EXECUTIVE ORDER No.

2022____

AN ORDER ESTABLISHING THE GENDER AND DEVELOPMENT MONITORING AND


EVALUATION TEAM OF THE CITY OF SAN FERNANDO, PAMPANGA

WHEREAS, Philippine Commission on Women (PCW), Department of the Interior and Local
Government, Department of Budget and Management, and National Economic and
Development Authority Joint Memorandum Circular (JMC) No. 2013-01, as amended,
entitled, “Guidelines on the Localization of the Magna Carta of Women” provides that all
Local Government Units (LGUs) shall create and maintain a gender responsive Monitoring
and Evaluation (M&E) System;
WHEREAS, the City of San Fernando, Pampanga aims to establish a gender sensitive
community and gender responsive governance;
WHEREAS, the creation of the GAD M&E Team would further strengthen the M&E System
for gender-responsive programs, projects and activities;
WHEREAS, there is a need to create a GAD M&E Team to assess the progress of GAD –
related programs, projects and activities of the city to achieve its objectives;
NOW, THEREFORE, I, EDWIN D. SANTIAGO, City Mayor of the City of San Fernando by
the virtue of the powers vested in me by law, do hereby order:

Section 1. CREATION.
The Gender and Development (GAD) Monitoring and Evaluation (M&E) Team of the
City of San Fernando, Pampanga, is hereby created.

Section 2. COMPOSITION OF THE GAD M&E TEAM.


The Monitoring and Evaluation Team shall be be composed of the following
members:
a. GAD Focal Point System (GFPS) Technical Working Group Chairperson

b. Head, City Planning and Development Coordinator’s Office

c. Head, City Human Resources and Management Office

d. Head, City Budget Office

e. City Local Government Operations Officer

f. Representative of the Local Chief Executive

g. Representative from Civil Society Organization – Council of Women


h. Representative from Women’s Organization – Kababaihan

i. Representative from the Academe - City College of San Fernando

The Members shall elect from among themselves a Chairperson/Vice-Chairperson. A


resolution bearing such authority shall be made an integral part hereof.

Section 3. FUNCTIONS.
The GAD Monitoring and Evaluation Team shall:
a. Establish a Monitoring and Evaluating System for the Proper implementation of GAD
– related programs, projects and activities;
b. Monitor the implementation of the Annual GAD Plan and utilization of the GAD
Budget and assess the status of the institutional mechanisms on gender
mainstreaming;
c. Evaluate the outcomes of the City’s GAD policies, programs and projects and submit
a GAD Evaluation Report to the City DILG at the end of the Local Chief Executive’s
three-year term. The submission shall be done not later than June of the next term;
and;
d. Perform such other functions, in related to, the implementation of this Executive
Order.

Section 4: MEETINGS.
The Monitoring and Evaluation Team shall meet at least once every quarter or as
often as may be necessary in order to carry out its duties and responsibilities.

Section 5: QUORUM.
A majority of the members of the Monitoring and Evaluation Team shall constitute a
quorum which shall be required for the conduct of its official business.

Section 6. REPEALING CLAUSE.


All other orders, rules, regulations and issuances or part thereof which are
inconsistent with this Executive Order are hereby repealed, amended or modified
accordingly.

Section 7. EFFECTIVITY CLAUSE.


This Executive Order shall take effect immediately.
