBATE 1
Speakers: To get on the Speakers List, send a
note to the Chair stating if you wish to speak.
OPTION 1: YIELDS OPTION 2: YIELDS For or Against.
TO THE SPEAKER TO THE CHAIR Points of Information (POI): Once the Speaker
AGAINST
has finished the Chair will ask them if they are
SPEAKER open to POIs. This is a chance for the delegates to

Yielding: Speakers may yield to another speaker
who is further down the Speakers List. Only two

AMENDMENT PROPOSER PHASE THREE: AMENDMENT


READS AMENDMENT Vote to Debate: A vote by placard will be taken
to determine whether the amendment will be
debated after the Proposer has read it aloud.
VOTE TO DEBATE Debate: In this phase follows the format as the
General Debate in Phases One and Two, starting
PROPOSER with a Proposer, who yields to a Seconder,
YIELDS TO SECONDER
followed by Speakers Against and For, with a
SECONDER maximum yield chain of three Speakers.
YIELDS TO CHAIR Vote on Amendment: A vote by placard willbe
SPEAKER AGAINST taken on the amendment to establish if it passes
or fails. No abstantions are allowed at this point.
AND SO ON, AT CHAIR’S DISCRETION . . .
Note: A clause may not be amended more than
VOTE ON AMENDMENT once.

Further General Debate, at Chair’s discretion... As per PHASE TWO, starting with Speaker For.
PHASE FIVE: RIGHT OF REPLY
RIGHT OF REPLY Right of Reply: Given by Proposer of Resolution.
Vote on Resolution: By placard or roll call on the
VOTE ON RESOLUTION amendment Resolution; abstentions are allowed.
