CARPER AND THE FUTURE

OF AGRARIAN REFORM IN
THE PHILIPPINES
CARP
CARP was a government initiative
aimed at redistributing agricultural
land to farmers and providing
them with support services.
To address this issue, President Arroyo
signed Republic Act No. 9700 in 2009, which
extended the deadline for CARP by five
more years. Section 30 of the law also
stated that any pending cases or
proceedings related to CARP
implementation should be concluded, even
beyond the deadline.
From 2009-2014 CARPER distributed a total
of 1million hectares of land to 900,000
farmer beneficiaries. After 27 years of land
reform and two Aquino administrations
500,000 hectares of land remained
undistributed
Despite the efforts of the Department of Agrarian Reform
(DAR) and the Department of Environment and Natural
Resources (DENR), the government agencies responsible
for implementing CARP and CARPER, the distribution of
land has been challenging. The passage highlights two
main obstacles: the powerful landed elite and the
ineffective bureaucracy of the Philippine government.

The landed elite refers to wealthy landowners who have


significant influence and control over agricultural land.
Their resistance to land redistribution has hindered the
progress of agrarian reform. Additionally, the
bureaucratic inefficiencies within the government have
also contributed to the slow implementation of CARP and
CARPER.
